PSi-Daily maritime press clippings Page 6 2/17/2005 DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2005 - 045

Two stroke power for mega tug MAN B&W Diesel A/S, Denmark has been awarded the contract to supply a complete twin-screw low- speed two-stroke propulsion package for a 90 m, 11,000 kW oceanic mega tug boat.

The newbuilding is under construction at Wuchang Shipyard, Wuhan, China for the owner Shanghai Salvage Co. Ltd., which owns a large fleet of various salvage tugs and tug boats.

The newbuilding, which is scheduled to be delivered during April 2006, will be operated by the Hong Kong-based Shen Hua Shipping Company Ltd.

The primary tasks of the SDARI (Shanghai Research and design Institute)-designed vessel will be oceanic towing. The heavy fuel oil burning propulsion package solution is based on two 8S35MC two- stroke engines, two VBS1080 controllable pitch propellers and an Alphatronic 2000 Propulsion Control System.

The shipment of engines and propulsion equipment from Denmark to China is scheduled to take place between June and August--beginning with the propulsion control equipment--to match the shipyard installation schedule.

New Zealand launches search for ships missing in Cyclone Olaf

A New Zealand Air Force Orion was expected in an area north of Samoa to begin a search for three fishing vessels, with a total of 18 men on board, which were hit by Cyclone Olaf.

One of the vessels is known to have sank about 150 kilometres (90 miles) north of Samoa in what the New Zealand Rescue Co-ordination Centre of New Zealand described as "atrocious weather" and there are fears for the safety of the crew.

The six on board, who reported they had food, water and lifejackets, abandoned the vessel for a liferaft in 190kmh winds and 15 metre seas. Although Cyclone Olaf remained a threat in the South Pacific it had veered away from Samoa and conditions were beginning to ease, rescue centre coordinator Dave Wilson said.

"They are beginning to abate and that's the reason for the timing of the Orion," he said.

"By the time it gets on the scene, the conditions should be much improved for a search and we will be able to get some surface vessels there to assist as well."

Wilson said the three vessels were part of a commercial fleet based in Apia, Western Samoa, and ranged in size from 15 metres to 25 metres. He said the two other vessels for which there were concerns did not radio through their positions at the scheduled time Wednesday and had not been heard from since.

All three boats had crews of six on board. Wilson said several emergency beacons had been activated in and some could be associated with the vessels known to be in distress.

PSi-Daily maritime press clippings Page 8 2/17/2005 DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2005 - 045

Samoa and American Samoa declared a state of emergency as villagers braced for Cyclone Olaf and winds gusting over 220kmh.

A second, less powerful storm, Cyclone Nancy, had last night passed the Cook Islands, uprooting trees and damaging roofs.

MSC in Keys settlement Mediterranean Shipping Company (MSC) has reached a $500,000 settlement with US authorities over damage caused by one of its ships to reefs off the Florida Keys.

In October 2002 the 4,056-teu MSC Diego (built 1999) ( Photo : David Hazell ©) was cited for anchoring in a no anchor zone area within the Sanctuary's Tortugas Ecological Reserve. According to the US National Oceanic and Atmospheric Administration (NOAA) sanctuary divers found damage to the coral reef where the ship had been anchored.

PSi-Daily maritime press clippings Page 9 2/17/2005 DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2005 - 045

The shipowner and the Standard P&I Club will pay the US federal government $100,000 to reimburse response and damage assessment costs. They will also purchase an annuity that will provide $465,796 in future payments to cover monitoring of the restored area and provide for compensatory restoration.

Sanctuary biologists assessed the total injured area at 1,175 square meters, slightly smaller than an Olympic sized swimming pool, NOAA said. NOAA added: “An anchor and its chain had overturned more than 1,000 coral colonies, while completely crushing others.” The National Marine Sanctuaries Act authorizes NOAA to seek damages from the responsible party when sanctuary resources have been injured. Damage assessments cover response, injury assessment, restoration or replacement cost for the injured habitat or acquisition of equivalent habitat. Costs may be obtained to compensate the public for the lost value of the injured resources until they fully recover. After the incident MSC and the Standard P & I club hired Marine Resources, to work with sanctuary divers to reattach more than 1,000 coral colonies.

“This settlement will allow NOAA to continue to monitor the progress of this restoration and fund other projects that will help compensate the public for the loss of these significant coral reef resources while they recover,” NOAA said. “We commend MMSC for acting quickly in hiring a contractor to reattach the overturned corals, rather than allowing the coral reef to become the victim of prolonged negotiations,” said NOAA administrator Vice Admiral Conrad C Lautenbacher. NOAA first established an emergency no anchoring zone for vessels over 50 meters in the Tortugas in 1997. One year later the area became a permanent no anchor zone. In 2001 the establishment of the Tortugas Ecological Reserve extended the no anchoring restriction to all vessels in part of the new reserve area. A month after the Diego incident the IMO designated the waters surrounding the Florida Keys as a Particularly Sensitive Sea Area. This requires that protective measures such as the Tortugas no anchor zone appear on international nautical charts.

Grounded boxship leaks fuel

Fuel from the tanks of the grounded boxship MSC Al Amine (built 1983) is threatening the coast of Tunisia. The 563-teu vessel grounded on Ain Oktor beach in the Korbous region on Tuesday night, witnesses said on Wednesday.

Specialised anti- pollution teams, troops, national guardsmen and about 200 local people were busy cleaning up fuel which had already leaked to shore, running out strings of buoys to prevent further pollution, AFP reported.

Officials said the crew were unharmed and safe, some on shore and others still on board the ship, which was stranded on a sandbank in heavy seas about 20 metres off the coast.

The Tunisian ministers of the interior, defence and the environment - Rafik Belhaj Kacem, Hedi Mhenni and Nadir Hamada - all went to the scene to assess the damage and the environmental protection measures for themselves.

An official from the ship’s owner reportedly said it capsized in the storm because of "an electrical and engine failure".

The vessel has P&I cover from Gard and is classed by Germanischer Lloyd. It has no port state control detentions in the last three years.

SHIPYARD NEWS

The ZEELEEUW was seen on the slipway of the DE HAAS shipyard in Maassluis photo : Jan Steehouwer © AKER YARDS EARNINGS DOWN IN 2004 NORWEGIAN-headquartered international shipbuilding group Aker Yards EBITDA for 2004 of NKr 802m (US$125m), against NKr1.6bn in 2003

For 2005, Aker Yards says that it foresees a growth in revenues, compared with 2004, and aims to have an EBITDA result “somewhat above the level of 2004”. It adds that, despite the increased order backlog Aker Yards is still not at full capacity utilisation. Order intake in the fourth quarter was NKr6.4bn and the order backlog at the close of the fourth quarter was NKr23.4bn, compared with NKr 18.2bn at year-end 2003. The order backlog in Cruise & Ferries is NKr 10.2 billion. Aker says that in the Offshore and Specialized Vessels business area, and in Merchant Vessels, the order intake “continues to improve”. The investment in the two piers, including Nos. 5 and 6, in Beilun will help Evergreen Group make a great stride in the mainland's marine transportation market. The piers will be able to boost their efficiency after a bridge across the Hangzhou Bay designed to connect Shanghai municipality is completed sometime in the next few years.

China has long been Evergreen's investment destination because the mainland currently accounts for 60 percent of Asia's marine transportation amount. In May last year Evergreen chairman J.F. Chang led several executives to make a fact-finding tour of Shanghai and Dalian. After the fact-finding tour was completed, Evergreen is said to have strong willingness to invest in the mainland's marine transportation market.

At present, Evergreen mainly focuses on container processing and shipping services in Ningbo, but with no self-owned container pier. That's why the group has shown strong desire to invest in container piers in Beilun port.

Evergreen said the investment in Beilun port would help it catch up with some mainland and foreign shipping firms that have already invested in Ningbo. In addition, some world-class petrochemical

Ningbo imported 30 million metric tons worth US$7.78 billion of crude oil last year, up 46.4 percent and 77.7 percent, respectively, from the previous year. The crude oil imported from Ningbo accounted for 30 percent of the total imports by the nation last year.

EURONAV PROFITS SURGE 300% THE 2004 full-year pre-profits of VLCC operator Euronav increased by over 300%, to US$246m, compared to the previous year.

The company says the surge in profits reflects not only the huge rate rise but also the strategic decision to increase market exposure through chartering in and acquisition of vessels, “most notably the four largest modern double hull tankers in the world, acquired in joint venture with OSG another member of the Tankers International pool”. During 2004, Euronav almost doubled its exposure to the spot market with only a marginal increase of average cost per vessel. It says that the tanker spot market was at its highest and significantly stronger in Q4 2004 than in the preceding quarter with approximate average time charter equivalent (TCE) earning for the vessels operating in the Tankers International pool at US$120,000 per day.

Euronav has interests in 24 VLCCs and ULCCs of which nine vessels are chartered in from third parties either directly or jointly with partners. Twenty-one vessels from this fleet in the Tankers International pool of which Euronav is one of the major partners

Two fined $125 under anti-terrorism laws Two Mackay men are the first to be prosecuted under new maritime anti-terrorism legislation.

Heath Snedden and Garry McKenna have been fined $125 each for walking through Mackay Port Authority land without permission on New Year's Day. The maximum penalty for breaching the Maritime Transport Security Regulations is $5,500. Senior Sergeant Greg Badde says he hopes the incident sends a clear message to others.

"Mackay Port Authority has taken extraordinary lengths to secure the Mackay Port, so we certainly do take these types of incidents very seriously," he said."These gentlemen were warned in relation to moving from the area. They didn't comply with this warning so the appropriate action was taken against them."
