Williamsburg, VA, 23188 Pashtunistan: Pakistan’s Shifting Strategy? Pashtunistan: Pakistan’s Shifting Strategy? The Pashtun tribes have yearned for a “tribal homeland” in a manner much like the Kurds in Iraq, Turkey, and Iran. And as in those coun- tries, the creation of a new national entity would have a destabilizing impact on the countries from which territory would be drawn. In the case of Pashtunistan, the previous Afghan governments have used this desire for a national homeland as a political instrument against Pakistan. Here again, a border drawn by colonial authorities – the Durand Line – divided the world’s largest tribe, the Pashtuns, into two the complexity of separate nation-states, Afghanistan and Pakistan, where they compete with other ethnic groups for primacy. Afghanistan’s governments have not recog- nized the incorporation of many Pashtun areas into Pakistan, particularly Waziristan, and only Pakistan originally stood to lose territory through the creation of the new entity, Pashtunistan. This is the foundation of Pakistan’s policies toward Afghanistan and the reason Pakistan’s politicians and PASHTUNISTAN military developed a strategy intended to split the Pashtuns into opposing groups and have maintained this approach to the Pashtunistan problem for decades. Pakistan’s Pashtuns may be attempting to maneuver the whole country in an entirely new direction and in the process gain primacy within the country’s most powerful constituency, the military. -

ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias. National Security Is a Sensitive Subject. a Country's Survival, Growth
EXECUTIVE SUMMARY National security is a sensitive subject. A country’s survival, growth and development depend on a well crafted and consciously implemented national security policy. By nature, national security implementation should always be at a competitive edge relative to internal and external security threats. As a result, the state cannot easily disclose or expose its national security policies and plans without sufficient cause. Zimbabwe’s national security implementation is guided and instructed by the Public Order and Security Act, the Official Secrets Act and the Access to Information and Protection of Privacy Act. These acts complement one another and are applied flexibly enough to suit the prevailing circumstances The Acts ensure that order, peace and stability prevail, and that the state’s secrets are protected from those who are not entitled to them. State secrets are the preserve of responsible authorities who implement them to control the variables that affect the survival, growth and development of the state. While the call for the right to access to information may sound cogent, it is important to note that it cannot be guaranteed that the information will not be used against the interests of the state and private individuals. In the Zimbabwean context, the phenomenon of the public demanding access to security information is not significant. The public is aware of the sensitivity of state secrets and security information, and it is not common to identify ordinary people craving for security information. Those who demand the information are political malcontents bent on finding a pretext for fomenting anarchy. Public order is maintained by the Zimbabwe Republic Police, and national defence is guaranteed by the Zimbabwe Defence Forces, but for effective protection of the nation, security information is the preserve of those entitled to access it and use it, and not just anybody who might use it against the interests of the state. -

Ojukwu’s government looked certain to topple at the beginning of the summer of 1968, yet Biafra held on and did not capitulate until nearly two years later, on 15 January 1970. The Ojukwu regime found itself in a serious predicament; how to maintain support for a war that was increasingly costly to the Igbo people, both in military terms and in the menacing face of the starvation of the civilian population. Further, the Biafran government had to not only mobilize a global public opinion campaign against the “genocidal” campaign waged against them, but also convince the world that the only option for Igbo survival was an independent Biafra. -

It is argued that ethnicity is not necessarily incompatible with nationalism and nation-building. Ethnicity and nationalism both play a role in nation-state formation. They are each functional to political stability and, therefore, to civil peace and to the ability of individual Nigerians to pursue their non-political goals. Ethnicity is functional to political stability because it provides the basis for political socialization and for popular allegiance to political actors. It provides the framework within which patronage is institutionalized and related to traditional forms of welfare within a state which is itself unable to provide such benefits to its subjects. -

The Categorically Disaggregated Conflict (CDC) Dataset Codebook (Version 1.0, 2015.07) (Presented in Bartusevičius, Henrikas (2015) Introducing the Categorically Disaggregated Conflict (CDC) dataset. Forthcoming in Conflict Management and Peace Science) The Categorically Disaggregated Conflict (CDC) Dataset provides a categorization of 331 intrastate armed conflicts recorded between 1946 and 2010 into four categories: 1. Ethnic governmental; 2. Ethnic territorial; 3. Non-ethnic governmental; 4. Non-ethnic territorial. The dataset uses the UCDP/PRIO Armed Conflict Dataset v.4-2011, 1946 – 2010 (Themnér & Wallensteen, 2011; also Gleditsch et al., 2002) as a base (and thus is an extension of the UCDP/PRIO dataset). Therefore, the dataset employs the UCDP/PRIO’s operational definition of an aggregate armed conflict: a contested incompatibility that concerns government and/or territory where the use of armed force between two parties, of which at least one is the government of a state, results in at least 25 battle-related deaths (Themnér, 2011: 1). The dataset contains only internal and internationalized internal armed conflicts listed in the UCDP/PRIO dataset. Internal armed conflict ‘occurs between the government of a state and one or more internal opposition group(s) without intervention from other states’ (ibid.: 9). Internationalized internal armed conflict ‘occurs between the government of a state and one or more internal opposition group(s) with intervention from other states (secondary parties) on one or both sides’(ibid.).
