Russia is spearheading a regional allied effort to consolidate tangible gains - to stabilize the lines before Winter freezes the fighting. When fighting resume in early Spring 2016, the Jihadist forces will no longer be able to threaten the Fertile Crescent of Minorities and the buffer areas surrounding Shiite Iraq. Emboldened, better equipped and retrained - the forces allied with Russia will then be able to go on the strategic offensive under a unified master-plan. In mid-October, the Kremlin clarified that the Russian strategic-political objectives in Syria are to stabilize and consolidate the Assad administration as the key to defeating the Jihadist forces, as well as to compel the US-led West to accept and acknowledge this reality. For the Kremlin, all anti-Assad forces are terrorists. In mid-November, Putin returned to Moscow from the G-20 summit convinced that any attempt to deal with Obama was an exercise in futility and that a major face-off, even crisis, over Syria was only a question of time. Hence, the Kremlin resolved to seize the strategic initiative. Thus, the Russian military intervention has already had a profound impact on the region’s strategic-political posture.

Genocide discourses tend to present genocide as fundamentally a-political, and hold that genocidal systems are dislodged only when they are swept away through external violence. Secondly, genocide discourses are built on an assumption that the victims of genocide are necessarily moral innocents, not parties in conflict. These two factors make genocide discourses highly effective in conferring moral capital upon certain actors in a conflict. The two principles converge to produce strategic narratives that direct political and military actions in certain ways in the context of con- tentious conflicts and political violence, motivating humanitarian responses in defense of certain groups, or sustaining popular support for foreign wars. The paper illustrates the argument by examining two case studies between 2014 and 2017: the debates in the United States over Islamic State genocides, and the conflict between Ukraine and Russia.     Security Policy Working Paper, No. 6/2016 Saudi Arabia and its 40 Allies What the Islamic Alliance really means by Florence Gaub In December 2015, Saudi Arabia announced that an alliance of almost 40 Muslim countries would coordinate their counter-terrorism efforts with immediate effect. Is it a Muslim version of NATO or just political PR? First of all, the idea is not new. Many Middle Eastern alliances have been announced since World War II. In 1950, the wording of the defence pact signed by Arab League member states was practically identical to that of NATO’s Article 5 on collective self-defence. At about the same time, the United Kingdom’s attempts to tie the countries of the region to NATO via Middle East Command, and later to at least coordinate them via the Middle East Defence Organisation, were both unsuccessful. In 1955, Iraq and Turkey launched the Baghdad Pact (officially known as the Middle East Treaty Organisation), which was also joined by Iran, Pakistan, and Britain. The member states of the Gulf Cooperation Council (GCC) have been working towards joining forces militarily – not just by words but by action – since 1982: first they created a joint task force (known as the Peninsula Shield Force), and since 2000 they have had a NATO-style defence agreement, institutionalised in the form of a defence council. However, the fact is that alliances of all kinds in this region usually fail when put to the test. The Arab League could not agree on whether (or how) to help counter attacks on Lebanon in 1982, Libya in 1986, Kuwait in 1990, and Iraq in 1991 or 2003.

He received a B.A. in government from Georgetown University, focusing on the Middle East and Central Asia. Paul was the recipient of a Critical Language Scholarship and was a Language and Area Studies Fellow in Persian. Frederick W. Kagan, author of the 2007 report Choosing Victory: A Plan for Success in Iraq, is one of the intellectual architects of the successful “surge” strategy in Iraq. He is the Christopher DeMuth Chair and director of the AEI Critical Threats Project and a former professor of military history at the U.S. Military Academy at West Point.
