December 2019 Terms of reference ADSWAC Project

1. CONTEXT On the border between Angola and Namibia, small-scale rainfed agriculture and livestock rearing provide livelihoods and subsistence for the vast majority of communities. The dry seasons in the area are depicted by significant challenges in terms of food security and access to water. The Cubango River forms the border between Angola and Namibia, continuing into Botswana and the Okavango Delta. Communities on both sides of the river use it for livelihoods, transport etc. and activities upriver have consequences downriver. The Okavango Delta is one of the most significant hotspots in the Kalahari Desert. Resulting from its permanent water resources, grasslands and forests, human land use activities such as crop and livestock farming have placed the Delta under environmental stress, raising concerns about its future sustainability. A unified cross-border approach will not only help the populations to adapt to changing conditions but encompasses a key contribution to avoid further encroachment of the protected areas. Angola and Namibia, although ranked as middle-income countries, have significant internal urban-rural inequalities, while their respective agriculture sectors are underdeveloped due to primary national focus on resource extraction. Despite the potential for agriculture production, both countries are net importers of food, which places especially the most vulnerable populations at risk of climate-related shocks and market fluctuations. Little attention has been paid to rural development and crop and livestock production, and the vulnerable populations are barely reached with agriculture extension and other social services, which together with the harsh conditions leaves them in a continuous poverty trap. The target areas are geographically more coherent than that they are with their own national capitals. Population groups across frontiers share the same ethnic background, language and cultural habits and characteristics. Roads in the areas are poor, and access is difficult at the best of times, and near impossible in the rainy season. Alternative livelihoods involving small- scale trade are dependent on cross-border trade. Given difficult access and limited attention, there is no prospect for meaningful trade nationally. The population in the area already suffers from impacts induced by climate change, most notably prolonged dry spells and long periods of drought. Trends show a gradual increase in temperature of 0.2ºC per decennium, while precipitation levels have decreased and rainfalls have become more unpredictable. Conditions are not set to improve. Overall, the project’s objective is to enhance adaptation capacities and resilience towards climate change impacts and variability in the transboundary region between Angola and Namibia. The Specific Objectives are: (1) to enhance local, sub-national and regional capacities to adapt and respond to climate change risks in the cross-border area of Angola and Namibia; and (2) to improve food security in response to climate change impacts in rural and vulnerable communities in and the Regions of Kavango East and Kavango West. It is estimated that the project will directly benefit 7.500 small-scale farmers (50% women) and 150.000 people in the targeted communities in Cuando Cubango Province in Angola (, , and Rivungo municipalities) and in Kavango East & West Regions in Namibia (Mpungu, Mkurenkuru, Tondoro, Musese, Kapako, Rundu Rural, Rundu Urban, Mashare, Ndonga Linena, Ndiyona, Mukwe). In order to achieve these specific objectives, the project will be structured around four main components, that need to be elaborated taking into account drought dimension from the regional, national and local context:

Component 1: Strengthening awareness, knowledge and capacity to adapt to climate change and variability at community-district-, national and regional level This component will enable to enhance awareness and ownership of adaptation and climate risk reduction processes of the targeted populations. Additionally, it aims to enhance the capacity at sub-national, national and regional level to adapt to climate change risks and variability in the agriculture and water sectors. This component will include: (a) the establishment of Climate Change Action Centers (CCACs); (b) climate change awareness campaigns in communities and schools; (c) local participatory climate vulnerability assessments and adaptation planning; (d) cross-border exchanges on local adaptation options; (e) capacity building of local and sub-national authorities in climate change adaptation; (f) establishment and strengthening of transboundary coordination mechanisms (authorities as well as civil society) for adaptation; (g) capacity building and coordination for transboundary response systems to extreme weather events. (h) dissemination of project results, best practices and lessons learned in national and international forums.

Component 2: Community adaptation actions for improved food security in response to climate change and variability This component is focused on enhancing production, productivity, livelihood diversification and income of the targeted population groups and improving food security of 10.000 targeted smallholder farmers’ households. It will additionally reduce exposure of the targeted farmers to the impacts of droughts and prolonged dry spells on agricultural production. This component consists of concrete adaptation actions at community-level with the aim to improve food security all year round, in response to challenges faced in terms of declining agricultural productivity due to climate change. A specific emphasis will be placed on water availability and activities will include: (a) establishment and strengthening of Producer Organizations (Producers’ Clubs); (b) diversification of production (crop diversification, beekeeping, fishing); (c) extension of climate-resilient and water-efficient agriculture practices (Conservation Agriculture (CA) and Agroforestry Systems (AFS)) through model fields and on-farm advisory services; (d) capacity building and support to POs in adapting production systems (drought-resistant varieties, fodder production, adaptive planning); (f) support to improved cattle management and introduction of short-cycle livestock; (g) introduction of low-cost storage and processing equipment. This will be strengthened by activities focused to overcome the key barrier of water scarcity, including: (g) establishment and strengthening capacities of water user associations (WUAs); (h) establishment of rainwater harvesting and storage infrastructure; (i) introduction of solar powered water pumps and small-scale irrigation systems; (j) capacity building for management of rainwater infrastructure and solar technologies; (k) water demand management campaigns. According to the Adaptation fund procedures, the next step will be the elaboration of the project Concept Note1. This will imply the further development of the topics presented in the pre-concept note (including the comments from the Project/Programme Review Committee - PPRC).

2. OBJECTIVE AND EXPECTED RESULTS The main objective of these Terms of Reference is to prepare a Concept Note on the project which meets the Adaptation Fund’s requirements. This could be achieved through desk work

(reviewing the national documents, plans and activities related to drought and drought- resilient interventions, priority areas – NAPs, etc). Accordingly, preparatory studies will be undertaken for the finalization of the project Concept Note. This could be achieved through the implementation of preparatory studies and additional thematic analyses which will serve as a basis for the finalization of the project Concept Note document. Finally, this will pave the way towards the preparation of the final bankable project Full proposal – pending the Board approval. (Following step). The following specific studies are envisaged: ▪ Vulnerability Assessment ▪ Stakeholders Capabilities Analysis ▪ Cost-effectiveness study ▪ Preliminary study on Environmental and social impacts and risks in each country complying with the Adaptation Fund E&S principles and Gender Policy as well as their mitigation measures

3. SCOPE OF WORK This mission should cover the two project beneficiary countries: Namibia and Angola. Both local, national and regional levels will be addressed. In particular, the main area of intervention will take place in the Southern part of Angola (Cuando Cubango Province) and the Northern Namibian Regions (Kavango East and Kavango West).

4. MANAGEMENT The assignment will be managed by OSS which will be responsible for the supervision of the consultancy. However, ADPP and Humana People to People (HPP) will supervise the Consultancy activities in the region. OSS, ADPP and HPP commit to facilitating the consultant work with national and regional institutions and partners to access to data. With regard to the project Concept Note, the consultant will use the official Adaptation Fund project proposal template. The section on the institutional arrangements and the project logical framework will be developed in close collaboration with OSS and HPP.

5. CONSISTENCY OF THE CONSULTANCY The Consultant will be in charge of conducting a series of studies and analyses which will help to develop the project Concept Note document and of taking part in a regional consultation workshop.

I - Studies and Analyses

The first section related to the studies and analyses will be structured around three major Parts: • Part A- Assessment of populations and natural resources vulnerability to the adverse effects of climate change. • Part B- i) Identification of needs in terms of infrastructure (reforestation actions, basin, etc.), Climate Change Action Centers (CCACs) tools as well as extension

of climate-resilient and water-efficient agriculture practices (Conservation Agriculture (CA) and Agroforestry Systems (AFS)), ii) evaluation of their economic cost-effectiveness and iii) Environmental & Social and Gender scoping • Part C- Scoping and consolidation of information required for the project document (Concept Note document cf. Adaptation Fund Template)

The project Pre-concept Note, endorsed by the Adaptation Fund, is one of the main documents to be consulted and taken into account by the Consultant in executing his work. The consultant shall also address the comments raised by the Project Evaluation Panel. A detailed description of the objectives and activities to be conducted under each Part is given in the following: Part A - Assessment of populations and natural resources vulnerability to the adverse effects of climate change (Drought effects) Objectives The main objective of this Part is to evaluate and analyze the vulnerability of ecosystems and populations to the adverse effects of climate change in the project areas of interest according to current data and climate projections.

Consistency This Part will focus on the implementation of an assessment based on bibliographic research. This includes: ▪ Literature review and analysis of existing documents, national communications, studies, and projects reports dealing with the priority areas vulnerability ▪ Establishing a general overview of the priority areas vulnerability ▪ Identifying and delineating the most vulnerable areas ▪ Classifying the identified areas by degree of vulnerability to drought risk ▪ Proposing adequate actions to mitigate ecosystems and populations’ vulnerability in the most vulnerable sites Part B - Identification of stakeholders involved and needs in terms of infrastructure (reforestation actions, basin, etc.), Climate Change Action Centers (CCACs) tools as well as extension of climate-resilient and water-efficient agriculture practices (Conservation Agriculture (CA) and Agroforestry Systems (AFS)) and evaluation of their economic cost-effectiveness

Part B is composed of 4 sub-sections as follows:

B.1 – Mapping of the stakeholders involved in the project development and execution

Objectives

This section will cover the identification of the institutions that will be involved in the project development process as well as its execution. It will also focus on the assessment of their capacities to make the project succeed.

Consistency

The consultant will consider the following: ▪ Make an inventory of the different stakeholders, their roles and their intervention in the project ▪ Establish an overview of similar previous projects executed and/or ongoing by the institution ▪ Assess the technical capacities of the identified institutions and partners

B.2 - Identification of needs in terms of infrastructure, Climate Change Action Centers (CCACs) tools and extension of climate-resilient and water-efficient agriculture practices (Conservation Agriculture (CA) and Agroforestry Systems (AFS))

Objectives

This subpart aims at the identification of the infrastructure needed for an efficient and sustainable implementation of the project (buildings, rainwater harvesting and storage infrastructure, structures for farmers and populations, etc.), as well as of necessary equipment and tools for establishing the CCACs and extension of climate-resilient and water-efficient agriculture practices (Conservation Agriculture (CA) and Agroforestry Systems (AFS)) envisaged by the project (cf. Project Pre-Concept Note).

Consistency In order to achieve this objective, the Consultant will have to consider the following activities:

▪ Inventory, evaluation and description of existing infrastructure in the two countries concerned (focus on the specific areas where the project will be executed). ▪ Identification of needs in terms of infrastructure and necessary equipment for the development of the priority areas and improvement of its current situation. ▪ Evaluation and identification of the equipment needed for establishing the CCACs and rainwater harvesting and storage infrastructure

B.3- Estimation of the project Cost Effectiveness

Objectives The subpart will focus on the project “Cost-Effectiveness” in order to assess the economic and financial contribution of the project activities for the priority areas populations and users. The Consultant will be required to analyse the project overall profitability taking into account the infrastructure and equipment’s cost-effectiveness as well as the project added-value at the environmental, social and economic levels.

Consistency

In order to achieve this objective, the Consultant will be required to undertake, among others, the following activities:

▪ Estimation of the development actions costs (reforestation, constructions, etc…) ▪ Estimation of the average revenue of the households which would have benefited from the income-generating activities and analysis of the cost and cost-effectiveness of the different infrastructure to be implemented.

B.4- Environmental & Social and Gender scoping

Objectives

The main objective of the Environmental and Social Scoping is the evaluation of the project risks and impacts and identification of mitigation measures for the negative impacts of the project activities. This section will also focus on establishing the gender baseline and providing recommendations for gender mainstreaming.

Consistency In order to achieve this objective, the Consultant will have to consider the following activities:

▪ Environmental and social impacts identification according to the E&S policy of the Adaptation fund and their mitigation measures ▪ Risks related to gender equality and their mitigation measures Part C – Scoping and consolidation of information required for the project Concept Note

Objectives The Project Concept Note will be developed in accordance with the Adaptation Fund’s requirements and template.

HPP/ADPP will be in charge of developing the first draft of the logical framework and the corresponding budget that will be the main input for the consultant. The Concept Note proposal should integrate the data and information collected and generated in the analyses and studies mentioned in the previous Parts. The consultant will be responsible for drafting the following indicative sections (not limited to), with consideration of the project’s logical framework and background:

1. Profile of the Project Area:

− Physical Characteristics − Location and physiography − Climate and Rainfall − Hydrology and Irrigation Systems − Geology, Relief and Pedology − Flora and Fauna

2. Climate Change related Barriers, Constraints and Drivers of Faulty practices:

− Current Climate Change impacts − Major Environmental issues − Faulty agricultural practices − Uncontrolled Bushfires − Deforestation and Use of Forest Resources − Anthropogenic Drivers of Deforestation − Pressure of Pastoralism and Transhumance − Gender context and barriers − Water availibilty and pollution − Any other barriers and constraints identified − Climate Change awareness

3. Agricultural Market analysis:

− Main Agriculture production (crops, livestock) − Agricultural markets (national and local) − Cross-border trade patterns − Agricultural private sector presence in the areas − Identification of market opportunities (local, national and regional) − Forest resources Based on the studies and analyses outputs and results, the consultant can adjust the logical framework in concertation with HPP and OSS. Additionally, he (she) will contribute to the development of the concept note.

Consultation Workshop It should be noted that the Consultant (and associates) should designate an expert/s to take part in a regional workshop that will be organized. The consultant will do the following:

▪ Prepare all necessary documents of the workshops (programs, evaluation sheet, a project abstract, survey sheet, list of participants, etc.) and concept note to define the objective and expected the outcome of the workshop ▪ Presentation of findings from studies conducted ▪ Co-facilitate/supervise the workshop organization and workflow ▪ Finalize/develop the workshop minutes/reports and recommendations. The report should include photos and illustrations.

The Consultant will incorporate the workshop outcomes and recommendations in the final document (Project Concept Note). Travel and daily allowance costs will be identified separately and covered by the OSS.

Available documentation The Consultant should finalize the documents based on the following references and documents:

▪ The major outcomes and conclusions of the first 2 Parts (A & B) ▪ The comments and annotations of the Adaptation Fund on the Pre-Concept Note ▪ The guidelines and policies of the Adaptation Fund ▪ The outputs and recommendations of workshop and meetings conducted with the project actors and stakeholders ▪ The Concept Note Template of the Adaptation Fund (see Annex)

NB: All these documents must be validated by HPP, ADPP, and OSS.

6. DETAIL OF ACTIVITIES TO BE UNDERTAKEN

The Consultant will be in charge of conducting evaluation and analyses which will help to develop the project Concept Note and of taking part in a regional consultation workshop. The scoping exercise is aimed at determining relevant information to be collected to develop the Concept Note in order to determine the key issues and potentials related to smallholder farmers and pastoralists in localities of the two countries and to correctly assess the predictable effects of the interventions options identified for further elaborations.

OSS 8 Terms of reference ADSWAC Project

For this assignment, the consultant must first assess the information currently available from reports, maps, models, studies, experts, related practices, etc. Based on this information, the consultant should do a preliminary assessment of the potential types of interventions and narrow down the specific geographical areas where these interventions can be implemented.

The consultant shall undertake this work according to the three specific objectives (Parts A, B and C) Therefore he/she shall collect and analyze data required to characterize the main farming systems (size, location, present and future potential, cropping systems, techniques/technology, marketing, productivity, etc.), pastoralists and pasture resources, as well as the mainland uses, land tenure, rights and identify the impacts of the potential interventions.

Assessment ▪ Analyze and identify specific localities that are most drought-prone in each of the identified regions/provinces of project implementation – delineate most vulnerable areas - situation analysis − Examine social and environmental issues in the proposed project area − Analyze the current situation of women and vulnerable groups (e.g. elders, youth) Women, children, disabled, IDPs, refugees) in the project area − Develop criteria to rank these localities (project area), based on severity and vulnerability to drought – rank selected localities for each country. − Based on the analysis and in consultation with the national government, OSS and ADPP/HPP – agree on the project intervention area

Identification ▪ Current and ongoing activities and initiatives by national and local governments and extension services in each country to be involved in the project and strengthening the process. ▪ Identification of critical needs in terms of infrastructure and necessary equipment, including income-generating activities ▪ Highlight success stories and difficulties faced by previous/ongoing similar projects

Resource potentials ▪ Identify and analyze natural resources potentials (water, pasture, eco-hydrology, etc.) to meets demand for farmers and pastoralists and other needs – include risk and challenges − Water resources potentials and options (rainfall, surface water, groundwater), including analysis of availability and reliability. Including, water sources for farmers and pastoralist, e.g. water points for livestock - The consultant will analyze the availability of water sources-especially water points for livestock (emphasis on ground-based water sources is key) ▪ The project Concept Note should address how agreements on stock routes can be modified or be made flexible in case of droughts and provisions be made to pastoralists to avoid conflicts with sedentary farmers and encroachment into protected areas. − Mapping of the main agricultural systems by describing distribution, types of agriculture production systems, crops and their relationship with the natural resources (encroachment, livestock grazing and patterns as it relates to seasonality – wet and dry/drought seasons, water, etc.), including, assessing potential contribution to the socioeconomic of the region - examine the development potentials for agriculture production.

Related policies and conflict resolutions ▪ Policies, rules, regulations related to the project ▪ Identify, define and analyze potential conflict

OSS 9 Terms of reference ADSWAC Project

▪ Provide detail on the gender dimensions and differentiated rights of sedentary versus pastoralist groups. Furthermore, provide details on how drought vulnerable, conflict-affected areas and other vulnerable groups may benefit from the project.

8. QUALIFICATIONS The consultant should have:

▪ Master’s Degree Natural Resources and related environment, Agriculture, Development and field relevant to areas of specialization required; ▪ At least 10 years’ experience in the field of the assignment - natural resources, climate change and resilience, environment and rural development ▪ Professional experience in implementation or development of environment-related tasks ▪ Experience and knowledge of the project area ▪ Experience in multi-country/sectors development project preparation – in line with the assignment ▪ Professional proficiency in English, and knowledge of Portuguese is an advantage ▪ Fluency in any additional national languages of the region is an asset.

Compensation

The total task duration is distributed over two months and the total cost is U$D 6 000. The payment will be made by OSS to the account specified by the Consultant upon validation of the work required. The payment will be made in two installments as follows:

- 30 % of the total amount upon validation of the studies outputs and the concept note sections’ first draft; - 70% of the total amount upon the organization of the workshop and the final validation of the products related to the Concept Note.

It should be noted that Travel and daily allowance costs to ensure the participation of the consultant at the regional consultation workshop will be identified separately and covered by the OSS. The dates and venue of the workshop will be communicated later.
