Chapter 5.1: Land Use, Zoning, and Public Policy A. INTRODUCTION This chapter describes existing land use, zoning, and public policies applicable to the proposed project and evaluates potential significant adverse effects that may result from implementation of the proposed flood protection system. Potential significant adverse effects to land use as a result of implementing the flood protection system are also evaluated. Potential land use issues include known or likely changes in current land uses within the study area, as well as the proposed project’s potential effect on existing and future land use patterns. Potential zoning and public policy issues include the compatibility of the proposed project with existing zoning and consistency with existing applicable public policies. PROJECT AREA ONE Project Area One extends from Montgomery Street on the south to the north end of John V. Lindsay East River Park (East River Park) at about East 13th Street. Project Area One consists primarily of the Franklin Delano Roosevelt East River Drive (FDR Drive) right-of-way, a portion of Pier 42 and Corlears Hook Park as well as East River Park. The majority of Project Area One is within East River Park and includes four existing pedestrian bridges across the FDR Drive to East River Park (Corlears Hook, Delancey Street, East 6th Street, and East 10th Street Bridges) and the East Houston Street overpass. Project Area One is located within Manhattan Community District 3, and borders portions of the Lower East Side and East Village neighborhoods. PROJECT AREA TWO Project Area Two extends north and east from Project Area One, from East 13th Street to East 25th Street. -

This is truly an amazing historical achievement by any set of standards. We are deeply rooted in the rich culture and purpose of a Settlement House, which was and still is today to make a positive impact on the community by becoming “part of the community”. People are not viewed as clients, but as neighbors. Neighbors who have a place they can bring their problems to and receive hope. And even more important than garnering hope, receive help! Whether it is daycare and pre-school services for working and single parents; meals, medical services, isolation and depression issues for seniors; psychological services for behavioral health issues like the rising incident rate of suicides and drug addiction; or afterschool programs for our teens to develop positive skills and values, Hamilton-Madison House provides these essential services and more, and offers them in multiple languages. -

On the contrary, the word is recognized by the local, state, and federal government, and has been in use since 1986. Actually, NORC is an acronym. It stands for “Naturally Occurring Retirement Community.” Basically, a NORC is a place (a building, a development, a neighborhood) with a significant elderly population that wasn’t purpose-built as a senior community. What counts as a “significant elderly population” varies from place to place (and from one level of government to the next), but that’s the basic definition. NORCs are important because once a community meets the criteria, it becomes eligible for local, state, and federal funds to retroactively provide that community with the support services elderly populations need (for example, case management and social work services, health care management and prevention programs, education, socialization, and recreational activities, and volunteer opportunities for program participants and the community). As it happens, there are 27 NORCs in New York City, located in four boroughs. NORCs are a national—even international— phenomenon, but the NORC movement began right here in New York City, when a consortium of UJA-Federation agencies THRESHOLDS 40 established the Penn South Program for Seniors in 1986. Let us say a few words about why we’re so interested in NORCs: First of all, the “naturally occurring” part is intriguing. -

Socioeconomic Conditions
One Police Plaza Security Plan EIS CHAPTER 4: SOCIOECONOMIC CONDITIONS A. INTRODUCTION This chapter examines the potential effects of the action on socioeconomic conditions in the study area, including population and housing characteristics, economic activity, and the real estate market. As described in Chapter 1, ‘Project Description’, the action is the maintenance of the security plan implemented at One Police Plaza and surrounding roadways following the events of September 11, 2001. The security plan resulted in the installation of attended security checkpoint booths, planters, bollards and hydraulically operated delta barriers to restrict the access of unauthorized vehicles from the roadways situated adjacent to the civic facilities located near One Police Plaza. The barriers were installed by the NYPD, with the exception of the barriers located at Park Row at Foley Square and at Pearl Street on the west side of Park Row, which were installed by the USMS. In accordance with the guidelines presented in the City Environmental Quality Review (CEQR) Technical Manual, this chapter evaluates five specific factors that could create significant socioeconomic impacts in an area, including: (1) direct displacement of residential population; (2) direct displacement of existing businesses; (3) indirect displacement of residential population; (4) indirect displacement of businesses; and (5) adverse effects on specific industries not necessarily tied to a project site or area. This analysis begins with a preliminary assessment for each specific issue of concern. According to the CEQR Technical Manual, the goal of a preliminary assessment is to discern the effects of a proposed project or action for the purposes of either eliminating the potential for significant impacts or determining that a more detailed analysis is necessary to answer the question regarding potential impacts. -

De localização extremamente central na cidade, o que de fato é hoje dele conhecido é o resultado de uma requalificação arquitetônica e urbanística realizada na década de 50 em decorrência da Interbau (Internationale Bauausstellung) - primeira Exposição Internacional de Arquitetura ocorrida após a II Guerra Mundial. A exposição, que trouxe para a paisagem do parque Tiergarten projetos de edifícios residenciais que expressam valores políticos como a liberdade e o pluralismo, utilizou-se do lema conhecido como “a cidade do amanhã” (die Stadt von Morgen) entre suas premissas básicas para a criação de uma área habitacional modelo do Movimento Moderno. Em 1953, o Senado de Berlim estabelece que a reconstrução do bairro Hansaviertel seja ligada a uma exposição internacional de arquitetura moderna. -

“How Do We Live?” Housing Workshop / London 2019 11th April — 18th April 2019 Jocelyn Froimovich, Johanna Muszbek University of Liverpool in London Housing design never starts afresh; housing design operates through variation, iteration, and/or mutation of prior examples. The series of workshops “How do we live?” venture into a typological investigation, with the expectation that types can provide a framework to deal with complex urban variables. By understanding the particulars in the production of a housing type, the architect can manipulate and reorganise—invent. This workshop will discuss housing types, exemplary of a particular city in its making. By looking at past exemplary projects ant today’s market offer, the goal is to observe, analyse, participate and hopefully interfere in the production system of the urban. Rather than dismissing examples of the current housing offer as “bastard” architecture, it is assumed that these housing types portray specific subjects, their living and urban conditions; the politics, policies, and socio economic factors that lead into developing a particular urban setting. Thus, the goal of the studio is to design new housing types that expand the existing housing repertoire. These new types will respond to current and future lifestyles and contribute to resolve specific urban demands. The question for this workshop is: what defines the housing crisis of London today? By forcing the notion of crisis as a methodology, each student will question a specific London housing type and propose alternative designs for each of them. For this workshop, the notion of “crisis” will be used as an operative term. “Crisis” is understood as a turning point, a time when a difficult or important decision must be made. -

The New York City Housing Authority (NYCHA) provides decent and affordable housing in a safe and secure living environment for low- and moderate-income residents throughout the five boroughs. To fulfill this mission, NYCHA must preserve its aging housing stock through timely maintenance and modernization of its developments. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. NYCHA was created in 1934. The image of rioters storming the Capitol building in Washington, DC, this month, snapping selfies and stealing souvenirs, will be the indelible final memory of his tempestuous presidency. But one of his last acts in office was to issue an executive order that new federal buildings must be built in a classical style. What they should not be, it specified, is Brutalist. This is how it was defined: “Brutalist means the style of architecture that grew out of the early 20th-century Modernist movement that is characterised by a massive and block-like appearance with a rigid geometric style and large-scale use of exposed poured concrete.” For a big builder, Trump seems to have misunderstood the moment. Brutalism has been over as a way of building for about 40 years. No new US government buildings are in danger of being Brutalist.
