SUMMARY 1.1 This document is Norfolk County Council’s updated Book of Reference, submitted to the examination to accompany the revised draft DCO and updated drawings requested by to Deadline 8. 1.2 This document is an updated version of the Book of Reference (Document Reference 4.3) submitted with the application on 8th January 2014 and first updated on 24th March 2014. Updates from the 24th March 2014 version are shown in this document in red text. 3 Norwich Northern Distributor Road Document Reference: NCC/EX/79 2.0 INTRODUCTION 2.1 The Book of Reference lists the plots of land over which the Applicant is seeking powers to purchase, or to acquire rights, compulsorily in the Development Consent Order for the scheme. It also lists any rights over the Order land which may be interfered with, suspended or extinguished and those outside the development that might have a statutory claim for compensation due to the use of the development. 2.2 The Book of Reference should be read in conjunction with the updated Land Plans submitted for Deadline 8 (within Document Ref. NCC/EX/73) and the Crown Land Plan (Document Ref. 2.12). 2.3 The Land Plans and Book of Reference adopt a plot numbering system which includes a reference to the relevant sheet of the Land Plans. This has been adopted given the length of the Scheme and the consequential large number of sheets required for the Land Plans. For example, the reference “1/12” indicates that the twelfth plot on Land Plan sheet one is being discussed, whilst “5/2” indicates that the second plot on Land Plan sheet five is being discussed. There are twelve Land Plan sheets, plus a key plan. 2.4 The Book of Reference contains five Parts, which are described below. 4 Norwich Northern Distributor Road Document Reference: NCC/EX/79 3.0 DESCRIPTION 3.1 Part 1: Persons within Category 1 and 2 Contains the names and addresses for service of persons within Categories 1 and 2 (7(1)(a) of the Regulations). A person is within Category 1 if the Applicant, after making diligent inquiry, knows that the person is an owner, lessee, tenant (whatever the tenancy period) or occupier of the land. A person is within Category 2 if the Applicant, after making diligent inquiry, knows that the person has an interest in the land, has the power to sell and convey the land, or to release the land. 3.2 Part 2: Persons within Category 3 Contains the names and addresses for service of persons within Category 3 (7(1)(b) of the Regulations). A person is within Category 3 if the applicant thinks that, if the order sought by the application were to be made and fully implemented, the person would or might be entitled – (a) as a result of the implementing of the order; (b) as a result of the order having been implemented; or (c) as a result of use of the land once the order has been implemented to make a “relevant claim”. A “relevant claim” means a claim under section 10 of the Compulsory Purchase Act 1965, part 1 of the Land Compensation Act 1973 or section 152(3) of the Planning Act 2008. 3.3 Part 3: Existing Rights Contains the names of all those entitled to enjoy easements or other private rights over land which it is proposed shall be extinguished, suspended or interfered with (7(1)(c) of the Regulations). 5 for which the application is being made (7(1)(d) of the Regulations). 3.5 Part 5: Special Category Land Specifies land the acquisition of which is - (i) subject to special parliamentary procedure;     Parish Registers and Transcripts in the Norfolk Record Office This list summarises the Norfolk Record Office’s (NRO’s) holdings of parish (Church of England) registers and of transcripts and other copies of them. Parish Registers The NRO holds registers of baptisms, marriages, burials and banns of marriage for most parishes in the Diocese of Norwich (including Suffolk parishes in and near Lowestoft in the deanery of Lothingland) and part of the Diocese of Ely in south-west Norfolk (parishes in the deanery of Fincham and Feltwell). Some Norfolk parish records remain in the churches, especially more recent registers, which may be still in use. In the extreme west of the county, records for parishes in the deanery of Wisbech Lynn Marshland are deposited in the Wisbech and Fenland Museum, whilst Welney parish records are at the Cambridgeshire Record Office. The covering dates of registers in the following list do not conceal any gaps of more than ten years; for the populous urban parishes (such as Great Yarmouth) smaller gaps are indicated. Whenever microfiche or microfilm copies are available they must be used in place of the original registers, some of which are unfit for production. A few parish registers have been digitally photographed and the images are available on computers in the NRO's searchroom. The digital images were produced as a result of partnership projects with other groups and organizations, so we are not able to supply copies of whole registers (either as hard copies or on CD or in any other digital format), although in most cases we have permission to provide printout copies of individual entries.
