Responses had to be submitted by 22 January 2016. 2.2 Network Rail published the Draft Scotland Route Study for consultation on 12 December 2015, ending on 10 March 2016. The final Route Study will be published in July 2016. 2.3 The Office of Rail Regulation (ORR) requires Network Rail to establish and maintain Route Studies across the GB rail network as part of the ‘Long Term Planning Process’ (LTPP) programme. The LTPP is designed to enable the rail industry to take account of strategic investment being made in Britain’s rail network over a 30 year time horizon.
