Berlin 2013 Das emanzipatorische EU-Kultur-Projekt „ROMANISTAN. Crossing Spaces in Europe“ entstand auf Initiative des Roma Kulturzentrum in Wien. Aufgrund fehlender Voraussetzungen wie Bankgarantien, einer bestimmten Vereinsgröße, etc. übernahm die IG Kultur Österreich in Wien 2010 die Koordination des Projekts, welches als Kooperationsmaßnahme des EU-Programms Kultur bis einschließlich 2013 mit drei Rom_nija-Selbstorganisatio- nen aus zwei weiteren Partnerländern, eben dem Roma Kulturzentrum in Wien, der FAGiC in Barcelona und mit Amaro Drom in Berlin realisiert wurde. Ziel dieser Kulturinitiative ist die Rückgewinnung der Roma-Kulturpro- tagonismen und die Schaffung von differenzierenden Sichtweisen auf sogenannte Roma-Kulturproduktionen, die ausschließlich als Folklore wahrgenommen werden. Die künstlerischen Konzeptionen bezogen die kulturelle Arbeit der Rom_nija in den Communities ein, um sie mittels Partizipation langfristig in eine emanzipatorische Form zu überführen. Anhand von zwei Konferenzen, einer Theaterproduktion, einem großangelegten Musikpro- jekt, welches u.a. das „Festival der Musik der Unterdrückten“ umfasste, und einer Ausstellung zur Problematik der visuellen Repräsentation der Roma, ging ROMANISTAN in Berlin schwerpunktmäßig der zentralen Frage nach dem Verhältnis von Identität und Produktion in der Kultur nach. Dabei sahen wir Roma-Künstler_innen und Kulturproduzent_innen nicht als isolierte Avantgarde einer ethnozentrischen Roma-Bewegung, sondern als Protagonist_innen einer zeitgenössischen gesellschaftspolitischen und kulturellen Debatte. Auf der Grundlage einer Auseinandersetzung mit den Konzepten, Ansätzen und Produktionsbedingungen der am Projekt beteilig- ten Künstler_innen, sollten Phänomene wie Ethnisierung, Exotisierung, Folklorismus oder kulturelle Homogeni- sierung hinterfragt werden. Angesichts der Erfahrungen mit Diskriminierung und Stigmatisierung der Romn_ija und ihrer Künstler_innen in allen europäischen Ländern sind dies drängende Fragen und müssen nicht nur inner- halb der Communities selber, sondern breit diskutiert werden. So gelang es mit ROMANISTAN, einen offenen Diskurs über die Mechanismen der Stigmatisierung und Diskriminierung zu befördern, über Identität, über kul- turelle Selbstbestimmung, über die Chancen kultureller und politischer Bildung, über die Bedeutung einer eige- nen Sprache, der Partizipation und des Empowerment und über die Bewahrung von kultureller Vielfalt und eine etwaige Repolitisierung der Roma-Kultur. Gemeinsam mit den teilnehmenden Wissenschaftler_innen, Künstler_ innen, Aktivist_innen und Expert_innen konnten wir somit eine Grundlage für eine Kulturproduktion schaffen, die neue Denkweisen in der Arbeit gegen Stigmatisierung und Rassismus hervorbringen und sichtbar machen. Die dabei entstandenen künstlerischen Produktionen und Positionen sollen darüber hinaus zukünftig besser in der internationalen Kulturlandschaft verankert und wahrgenommen werden. The emancipatory EU cultural project “ROMANISTAN. Crossing Spaces in Europe” came about on the initiative of the Roma Cultural Centre in Vienna. Because of the lack of basic prerequisites such as bank guarantees, size of the association, and similar factors, IG Kultur Austria in Vienna assumed coordination of the project in 2010, which was then realised as a cooperative measure within the EU Cultural programme up until and including 2013 with three Rom_nija self-organisations from two further partner countries, that is, in addition to the Roma Cultural Centre in Vienna, FAGiC in Bar- celona and Amaro Drom in Berlin were also involved. The aim of this cultural initiative was to put Roma culture centre stage and to generate new and alternative views on so-called Roma cultural production, which is widely perceived as folklore. The artistic concepts integrated the cultural work of Roma and Romnija into communities with the aim of working towards emancipation via long-term participation and inclusion. ROMANISTAN comprised two conferences, a theatre production, and a large-scale music project – which encompassed, among others, the “Festival der Musik der Unterdrückten” (Festival for Music of the Oppressed) – as well as an exhibition on the problematic nature of the visual representation of Roma. The events were held in Berlin and focused on pursuing the central question of the relationship between identity and production within a culture. Roma artists and cultural producers were not perceived as the isolated avant-garde of an ethnocentric Roma movement; rather they were seen as protago- nists in a current and relevant socio-political debate. Phenomena such as ethnicism, exoticism, “folklorism” and cultural homogenisation were called into question through the concepts, approaches and production conditions of the participating artists. In view of discrimination and stigmatisation of Roma and Romnija artists in all European countries, these are urgent questions that must be confronted not just in the communities themselves but also on a much wider scale. With ROMANISTAN we sought to open a public discourse on the mechanisms of stigmatisation and discrimination, cultural identity and self-perception, the opportunities presented by cultural and political education, the significance of one’s own language, inclu- sion and empowerment, and on the preservation of cultural diversity and a potential repoliticising of Roma culture. Together with the participating academics, artists, activists and experts we created the foundations for a form of cultural production that discernibly afforded and will continue to promote new ways of thinking against stigmatisation and racism. Moreover, the legacy of this project has been to leave cultural products and atti- tudes that are better perceived and anchored in the international cultural landscape of the future. In these nations, the Porraimos, meaning the “Great Devouring” in some Romani dialects, has been largely silenced by the politics of national memory, and by the societal discrimination and ostracization of Roma communities. While Ukraine has made strides towards memorializing Porraimos in the last few decades, the Russian state has yet to do the same. I question how experiences of the Porraimos fit into Holocaust memory in these nations, why the memorialization of the Porraimos is important, what the relationship between communal and public memory is, and lastly, how communal Roma memory is instrumental in reshaping the public memory of the Holocaust.

    MICHAEL STEWART A NOTE ON THE TEXT IN THE ABSENCE OF ANY internationally agreed on orthography for Romany, I have adopted a slightly simplified version of that currently used by the Musicological and Linguistics Institutes of the Hungarian Academy of Sciences. Characters that may be unfamiliar are: č as in church ś as in shop š indicates a rougher, alveopalatal sh ź as in pleasure h after k, p, t indicates aspiration In Romany there are two forms of the sound represented by r in the text. In the words Rom and its derivatives (Romni, romanes, etc.), čoro, rodel, muro, the r represents a more intensely trilled and usually uvular- ized rhotic than normal r. The same holds for the second r in korkoro. In technical texts this sound would normally be indicated with a macron over the r. All Romany words not in direct quotes are given in the singular (and in the case of adjectives) masculine form unless otherwise stated. Following Fél and Hofer (1969), when I use such words in the plural I have added an English s. The Communist Party of Hungary was known as such only until 1948, when it changed its name. Smith Honors Essay The Department of Romance Languages & Literatures University of North Carolina April 25, 2014 Approved: _____________________ In October 2013, French police intercept a local school bus en route to a field trip and make a rare, public arrest. The incident was out of the ordinary as French government circulaires - leaked government documents - prohibit publicly arresting children and the commonly held French belief maintains that public arrest, and other “perp walks”, are degrading to the accused (Valls 1) (Varela & Gauthier-Villars 1). The target of this highly unusual public arrest was fifteen-year-old Leonarda Dibrani, a Roma girl of Kosovar extraction whose family’s asylum application had been rejected. Dibrani recounts, “All my friends and my teacher were crying, some of them asked me if I had killed someone or stolen something as the police were looking for me. When the police reached the bus they told me to get out and that I had to go back to Kosovo” (“Protests”). Her arrest in front of her schoolmates ignited a subsequent outrage in France and worldwide, with thousands of Parisian high school students protesting and barricading entrances, in one instance, under the banner, “Education in danger” (“Protests”). The Dibrani case, however, is just one of the more publicized episodes in a series of actions taken against France’s foreign Roma population. The goal of these actions has been mass deportation and expulsion of the foreign Roma on the grounds that they reside in France illegally, despite the majority of the foreign Roma being European Union (EU) citizens with a right to move and live across the EU freely.
