RECOMMENDATION:
That Council notes the infrastructure projects that have been completed in Divisions 1, 2 and 3 over the last six months and future works planned for the rest of this financial year.
EXECUTIVE SUMMARY:
This report provides an update of the infrastructure projects that have been completed in the southern part of Cairns in Divisions 1, 2 and 3 over the last six months. Future projects that are planned for the remainder of this financial year are also identified.
The projects have been classified into Community, Road, Drainage, and Water and Waste Infrastructure and include general maintenance; new and renewal of assets. The projects illustrate the continued investment by Council into assets in the suburbs of Cairns.
BACKGROUND:
Council continues to invest in new and renewal of infrastructure across the local government area to ensure service standards are maintained or improved. The following projects in Divisions 1, 2 and 3 have been completed, or are planned to be completed shortly.

COMMENT:
Council manages and maintains over $5 billion worth of infrastructure and assets on behalf of the community. Council staff take a systematic approach to the management of these assets which includes routine inspection of the condition of assets, together with planned and reactive maintenance as issues are identified.
The need for new or improved assets are generally driven by population growth, aging assets, or new community desires identified during consultation with residents. Council also has a suite of strategic plans and masterplans for various assets that identify future improvements. Issues may also be identified by residents and raised via Council’s Customer Request Management system.
Council has adopted a star rating framework to assist in prioritising maintenance activities and response times to identified maintenance issues. Applying this framework, 5-star rated assets are very important to the community and have a high profile, high usage, or have a high risk rating if they fail.
The expectation of the community is that a 5-star asset is always presented in top condition and is able to support a high level of service. A 5-star asset requires a high frequency of inspections and a proactive level of maintenance to ensure the asset remains at a 5-star rating. At the other end of the spectrum, 1-star assets, which are not very critical or important to the community, would receive less frequent inspections and only reactive minimal maintenance. The majority of Council’s assets are considered to be 3-star rated.

The 2018/19 Annual Budget specifies the anticipated financial activity for Council for the 2018/19 financial year.
Corporate and Operational Plans:
This report supports the Liveability and Community & Culture Strategic Goals in the Council’s Corporate Plan
Statutory:
In formulating the 2018/19 Budget, Council has complied with all relevant sections of the Local Government Act 2009 and Local Government Regulation 2012.
CONSULTATION:
Council Officers and Managers from across the organisation were involved in the identification of the projects listed in this report and the development of the budget. Additionally, workshops were held with Councillors and Executive Officers throughout the budget process.
