RESOLUCION EXENTO Nº: 3335/2019 Santiago 13/02/2019 DOCUMENTO ELECTRONICO VISTOS: Lo dispuesto en el Decreto Supremo Nº 491/71, del Ministerio de Educación; Ley Nº21.125 de Presupuestos del Sector Público para el año 2019; Ley 19.880, que establece Bases de los Procedimientos Administrativos que rigen los Actos de los Órganos de la Administración del Estado y la Resolución Nº 1600 de 2008, de la Contraloría General de la República. CONSIDERANDO: a. El Memorándum N° 2556/2019, del Programa de Formación de Capital Humano Avanzado, solicita dictar Resolución Exenta que apruebe “Ranking de Instituciones Académicas de Pregrado Extranjeras 2019 y puntaje asignado a cada posición en dicho ranking”. b. Cabe destacar que, en el caso de aquellos postulantes que completaron su pregrado en instituciones extranjeras, los puntajes asignados en dicho ranking son utilizados, en reemplazo del puntaje relativo a la acreditación institucional (CNA) aplicado a las instituciones de educación superior chilenas, para calcular el puntaje asociado al subcriterio "antecedentes académicos de pregrado" en los concursos de Becas Nacionales y al Extranjero. c. Entiéndase por Ranking de Instituciones Académicas de Pregrado Extranjeras a la nómina de instituciones académicas elaborada por CONICYT según indicador de productividad científica (N° de documentos * Factor de impacto) a partir de la fuente de datos InCites de Web of Science (WOS, Clarivate Analytics) para el quinquenio 2013-2017. Consultado en octubre de 2018. d. Las facultades que detenta este Director Ejecutivo (S) en virtud de lo dispuesto en el Decreto Supremo Nº 491/71 y en el Decreto Exento N°32/2019, ambos Ministerio de Educación. RESUELVO: 1. APRUÉBASE el documento adjunto a la presente resolución denominado “Ranking de Instituciones Académicas de Pregrado Extranjeras 2019” que contiene el puntaje asignado a cada posición en dicho ranking, para los concursos regulados por el Decreto Supremo N°335/2010, y sus modificaciones, y el Decreto Supremo N°664/2008, y sus modificaciones, ambos del Ministerio de Educación. 2. De Simone 2012 Abstract In the mid-seventeenth century Nikon, Patriarch of Moscow, introduced a number of reforms to bring the Russian Orthodox Church into ritualistic and liturgical conformity with the Greek Orthodox Church. However, Nikon‘s reforms met staunch resistance from a number of clergy, led by figures such as the archpriest Avvakum and Bishop Pavel of Kolomna, as well as large portions of the general Russian population. Nikon‘s critics rejected the reforms on two key principles: that conformity with the Greek Church corrupted Russian Orthodoxy‘s spiritual purity and negated Russia‘s historical and Christian destiny as the Third Rome – the final capital of all Christendom before the End Times. Developed in the early sixteenth century, what became the Third Rome Doctrine proclaimed that Muscovite Russia inherited the political and spiritual legacy of the Roman Empire as passed from Constantinople. In the mind of Nikon‘s critics, the Doctrine proclaimed that Constantinople fell in 1453 due to God‘s displeasure with the Greeks. Therefore, to Nikon‘s critics introducing Greek rituals and liturgical reform was to invite the same heresies that led to the Greeks‘ downfall.

The South Russian anthroponyms, toponyms and pragmatonyms are considered in this article and how they verbalize the most important values and ideological views. It is proved in the article that the key concepts of the Greek lingvoculture such as: “Peace”, “Faith”, “Love”, “Heroism”, “Knowledge”, “Alphabet”, “Power”, “Charismatic person” and “Craft” are highly concentrated in the onomastic lexis of the researched region. The mentioned above concepts due to their specific pragmatic orientation are represented at different extend. November: A presentation at the International Association of Students in Economic and Commercial Sciences, (AIESEC), St. Petersburg, Russia event. I gave a lecture in Saint Petersburg at the AIESEC event “You Lead 2012″ (a European Union University youth organization). This was a great opportunity to spread the Virtuous Leadership message to some 300 Russian students. The AIESEC network includes 86,000 members in 113 countries and territories. It is the largest student-run organization in the world, being present in over 2,400 universities across the globe. AIESEC is supported by over 8,000 partner organizations that look to AIESEC support in the development of talented individuals who are focused on personal growth. December: Leadership talks to the Nikea Publishing Company, Moscow, Russia. In December I gave a few Virtuous Leadership talks to the staff of the Nikea Company, which is the leading Orthodox Publisher in Russia. This was a Christian audience and we had a wonderful and constructive discussion about the last chapter of my book Virtuous Leadership. Nikea is located in the very heart of Moscow, right beside the Kremlin walls… Nikea is preparing a new Russian edition of both Virtuous Leadership and Created for Greatness. That will be a way to penetrate the hearts of Russian Orthodox believers. January: Virtuous Leadership seminar for Leroy Merlin, Moscow, Russia. I presented the first Virtuous Leadership seminar that I have given in French to the Russia-based Members of the Board of Leroy Merlin in Moscow.

    INFORMATION FOR PERSONS WHO WISH TO SEEK ASYLUM IN THE RUSSIAN FEDERATION “Everyone has the right to seek and to enjoy in the other countries asylum from persecution”. Article 14 Universal Declaration of Human Rights I. Who is a refugee? According to Article 1 of the Federal Law “On Refugees”, a refugee is: “a person who, owing to well‑founded fear of being persecuted for reasons of race, religion, nationality, membership of particular social group or politi‑ cal opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country”. If you consider yourself a refugee, you should apply for Refugee Status in the Russian Federation and obtain protection from the state. If you consider that you may not meet the refugee definition or you have already been rejected for refugee status, but, nevertheless you can not re‑ turn to your country of origin for humanitarian reasons, you have the right to submit an application for Temporary Asylum status, in accordance to the Article 12 of the Federal Law “On refugees”. Humanitarian reasons may con‑ stitute the following: being subjected to tortures, arbitrary deprivation of life and freedom, and access to emergency medical assistance in case of danger‑ ous disease / illness. II. Who is responsible for determining Refugee status? The responsibility for determining refugee status and providing le‑ gal protection as well as protection against forced return to the country of origin lies with the host state. Refugee status determination in the Russian Federation is conducted by the Federal Migration Service (FMS of Russia) through its territorial branches.
