Hurricane Harvey has affected us all deeply, and the road to recovery will surely be a long one. We can find hope, however, in the ways in which Houstonians of all ethnic, racial, national, religious, and socioeconomic backgrounds have come together to help one another. This unity in diversity is one of the things that makes Houston such a special city. Our office is here to offer special support to the thriving immigrant community that forms such an integral part of this city and to help immigrants to address the unique challenges they face in the wake of this natural disaster. For our community partners, we recognize the critical role you play in the process of helping Houstonians recover from the devastating effects of Hurricane Harvey. Agency History: In the fall of 1920 a campaign for library services began for rural Harris County. Under the direction of attorney Arthur B. Dawes with assistance from the Dairy Men’s Association, Julia Ideson, Librarian of the Houston Public Library, I.H. Mowery of Aldine, Miss Christine Baker of Barker, County Judge Chester H. Bryan, Edward F. Pickering, and Rev. Harris Masterson, a citizen’s committee circulated petitions for a county library throughout Harris County. Dawes presented the plans and petitions signed by Harris County qualified voters to the Commissioners Court and, with skepticism, the Commissioners Court ordered a budget of $6500.00 for the county library for a trial period of one year. If the library did not succeed, the Commissioners Court would not approve a budget for a second year. The Harris County Commissioners Court appointed its first librarian, Lucy Fuller, in May 1921, and with an office on the fifth floor of the Harris County Court House, the Harris County Public Library was in operation. At the close of the year, the HCPL had twenty- six library branches and book wagon stations in operation, 3,455 volumes in the library, and 19,574 volumes in circulation. -

The stories collected here demonstrate Rutgers University Libraries’ commitment to supporting the mission of Rutgers University and to building a strong foundation for academic success and research. Thanks to the publication of a large, rigorous new study, “The Impact of Academic Library Resources on Undergraduates’ Degree Completion,” we know that academic libraries can have a big impact on student outcomes. This bodes well for the thousands of students who use the Libraries each day, but it also means we have to make sure our core services meet their needs and expectations and that we are ready to support them throughout their academic careers. This year, we made significant improvements to our collections, instruction, and discovery, adding thousands of new resources and making them easier to find. -

Descriptions of state certification lawsor plans were derived from state library manuals, from previoussurveys, and from a telephone survey of representatives of state library agencies. Sixteenstates have mandatory certification of two levelsor more. Mandatory certification, without a defined plan, exists inseven states, although the procedure is inactive insome. Voluntary certification is found in 8 states, and 19 haveno certification. This report lists states alphabetically and summarizes their certification requirements. This presentation is largely about strategies for dealing with legacy description. Not just in terms of data migration or updating standards, but what to do when you inherit a large scale collection that was organized using a methodology that no longer works in a 21st century context. This is what happened to me at SUNY Maritime with the college’s institutional records. SUNY Maritime College Maritime College was the first maritime school in the country, founded in 1874. As such it became a model for subsequent maritime schools. There are only five other state maritime colleges and one federal academy in the nation. These schools train students to become licensed merchant mariners. Merchant mariners operate the large-scale commercial vessels that move goods around the world. The Merchant Marine may also be called to active duty during times of war, moving troops and supplies. Maritime College had no land-based campus until 1938. -

African Americans at the College of William and Mary from 1950 to 1970 By: Jacqueline Filzen 1 Introduction This paper investigates the admission policies and the experiences of the first African American students at the College of William and Mary between 1950 and 1970—the height of the civil rights era. During these tense times in American history African American emerged as leaders of social change by enrolling in institutions of higher learning such as William and Mary. In addition to exploring the experience of the first African Americans, this paper also explores the attitudes of students, faculty, and William and Mary’s administration to integration. African Americans graduated from American colleges as early as the 1820s. The first African Americans to receive a college degree included John Rosswumm, Edward Jones, and Lucius Twilight.1 These men went on to becoming successful newspaper editors, businessmen, and local politicians. Other African Americans joined their ranks and received college degrees between 1820 and 1900. “W.E.B. Dubois reported that 390 blacks had earned diplomas from white colleges and universities between 1865 and 1900”.2 Like “many of the nation’s most prestigious, predominantly white universities in the South—which did not admit any blacks until the 1950s or 1960s”3 the College of William and Mary did not admit an African American student until 1951. Its decision to admit an African American student was not due to the school’s support for integration. Rather this decision was taken to avoid any legal repercussions if the College had done otherwise. Furthermore the College only admitted its first African American student after much deliberation and consultation with the Board of Visitors and the Attorney General. -
