PRESS RELEASE ITV partners with viewability company Meetrics First measurements across all channels show viewability rates above industry-wide benchmarks ITV, the UK’s biggest commercial broadcaster, announces that it has partnered with Meetrics, a leading European software company for advertising measurement and analytics, to provide enhanced advertising campaign delivery validation for VOD advertising across ITV Hub platforms. As part of the partnership, Meetrics provides video viewability data and reporting for ITV Hub on connected TV platforms and In-App (Android and iOS) as well as desktop and mobile web campaigns. This enriches the reporting capabilities for VOD campaigns run on ITV Hub and demonstrates the high quality of ITV’s ad inventory on metrics that are important to agencies and advertisers. With the partnership, ITV underlines its commitment to very high transparency standards and quality controls for the benefit of its advertising customers. Meetrics is an independent vendor accredited for various services by the Media Rating Council and committed to strict privacy rules in full accordance with GDPR. With Meetrics as a partner ITV is breaking new ground by being the first broadcaster in the world to make use of the IAB Open Measurement SDK, which is considered the most rigorous standard for In-App viewability measurement. To date, average measurement for campaigns running across ITV Hub showed a viewability rate (according to the MRC definition) of 98%, which is far beyond average, compared to industry viewability benchmarks. The new viewability measurement and reporting will give advertisers huge confidence that ITV can deliver standards on human and viewability measures that outperform the VOD market. -

In this report I would like to study about Itv’s News channel functions and nature of works in ITV’s graphics hub etc. ITV is a 24-hour television news channel in the United Kingdom which Launched in 1955 as Independent Television. It started broadcasting from 1 August 2000 to 23 December 2005. Latterly only between 6:00 am and 6:00 pm when ITV4 cut its hours to half day in 2005 and analogue cable, presenting national and international news plus regular business, sport, entertainment and weather summaries. Priority was usually given to breaking news stories. There was also an added focus on British stories, drawing on the resources of the ITV network's regional newsrooms. As a public service broadcaster, the ITV network is obliged to broadcast programming of public importance, including news, current affairs, children's and religious programming as well as party election broadcasts on behalf of the major political parties and political events. 1. Welcome I welcome the consultation by Ofcom on its role in furthering the interests of citizens. I am glad that Ofcom recognises that it has a role to further the interests of citizens, as well as consumers, and that these interests are often different and that there may be tensions between them. I hope that in responding to future consultations; Ofcom will explicitly identify citizen interests as distinct from consumer interests (and from producer interests, especially commercial interests which it is not the role of Ofcom to further.). I welcome the statement, “Where intervention is needed, the rationale is that there are certain outcomes required by society which would not be delivered by markets alone. This might be described as the broader public interest or citizen interest.” This statement has particular importance for Ofcom intervention within the market for Digital Terrestrial Television and to a lesser extent, Cable Television, given the drastically limited availability of bandwidth on DTTV and the current unbundled nature of cable TV services in the UK. 2. Successful market intervention by the ITC to restrict Pay TV on DTTV The decision by the ITC to restrict Pay TV on the three Multiplexes surrended by ITV Digital/OnDigital (following the failure of an ambitious Pay TV offering which included more of Sky’s Sports Channels and Film Channels than are proposed for Picnic) and to encourage a predominantly Free to Air service, Freeview, was a clear example of market intervention in order to further the public interest / citizen interest. That decision ensured far more efficient use of the very restricted bandwidth available to DTTV than the previous, approximately ½ and ½ FTA/Pay TV balance. -

SMALL SCREEN: BIG DEBATE – CONSULTATION ITV PLC RESPONSE March 2021 [Redacted for publication] 1. EXECUTIVE SUMMARY 2021 is a critical year for Public Service Media and the UK’s wider TV ecology and creative economy The decisions we take this year about public service media will determine the extent to which the UK will continue to have a thriving national TV market serving all citizens, with public service media at its heart, alongside and participating in a thriving global market. The huge value people in Britain see in what Ofcom rightly calls Public Service Media (or ‘PSM’, which we adopt where appropriate in this submission) was strikingly set out in Ofcom’s consultation. The evidence amassed by Ofcom illustrated particularly the enduring importance of free-to-air, mass reach television from the existing PSB institutions in bringing people together right across the UK, regardless of ability to pay, supporting our culture, democracy and creative economy. PSM promotes and develops our shared values, national resilience, furthers the Creative Industries and nurtures Britain’s soft power abroad. Indeed, so compelling was Ofcom’s description of the benefits PSM brings to the UK and its citizens, we should now move on from the endless debate about the purposes or value of PSM and instead shift attention to the development of a plan to sustain it for the long term. But even as a consensus around the importance of PSM and the need for reform grows, so at the same time the commercial PSBs are faced with the immediate and serious impact of the proposed ban on HFSS food and drink advertising on TV before 9pm.
