Structure, Organisation & Partnerships: Governance Schematic - SK/01 Revision A

The Governance Model proposes a transparent control environment for communicating, reporting and developing sustainable strategies that integrate with The Glasgow Family, Community Planning Partnership, Statutory Agencies, Organisations and Voluntary Groups.

The Organisation is a two-tier Scottish Charitable Incorporated Organisation (SCIO) consisting of a Corporate Executive and Community Trust. The Executive comprises of six (6) Community Councils geographically linked to Victoria Park, underpinned by obligations constituted by The Scheme of Establishment of Community Councils (2013). Democratic Services are central within this structure in terms of configuration support and allocating greater funding for capacity building to deliver the required outcomes. Performance indicators that include Service Level Agreements and Good Neighbour Agreements will be quality and risk managed at this level.

The Executive shall agree selection criteria, job descriptions and advertise for election or appointment of Trustees. Candidates will have the right experience, skills and attributes to benefit the Organisation. An Elected Member from each of the Wards 12, 13 and 23 will be appointed as ‘Shadow’ Trustees.

A Communication Plan shall encompass the objectives, goals and tools for all communications within the organisations audiences. An Integrated Management System shall assimilate all of the organisations systems and processes into a unified system for library services, document control, interchange, and quality assurance.

Community Charter Boundary: PAN 65 Planning and Open Spaces - AL/01.

A Community Charter shall represent a Minute of Agreement amongst the six (6) anchor community councils to raise awareness of built and open space assets both within their respective boundaries and connections to the wider network. The process shall engage with the community, support aspirations for improved services outcomes and wellbeing.

The Community Charter’s organisational boundaries are geographically linked to Victoria Park, shall inform a strategic ten (10) year Action Plan, and include Community Councils listed in Table 1: Charter Partners. Inception is focused around Victoria Park and proximity Open Spaces as shown on Drawing AL/02: Masterplan – Study Area.

HLF Application, Development Grant Award: Action Plan Schematic - SK/02

Within set Governance the Schematic shows process mapping to deliver outcomes that include an inclusive Masterplan to obtain Heritage Lottery development funding within 25 months from consent to organise. This requires a partnership model of £65,000 (B07/2016). Grant assistance of up to £6,000 is available from Historic Environment .

A Victoria Park Conservation Management Plan shall grade the heritage value significance of the designed landscape, listed building and structures, recognising the Fossil Grove as a Site of Special Scientific Interest. It shall determine whether the current Fossil Grove Building merits restoration for potential listing or setting criteria for replacement.

The evidence-led framework provides technical guidance for the development brief that shall inform the Design Charrette to evaluate community ideas and concepts. Placemaking by this method shall develop a policy compliant Masterplan and supporting documents.

Technical Guidance includes:

o Sites and Settings Analysis1, and o Historic Setting Analysis – Victoria Park.

Supporting documents shall include:

o Technical Guidance, o Victoria Park Conservation Management Plan, o Interpretation Plan, o Renewable Energy Plan, o Sports Management Plan, o Cost Plan and Cash Flow (Preliminary), o Business Case (Preliminary), o Planning Decision Notice – Masterplan as Supplementary Guidance, and o Road Construction Consent (if applicable).

Victoria Park and Open Spaces: Masterplan – Study Area - AL/02

Informed by the Community Charter the drawing identifies Victoria Park and Open Spaces as an integrated study area for design, interpretation and business responses. It is recognised that the open space provision may be subject to variation with the inclusion of additional areas.

The Masterplan shall give coherence by explaining the intended vision for that place, explaining how placemaking will be implemented, and setting out costs, phasing and timing of the development.
