DISASTER MANAGEMENT PLAN FOR SHRI AMARNATH-JI YATRA, 2018

OBJECTIVE To direct and enable the state government and local administration to prepare appropriate guidelines for effective and efficient management during the holy yatra and to earmark roles and responsibilities to State, District and local authorities for effective yatra management.

AIM OF THE PLAN i. To provide an outline for administrators to plan and manage the yatra better. ii. To provide practical guidelines to the yatra organizers so as to manage the crowd and ensure their safety. iii. To provide a road map for capacity building for crowd management.

Introduction The newly created came into existence in 2007 by deletion of areas of Ganderbal and Kangan from erstwhile district. District Ganderbal is located at 34.23°N 74.78°E on the northern side of world famous Srinagar city of valley at an elevation of 1600 to 3000 meters above Mean Sea Level (MSL). The District extends from Ganderbal to (Gumri) and National Highway NH-1A passes through the centre of district connecting Leh and Kargil district of with other district of the state. It covers total area of 37,901 hectare as per village papers. The dimension of the district is 80 and 30 square kilometres approximately. It is bordered by district Srinagar in the south, to the north, Kargil in the north east, to the southeast and in the southwest. It is divided into four blocks viz, Ganderbal, Kangan, Lar and wakoora. Nallah Sindh, a major tributary to the Jehlum River flows through this district. The water of the river is mainly used for irrigation, and generation of Hydroelectricity. Ganderbal District has a topography which ranges from treacherous lofty mountains barren of any vegetation in areas adjacent to District Kargil to temperate climate in the rest of the District. Due to Funnel Effect, western disturbances bring in huge amounts of precipitation in areas around Zoji-la & Sonamarg. The mountain peaks like , Kolahoi, Gunj etc. in the SogputDhar Range remain snow clad all the year round. In fact these are the areas with the highest precipitation in the Valley. Fortunately this is very sparingly populated area. However, National Highway (NH-1D) passes through this area, with infamous Zoji-la pass having a history of disasters. With alternate Baltal route gaining popularity almost half of the Yatries (pilgrims) to Amaranthji Shrine visit the place via Baltal. Ganderbal and River Sindh (locally known as Sendh) are inseparable entities. Lofty mountains and Glaciers being sources of this torrential river, heavy and devastating floods have occurred at least twice in past twenty five years. Great force and velocity of water has caused severe damages to houses, crops, roads and bridges. As the river slows down near Ganderbal, Where it enters plains water logging and flooding is a

recurring feature in villages to either side of the river like Gadoora, Shallabugh, Harran, etc.

Climate Ganderbal district possesses all the typical characteristics of the climate of as a whole. In the heat of July, the breeze of the Singh River is a welcome relief. Sir Walter Lawrence writes in his book that in latitude, Kashmir corresponds with Peshawar, Baghdad and Damascus in : with Fez in Morocco: and South Carolina in America, but it presents none of the characteristics of those countries. People have linked the climate of Kashmir to that of Switzerland until the end of May, and of Southern France in July and August. But it is impossible to speak of Kashmir as possessing any one climate or group of characteristics. Every hundred feet of elevation brings some new phase of climate and of vegetation.

Background of the Yatra Every year for about 40-45 days between July – August, lakhs of people travel to the Amarnath cave in South Kashmir to pay obeisance to an ice stalagmite, which is believed to be an embodiment of the Hindu deity Shiva. According to mythology, it is here that Shiva narrated the story of eternity to his consort Parvati, from where the cave gets its name Amarnath, meaning God of Eternity. The ice stalagmite is located in a cave at an elevation of 13,500 feet. At the rear end water drips through crevices which starts freezing as it touches the floor of the cave, thus forming the stalagmite. While several kinds and shapes of ice stalagmites are found the world over, in the case of the one in the Amarnath cave, several such spirals of stalagmites unite to form a solid dome-shaped form of ice. Next to this dome are two smaller ice formations believed to represent Parvati and Ganesh. It is believed that the stalagmites change with the waxing and waning of the moon and it is only in the month of Shravan in the Hindu calendar that the formation is complete. It is also believed that the full moon day in the month of Shravan called the Shravan Poornima is particularly auspicious to pray in the cave.

The Amarnath Cave is situated in the region north of and south of the Zojila Pass in Kashmir. It can be accessed through 2 routes – one from Pahalgam, district Anantnag (Nunwan), to the Cave and the other from Baltal, district Ganderbal. The Pahalgam route is also the traditional one, and since it is 33 kms long it takes yatris 5 days from Nunwan to the Cave and back. Prominent milestones on this route are Chandanwari, Pisu Top, Sheesh Nag, Mahagunus Top, , Sangam. The second route from Baltal is a newer and shorter route of 18 kms which can be completed in a day. Both routes meet at Sangam from where there is a single path to the Cave.

History of Disasters 1. 1996 Amarnath Yatra tragedy: 1996 Amarnath Yatra tragedy is referred to the deaths of over 250 pilgrims in 1996 in and Kashmir State in due to bad weather. The pilgrims were on annual pilgrimage (Yatra) to Amarnath shrine. During this period there was unusually heavy snowfall along with severe blizzards along the yatra route. Yatris lost their lives due to exhaustion, exposure, freezing, etc. 2. Road accident (2012): On July 27, 2012, Sixteen (16) Amarnath pilgrims were killed and 16 others injured when a truck carrying them plunged into a deep gorge in of Jammu and Kashmir.The truck carrying 34 pilgrims, who were engaged in setting a community kitchen at Amarnath, was returning back when it skidded off the road and rolled down deep into the gorge near ZamoorhaMorh in Mansar belt of Samba district, about 50 kilometres from Jammu city. 3. Cloudburst (2015): Three people were killed and 11 injured after a cloudburst triggered flash floods and landslides near the Baltal base camp of the Amarnath yatra in Central Kashmir’s Ganderbal district on July 25, 2015. Atleast 50 tents and shops as well as the parking area outside the main gate of the base camp were affected.

SHRI. AMARNATH JI YATRA-2018 This year, Shri. Amarnath Ji Yatra is scheduled to commence from 28th June, 2018. As such every department associated with the Yatra shall have to be in position alongwith men & material before two weeks from the date of commencement of Yatra. All the civil officers associated with the Yatra shall directly liaise with Deputy Commissioner/Yatra Officer in case of any emergency for taking up any work of emergent nature. All the heads of the departments shall share the information with regard to the arrangements made in connection with the smooth conduct of Yatra. The Yatra period synchronizes with Monsoon season and as such susceptible to flash flood, cloud burst, torrential rains and hailstorm followed by landslides especially in the area between out skirts of Sonamarg to Holy Cave. The road from Ganderbal to Baltal is accident prone due to narrow roads besides natural disasters and beyond Baltal to Holy Cave; the track is difficult and mountainous, passes over heights ranging from 8000 feet to 14600 feet. Though widening of the track with reasonable repair works is the common feature but still the track is comparatively narrow. The Yatries have to cover distance of 14 Kms. on foot or on

horseback. No built up accommodation is available along the track beyond Baltal barring a few labour sheds/pre-fabricated huts which are usually occupied by the government employees and the Yatries are provided tented accommodation. The terrain and topography of the Yatra route is inhospitable and unpredictable mode of weather has always to be kept in mind. The temperature generally dips down in cloudy weather. The scale of Yatra has gone up steadily during the last 12 years. This year more than seven lac Yatries are expected to visit the shrine from Baltal route. Types of Disaster: Considering the topography, weather conditions etc. there is apprehension of any one or more of the following types of disasters during the Yatra period:- 1. 1. Avalanche/Cloud Burst/ Flash floods/Heavy Snowfall:- i) The weather on the Yatra route changes frequently and can change suddenly from bright sunny to heavy rain / snowfall, particularly in afternoon. Due to high intensity sustained rainfall or snowfall over a longer period, there is a likelihood of Avalanche, Cloud Burst, Flash floods, Heavy snow on the tracks especially in the upper reaches of the yatra area. The more vulnerable stretches for cloud burst, heavy rain, flash floods and heavy snow are Holy Cave, and Sangam. The nalah at the Holy Cave area is most vulnerable to flash floods given the topography of the area. The potential threat to loss to human life and property is highest in this area, because the area nearby the nalah remains crowded with Yatries and other service management providers during the entire Yatra period. ii) Indian Meteorological Department (IMD) shall install Automatic Weather Stations at Baltal, Brarimarg and Holy Cave and also Weather Display Boards at Baltal to apprise the Yatris about the impending weather. iii) IMD shall provide advance warning of snowfall and rainfall in the Yatra area to District Disaster Management Control Room concerned. The Indian Meteorological Department shall also provide regular weather forecasts and SMS service to CEO SASB, Divisional Commissioner, Kashmir; Divisional Commissioner, Jammu; IGP Kashmir; IGP Jammu; and Senior Superintendent of Police Ganderbal, Civil and Police Camp Officers among other identified officers iv) The list of officials to whom IMD shall send message/SMS shall be provided by CEO, SASB to Director, IMD, Srinagar. v) On receipt of warning/ alert from IMD, District Disaster Management Authority shall issue early warning and disseminate proper information to the Yatris through Joint Control Rooms in the Yatra area, and besides trigger other measures contained in the District Disaster Management Plan. The District Disaster Management Authority shall, in consultation with District Police and CEO, SASB, shall take steps to regulate the Yatra whenever the weather in the Yatra area is inclement and when early warning in this regard is received from IMD. The necessary infrastructures at Transit Camps & additional Disaster Management Centres have already been identified. vi) Yatra Officer, Ganderbal, shall monitor that the Yatra Magistrate (Camp Officer) at Holy Cave ensures that the Langars/ Tents are pitched at safe distance from the nallah in the Holy Cave Area. vii) Tourism Department shall provide Shelter Sheds at regular distances along the Yatra tracks where the Yatris can take Shelter during times of incessant rains/ snow/ storms. Tourism Department shall erect Dome type shelter sheds along with linked toilets at identified locations in the Yatra area. viii) Tourism Department will ensure that all pucca dome type structures in the Yatra area are completely repaired and provided with doors, windows, toilets etc. so that the aforesaid structures can be used during emergencies or for Rescue and Relief operations during disaster(s). ix) All Security Forces shall ensure that they do not occupy the structures (mentioned at vii and

viii) under any circumstances, so that these structures are available to the Yatris to take shelter during emergencies or for Rescue and Relief operations during disaster(s}. x) To deal with any drowning incident, J&K Police shall deploy the divers and boats for quick rescue operations/ fishing out of dead bodies at the vulnerable places on Yatra route, particularly at Base Camp of Baltaland Sangam.

2. Shooting stones/ landslides. i) The yatra area is located in fragile, young Himalayan Mountains, an area with porous soil and loose soil, which is prone to landslides and shooting stones, particularly after heavy rains. On the basis of steepness of the uphill slopes, the more vulnerable stretches for shooting stones and landslides are tracks from Kangan to Gund, and Holy Cave area. ii)J&K Police/SDRF/CRPF/ shall deploy Mountain Rescue Teams (MRTs)/police personnel each in the Yatra area at Baltal,Domail, Brarimarg, Sangam and Holy Cave to early spot signs of landslides and alert the Joint Control Rooms. iii) The Joint Control Rooms shall coordinate with other Security Forces and stop the Yatra immediately whenever landslides are reported or when there is unusual activity of shooting stones or when there are incessant rains in the areas vulnerable to shooting stones /Landslides. iv)The Sonamarg Development Authority in addition to R&B Department of J&K Govt. shall ensure that suitable engineering measures like breast walls, proper drainage structures/outlets, etc are provided when they widen / upgrade the Yatra tracks, so as to reduce the chances of shooting stones/ landslides. v) CEO, SASB and CEO, SDA shall ensure that signage’s / display boards are installed, warning the Yatris to be alert in the area vulnerable to shooting stones.

3. Fire incidents: i) In order to avoid any fire outbreak in the camps, especially in the tented accommodation zones, the deployed employees of the F & ES department shall scrutinize the applications and verify the quality of tents as per the procedure laid down and guidelines revised from time to time. Moreover, the concerned Camp Officers, Camp Directors, and officials from Police Department shall visit the camp locations in advance in order to ensure proper fire gap in the tented accommodation. iii) The constituted teams will intimate the applicants well in advance of their visit to the area/village for conducting inspection of tents and will ensure proper check regarding quality & specification as advised and will put in the seal and signature as a token for suitability of tents for Yatra usage. The teams shall complete the whole task before the commencement of Yatra positively. iv) Moreover, Fire and Emergency department has already been directed to take necessary fire preventing measures by way of deployment of firefighting equipment and to formulate a calendar for deployment of officers/officials at various camp locations. The plan submitted by the Fire and Emergency Services Department is as under:-

Fire Protection measures:- For efficient fire protection enroute from to Holy Cave there are already existing six Fire and emergency Stations equipped with Fire Tenders , Fire Engines, fire Crews and other accessories to cope up with any untoward incident efficiently. The Jumbo Water Tenders Commissioned at each station has a water reserve of 7500 lts. each station is provided with at least 50 lengths of hoses and other accessories as per requirement. In order to leave no area unprotected sufficient arrangements have been made by the department to cope up with any untoward incident and additional Fire Stations / Posts will be commissioned at different important locations. Fire Preventive measures:- The safety of Public and property cannot be taken for granted by having well equipped FIRE Tenders and well trained crews available. The most important aspect we can rely upon is that how much fire preventive measures have been adopted by the owners of hotels, Lodges, Camping agencies, Combustible/Hazardous material storages and Tent owners. Itis important to mention here that it has been mandatory on part of the concerned agencies to install certain first-Aid firefighting equipments to ensure the safety of life and property of the yatries. For providing fool proof safety measures the other Govt. Departments and concerned agencies have to Co-operate with this department in the following way:- 1. Tent Owners have to install atleast one Fire Extinguisher in each tent as prescribed in the permission form. 2. Fire Gaps and Passage Routes have to be maintained as per the instructions given in the Permission forms and maps. 3. For checking the quality of tents and keeping the suitable fire gaps between the tents, the pitching of tents has to be done in presence of a fire officer. 4. The combustible materials and inflammable liquids have to be stored at segregated places atleast 12 feet from the camping area. 5. The fire officer will regularly check the camping area and submit a report to their Command Officer after every 15 days for onward submission to Yatra Officer.

6. Atleast five days before beginning of Yatra the Fire officer will give instructions to the concerned tent owners at all the camping areas to make them know DO's and DONT's so that the safety of camping area can be maintained. 7. Assistant Director F,CS and CA is requested to store the LPG cylinders and K-Oil at segregated places and himself arrange for safety equipments to be installed there. 8. Helicopter services and Langer wallas will make their own safety arrangements at the helipads and respective langars. However, this department will render full support in case an emergency arrives for which one fire post at each helipad will be established. The map provided by Yatra Officer with regard to the safety measures to be adopted in the tented area will be implemented in letter and spirit. v) The State Fire and Emergency Services Department has been directed to periodically inspect whether LOs have adhered to fire safety measures and made adequate arrangements for firefighting and submit weekly reports in this regard to the Deputy Commissioner Ganderbal. Action by: Deputy Director Fire and Emergency Service Ganderbal. vi)EveryLangar Organization shall maintain an updated list of inflammable material like Kerosene oil, Ghee, LPG cylinders, etc., being stored at its Langar site. Every Langar Organization shall install adequate fire-fighting equipment viz 3 Soda acid type fire extinguishers of 9 litres each and 3 foam fibre (FB 2) type extinguishers of 9 litres each at site before commencing their cooking activities. Every Langar Organization shall have to obtain an NoC from the Fire and Emergency Services Department, J&K, to the effect it possesses Fire Fighting Equipment as mentioned in this para and has also taken adequate measures to ensure preparedness for fire safety. The CEO, SASB, shall ensure that the Terms and Conditions of Langar Permissions are accordingly modified. vii) J&K Police will ensure that no Yatri is allowed to carry any kind of inflammable material with him/her beyond the Access Control Gate at Baltal and inside Camps. viii) CAPD shall ensure that LPG, kerosene and other such inflammable materials are stored at least 500 meters away from tents pitched for Yatris/ Service Providers/ Langars, ix) J&K Police shall ensure that no Yatris carries/ smokes cigarettes! bidis/ hookas / chillum on the Yatra track, Langars / Shelter sheds and Camps.

4. Stampede: Having consideration of narrow passage of Yatra route at various places and due to huge rush of Yatries, apprehension of stampede cannot be ruled out. The necessary measures to avoid stampede have already been outlined as under:- i) Access Control Gate at Baltal with 8 lane facility for incoming yatries has been completed. Necessary barricading with sufficient police personnel shall be made available well before the commencement of Yatra. ii) J&K Police shall ensure strict enforcement of Access Control Measures at Baltal to ensure that only registered Yatris having Yatra Permits for that day are allowed to cross the Access Control Gates.

Action by J&K Police iii) The Police shall ensure that no unregistered Yatri is able to enter the Base Camps Baltal&Manigam as this may lead to huge rush at Base Camps, which in turn can cause stampede. iv) J&K Police shall ensure that Yatris are released in batches, staggered over a time period, from Base Camp of Baltal so as to avoid over-crowding on the track. v) J&K Police and other security Forces shall ensure that darshans at the Holy Cave are regulated in such a manner that there is no stoppage of Yatris in front or near the Holy Cave, particularly when VIPs visit the Holy Cave. vi) CEO, SDA has been directed to provide railings along the track, wherever necessary so that Yatris do not get killed/injured due to fall from edges of the tracks down the steep slopes during stampede or otherwise. vii) To enable senior-most officials to monitor, in real-time, whether Yatra is being effectively regulated or not at the Access Control Gate, CEO, SASB, shall explore the possibility of: (a) installing CCTVs (which show the time as well as number of Yatris who cross the Access Control Gate in a given time) at Access Control Gate at Baltal; (b) linking these CCTVs via Internet with Control Rooms at Srinagar/Ganderbal. viii) Information Department J&K, shall ensure the installation of effective Public Address System at each Camp location in the Yatra area and at Access Control Gate at Baltal, to make important announcement for the Yatris so that no scope is left for rumours to spread and necessary instructions could be given to Yatris in regular intervals.

5. Earthquake i) The Yatra area falls in Zone V as per the Earthquake Hazard Zoning Map of India. This zone has been rated as 'High Damage Risk Zone. As the Yatris and other Service Providers mostly stay in tents, the potential of damage to human life and property due to collapse of few pucca structures in the Yatra area is limited. However, the earthquake may trigger stampede, fire, flash floods, avalanches, landslides, and shooting stones, which may cause extensive loss. In this context, all the Yatra Camps enroute to Holy Cave are vulnerable. ii) As the earthquake may trigger fires, avalanche, flash floods, stampede, landslides, and shooting stones, which may cause extensive loss, the steps to be taken by various agencies as mentioned above (1-4) need to be followed. iii) During Earthquake first and foremost job of the District Administration shall be to evacuate the yatries/employees/security forces immediately to safe places where adequate medical facilities are available. iv) Adequate number of choppers shall be requisitioned by District Administration and all Security forces nearby shall be informed immediately for giving assistance in respect with men and material whatever is available at that point of time.

v) Immediate alarm to all Hospital and Medical staff with a provision to relocate the employees as per requirement by all available means possible. Adequate medical material shall be moved to Rescue/relief camp. vi) Food and Supplies Department shall immediately rush essential commodities to the identified rescue/relief camps. vii) The Electric Department has been directed to make immediate lighting arrangements including making available Genset facility at the identified camp locations. viii) The PHE Department has also been directed to make necessary arrangements of drinking water supply by way of installing storage tanks, water points as well as through tanker service. ix) R&B Department has been asked to create adequate number of DTLs on the basis of requirement. x) The concerned nearest Municipal Committee to deploy adequate staff for cleanliness of the area of identified camp. xi) The Health department shall move Medical team’s alongwith adequate quantity of life saving drugs/Ambulances. xii) The Fire Services department to shift fire fighting equipments to the identified camp. xiii) The services of Hotelwallas alongwith men and material of the District Ganderbal can be utilized for provision of cooked food for the victims/yatries at the identified places by Deputy Commissioner Ganderbal.

Post Disaster Response: i) In the event of disaster of any kind, evacuation and rescue operations shall be launched immediately by the Camp Yatra Officer concerned in coordination with all other agencies located in the Camp area. A Committee headed by Camp Yatra Officer and comprising Camp Yatra Officer (Police), Camp Director (SASB), senior-most doctor in the Camp concerned, and senior-most officer each from Army and other Para-military Forces stationed in the Camp, shall immediately arrange evacuation and rescue operation in the event of disaster of any kind. Action by: All Camp Officers ii) In case of any disaster whether man-made or natural, in-charge of the area (place of incident) or Camp Yatra Officer, with least possible delay, shall inform the District Disaster Management Control Room headed by Deputy Commissioner, Ganderbal and Joint Control Room about the disaster and ensure involvement of all the stake-holders for evacuation and rescue operations. Action by: All Camp Officers. iii) Requisition of Chopper: Deputy Commissioner/SSP Ganderbal shall requisition the chopper after getting information from Camp Officer affected by some disaster. All referral Hospitals shall be kept at high alert simultaneously as soon as the chopper is requisitioned. iv)District Administration shall immediately stop inflow of pilgrims into the disaster affected area, launch emergency search and rescue operations, shift causalities to nearby Medical Aid Centres/ Hospitals and distribute disaster management stores stocked at each Camp.

Incident command system The ICS is an on-scene, all-risk, flexible modular system adaptable to any scale of natural as well as man-made emergency/incidents. The ICS seeks to strengthen the existing disaster response management system by ensuring that the designated controlling/responsible authorities at different levels are backed by trained Incident Command Teams (ICTs), whose member have been trained in the different facets of emergency/disaster response management. Following are the eight core positions in the ICT:  Incident commander  Operations Section  Planning Section  Logistics Section  Finance/Administration Section  Safety Officer  Liaison Officer  Information Officer The ICS will comprise of two broad components, viz. Incident Response and System Institutionalization. Incident Response will involve three elements: (a) Coordination, (b) Incident Command Team (ICT) and (c) Specialized Tactical Resources. The Coordination element will have the Headquarters Teams at the District levels. The Incident Command teams will be responsible for on scene management and formed at the district levels as explained in the next section.

COMMAND, CONTROL AND COMMUNICATION: i) Joint Police Control Room (JPCR) shall be setup at Base Camp Baltal. JPCR shall be responsible for directing and coordinating the disaster response during emergencies. State Disaster Response Force (SDRF) shall be requisitioned well in advance and stationed at Holy Cave, Baltal, and Brarimarg. . ii) Two personnel from each Security Force shall remain available at Joint Police Control Room of each Camp for deployment in case of any unforeseen eventuality. iii) Camp Yatra Officer at each camp shall overall supervise the relief and rescue operations and shall ensure that adequate disaster relief stores are maintained and properly utilized in the event of a disaster. iv) BSNL shall ensure mobile connectivity along the track. Special arrangement by way of providing Satellite phones shall be made by BSNL in case of any eventuality. v) J&K Police shall provide Wireless coverage at all Yatra Camps in the Yatra area for better communication.

vi) Information Department shall ensure installation of upgraded Public Announcement System at each Camp location and also at vulnerable points to make important announcement for the Yatris so that no scope is left for rumours to spread and necessary instructions could be given to the Yatris.

Essential Commodities for Disaster Management: The following essential commodities will be provided to stranded yatries at different stations on rates provided by Food, civil supplies and consumer affairs department. Ration will be available at langars throughout the yatra period

. The CRPF will provide cooked food/ catering services for about 5000 stranded yatries for one week in case of any emergency. This is as per the last year’s commitment. Langarwalas shall keep ration for 15 days reserve at each of the camping sites. SASB shall take up the matter with Langarwalas accordingly.

Also necessary repairs like repairs of doors, windows etc of the Disaster Management Centres shall be undertaken by R&B Department. Also sign Boards at proper locations shall be installed by the R&B Department. x) SSP, Ganderbal shall provide necessary security arrangements at the above mentioned Centres. xi) ARTO, Ganderbal shall arrange necessary transport arrangements as per requirement. xii) Additional Deputy Commissioner/ Assistant Commissioner (R) shall ensure that above mentioned arrangements implemented on ground.
