  • Chinese Language Centers
24/1/2015 Ministry of Education Republic of China (Taiwan) Chinese Language Centers The Republic of China(ROC) on Taiwan has for many years been home to numerous institutions devoted to the study of the Chinese Language. Perhaps this is one reason why the number of foreign students coming to the ROC for all levels of language study has been increasing for so long. Students find that in addition to being able to enjoy the benifits of language training facilities, there is a much to be learned from experiencing the blend of tradition and modernity found in Taiwan. Students can simultaneously observe traditional Chinese culture as well as enjoy the advantages of a modern, developed society. This, combined with ease of association with native speakers, is enough to make the ROC a fine Chinese language learning environment. May 2, 2017 Japanese Academics' Open Letter to the United Nations High Commissioner for Human Rights on the April 19, 2016 "Preliminary Report by UN Special Rapporteur Professor David Kaye on the Right to Freedom ofOpinion and Expression in Japan" Your Highness Prince Zeid bin Ra'ad aI-Hussein, We respect your tremendous efforts over the past several decades in the field of international human rights. We particularly appreciate your great contribution in establishing the International Criminal Court aCC-CPD in 2003. Today, we issue our statement on UN Special Rapporteur on the Promotion and Protection of the Right to Freedom ofOpinion and Expression David Kaye's April 19, 2016 Preliminary Report on the Right to Freedom of Opinion and Expression in Japan (attached hereto). Given your long history of tireless work for justice and fairness, we respectfully ask that you read our statement. As we mention therein, we regret to say that we are very much disappointed with UN Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression David Kaye's Preliminary Report on the Right to Freedom of Opinion and Expression in Japan. Prof. Kaye is very likely prejudiced against the Abe Administration; accordingly, his views are heavily biased, and his Report does a great disservice to the United Nations Human Rights Council which you so admirably oversee. The extremely deleterious effects of UN Special Rapporteur David Kaye's Preliminary Report are already evident in the Country Reports on Human Rights Practices for 2016 by the United States Department ofState (published March 3, 2017).

  • An Innovative Cycle of Management for Higher Education in Taiwan
PROCEEDINGS OF THE 9th INTERNATIONAL MANAGEMENT CONFERENCE "Management and Innovation For Competitive Advantage", November 5th-6th, 2015, BUCHAREST, ROMANIA AN INNOVATIVE CYCLE OF MANAGEMENT FOR HIGHER EDUCATION IN TAIWAN Chih-Yang CHAO1 Yi-Ting WANG2 Jocelyn CHANG3 ABSTRACT In the 21st Century, human beings are facing a variety of difficulties related to global warming, aging population, limited resources, rich-poor gap as well as low-birth rate. These problems have posed great challenges to the society. There is no doubt that higher education is one of victims under the change of the general environment. Indeed, Taiwan has faced serious problems caused by continuously declining fertility rates for years, which has threatened the sustainable development of universities. Apparently, the only way to get rid of this dilemma is to make change. Universities must find solutions to difficulties in student recruitment and develop ways to reinforce their competitiveness. Innovative management thus becomes the best tool to deal with these new challenges. In this study, we seek to share our experience reshaping and reviving a private university of technology in Taiwan, using the concept of total quality management (TQM), which has facilitated the birth of new possibilities in higher education. KEYWORDS: higher education, low-birth rate, total quality management. JEL CLASSIFICATION: I23. 1. INTRODUCTION In the twenty-first century, the external environment is continuously and rapidly changing. The development of new technologies has reshaped people’s lives in different ways. On one hand, it has brought convenience and boosted industries of various types. For example, social networking has been used as a main channel in marketing and advertising and has also been regarded as one of the most effective communication tools.
