Der Intendant des SWR, Peter Boudgoust, offenbart mit der geplanten Fusion der beiden international renommierten Orchester seines Hauses ein inakzeptables Amtsverständnis in einer herausragenden Leitungsposition im öffentlich-rechtlichen Rundfunk. Mit dieser Amtsführung verstößt er nicht nur gegen die Intention und den Geist der UNESCO-Konvention Kulturelle Vielfalt, sondern stellt ein wesentliches Allein- stellungsmerkmal des öffentlich-rechtlichen Rundfunks in Frage.

    UIMP 2021 – Quo Vadis Europa: towards a geopolitical European Union GENERAL OVERVIEW The European Commission committed at the beginning of its legislature to respond to global challenges using a geopolitical approach. Prior to the Covid-19 pandemic, the world’s preeminent geopolitical and economic concerns focused around issues such as nuclear proliferation, the resurgence of populism, and financial instability; these concerns are now compounded by new challenges, such as the vulnerability of medical resource supply chains and medicine production processes, among others. The mounting confrontation between the United States and China, and its commercial and digital, as well as ideological and political dimensions, has amplified considerably due to the crisis. In this changing context, the European Union (EU) cannot afford to be absent from global leadership in the post-pandemic world. Meanwhile, the impulse given by the agreements in Europe for the Recovery Funds represents an important step towards further integration, and reinforces Europe’s role in the world. Of course, any errors remain our own. 1 Abstract This article investigates the responsiveness of the Parti socialiste towards specific social groups under the Hollande and Mitterrand presidencies. It thereby contributes to the discussion on the changing representativeness of social-democratic parties in Western Europe. The study is based on a content analysis of the governments’ justifications for the annual budget. With this innovative approach it is possible to assess whether the responsiveness of a party persists at the governmental level. Through an inductive coding procedure, three categories of responsive justifications are discerned: inequality reduction, needs of specific social groups and general functioning of society. In line with its title, the article mainly focuses on the second category, identifying a shift from responsiveness to the low-income classes towards responsiveness to the middle classes. Furthermore, a corresponding transformation of the Parti socialiste is observed, from advocating expansive policies in the early 1980s to justifying restrictive policies today. 2 1.
