However, there are major variations among countries. Papua New Guinea is one of the countries with the lowest number of female representatives in parliament. Two questions are asked in regard to the representation of women. First, why is it difficult for women to be elected in Papua New Guinea? And second, how do we explain where women were able to challenge others to be elected? Formal institution such as the electoral system is just one way to discuss gender equality. There are other areas of gender inequality that interact with the formal system relating to social, cultural, and economic factors. An analysis of these factors shows that even improving formal institutions to increase the number of women in political participation, gender inequality is still a challenge within and outside the legislative office.

    Country Report Papua New Guinea Papua New Guinea at a glance: 2005-06 OVERVIEW The prime minister, Sir Michael Somare, is likely to see out his full term in office, defeating any no-confidence vote. The political scene nevertheless remains unsettled, with a number of parties suffering internal splits. By contrast, the economic outlook is fairly good. The government has maintained control of its fiscal position, inflation has eased sharply, and improvements in agricultural and mining output should contribute to steady real GDP growth in 2005-06. However, the current-account balance will deteriorate steadily in 2005-06, in line with rising imports related to mining activity and infrastructure projects. Key changes from last month Political outlook • A new autonomous government on the island of Bougainville has been established, marking a milestone in the development of Papua New Guinea (PNG). The newly elected government was inaugurated in mid-June, with Joseph Kabui, the leader of the Bougainville People’s Congress securing the presidency. Economic policy outlook • Although the government has succeeded in maintaining a tight grip on expenditure, leading to an improvement in the budget balance, it has failed to utilise its development expenditure budget to support sustainable economic growth. In the first quarter of 2005 the government spent only around 3% of its full-year development budget. Economic forecast • The Economic Intelligence Unit has revised upwards its forecast for global crude oil prices, one of PNG’s leading export commodities. Oil prices will increase by 31% year on year in 2005 to an average of US50.5/barrel (dated Brent Blend), before dipping to US$46.5/b in 2006.

Kevin Rozzoli The Project The Centre for Democratic Institutions (CDI) responds to the needs of developing countries in the field of good governance and democratic institutions. Its geographic focus is the Asia-Pacific region. It conducts a series of activities within the region to address these goals This project involved facilitation and support services to the National Parliament of Papua New Guinea (PNG) in the conduct of an Induction Program for Members elected at the 2007 General Election, the writs for which were returned on 6th August. The PNG National Parliament has existed for over forty years; however, all elections have been marked by a large turnover of Members. This has led to considerable instability within incumbent governments and prevented the growth of a culture in which experienced Members may pass on their knowledge and experience to newer Members. Much of the reason for this lies in the lack of a strong party structure, a problem which has been addressed to some extent by the development of new electoral laws, including Limited Preferential Voting (LPV) in which electors cast votes for three candidates in order of preference. The aim is to encourage parties into coalition to form effective government and opposition. Despite these changes it was expected that the large turnover would continue at the 2007 election. The election turnover did fall from 80% in the previous election to 60%, but this is still very high.
