1. FOREWORD 1.1. Smarter Travel Ltd (ST Ltd) has been appointed by the Developer – Southern Housing Group Ltd – to create an Interim Travel Plan (TP) for the redevelopment of brownfield land at 22-24, London Lane, Hackney, London, E8 3PP, located within the London Borough of Hackney (LBH). The development scheme is for 49 residential dwellings and commercial units. The provision of this TP is to oblige the planning approval Ref: Legal/ME/LHR020436/2012/3916 of the Fifth Schedule of the Section 106 Agreement with the LBH. The layout of the development is included in Appendix A.

1.2. Whilst the development contains both residential and commercial sections, this Interim Travel Plan focuses solely on the residential aspect. There will be a separate Travel Plan collated to investigate the commercial aspect of the development, and the Travel Plan Coordinators (TPC’s) appointed can liaise and collaborate.

1.3. A TP is defined as a long term management strategy and package of measures intended to encourage sustainable travel choices for a healthier lifestyle and reduce the reliance on the private car; this effectively requires identification and implementation of a set of interrelated measures and initiatives which will reduce the environmental impact of the travel associated with a development, particularly through the use of public transport, walking and cycling, which reflects current Government policy in respect of transport.

1.4. The TPC will promote, manage and monitor the success of the TP and report to Hackney Borough Council for the agreed monitoring period which will commence six months after the first occupation of the site through to ten years after first occupation of the residential flats as defined in the Section 106 Agreement. The monitoring period is likely to be completed in 2028 with the principle target to have a shift towards sustainable travel with 55% of all journeys to be made by active travel modes.

1.5. The TP measures outlined in this report will be promoted and highlighted to both residents of the development as well as employees and visitors. There will be a mix of marketing channels for each target audience.

1.6. The development is located in the centre of the London Borough of Hackney. The surrounding areas are predominantly light industrial in nature with a large amount of residential developments. Located to the west of the London Olympic Park, the development is close to numerous local amenities and public transport services with good pedestrian and cycle infrastructure to support the promotion of sustainable travel. Figure 1 illustrates the site location within context of the surrounding area.

1.7. The ATTrBuTE system to assess, monitor and review travel plans is no longer in use. New guidance is due to be published in 2018, therefore this TP will be updated accordingly upon first anniversary of approval of this Interim TP. This Interim TP will then become a full TP with the first survey results from new residents.

1.8. The following definitions are used throughout this document:

i. “Travel Plan” means a comprehensive “living” document that includes the sustainable travel objectives, targets and commitments, which is updated, amended and supplemented from time to time under the provisions of the conditions / obligations of the planning approval and “Travel Plan Reviews” which are obliged to be undertaken by the Travel Plan Coordinator on behalf of the Developer.

ii. “Travel Plan Coordinator (TPC)” shall mean a permanent representative appointed by the Developer with the appropriate skills, budgetary provision and resources to produce and update a “Travel Plan” and manage the continued implementation of the “Travel Plan” including the provision of information to the Local Authority.

iii. “Multi-modal Survey” means a standardised travel survey undertaken via postal / online surveys to identify the modes of travel used by the residents and employees.

iv. “Travel Plan Review” means a biennial report including the results and analysis of the “multi-modal survey” if required, indicating how the “Travel Plan” is performing and updating the document as necessary to reflect changes in local area accordingly.

v. “Monitoring Period” means the time period that the Developer is committed to fund and manage the “Travel Plan” and “Travel Plan Coordinator” to review travel behaviour to / from London Lane with an aim to reduce the reliance on the public transport network and promote more sustainable modes such as walking and cycling. The time period set out for this is ten years upon approval of this Interim Travel Plan

vi. “Local Planning Authority” shall mean the relevant district council or county council required to approve the TP.

2. INTRODUCTION 2.1. This document provides the basis, from which to refine, expand and develop the TP and promote the objectives within it; an updated full TP will next be submitted to the Hackney Borough Council for approval once a multi-modal travel survey of residents has been undertaken. The initial travel survey will be undertaken six months after the first occupation or 12 months after the approval of this Interim TP, whichever is the earliest.

2.2. The development is residential and therefore the TP is an important tool in helping to deliver sustainable communities. This will bring a number of benefits into the local area, including:

i) Reducing problems linked to highway and public transport capacity problems. ii) Promotion of social inclusion and interaction by identifying that a wide range of transport options are easily available for new residents, including those with disabilities, and that existing amenities are accessible. iii) Help to create local environmental improvements from a reduction in congestion, carbon emissions as well as pollution and noise. iv) Residents can enjoy improved health, less stress and better quality of life through the increased use active travel. Financial savings over the ownership and running costs of a private car can also be achieved through providing a greater travel choice. 2.3. This TP has been prepared in accordance with DfT and TfL guidance documents. Section 4 highlights policy considerations taken into account.

2.4. Overall, this Travel Plan only covers the residential aspects of the London Lane development, but a TP is to be provided for the commercial space onsite. The TPC for each use will work together and coordinate efforts.

3. DEVELOPMENT OUTLINE 3.1. The proposed land use will be mixed-use but primarily residential. Table 3.1 illustrates the number of residential units within the development.

3.2. The development is divided into three sections. Appendix A illustrates the layout of the building clearly outlining the different sections. Sections consist of commercial units to the west and a six-storey block of apartments to the east and southern boundaries.

3.3. 35% of the residential units are to be affordable homes, a mixture of shared ownership and affordable rent. The breakdown of this is illustrated in Table 3.2.

3.4. There will also be disabled car parking on-site, located off the main access point from London Lane. There are two spaces available for those registered disabled.

3.5. Residents of this development (unless registered disabled) will not be able to apply for local residential parking permits. This will be highlighted to them as part of this TP.

3.6. In line with the standards set out in the London Plan (see Section 4), the proposed number of residential bicycle parking spaces are detailed in Table 3.3.

3.7. Residential cycle parking will be located in a secure and easily accessible location in the western building of the development, providing 74 bicycle parking spaces for residents. Secure and sheltered cycle parking spaces for residents will be located in different areas of the development.

4. POLICY CONSIDERATION National Policy

4.1. The Department for Transport document “Smarter Choices – Changing the Way We Travel (2004)” demonstrates the efficacy of measures such as the use of car clubs, car sharing schemes, personalised travel planning, travel awareness publicity, etc… The document sets out that the reduction nationwide could be of around 11% in traffic with appropriate travel plan measures implemented. This figure will vary according to site location and existing travel habits.

4.2. The Government’s white paper document “The Future of Transport: a network for 2030 (2004)” sets out the vision for a smarter choice of travel in . The document has identified that marketing to promote sustainable transport can deliver “reductions in car use of between 7% and 15% in urban areas and 2% to 6% in rural and smaller urban areas”.

National Planning Policy Framework (NPPF)

4.3. The NPPF and the government guidance identifies that the provision of a Travel Plan will help to deliver more sustainable transport objectives, including:

• Reductions in car usage (particularly single occupancy journeys) and increased use of public transport, walking and cycling;

• Reduced traffic speeds and improved road safety and personal security, particularly for pedestrians and cyclists; and

• More environmentally friendly delivery and freight movements, including home delivery services.

Regional Policy

The London Plan (2016)

4.4. The London Plan published in 2016 is a shared responsibility between the Mayor of London, 32 London boroughs and the Corporation of the . Local development documents should be in general conformity with the overall London Plan.

4.5. The London Plan is an overall strategic plan setting out an integrated economic, environmental, transport and social framework for the development of London over the next 20-25 years.

4.6. The specific Transport Section of the plan sets out policies to support integration of transport and development, connecting London and ensuring better streets. Additionally it sets out clear car and cycle parking standards.

4.7. Section 6.1 of The London Travel Plan, ‘Strategic Approach’, highlights several relevant points which are relevant to this TP. This includes;

• Encouraging patterns and modes of development that reduce the need to travel, especially by car;

• Seek to improve the accessibility of public transport, walking and cycling particularly in areas of great demand; and

• Supporting measures that encourage shifts towards more sustainable modes and use appropriate demand management.

4.8. Additionally, The London Plan aims for a city where it is easy, safe and convenient for everyone to access jobs, opportunities and facilities. As well as an efficient and effective transport system which actively encourages more walking and cycling as well as making better use of the Thames as a transport link.

Local (Borough) Level Planning Policy

4.9. The Core Strategy was adopted in 2010 and sets out the vision for the Borough by 2025 and how it will be achieved in line with the City. The following five key themes form the basis of the document:

• Refocusing on town centres;

• Strengthening neighbourhood well-being;

• Enabling prosperous communities;

• Designing a high-quality city; and

• Delivering place making.

Hackney Transport Strategy 2015 - 2025

4.10. Hackney Transport Strategy 2015 - 2025 was adopted in February 2016 for the use of new developments in The London Borough of Hackney, setting out the ambitious long term spatial vision for the London Lane development. The following policies have been identified as relevant to the London Lane development TP:

Cycling Targets:

• Achieve 15% cycling mode share for all journeys made by the Hackney residents for seven-days a week in 2025.

• Increase the percentage of individuals in Hackney cycling to work to 25% by 2025.

• Achieve 5% of primary school children and 15% of secondary school children cycling to school by 2025.

Walking Targets:

• Maintaining the overall walking mode share at 40% of all journeys made by Hackney residents seven-days a week in 2025.

• Increase the proportion of Hackney residents walking to work to 15% by 2025.

• Increase the mode share for the number of children walking to school, to 70% by 2025.

5. EXECUTIVE POLICY STATEMENT 5.1. Southern Housing Group Ltd (SHG) has agreed to the TP arrangements that demonstrate the importance of the environmental and health benefits of increasing the use of more sustainable modes of travel as an alternative to the private car in addition to decreasing the demand on the public transport network. SHG is committed to developing and funding this programme, and delivery of measures set out herein to achieve the monitoring targets whilst supporting change in travel habits of residents of this development.

5.2. SHG will be responsible for the ownership of the TP for this development for a period of no shorter than ten years from approval of this Interim TP. It is therefore expected that the monitoring period is to end no earlier than 2028.

5.3. The appointed TPC can delegate responsibilities to others to assist in the operation and monitoring of the TP. Should the contact details of the TPC change at any time during the monitoring period the following details will be amended accordingly and advised to the Borough Council.

6. LOCAL ACCESSIBILITY AUDIT London Lane Location

6.1. Located in the centre of the London Borough of Hackney, the site and the surrounding area are predominantly commercial in nature, with high-rise residential apartments located to the north of the site. The site is bound by to the west, providing cycling and pedestrian routes to Cycle Superhighway 1. Furthermore, to the south of the site is the London Fields Overground station, offering links to London Liverpool Street, Enfield and rail stations. Figure 6.1 illustrates the site location within context of the surrounding area.

6.2. Mare Street is a two-way single carriageway road with bus lanes on either side, all subject to a 20mph speed limit, which runs along the A107 to the east of the site. To the southeast of the site, the A107 bears in an easterly direction onto the A106, Well Street, linking to the A12. The site is further bound by railway lines to the west and recreational ground beyond, with the London Fields station to the south of the site. Furthermore, to the north of the site is station, offering additional railway links.

6.3. The A12 is located 1.75km to the east of the site, as the crow flies, and provides a route through to Poplar, whilst in the northbound direction it provides a route towards outer East London and Essex.

6.4. The site sits within the London Borough of Hackney Controlled Parking Zone (CPZ) DJ. An on-road bus cage is located to the east of the site opposite the London Lane entrance onto Mare Street, which provides a shelter for passengers waiting for the southbound bus services. The northbound bus stop is located approximately 33m south of the southbound bus stop. The remaining road network in the vicinity of the site is subject to single and double yellow lines with intermittent on-street parking. The development is car free, and no parking permits will be able to be requested by to the residents.

Pedestrian Access

6.5. The site is highly accessible by foot. Street lit footways at approximately 2.0m wide are provided on both sides of London Lane, running along the south boundary of the site. London Fields is situated to the west of the development providing walking and cycling links to the surrounding area. Figure 6.2 shows walking routes within the area.

6.6. Access from street level is provided via London Lane. A walking route between ’s green and open spaces has been identified, linking Park, Park and London Fields finishing at the Town Hall Square. Various public transport links can be found at the beginning and end of the walk. Not only does the walking route go through the local parks, it also provides access to Street, the Geffrye Museum, Haggerston Pool, St Mary’s Garden and City Farm. See Appendix C for details.

Cycle Access

6.7. London Fields runs to the west of the site, providing a cycling route through to join the Cycle Superhighway 1, approximately 1.9km (seven-minute cycle) from the site which runs parallel to the A10 between Liverpool Street and , . Figure 6.3 shows half of the route of Cycle Superhighway 1 (Liverpool Street to , which includes the London Lane area).

6.8. The highway to the west of the site, Martello Street, is identified by TfL as a signed cycle route, which continues north to the centre of Hackney and south to the south of London Fields. There are multiple routes available in London Fields so all sides of the recreational ground can be reached from this cycle network.

6.9. 74 bicycle parking spaces will be available for residents in a secure location within the development.

6.10. The closest Santander Cycle Hire docking station is located within an accessible distance to London Lane. The nearest being approximately a twenty-one-minute walk. , Shoreditch and , along with various DLR, and Overground stations are all accessible within a 10-minute cycle of the site.

Public Transport

6.11. Public Transport Accessibility Level (PTAL) is a tool used to quantify the level of accessibility of locations within London, providing a score of between 1 (poor) and 6b (best). The site scores a PTAL 6a, indicating there is an abundance of public transport options within an accessible distance from the site. A copy of the PTAL score can be found in Appendix B.

6.12. London Lane is well accessed by bus with four bus stops located within a 350m walking distance from the site providing access to frequent bus services. Table 6.1 sets out the bus service frequency of those buses accessible in the vicinity of the site. Bus route spider diagrams can be found in Appendix C.

6.13. The two closest bus stops located along Mare Street are sheltered, and the bus stops located along Richmond Road are also sheltered in both directions. Figure 6.4 shows the nearest bus stops to London Lane, Hackney.

6.14. The Overground is accessed from London Fields Station, approximately 130m walking distance, south of the site, whilst additional services can be accessed from Hackney Central Station approximately 640m walking distance north of the site. London Underground services can be accessed at Bethnal Green located 1.66km south of the site.

6.15. Table 6.2 sets out the frequencies of services operating from these stations. 2019 will see services operating from , providing access to the Queen Elizabeth Line which will result in faster connections to , and further afield to Reading. This will in turn increase the accessibility of the site for future residents.

6.17. London Overground Services are accessible via Hackney Central Rail Station, which is located approximately 640m from the site. Routes to Stratford (London) are available from this station. South Eastern High Speed rail services between London and Kent are accessible from Stratford International Station. Table 6.3 illustrates the destinations served by the services operating from these stations and the associated peak hour frequencies.

Other Sustainable Travel Options

6.18. There are five car club parking zones within a ten-minute walk of the site, the nearest is located directly to the south of the site located on Mare Street. Figure 6.5 illustrates the locations of the nearby car club parking zones.

6.19. The nearest car club is operated by Zipcar and the closest car available is a Ford Focus. There are a variety of membership options, starting at £6 for an individual membership fee, per month.

6.20. For those less able to travel by public transport, there is a community transport service available. Community Transport in Hackney (HCT) services can be booked through their website (www.hctgroup.org) and offer direct transport services via minibus or car. YourCar and Dial-A-Ride services also operate within the catchment area of the London Lane site.

Local Amenities 6.21. The Institution of Highways and Transportation in its publication “Guidelines for Providing for Journeys on Foot (2000)” suggests that an average walking speed of 1.4 m/s can be assumed. The Department for Transport’s document LTN 1/86 “Cyclists at Road Crossings and Junctions” recommends that an average cycling speed of 4m/s can be assumed.

6.22. Although now superseded by the National Planning Policy Framework, the Government’s document “Planning Policy Guidance 13: Transport” stated that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 kilometres.” The same document also stated that “cycling also has potential to substitute for short car trips, particularly those under 5km and to form part of a longer journey by public transport.”

6.23. Due to the location of the site on London Lane, a wide variety of amenities are within a suitable walking (2km) and cycling (5km) distance. These include; primary education, secondary education, health care facilities, dentists, pharmacy and places of worship.

6.24. Mare Street is located within an eight-minute walk of the site. Many facilities such as; restaurants, cafes, food shops, and a gym are located along on

Mare Street, providing good, sustainable links between the site and the amenities available.

6.25. The excellent range of amenities provision in the area should influence the residents to use more sustainable modes of transport to travel locally, reducing the impact of the development.

Barriers to Sustainable Travel and Accessibility

6.26. The potential issues and barriers to the promotion of sustainable travel in particular cycling and walking in association with London Lane and its locality have been identified as follows:

• Easy access to busy public transport options such as DLR, Underground and Overground stations, meaning walking / cycling is less preferred;

• Perceived accessibility on foot or by bicycle to local amenities;

• Lack of knowledge surrounding routes;

• Cost of public transport and cycling equipment;

• Lack of confidence in cycling abilities; and

• Perceived quality of facilities (shelters/seating etc) at bus stops and train stations.

6.27. The measures and initiatives proposed within this TP will seek to address the identified issues and barriers to sustainable travel and will be fully supported by the SHG for the monitoring period.

7. TRAVEL ASSESSMENT & MONITORING REPORT 7.1. In order to demonstrate an appropriate mode share attributed to the proposed development and to reflect current travel demands exhibited by the site, workplace ‘Method of Travel to Work’ 2011 Census Data has been used for output area E01033704 in which the site is located, which can be found in Table 7.1. Importantly the mode share data exhibits high cycling, walking and public transport use with low car mode share, which will clearly be a characteristic attributed by London Lane, as the development will be ‘car free’.

7.2. Further to this, the 2011 Census Statistics have been used to understand the current travel modes and typical work destination for existing local residents, these have been used to provide an estimate of typical travel modes that would be utilised from the development.

7.3. 2011 Census Data highlights that the majority of individuals within the area travel to the west of the development with most going to Homerton, and Hackney Wick, all within cycling/walking distance. It is important to establish in the baseline survey the location of regular destinations of residents.

7.4. Table 7.1 illustrates that 57% of people are anticipated to take a form of public transport to commute, whilst 34% will undertake active travel (walking or cycling) and 8% will travel by private vehicle.

7.5. Given that the proposed development will provide no car parking, except for two accessible parking spaces, and additionally, the surrounding highway network is under the control of Hackney Controlled Parking Zone, residents of the development will be restricted from obtaining resident parking permits.

7.6. Baseline travel surveys will be an important element for the TPC and should be issued to residents approximately six months after first occupation (or within 12 months of approval of this TP, whichever is the earliest) of the development in order to establish true travel patterns. This will then provide an actual modal share of residents and employees of the development.

Objectives

7.7. There are a number of objectives that the implementation of a TP is intended to help fulfil. The main objectives of the development are to:

• To encourage walking as a means of transport in its own right or as part of a journey in conjunction with other modes of transport. In addition to this, promotion of the health benefits of walking;

• To encourage and promote cycling as a healthy form of private transport;

• Reduce the emphasis on public transport as the primary mode of travel to and from the development, particularly for journeys of a distance less than 5km. Active travel modes are to be encouraged as an alternative; and

• Reduce carbon emissions from the travel associated with the development and minimise the environmental impacts of all aspects of the development’s travel activity.

Targets

7.8. Targets should be Site-specific, Measurable, Achievable, Realistic and Time- related (SMART). They may be phased year on year and can be by 'aim' type (e.g. percentage using non-car modes by….) or 'action' type (e.g. appoint a TPC by….).

7.9. The “aim type” Travel Plan targets are quantifiable and are given over two timescales: short-term (within three years), mid-term (five years) and long- term (within ten years). The suggested key targets to cover residents are based on the principle objectives of the TP and are set against the current journey to work mode shares set out in Table 7.1, and in accordance with the Hackney Transport Strategy set out in Section Four:

• Within three years of the TP being implemented, increase the modal share of walking to work to 12%.

• Within five years of the TP being implemented, increase the modal share of walking to work to 15% (as per LBH Transport Strategy).

• Within ten years of the TP being implemented, maintain at least 15% modal share of journeys to work by foot.

• Within three years of the TP being implemented, increase the modal share of cyclist’s commuting to work to 25%.

• Within ten years of the TP being implemented, maintain this modal share of 25% for commuting purposes.

• By the tenth year of the TP being implemented, 55% of all journeys from the London Lane development are to be made by active travel modes.

• Ensure low private motorised transport with no increase in modal share compared to Table 7.1.

7.10. The above targets are considered to meet the objectives of this TP by promoting active travel such as walking and cycling. The proposed targets have been prepared in line with the latest government and TfL guidance and are considered to be SMART.

7.11. Transport plays an important role in improving health and wellbeing of residents. Furthermore, active travel can also tackle issues of obesity, promoting a social benefit from sustainable transport. Considering this, by 2025, Hackney aims to be the most pedestrian and cyclist friendly neighbourhood in London.

7.12. The mode share percentages will be reviewed following travel surveys, where that targets have not been achieved, a plan of action shall be agreed with SHG and Hackney Borough Council that will indicate how, over the duration of the following 12 month period from the date of the relevant report, the targets will be met. A further survey will be required within 12 months to assess the effectiveness of this plan of action.

7.13. Additional “aim-type” targets that are not directly related to travel mode are as follows:

• 30% return rate for postal / online surveys issued to residents.

• 80% of postal / online survey respondents should be aware of the TP and TPC and the services that can be provided.

7.14. The “action-type” TP targets are non-quantifiable targets and take the form of actions that need to be achieved by a specified date. These targets are based on implementing the measures specified in Section 8 and therefore aid in meeting the “aim-type” targets and the principle objectives of the TP.

Remedial Measures and Triggers

7.15. After each travel survey the TPC will assess if the targets are being achieved for each of the modes of transport. Should the targets not be considered to be to the SMART principles then a review of achievable, realistic targets will be undertaken and submitted to the Local Authorities.

7.16. If the agreed targets are not being met after the biennial travel surveys the TPC will analyse the situation, contact residents by issuing a travel questionnaire and request feedback on what prevents people from using more sustainable modes of transport and in the case of London Lane, what would help them to travel by active modes.

7.17. Any remedial measures on not satisfying TP targets will be agreed upon completion of the first multi-modal survey and submission of the full TP to the Local Authority for approval.

8. TRAVEL PLAN MEASURES 8.1. The timescale for the implementation of measures are presented in an action plan included within Appendix E. The table details when measures will be put in place during the agreed monitoring period and an indication of the potential cost of the measure.

8.2. A Travel Plan Coordinator must be appointed at least six months prior to any occupation of London Lane to manage, review and monitor the TP. The responsibilities and appointment of the TPC will be detailed in Section 9 and the TPC contact details are provided in Section 5.

8.3. The TPC for the commercial element of the development should liaise and coordinate with the residential TPC to implement joint measures.

On-site Accessibility

8.4. It is essential to ensure that pedestrian and cycle routes are safe and accessible. The London Lane site layout is designed to respect the permeability for pedestrians and cyclists.

8.5. SHG will ensure that the development will enjoy good internet connectivity and availability. This will aid in encouraging home deliveries and promote working from home.

8.6. Through direct communication channels from residents to the TPC, as well as personal site visits, any maintenance issues identified with constructed pedestrian / cyclist routes on-site shall be identified to SHG to be rectified.

Public Transport

8.7. Information will be provided in resident handbooks about how to access up to date public transport information.

8.8. Relevant social media accounts relating to public transport providers will be promoted to residents.

Walking

8.9. Provide residents information about walking routes between the site and key local destinations this will include a map highlighting walking times between London Underground Stations (a copy is contained in Appendix F).

8.10. A variety of third party mobile applications and websites relating to walking and route finding will be promoted.

8.11. The TPC shall produce and provide walking route maps which will be distributed in the Travel Information Packs which will promoted to residents upon first occupation.

8.12. Provide TPC contact details on all promotional material in the case of queries or requests for further information and personalised advice from residents.

8.13. Promote and highlight the health benefits of walking compared to less active modes of travel. In addition to this, promotion of national events, such as; ‘Walk to Work Day’.

Cycling

8.14. Provision of cycle parking for each residential unit within dedicated secure cycle storage systems within accessible locations in the proposed development.

8.15. Promotion of the Santander Cycle Hire scheme including the mobile app. In the event of more cycle hire schemes being implemented in the area, these will also be promoted to residents.

8.16. Liaise with local cycle shops with the view of securing discounts on bicycles and cycling accessories.

8.17. Provide up to date cycle route maps of the local and connecting areas. This information is to be accessible through printed material and newsletters.

8.18. Promote the health benefits of cycling as well as national events, such as, ‘Cycle to Work Week’. These events will be promoted through printed material and newsletters.

8.19. Regular monitoring of cycle parking usage and if necessary install additional parking (which will be triggered at 80% capacity) or alternatively promote cycle hire schemes in the area as an alternative to bicycle ownership.

8.20. Promote awareness and membership of the local branch of the London Cycling Campaign.

8.21. Through the Residential Welcome Packs and noticeboards, council led cycling initiatives will be promoted such as free cycle training and the cycle loan scheme.

8.22. Provide TPC details on all promotional material in the case of queries or requests for further information and personalised advice from residents.

Car Use

8.23. Provide marketing information of car club schemes within the local area. This will include information on how the system works as well as how to sign up.

8.24. The TPC will establish from the multi-modal travel survey, the potential for car sharing to and from regular destinations.

8.25. The Travel Plan Coordinator will promote the London Liftshare scheme (liftshare.com/uk/community/london-liftshare), to provide opportunities to car share with residents from the surrounding areas. Residents will be made aware of the car share website and encouraged to make use of the information it contains from the outset.

8.26. Residents will be made aware of the car sharing scheme via the Travel Information Pack, and other printed marketing material.

8.27. Car Club Memberships for the first residential occupiers of each dwelling will be provided by SHG.

Marketing and Promotion

8.28. It is considered that in order to best promote a change in sustainable travel habits of new residents to an area, it is key to provide information within the first few weeks of moving in. Therefore, each new dwelling will be provided with a Travel Information Pack.

8.29. The Travel Information Packs will provide the information set out below:

• Information on walking and cycling routes in the area;

• Promotion of Santander cycle hire scheme;

• Information on what a TP is and the benefits of the scheme;

• Local area map indicating local amenities;

• Council led schemes and initiatives;

• Information on car sharing and car clubs;

• Public transport information;

• Information on local parking permit restrictions;

• Suggestions of third party mobile apps relating to sustainable travel; and

• Contact details of the TPC for the residents to be able to discuss any travel related problems.

8.30. Annual newsletters will be sent to residents, promoting relevant sustainable news and information. Email addresses for this to be sent to will be obtained through initial Travel Surveys. It is vital all email addresses collected will be subject to Data Protection Policies.

8.31. Printed marketing material will be provided to display in public areas throughout the development including residential noticeboards.

8.32. The above list of measures is not exhaustive and should provide a basis of measures that can be implemented easily. The TPC will identify other measures throughout the life of the plan to aid in achieving the set targets and reducing single occupancy car travel as well as reliance on the public transport network.

9. MANAGEMENT AND MONITORING 9.1. A programme of monitoring and review has been designed to generate information by which the success of the scheme can be evaluated. Monitoring and review will be the responsibility of the TPC.

The Travel Plan Coordinator

9.2. The TPC has been appointed – with the contact details set out in Section 5. The TP will be managed for a minimum duration of ten years, and the monitoring period will commence from approval of this Interim TP. The TPC will be funded by SHG from appointment.

9.3. Pre-baseline survey it is expected that the TPC will spend the equivalent of one day per week monitoring and managing the TP. Post baseline survey, it is expected that the TPC will dedicate 2.5 – 3 hours per week to this TP.

9.4. The TPC will take responsibility for the development and management of the TP and ensure its delivery to its completion of the monitoring period. It is important that the TPC makes regular visits to London Lane and presents the ideals of the TP to the residents in addition to overseeing, monitoring and reporting of the TP to the LBH.

9.5. The TPC will ensure that structures for the on-going management of the plan are set up and running effectively, and will help to promote individual measures such as car sharing, etc. This can be undertaken through marketing material, PTP and Travel Information Packs

9.6. The TPC will be responsible for setting up and the security of the residential travel database which will include the results of the multi-modal traffic surveys as noted in Section 7. In the interest of confidentiality, the TPC alone will hold the database and be responsible for the release of the results to the Local Authority and to the residents (data should be conveyed in an accessible but secure format).

9.7. The TP will be reviewed every second year, as part of an on-going ten-year monitoring process. The TPC will submit details of each review to LBHwithin 60 days of the completion of the surveys.

Monitoring

9.8. To ascertain whether the residents will change their mode of travel as a result of moving to London Lane from another location, a short survey will be provided within the Travel Information Pack that the residents will be asked to complete.

9.9. In order to identify the travel patterns for the development, an initial multi- modal travel survey will be undertaken six months after initial occupation or within 12 months of the approval of this Interim TP, whichever is the earliest. This is to analyse how the residents and visitors actually travel from and to London Lane when compared to the potential person generation as assessed in the Transport Assessment.

9.10. Multi-modal surveys will be repeated biennially during the monitoring period. This is to observe how effective the TP is in influencing mode of travel.

9.11. The results of the survey will be issued to LBH as part of the TP review identifying the progress against the original objectives and targets. If the set targets have not been reached the TPC will seek to address and improve use of any mode, which seems to be under represented and where greater utilisation could reasonably be achieved and report to LBH.

9.12. The take up of additional TP measures will be monitored to demonstrate the impact of the TP on the residential estate, and to understand which measures are successful. The measures to be monitored through postal / online surveys are:

• The capacity of the cycle parking area; and

• Uptake of car club memberships.

Multi-Modal Travel Survey

9.13. In order to identify the travel patterns of the residents, a multi-modal travel survey will be undertaken six months after the initial occupation or within 12 months of approval of this Interim TP, whichever is the earliest. This is likely to be early 2019. This is to analyse how residents actually travel from and to the development and observe how effective the TP is in influencing modes of travel.

9.14. The multi-modal survey will be undertaken biennially and at a cost to SHG and be at a similar time of the year to provide a comparative assessment. It will be ensured prior to the survey being undertaken that the following circumstances will not affect the outcomes of the surveys:

• School / public holidays;

• Highway maintenance;

• Closures on public transport services; and / or

• Any publicised strike action.

9.15. Prior to the first multi-modal survey the TPC will complete a Project Management Application to ensure iTRACE compliancy.

9.16. The methodology of undertaking the multi-modal survey is likely to involve manual count surveys at all entry and exit points throughout the development to ensure accurate results. The manual survey will count all entering and leaving the site over a 12-hour period (7am – 7pm) as per TRAVL survey requirements. As the development is a car free site, movements and travel modes it is expected that the only vehicle movements will be due to servicing requirements and will be minimal thus will not be counted.

9.17. This manual survey will be supplemented by postal / online surveys to residents. The determined mode split of travel will then be able to be used

to compare the effectiveness of the TP over the monitoring period. The data also enables a way to identify any new travel plan measures that could be introduced, to assist in promoting more active travel modes.

9.18. Postal / online surveys will be iTRACE compliant and used to supplement the manual count surveys. The main mode of travel for each individual will be identified in addition to reasons for a particular choice of travel mode and what is likely to encourage a sustainable switch. In addition to this, reasoning for selecting travel modes will be identified.

9.19. A copy of example questions for a postal / online survey to residents is contained within Appendix G. This survey can be adapted and amended to suit residents as required.

9.20. To maximise the potential for return of postal / online surveys, an incentive shall be provided for respondents such as a voucher to a local restaurant or equivalent. The result of each postal / online survey will be issued to the residents in the form of a summary report and to the Local Authority via the TP reviews.

9.21. A minimum response rate of 30% will be sought for the postal / online surveys.

9.22. All online / postal surveys are to be confidential and no names or addresses shall be passed on to any third party (such as a public transport operator) unless prior approval has been given by the respondent. The only personal information deemed necessary for the purposes of the TP are as follows:

• Name and address;

• Age;

• Telephone number / email address;

• Whether they have a disability which would affect transport choice; and

• Number and age of any dependants.

9.23. All survey information shall be kept secure by the TPC. Hard copies of any surveys that have any personal information on shall be kept on file in a lockable cabinet for a period of no more than two years and must be securely destroyed thereafter. Electronic copies of surveys that hold any personal information shall be saved securely on the local server and the file shall be password protected. Electronic copies shall not be kept longer than a period of two years and shall be securely deleted thereafter.
