@45. *Choudhary Faqir Ahmad: (Deferred during 6th Session)

Will the Minister In-charge of the Poverty Alleviation and Social Safety Division be pleased to state:

(a) whether it is a fact that thousands of people are being provided financial assistance under Benazir Income Support Programme but the begging and beggars are increasing day by day; and

(b) the steps being taken by the Government in this regard?

Minister In-charge of the Poverty Alleviation and Social Safety Division: (a) BISP developed the most scientific and reliable database as a result of the survey carried out in 2010­2011.This is an internationally tested formula called Poverty Score Card (PSC).

It is further informed that no tools or data is available with BISP through which number of beggars in the country could be identified. BISP on the basis of scientific and objective targeting assessed welfare status of households across the country.

A nationwide door to door survey was conducted which enabled BISP to identify eligible households through application of a Proxy Means ______@ Transferred from Finance Division. 2 Test (PMT) that determined status of household on a scale welfare between 0­ 100. Using poverty Score Card method, around 7.7 million eligible families were identified. BISP targeting performance falls in top five social safety nets in the world.

(b) BISP Unconditional Cash Transfer (UCT) and Conditional Cash Transfer (CCT) programs are designed to provide consumption smoothing and a cushion to mitigate negative effects of food and fuel inflation on ultra­poor. Nonetheless, in long term, a poverty reduction strategy is needed to put an end to dependency syndrome. Global evidence indicates that there is a need to design graduation program to break cycle of inter­generational and chronic poverty. During 2016­2017, different graduation models were considered by BISP to take clue from international best practices and make a customize graduation model for BISP beneficiaries. Renowned institutions like MIT, Harvard and LSE were engaged b, BISP to benefit from global success stories. BIS Graduation Model (B GM) is based on the premise that would enable cash grants recipients to eventually transform into income earning individuals. The purpose ofgraduation approach was not necessarily to provide comprehensive social protection but increasing income opportunity to the poor to come out of poverty in a sustainable way. BISP Graduation program consists of two models namely Business Incubation for Self­Employment (BISE) and Direct Cash for Start­up Business (DC) models and has been approved by the Government. The programme will be implemented in pilots and then learning from the lessons learned will be scaled up in the count in next 3 to 5 years.

Will the Minister In-charge of the Establishment Division be pleased to state the reasons for frequent transfers and postings of the Inspector Generals Police in the Punjab and Islamabad Capital Territory?

______@ Transferred from Interior Division. 3 Minister In-charge of the Establishment Division:

Posting/ Transfer of Provincial Police Officer (PPO)/ ICP, Punjab.

The caretaker Government posted Dr. Kaleem Imam (PSP/ BS­21) as Provincial Police Officer (PPO/IGP) Punjab on 13th June 2018 on the eve of general elections 2018. It was expected from the newly elected Government to make necessary changes at the command level of bureaucracy and police by replacing officers appointed by the Caretaker Government for elections purpose. Therefore, Mr. Muhammad Tahir (PSP/ BS­21) was posted as PPO/IGP Punjab in place of Dr. Kaleem Imam (PSP/ BS­21) vide notification dated 07­09­2018.

However, Government of the Punjab vide its letter dated 07­10­2018 requested for provision of a panel of three (03) PSP/BS­22 officers for posting one of them as PPO/IGP, Punjab in place of Mr. Muhammad Tahir (PSP/BS­21) due to the reasons reproduced below (Annex-I):—

“Government of the Punjab intents to replace Mr. Muhammad Tahir (PSP/BS­21) from the post of Provincial Police Officer, Punjab, in public interest.

Government of the Punjab is committed to the implementation of fast track reforms in the police to bring relief to the common man by improving the organizational culture of . The present PPO/IGP, Punjab, Mr. Muhammad Tahir (PSP/ BS­21), unfortunately, has not shown keen interest in this regard up to the expectations of the Government. Consequently, the whole process of finalizing the reform agenda is bogged down. Moreover, the present PPO Punjab is a BS­21 officer. The Competent Authority is of the opinion that a senior officer of BS­22 is required with suitable qualification who has experience to steer the reform process”.

Establishment Division vide letter dated 08­ 10­2018 accordingly forwarded a panel of three (03) PSP/ BS­22 officers including Mr. Amjad Javed Saleemi (PSP/ BS­22) to Government of the Punjab for their consideration/ recommendation as provided in the above referred agreement of 1993 (Annex-II). 4 In response thereto, Government of the Punjab accorded its consent for posting of Mr. Amjad Javed Saleemi (PSP/ BS­22) as PPO/ IGP Punjab vide their letter dated 08­10­2018 (Annex-III). Establishment Division accordingly posted Mr. Amjad Javed Saleemi (PSP/BS­22) and Mr. Muhammad Tahir (PSP/BS­21) as PPO/IGP Punjab and Commandant, National Police Academy (NPA) with the approval of Competent Authority vide notifications dated 09­10­2018 (Annex-IV).

It is added that further Capt (Rtd) Arif Nawaz Khan (PSP/ BS­22) has been posted as new IGP/ PPO Punjab on the request to Government of the Punjab and Mr. Amjad Javed Saleemi (PSP/ BS­22) has been directed to report to Establishment Division vide notifications dated 15­04­2019 (Annex-V).

Posting/ Transfer of Inspector General, ICT Police.

It is submitted that the caretaker Government posted Lt. (Rtd.) Jan Muhammad, a BS­20 officer of Police Service of (PSP), as Inspector General (IG) of Police Islamabad on 13th June 2018.

It was expected from the newly elected Government to make necessary changes at the command level of bureaucracy and police by replacing officers appointed by the Caretaker Government for elections purpose. Transfer of IG Islamabad was under discussion for a few weeks because of his performance issue but it could not materialize due to multiple intervening factors i.e. Ashura and By­Elections.

On 27­10­2018, Lt. (Rtd) Jan Muhammad (PSP/BS­20) was transferred from the post of Inspector General of Police Islamabad and directed to report to Establishment Division with the approval of Competent Authority i.e. Prime Minister. On 02­11­ 2018, Establishment Division posted new IG, ICT Police i.e. Mr. Muhammad Aamir Zulfiqar Khan (PSP/BS­21) (Annex-VI).

Will the Minister In-charge of the Cabinet Division be pleased to state the details of new vehicles purchased by various departments by the present Government?

Minister In-charge of the Cabinet Division: In this regard, it submitted that no purchase has been made by Central Pool of Cars, Cabinet Division during the current financial year. However, seven (7) motorcycles for dispatch riders have been purchased during the current financial year 2018­19.

The question No. 32 was accordingly forwarded to the Ministries / Divisions for provision of required details. In response, 45 Ministries / Divisions & Departments have provided the information about the purchase of vehicles during current financial year 2018­19. All the Ministries have furnished Nil report, except Petroleum Division which has purchased a 1300cc car during current financial year 2018­19 (Annex-I).

Will the Minister for Aviation Division be pleased to state:

(a) whether there is any plan to re-assess the policy of open skies by the Government recently; if so, when such re- assessment was made alongwith details thereof;

(b) whether a fact that the said plan was detrimental to PIA, as several domestic and international routes, previously operated by the PIA, were captured by other airlines;

(c) if so, is there any proposal under consideration of the Government to conduct a forensic audit and identify negative details/impact thereof to PIA and fix it for corrective measures;

(d) if so, the time by which it will be implemented?

Minister for Aviation Division (Mr. Ghulam Sarwar Khan): (a) National Aviation Policy (NAP) 2019 has been approved by the Federal Cabinet on 26­3­2019. According to NAP, 2019 Pakistan shall pursue bilateral liberalized policy with other countries on the principle of commercial reciprocity upon organic market growth, number of seats and code sharing, when it is in the national interest

(b) PIA has been re­evaluating the scope of its flight operations and several routes have been suspended by the airline operator owing to conimercial reasons. It may also be noted that international routes operated by the designated airlines of bilateral partners are governed in accordance with the respective Air Services Agreement and international routes such as flight operations between Pakistan and United States have not been captured by any airline operator, as the carriers from the Gulf transport passengers to/ from such destinations through their hubs in the respective home states.

(c) No forensic audit under consideration as yet. 7 (d) National Aviation Policy­2019 has been approved by the Federal Cabinet on 26­3­2019. Aviation Division will review and negotiate if necessary, all Air Services Agreements to safeguard the interests of Pakistani Airlines.

@4. *Ms. Naz Baloch:

Will the Minister In-charge of the Poverty Alleviation and Social Safety Division be pleased to state the steps taken by the Government to facilitate the old age Benazir Income Support Programme beneficiaries?

Minister In-charge of the Poverty Alleviation and Social Safety Division: i. Keeping in view the greater vulnerability of a poor household due to having senior citizens as its members and to redress their problems, BISP extended the cut off threshold of poverty score for such households from 16.17 to 20. Those households having senior citizen(s) above the age of 65 years and having Poverty score of above 16.17 and upto 20 could make an appeal through which they could become eligible for BISP cash benefits. However, cash benefits are provided to ever married females (both old and young) only. Beneficiaries brought into the social safety net with this criteria are 112,923 in numbers.

ii. BISP is extending financial assistance to 956,113 beneficiary women all across the country, who fall in the age bracket of 60 years and above. BISP has relaxed its eligibility criteria (16.17 to 20 PMT Score) to facilitate these old age beneficiaries.

@5. *Syed Hussain Tariq:

Will the Minister In-charge of the Poverty Alleviation and Social Safety Division be pleased to state:

(a) whether it is a fact that resurvey/ National Rollout of Benazir Income Support Programme in the entire country has been planned to carry the same under National Socio Economic Registry; if so, the details thereof; ______@ Transferred from Finance Division. 8 (b) time-frame fixed for the conclusion of such resurvey/rollout;

(c) the benchmark upon which such resurvey/rollout will be conducted; and

(d) whether Government will be able to include new beneficiaries in the program before next budget; if so, the details; if not the reasons thereof?

Minister In-charge of the Poverty Alleviation and Social Safety Division: a) Yes. Resurvey/National rollout of BISP in the entire country has been planned under NSER. The country has been split into 8 geographical clusters. Survey work in Clusters­1, 5, 6, 7, 8 has already started for data collection in various areas of , Punjab & Balochistan. Firms for Clusters­ 2, 3 & 4 are in process for procurement of survey services.

(b) It is expected that resurvey/ national rollout will conclude by the end of 2019 subject to issuance of NOCs from concerned Government departments.

(c) Resurvey/national rollout is expected to cover all households of the country using Computer Assisted Personal Interviewing (CAPI) Approach and application of Proxy Mean Testing (PMT) to identify socio­ economic status of households.

(d) As expected, data will be collected by the end of 2019 and will be available for analysis and identification of beneficiaries for various social safety net initiatives for next financial year.

@14. *Syed Hussain Tariq: Will the Minister In-charge of the Poverty Alleviation and Social Safety Division be pleased to refer to the Starred Question No. 125 replied on 17-12-2018 and to state: (a) whether it is a fact that despite assuring the National Assembly to start field activity for data collection of BISP ______@ Transferred from Finance Division. 9 from 2nd week of December 2018, physical activity for data collection could not start so far; if so, the justification thereof;

(b) time by which, the said activity will be started and completed;

(c) whether the representatives of National and Provincial Assemblies of the area will be consulted while collecting the said data; if so, the details thereof and if not, the reasons thereof; and

(d) details of those persons who are appointed for the activity, from Tehsil Hyderabad-Rural?

Minister In-charge of the Poverty Alleviation and Social Safety Division: (a) Field activity for data collection is subject to issuance of No Objection Certificate (NOC) from concerned Provincial Government. The activity was delayed on account of delay in issuance of NOC by the concerned Government department. NOCs were issued on 08­02­2019 and accordingly field activity was started on 19­02­2019 which is ongoing.

(b) Survey activity has now been started in various areas of Sindh, Punjab and Balochistan. The activities will be initiated in other areas of the country in accordance with the plan as soon as NOCs are issued.

(c) It is an political exercise and political figures are not consulted and the data collection exercise is carried out as per SOPs using digital tools.

(d) The survey is being conducted by Partner Organizations (POs) hired through Open Competitive Bidding. BISP has provided eligibility criteria for hiring of staff to POs. BISP has not made any appointments of such persons and such appointments are contractually the responsibilities of PO. 10 119. *Syed Javed Ali Shah Jillani:

Will the Minister for Railways be pleased to state:

(a) how the Government is going to revamp the ailing/under developed railways system of Pakistan;

(b) how many railways related services or benefits are provided by the Ministry to public; and

(c) the details of costs or rates of such services thereof; if not, reasons thereof?

Minister for Railways (Sheikh Rashid Ahmed): (a) The government is going to revamp the ailing / under developed railways system of Pakistan by carrying out the rehabilitation of Railway track and modernizing the overall infrastructure, fit for a maximum speed of 160 Kms/hrs under the umbrella of OPEC. To finalize the project final meeting is expected to be carried out at Beijing on 27­04­2019.

(b) The services /benefits being provided to the Public by Pakistan Railways are.

“The Pakistan Railways is providing concessional travel facilities to local & foreign students, Blind, Senior Citizens above 75 years free travel twice aged. Citizens above 65 years are offered 25% concession in AC and 50% in economy class.

Further Journalists, Boy Scouts, Girl Guides, disabled, foreign tourists and members Chartered Institute of Pakistan are also provided concessional travel facilities.”

120. *Prince Muhammad Nawaz Alai:

Will the Minister In-charge of the Cabinet Division be pleased to state the names of sites earmarked for the promotion of tourism in district Batgram with regard to tourism in District Batgram; if so, the details; if not, the reasons thereof?

Minister In-charge of the Cabinet Division: In order to promote and develop tourism in the country, the present government has established a Tourism Task Force, which has been assigned to explore the possibilities to project tourism potential of Pakistan all over the world. On the recommendations of Task Force, the National Tourism Coordination Board has been established. 12 Moreover, after the 18th Constitutional Amendment, the provinces are responsible to take steps for promotion of tourism in their respective areas, therefore, no sites earmarked for the promotion of tourism in Batgram by PTDC.

121. *Mr. Saad Waseem:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the names of colleges/universities and other educational institutions which are affiliated with international Universities/educational institutions abroad, at present;

(b) whether degrees, which are awarded by such affiliated educational institutions are recognized by the Higher Education Commission (HEC);

(c) the mechanism and details of HEC to accredit such colleges/ universities and other educational intuitions with foreign educational institutions;

(d) whether it is a fact that large number of colleges/ universities and other educational institutions in the country have been functioning without legal affiliation to foreign educational institutions;

(e) if so, what steps are being taken by the Government to make all those illegal institutions accountable?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) The list of institutes offering degree programs in collaboration with foreign universities recognized by Higher Education Commission (HEC) is at Annex-I.

(b) Yes, the degrees are awarded by the accredited Foreign Universities and recognized by HEC. 13 (c) HEC has approved Policy for Pakistani Higher Education Institutions Offering Degree Programs in Collaboration with Foreign Universities which provides guidelines and criteria, procedures for collaboration with foreign institutions/ universities and opening of campuses of reputable foreign universities in Pakistan. The Policy envisages all requirements, which need to be fulfilled and adhered to while negotiating collaborative arrangements or for operation of offshore campuses of foreign universities in Pakistan.

(d) Foreign Educational Institutions award their degrees after fulfilling all the requisite criteria at their end i.e. assessment and evaluation by the Foreign University. The degree of any institute in Pakistan operating unlawfully is not recognized by HEC.

(e) NOC from HEC for operations in collaboration with Foreign Universities in Pakistan under the said policy is mandatory. The process of accreditation of such institutes is underway.

122. *Mr. Junaid Akbar:

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to fill the vacant posts of teachers in the Federal Directorate of Education Islamabad from those teachers working on contract and daily wages as per quota on merit in the same educational institutions; if so, when; if not, the reasons thereof?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): The Federal Directorate of Education, Islamabad is presently in the process of implementing the respective judgments of the Honorable Supreme Court of Pakistan dated 13­03­2019 in CPLA No. 3526/2018 and Islamabad High Court dated 21­06­2018 in ICA No. 340/ 2017 related to regularization of Daily Wage/Contract Employees, accordingly. 14 123. *Ms. Mehnaz Akber Aziz:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the steps being taken by the Ministry for implementation of Early Childhood Education (ECE) as per National Education Policy Framework (2018) launched on 27th November 2018; and

(b) the details of financial resources allocated by the Government for this purpose including schedule of national level dialogue for promotion of ECE; and

(c) the improvement brought in the learning in early grades during financial year 2018-19?

Minister for Federal Education and Professional Training ( (Mr. Shafqat Mahmood): (a) National Education Policy Framework 2018 was launched on 27th November,2018 which focused on the critical issues of Education Sector of Pakistan including;

 Bringing all Out of School Children.

 Uniform Education System with regard to Single National Curriculum.

 Quality of Education.

 Skill Development for All.

Article 25­A of the Constitution of Islamic Republic of Pakistan states that Government is responsible to provide “Free and Compulsory Education to Children aged 5­16 years”. However, the Article 25­A does not include the children below 5 years age whereas Early Childhood Education (ECE) starts at age 3 years onwards.

It is pertinent to mention that M/o FE&PT has developed new Curriculum and Textbooks for ECE and implemented in the Educational Institutions of Islamabad Capital Territory (ICT). 15 (b) There are no specific financial resources allocated exclusively to this purpose and there are no plans for any national level dialogue for promotion of ECE underway.

(c) Since the interventions in ECE are not structured and is still on small scale in terms of scope, no study on input evaluation has been carried­out to determine the improvement in learning and early grades.

125. *Rana Sana Ullah Khan:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) when Higher Education Commission (HEC) will recognize the Islamabad Campus of Al Khair University, Mirpur, AJK alongwith details of disciplines, which were allowed to be taught in the campus;

(b) the details of degrees alongwith name and discipline of each degree holder, which have been recognized of the aforesaid campuses by HEC, since the date of recognition of the campus;

(c) whether it is a fact that HEC announced an amnesty scheme to recognize degrees of all colleges/campuses of Al Khair University in contrary to the judgments of Islamabad and Peshawar High Courts; if so, the justification and legal backing of such scheme;

(d) whether degrees, which were recognized as mentioned above in part (b) before the announcement of the said amnesty scheme, are considered legal; if so, the reasons thereof; and

(e) whether HEC will announce such scheme for any other educational institution? 16 Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) AI­Khair University, AJ&K is a chartered University in private sector established vide Azad Jammu Kashmir Government Act No. XXVIII of 1994. No campus of AI­Khair University in Islamabad has been approved by HEC. However, Al­Khair University operated through seven (07) affiliated colleges in Islamabad since 1996 and offered degree programs in the subjects of BCS, BIT, BS (CS), BS (IT), B.Sc., MCS/ MIT/MSc, BBA/BBA­IT/ BBA (hons.), BA, MBA, MBA­IT etc.

(b) Total 4784 students have graduated from these affiliated colleges till 2009. Degrees of all students enrolled up to April 30, 2009 at these affiliated colleges are recognized by HEC. The detail is attached at Annex-I.

(c) No amnesty scheme has been announced for Al­Khair University. The University was banned to operate from April 30, 2009 till October 17, 2011. After October 17, 2011, the university was allowed to admit students at University’s principal seat viz. Bhimber only (Annex-II). AI­Khair University again resorted to operate on affiliated colleges when allowed fresh admissions after October 17, 2011. HEC warned the university to de­affiliate not institutions forthwith, but the University did not comply. Accordingly, HEC Commission in its 33rd meeting held in 2018 resolved that; students enrolled after October 17, 2011 at affiliated colleges/ campuses of AI­Khair University AJ&K, other than the main campus Bhimber, in violation of directions of this Commission would be required to appear in a comprehensive test for recognition of their degrees.

(d) Degrees of all students enrolled up to April 30, 2009 at these affiliated colleges are recognized by HEC. Students enrolled & studied after October 17, 2011 at affiliated colleges/campuses of AI­Khair University AJ&K, other than main campus Bhimber, in violation of directions of this Commission would be required to appear in a comprehensive test for recognition of their awards.

(e) There is no amnesty scheme for any institution. Students of unlawful campuses of Institutions would be required to appear in a comprehensive test for recognition of their awards, failing which, the degrees of all those students will not be recognized, and attested by HEC.

Will the Minister for Aviation Division be pleased to state whether there is any proposal under consideration to include new planes in PIA?

Minister for Aviation Division (Mr. Ghulam Sarwar Khan): Yes, currently PIA is formulating a 5 years Business Plan wherein various options of inducting new planes is also under consideration. In the business plan expansion of fleet is definitely included and various options of inducting new planes are also under consideration. However, this is dependent on PIA’s existing and new routes and also on current and future market analysis in international and domestic sectors.

127. *Ms. Zahra Wadood Fatemi:

Will the Minister for Federal Education and Professional Training be pleased to state whether Ministry has decided to decrease the number of Pakistan Chairs in foreign Universities from 14 to 4?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): The Ministry of Federal Education & Professional Training has not decreased the number of Pakistan Chairs Abroad. There still exist 14 chairs which are lying vacant. However, due to the budgetary constraints, the following four chairs have been advertised on 3rd March, 2019:

i. Quaid­i­ Azam Distinguished Professorship at Columbia University, USA.

ii. Quaid­i­Azam Fellowship, Oxford University, UK.

iii. Chair in and Pakistan Studies, Tehran University, Tehran, Iran.

iv. Allama Iqbal Fellowship, Heidelberg, Germany. 18 In addition, one more position of Chair “Allama Iqbal Fellowship, Cambridge University, UK” has been advertised on 14th April, 2019. With the passage of time and the availability of funds / budget, the case for filling all the remaining chairs would also be processed and completed.

128. *Ms. Shahnaz Saleem Malik:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the details of those Government offices which are established in rent building;

(b) the rent of each above said office alongwith the annual expenditure spent by the Government under this head; and

(c) the steps being taken by the Government to shift these offices in Government buildings and to construct Government buildings for same?

Will the Minister for Federal Education and Professional Training be pleased to state: 19 (a) the regulatory mechanism of the Government to streamline or reduce the inordinate increase in fees illegally received/ charged by the private educational institutions in Islamabad;

(b) whether it is a fact that the Government has failed to effectively implement the laws and rules made for check on the operations for running of private educational institutions and ensure compliance of required standards and laws;

(c) if the answer to part (b) above is in affirmative, whether there is any proposal under consideration of the Government to abolish the regulatory system and take necessary action as prescribed respective against private educational mafia for illegal charging and excessive in increase in fee;

(d) the details of required initially fees fixation on establishing and also percentage to be increased annually by the private school management; and

(e) the steps being taken by the Government to implement the existing legislation in true letter and spirit?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) As regards regulatory mechanism of Government to streamline or reduce inordinate increase in fees of Private Educational Institutions (PEIs) in Islamabad, Islamabad Capital Territory ­ Private Educational Institutions Regulatory Authority (ICT­PEIRA) is mandated to register, regulate and to determine fees of PEIs within the territorial jurisdiction of Islamabad Capital Territory (ICT), offering education upto Intermediate or “A” Level/equivalent level.

(b) It is apprised that major provisions of Private Educational Institutions (Registration & Fee Determination) Rules, 2016 were challenged by various private schools including Beaconhouse School System, The City Schools, Root School System, Root Millennium Schools, Roots International 20 Schools, Headstart School System, Lahore Grammar School and an illegal association of schools namely Private Schools Association, Islamabad in Islamabad High Court.

Subsequently, Court had passed restraining orders that the Authority shall not take any coercive measures, against the schools, on account of fee increase. Subsequently, ICT­PEIRA filed Intra Court Appeal for restoration of Rules, 2016. However, recently, the Supreme Court of Pakistan has passed Orders on account of determination of fee of PEIs on 13­12­2018 and 10­01­2019. Orders of the Court have been communicated to private schools through individual notices and public at large through public notices published in the leading national daily newspapers.

(c) Answer to part (b) is not affirmative in view of reply at serial a and b.

(d) Subsequent to reduction of 20% fees on amounts in excess of Rs. 5,000/­ as on 13­12­2018, PEIs are allowed to increase their fees by 5% for the next Academic Year 2019­20. Further details are in the public notice of 14­12­2018 enclosed.

21 Minister In-charge of the Establishment Division: (a) E­Wing deals with transfer / posting and appointment of BS­17 to BS­22. Some civil servants who retired in BS­21 & BS­22 are re­appointed on contractual basis by the Establishment Division after their retirement as Chairman / Members, FPSC. In this regard, Establishment Division issues notification for the appointment of Chairman / Members of FPSC, for period of three years or the till he attain the age of 65 years whichever is earlier as stated in FPSC Ordinance 1977. Currently, One Chairman and 08 Members FPSC have been appointed. The detail is at Annex-I.

(b) Appointments in FPSC are made as per terms and conditions stated under Section 3(4) of FPSC Ordinance. 1977 (Annex-I). Section 2 of the Prime Minister’s Inspection Commission. Minister for Railways (Sheikh Rashid Ahmed): Pakistan Railways has earned Rs.35.824 Billion upto March, 2019 from operational activities, which is Rs.3.068 Billion more than the revenue earned during the same period of last financial year. (35.824­32.756= Rs.3.068 Billion).

Due to increase in expenditure as compared with the same period of last Financial Year, on account of Pay (Rs.1.207 Billion), Pension (Rs. 0.948 Billion) and Fuel (Rs.2.721 Billion), the deficit of Pakistan Railways has increased by Rs.1.154 Billion.

133. *Ms. Zahra Wadood Fatemi:

Will the Minister for Climate Change be pleased to state the measures and initiatives taken or being taken by the 22 Government as regards to warning published or contained in International Centre for Integrated Mountain Development’s report that even if global warming is limited to 1.5 degree Celsius, 36 percent of glaciers alongwith Hindu Kush and Himalayan range will have melted away, by the 2100 AD?

Minister of State for Climate Change (Ms. Zartaj Gul): The Hindu Kush Himalaya Assessment report published by the International Centre for Integrated Mountain Development (ICIMOD)­Nepal, finds that even the most ambitious Paris Agreement goal of limiting global warming to well below 2 degrees by the end of the century would lead to the melting of about 36% of the region’s glaciers, which is a critical water source to some 250 million mountain dwellers and the 1.65 billion others living in the river valleys below. Furthermore, if global climate efforts fail, the study warns that current emissions would lead to five degrees in warming and a loss of two­ thirds of the region’s glaciers by 2100. Pakistan is no exception having a 2 critically important glacier reserve of more than 2000 km in its Upper Indus Basin (UIB) that ensures year round flows in the main Indus and its other tributary rivers.

Measures and initiatives taken by the Ministry of Climate Change are as under:—

(a) The Global Change Impact Studies Centre (GCISC) Measures, a research arm of Ministry of Climate Change and other relevant Govt. institutions including Glacier Monitoring Research Center (GMRC) of WAPDA, Pakistan Meteorological Department and Space and Upper Atmosphere Research Commission (SUPARCO). have been engaged in research studies involving monitoring and modeling of the snow/glacier rich mountainous watersheds in the north of the country.

According to the research studies carried out by the GCISC and other national agencies, faster melting of glaciers will increase the river flows in the short term but in the long run, when a significant portion of glacier ice reserves will be lost under extreme warming scenarios, there will be a significant reduction in the river flow volume, especially in the spring and early part of the summer (before the onset of Monsson rainfalls) which may have serious 23 implication for our agricultural water use and hence Pakistan’s Agriculture­ based economy. Also, faster melting of glaciers and snow will give rise to river flooding risk (including mountainous flash floods, GLOFs and large riverine floods).

(b) Recent large scale initiatives of the Govt. of Pakistan, including the 10 Billion Tree Tsunami (the massive tree plantation drive)and the Recharge Pakistan (flood plain management and wetlands’ restoration/ creation) can significantly contribute in efficient and integrated water resources management and flood risk mitigation, thus, acting as Pakistan’s adaptation actions against the current and anticipated climate change impacts that will help in saving millions of precious lives and property and ensuring’country’s sustainable development.

(c) The Ministry has got funding of US $ 37.46 million from Green Climate Fund for Glacial Lake Outburst Flood (GLOF­II) project in the Northern Areas. This project provides for meaningful and sustainable interventions in Khyber Pakhtoonkhwa and Gilgit Baltistan. Annual work plan for 2019 has been approved by the Project Steering Committee.

(d) Pakistan is also eligible for National Adaptation Plan (NAP) under UNFCCC. In this regard, Ministry of Climate Change has finalized its proposal for NAP with the support from UN­Environment Programe.

28 Minister of State for Climate Change (Ms. Zartaj Gul):

Background:

Pakistan borders the Arabian Sea with a coastline stretching up to 1000 KM along the Sindh and Balochistan provinces. Pakistan roughly generates more than 20 million tons of municipal solid waste with annual growth rate of 2.4 % (source: Jan, 2018, The Marine Litter Action Plan ­ Status Report (Pakistan)). Environmental pollution along the coastline of Pakistan, including Karachi city harbor areas and their serious impact due to unmitigated release into the sea is affecting the coastal populations and marine ecosystem. Marine litter enters into the coastal water from land­based sources through sewerage flow, beach visitors, inadequate waste disposal, commercial fishing, shipping and various industrial activities including ship breaking.

Pakistan is also facing the hazard of plastic debris being dumped and floated in the marine waters. This is primarily happening due to inadequate and ineffective collection and disposal of municipal/industrial solid waste.

Steps being taken for control of Marine Pollution:

The Ministry of Climate Change with technical support of the South Asia Co­operative Environment Programme (SACEP) has initiated a process of developing sub­regional action plan on marine litter with the support of UNEP to promote a marine resilience approach in South Asian Sea (SAS) region. The study recommends the following short and long term essential steps to overcome this issue of safe waste disposal along the coastal areas of Pakistan:—

 The provincial administrations of Sindh and Balochistan must evolve a working relationship with municipalities, take stock of the situation, set priorities and devise a monitoring mechanism.

 Public­private partnership options can be explored for specialized domains such as hospital waste management. 29  Research institutions, NGOs, and International agencies should need to support in dissemination of best practices;

 Promote an integrated approach in dealing with different types of waste with particular focus on wastes affecting marine ecosystem such as plastic debris;

 Launch marine pollution control programmes with adequate legal cover and policies, and governmental and private enforcement mechanism as building blocks for a successful implementation;

 Need long term and consistent education and awareness programmes/ campaigns for the public, government, NGOs and community groups regarding safe disposal of waste and address the issues of illegal dumping;

 Develop strong and robust monitoring mechanism to deal with marine plastics debris;

 Recycling programmes should be encouraged to reduce the pressure of plastic debris releases into water bodies;

The strategy includes the Ministry of Climate Change in lead with Pakistan Navy, Environment Protection Agency (EPA) Sindh and Balochistan, Karachi Port Trust (KPT), National Institute of Oceanography (NIO) and Pakistan Maritime Security Agency (PMSA) to deal with the issue through proper monitoring. However, there is no clear­cut mandate supported by specific legislation for single agency to manage ocean wide marine debris problem in the coastal and marine areas of Pakistan.

The Ministry is starting work on a coordinated and effective mechanism in this regard.

International response to Marine Pollution and plastics:

The United Nations Environment Assembly (UNEA­3) and several global environmental instruments had been taking interest in marine pollution, especially marine plastic litter and micro­plastics, recognizing 30 it as a serious and rapidly growing issue of global concern which requires an urgent and global response. Following the UNEA­3 meeting held in December 2017, and its resolution UNEP/EA/3/7/operative paragraph 10, the UN Environment Program (UNEP) established an Ad­Hoc Open­Ended Expert Group (AHOEEG) to present option to combat marine plastic litter and micro­plastics for global consideration of member states, experts, and civil society. The resolution aimed to address the issue of increased level of land based solid waste, plastics and effluent discharges in the marine environment vis-a-vis progress achievements set under the SDG­14 and its target 14.1 of the Agenda 2030 for Sustainable Development. Furthermore, the resolution seeks to prevent and significantly reduce marine pollution of all kinds, in particular from land­based activities, including marine debris and nutrient pollution by 2025.

Two meetings of the Ad­hoc Expert Group on Marine Litter and Micro­plastic have so far been organized in which Ministry of Climate Change participated. The Expert Group negotiated formulation of a draft resolution on the subject. The said resolution on Marine Litter and Micro­plastic was adopted and approved by the United Nations Environment Assembly in its fourth session (UNEA­4) held in Nairobi from 11­15 March, 2019 for implementation and compliance by the member states

140. *Ms. Naz Baloch:

Will the Minister for Climate Change be pleased to state what measures have been taken to control pollution in the major cities of the country where industrial waste is causing health issues?

Minister of State for Climate Change (Ms. Zartaj Gul): Industrial Waste is one of the major causes of pollution of air, water and soil which adversely impact human health and eco systems. Major industrial setups are located in Sindh, Punjab and KP Province. The 18th amendment has empowered provincial governments for the control of environmental pollution in their respective jurisdiction. In this regard, respective Provincial Environment Protection Agencies are regularly monitoring emissions and effluents from industries. 31 At the federal level, Pak Environmental Protection Agency is mandated with its function under Pakistan Environmental Protection Act’ 1997, for protection, conservation and rehabilitation of environment in Islamabad Capital Territory (ICT).

Pak­EPA has notified National Environmental Quality Standards for ambient Air under S.R.O. 1062(1)/2010 (Annex-I) and National Environmental Quality Standards for Industrial Gaseous emission under S.R.O. 549(1)/2000 (Annex-II). Recent actions taken by Pak EPA include:

(a) All the steel furnaces situated in ICT have installed pollution abatement technology and Pak­EPA regularly monitors these steel units for ensuring the compliance of the National Environmental Quality Standards (NEQS).

(b) Marble industries are one of the major sources of dust pollution. In this regard, dust emission standards have been notified under labour law of Pakistan.

(c) Gradually every industry situated in Islamabad Capital Territory (ICT) is being taken in the loop for the installation of pollution abatement technology.

(d) For tackling the water pollution from pharmaceutical industries, Pak­EPA is working for Waste Water Treatment Plants (WWTPs), with the cooperation of Islamabad Chamber of Commerce and Industries, to develop a strategy.

(e) Pak­EPA also takes legal actions against the industries when non­compliances of Pakistan Environmental Protection Act 1997 and rules and regulations made thereunder, are observed.

(f) Pak­EPA conducted a 30­day ambient air quality survey of industrial areas of ICT in February 2018. Now, Pak­EPA regularly monitors industrial areas to assess the pollution status if Islamabad Capital Territory (ICT) due to these industries. 32 (g) In Islamabad Capital Territory (ICT), Pak­EPA, Islamabad Chamber of Commerce and Industries (ICCI) and all associations of industries are working together to make the first model green industrial zone of Pakistan.

(h) Pak­EPA is also arranging awareness lectures/ seminars/ workshops regarding the use and introduction of green technologies in the industrial sector to abate the pollution issues within the country with Islamabad Chamber of Commerce and Industries (ICCI).

Will the Minister for Information Technology and Telecommunication be pleased to state the details of Information Technology and Telecom facilities planned for the rural areas of the country by the present Government?

Minister for Information Technology and Telecommunication (Dr. Khalid Maqbool Siddiqui): The Ministry of IT & Telecom has launched several initiatives for the provision of ICT services in the unserved and underserved areas of the country through USF.

To bridge the broadband divide between urban and rural areas, the Ministry of IT & Telecom identfied new areas for the provision of Next Generation Broadband to a population of 30, 435,725 in 11, 915 Under­Served Mauzas of Pakistan. The areas approved by the Federal Cabinet include Pishin, Nasirabad, Mastung, Turbat, Sukkur, Dadu, Mirpurkhas, Larkana, Chitral, DG Khan, Bahawalpur, Bahawalnagar and Rahimyar Khan. This program will be undertaken in a phased manner by the Universal Services Fund Company.

The USF programmes include the following:

(a) Broadband for Sustainable Development (BSD). 33 (b) Next­Generation Broadband for Sustainable Development (NG­BSD). (c) NG­BSD for National Highways and Motorways. (d) Optic Fiber Cable (OFC) Programme. (e) Broadband Programme. (f) Special Projects.

Also, to foster innovation and entrepreneurship, Digiskills training program was inaugurated in August 2013, to train one (1) million people across the country, including rural areas, over a period of 2 years.

This Program is aimed at equipping our youth, freelancers, students, professionals, etc. with knowledge, skills, tools & techniques necessary to seize the opportunities available internationally in online jobs market places and also locally to earn a decent living.

Currently Digiskills.pk is offering 200,000 enrolments in its Batch 3 which has initiated from 1st April, 2019. A total of 111,923 enrolments in various courses were done during Batch1 & Batch 2.

142. *Ms. Saira Bano:

Will the Minister for Aviation Division be pleased to state:

(a) the details of contracts which Pakistan International Airline executed thereto during the tenure of last two Governments tenures for maintenance of the aircrafts;

(b) whether it is a fact that such contracts are proved detrimental to PIA, which include facing sanctions, imposed by European Union EU and its fleets were also grounded;

(c) if so, whether there is any proposal under consideration of the Government to investigate such contracts particularly 34 with reference to detrimental effects thereof to PIA in order to fix responsibility and make responsible as accountable alongwith determining the real magnitude of financial losses of such contract to PIA?

Minister for Aviation Division (Mr. Ghulam Sarwar Khan): (a) PIACL has informed that no maintenance contract was executed by them during the last two Government tenures for the maintenance of aircrafts.

(b) Since no maintenance contract was executed, the impact thereof is meaningless. Further, neither European Union imposed sanctions on PIACL operation nor its fleets were grounded.

(c) When no maintenance contract was executed during the tenure of last two Governments, so question of its consequential effects does not arise.

Will the Minister for Information and Broadcasting be pleased to state as to whether there is need for establishing Print Media Regulatory Authority inspite of the presence of PEMRA?

Minister for Information and Broadcasting: i. Pakistan Media Regulatory Authority will be a new statutory institution established for regulating media in the age of Meta data, digital and social media and internet based content and advertisements. The proposed institution may also appropriate all current regulatory functions with refinements for the sake of efficiency, transparency and effective regulatory oversight of media.

ii. Creation of a converged regulatory authority shall set forth following objectives:

 establish Pakistan as a major global center and hub for multimedia information and content services; 35

 promote a civil society where information­based services will provide the basis of continuing enhancements to quality of work and life;

 grow and nurture local information resources and cultural representation that promote national identity and diversity;

 long­term benefit of the industry and its end users;

 promote consumer confidence;

 ensure an equitable provision of affordable services over ubiquitous national infrastructure;

 create a robust application environment for end users;

 facilitate the efficient allocation of resources such as skilled labour, capital, knowledge and national assets;

 promote the development of capabilities and skills;

 ensuring greater choice of service and enhanced service quality for consumers;

 ensuring ease of doing business for the potential stakeholders; and,

 enabling affordable access to ensure greater penetration of media.

Act/Ordinance. However, for appointment of Professors, Higher Education Commission have prescribed a standardized criteria across the country (Annex-I).

(b) The University­wise consolidated list containing the names and qualifications of Chancellors, Vice­Chancellors, and Professors of the Private Universities in Pakistan at present; as provided by the Private Sector Universities; is attached at Annex-II.

Pakistan is making efforts to increase forest cover above 10% of the total land area to surpass the minimum threshold.

(b) As mentioned above.

(c) The steps taken by the Government for preservation of existing forests of the count with the collaboration of all stakeholders are as under:­

 National Forest Policy has been approved to promote massive plantation and maintenance of existing forests.

 The Federal Forestry Board has been reactivated to ensure integrated efforts for improvement of forests.

 The government has embarked on a plan to replicate the successful model of Billion Tree Tsunami Project in Khyber Pakhtunkhwa all over the country with a target of planting ten billion saplings. The details of the plans are being finalized in 38 close consultation with the provinces and stakeholders and the scheme shall be jointly funded by the federation and the provinces through Public Sector Development Plan.

 Meetings of Inter­ministerial /Inter­provincial Spring/Monsoon tree planting campaigns are being convened regularly well before the plantation season, aiming at reviewing the tree planting activities by the provinces and other stakeholders.

 An MoU has been signed between Ministry of Climate Change and Ministry of Communications to launch ‘Apni Shahrah’ project for establishing plantation along national Highways and Motorways by involving sponsors / donors.

 In collaboration with provinces Ministry of Climate Change is implementing a project on REDD+ with the ultimate objective to prepare Pakistan to enter into full execution of REDD+ under the UNFCCC United Nation Framework Convention on Climate Change.

146. *Ms. Shamim Ara Panhwar:

Will the Minister for Aviation Division be pleased to state whether the deficit of Pakistan International Airline have started decreasing?

Minister for Aviation Division (Mr. Ghulam Sarwar Khan): Though the financial accounts for year 2017 and 2018: of PIACL are still not finalized but a declining trend in losses is expected. The exact situation will be known when the accounts are audited and approved. However, the recent increase in petroleum prices has put a negative impact on the cost side which has increased significantly.

PIA is passing through a dire financial state but the present Government is very keen to make it self­reliant. Efforts are underway to improve the financial health of the Corporation by reducing its losses/ deficit through various means and modes. 39 Despite facing difficulties, PIACL has been able to improve upon its performance with an objective of reduction in losses. The major reason behind PIA’s losses is the increased financial cost due inherited legacy loans of previous governments and rising mark ups and debt servicing. Furthermore, PIA’s Seat Factor improved in comparison to previous years.

Presently, PIA operates to 43 destinations including 25 international and 18 domestic. The number of passengers carried also increased by 1.1 million as against 4.394 million. It has registered an increase of 24.55 % over the year.

147. *Mr. Ghous Bux Khan Mahar:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) whether it is a fact that condition of promotional test is imposed on many Gazetted Officers working in Federal Government Departments and Federal Constitutional Departments; if so, details and names of departments, posts kept for the promotional tests and name of officers working on existing posts presently;

(b) the rules framed for promotion of Gazetted Officers, whether tests and trainings are mandatory for promotions as per seniority and promotional rules scale-wise; if so, the details of mandatory promotional trainings or tests fixed for respective scales;

(c) the details of officers showing period of time, since they are waiting for promotions due to the requirements of tests and trainings; and

(d) the steps being taken by the Government to compensate such officers waiting for long standing awaited promotions; if not, reasons thereof?

40 Minister In-charge of the Establishment Division: (a) No promotional test is imposed on the Gazetted Officers for promotion, however mandatory trainings are required scale­ wise for promotion from one BPS to the next one.

(b) 1. The mandatory promotional trainings i.e. NMC and NSWC. SMC, and MCMC are part of the Revised Promotion Policy, 2007. The details have been placed. (Annex I)

2. The requisite trainings are required for promotion vide Establishment Division’s O.M. No. 1/7/2006­CP­II dated 31­05­2008 read with O.M. No. 10/02/2009­CP­II dated 30­12­2005. (Annex II)

3. The Professional and Technical Cadres have to take their own Specialized Trainings.

(c) The list of the officers who have been deferred during the CSB dated 26th November ­ 13th December 2018 and DSB dated 04th January, 2019 for want of the requisite training is placed. (Annex III)

(d) The Government cannot offer compensation to any Officer. Mostly the officers are not able to attend the requisite training due to following reasons:

1. Being on leave for a long period of time or Extra­ ordinary leave (EOL)

2. Being on deputation in International Organizations

3. Being posted in Pakistan’s Missions abroad

4. Undergoing disciplinary proceedings.

5. If the Provincial Governments do not relieve the nominated officers for training. 41 6. If the officer nominated does not join the training just to stay at some pivotal post. However, if the officer is twice nominated and he/ she does not join the training on both the instances he/ she will not be nominated for a third time and will not be sent for training.

(a) whether it is a fact that all buildings of Federal Government in the country including Islamabad are being converted on solar energy system under the Ministry during present Government;

(b) if so, the number and names of said buildings which have been converted on solar energy?

Minister of State for Climate Change (Ms. Zartaj Gul): (a) A proposal is being submitted (Prime Minister’s Solarization Programme) in this respect for approval of the competent authority, in consultation with Ministry of Energy (Power Division) and Ministry of Science &­ Technology. Power Division has informed that solarization and internal conservation of electricity energy of public sector buildings can bring multiple advantages clean and attordable energy at sustainable level, savings in electricity bills. development of local market and skilled manpower transfer of technology and opening up avenues for new investment. Solarization of public buildings can meet certain share from electricity load, and has the potential to bring huge savings and new investment in the country. Alternative Energy Development Board (AEDB) has also supported the concept of solarizing the Public sector buildings and has suggested participation of private sector in the initiative.

In view of above, following proposals are being submitted for consideration under “Prime Minister’s Solarization Programme:— 42 i. Initially the Programme may be launched from public buildings to show­case Government’s commitment. Accordingly, all the Federal Ministries may be advised to finalize proposals for solarization of their respective government buildings within a period of three months. In the next phase. government hospitals, schools and canals etc. can be solarized in a phased manner. ii. Federal Government Ministries, Departments, Autonomous Bodies, Corporations etc. may be directed to develop their proposals to implement the solarization process in the next three years. Funds required for solarization may be re­appropriated from the regular budget every year. These may be the savings or unutilized funds that inevitably get surrendered. iii. Alternate Energy Development Board (Power Division) may provide technical assistance for solarization, net metering and similar innovative technical solutions to support the programme. iv. National Energy Efficiency & Conservation Authority (Power Division) may be assigned advisory role for conduct of energy audit of every building with the Federal Ministries / Divisions. Autonomous Body etc. The amount of energy that can be saved through conservation and improved efficiency shall be highlighted by NEECA by December. 2019. v. PCRET (Ministry of Science & Technology) may he tasked to undertake advance research and development to bring in innovative technologies, solutions and ideas. The organization may also support in quality assurance of the initiative along with AEDB. vi. Private sector participation (through public­private partnerships needs to be encouraged for the solarization programme. This will bring in the benefits of better / state of the art technical solutions price eompetitiveness, market 43 development, job creation, local manufacturing with transfer of technology etc. AEDB should be mandated to support this aspect of the programme.

(b) So far the Ministry of Climate Change has converted one of its attached departments i.e. Zoological Survey of Pakistan (ZSP) on solar energy with the grant assistance from UNDP. It produces eight (08) KW electricity.

(a) the total number of new Government Schools established by the Federal Directorate of Education in new residential sectors and colonies of Islamabad Capital Territory (ICT) during last five years from 2013 to 2018; and

(b) the steps being taken by the Government in the context of Article 25-A of the Constitution of Pakistan and Compulsory Education Act 2012 for ICT children and reasons for lack of implementation of above provisions of law?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) The Federal Directorate of Education, Islamabad has not established any new Government Schools in the new residential sectors and colonies of ICT during last five years from 2013 to 2018.

However, there are 03 ongoing projects for construction of new schools which will be completed till June 2019. Further there are 07 institutions principally approved for construction and there final authorization is awaited and 08 institutions whose PC­I are under process for approval. Details of project is placed at Annex­A. 2 (b) The Federal Directorate of Education, Islamabad has been implementing Article 25­A of the Constitution of Pakistan i.e. The Right to Free and Compulsory Education Act, 2012 in letter and spirit since its promulgation. The following steps are so far been taken in this regard:­

 Education Advisory Council has been constituted to oversee Implementation of Act.

 Academic Authority has been established to perform functions defined in the Act.

 Admission Policy of FDE has been reviewed and amended as per provision of Act.

 The admission procedure has been simplified as well as documentary requirements condoned.

 Charging school fee / funds from the students have been discontinued since November, 2013 in all the educational institutions under FDE.

 Free textbooks are being provided to students from Class­ I to Class­X.

 School Management Committees (SMCs) have been constituted in all the schools/ colleges for effective and meaningful participation of the local community in the educational affairs of the students.

 Age limit for admission to Class­I has been extended from 5 years to 7 years.

 Addressing access related issues of the students, transport facilities have been provided to the students through provision of 200 school buses to the educational institutions. 3

(c) the names of disciplines which are offered by the University College of Islamabad which are not recognized by the HEC; if so, the details thereof; and

(d) the steps being taken by the Government in this regard? 5 Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) Higher Education Commission (HEC) has not yet accredited the affiliation of University College of Islamabad (UCI) with University of London (UoL).

(b) No program/ discipline of University College of Islamabad is accredited by HEC.

(c) HEC has not accredited any program of University College of Islamabad.

(d) HEC advised the UCI vide its letter dated 31­08­2017 (Annex­I) to refrain from announcing admission in any degree program under Foreign Collaboration till approval of policy and other codal formalities in this regard. Since HEC has approved the Policy for Pakistani Higher Education Institutions (HEIs) offering degree programme in collaboration with foreign universities (Annex­II), therefore, UCI is again advised to apply for HEC NOC as per rules (Annex­III).

(a) whether Higher Education Commission (HEC), being a regulator, has taken notice that several educational institutions in Tehsil Kallar Syedan, District Rawalpindi including the Pothohar Group of Colleges, have been operating without affiliation with a recognized degree awarding institution, hence looting/earning illegal money from people under the pretext of semester fee and sending their admission of different discipline in different Universities; if so, the details thereof; and

(b) whether all such institutions are accountable and have to ensure reimbursement of aforesaid fee collected from those people in recent years under the pretext of semester fee and sending their admission in different discipline in different University?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) The Pothohar College of Science and Commerce, Kaller Syedan is offering degree programs, and it is affiliated with Federal Urdu University of Arts, Sciences & Technology, Islamabad. However, any college which is not a degree awarding Institution has to offer degree programs in affiliation with any Public Sector University.

(b) An institute operating illegally has to return double the fee and expenses incurred to all such students.

63. Ms. Nusrat Wahid:

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a), (b), (c) & (d) The City School was approached vide letter dated 21­03­2019 followed by reminder on 28­03­2019 for provision of requisite information. However, the management of the City School failed to provide requisite information despite lapse of ample time and appears to be reluctant to share requisite information. 8 It is apprised that Authority has already declared the operations of The City School in Islamabad as illegal / without lawful registration of this Authority. Copy of recent correspondence with Cambridge International Examination (CIE) with regard to illegal affiliation of the City School is also enclosed at (Annex­I). (b) Pakistan Meteorological Department (PMD) is working on development of a mobile application and the same would be completed in 16 weeks, however, deployment, testing and evaluation would require another 12 weeks.

(c) Presently, weather forecast having validity of 24 hours, 48 hours and a week are being updated daily at 1000 hrs at PMD’s official website i.e. www.pmd.gov.pk.

69. Mr. Muhammad Amjad Farooq Khan Khosa:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) whether it is a fact that some teachers working in the different schools of Islamabad have been granted extra ordinary leave by the Federal Directorate of Education;

(b) if the answer to part (a) above is in affirmative, the details of those teachers who have been granted the said leave for more than 365 days during the last five years alongwith purpose of leave, so obtained by the incumbent?

Minister for Federal Education and Professional Training (Mr. Shafqat Mahmood): (a) A number of teachers working in the educational institutions under Federal Directorate of Education, Islamabad are granted Extra Ordinary Leave on their personal request duly recommended by the concerned institutional Head. Such leave is granted to the teachers subject to availability of balance in their respective leave accounts being maintained and after seeking approval of the relevant Competent Authority as laid down under the provisions contained in the Revised Leaved Rules, 1980.

The detail of teachers who have been granted Extra Ordinary Leave for more than 365 days during last five years alongwith their purposes of leave is placed at Annex­A.

(a) whether it is a fact that as per instruction, post of BS 1-4 have to fill on local basis in Federal departments situated in Islamabad;

(b) whether it is also a fact that federal departments have filled such posts by appointing persons of other cities;

(c) if so, the details of each department of such appointments during the last 5 years; and

(d) what steps are being taken to fill such post on local basis?

Minister In-charge of the Establishment Division: (a) No. Rule 14, 15 and 16 of the Civil Servants (Appointment, Promotion & Transfer) Rules, 1973 reads as under:

“14. Vacancies in the under­mentioned posts shall be filled on All­ Pakistan basis in accordance with the merit and provincial or regional quotas prescribed by Government from time to time:—

(i) All posts in basic pay scales 16 and above and equivalent.

(ii) Posts in basic pay scales 3 to 15 and equivalent in offices, which serve the whole of Pakistan.

15. Vacancies in posts in basic pay Scales 3 to 15 and equivalent in offices which serve only a particular province or region shall be filled by appointment of persons domiciled in the province or region concerned.

16. Vacancies in posts in basic pay scales 1 and 2 and equivalent shall ordinarily be filled on local basis. 13 (b) Recruitment to such posts is made independently by the respective federal department, hence the requisite data is not readily available with the Establishment Division.

(c) As above.

(d) Requisite provisions are already available in the Civil Servants (Appointment, Promotion & Transfer) Rules, 1973.

71. Ch. Muhammad Barjees Tahir:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) the details of reasons for making extra ordinary delay in the process of reimbursement of fee to the children of Federal Government employees from Federal Benevolent Fund under the head of education expenses; and

(b) the steps being taken by the Government for redressal of extra ordinary delay on part of concerned quarters?

Minister In-charge of the Establishment Division: (a) a. The FEB&GIF has a huge number of its members which comes to about 7,30,000 federal government employees who contribute towards Benevolent Fund and Group Insurance Fund on monthly basis out of their pay. All these 7,30,000 members are the contributors as well as the applicants to draw eleven (11) benefits, under FEB&GIF Act­1969 and FEB&GIF Rules­1972 (revised from time to time).

b. The three Regional Boards of FEB & GIF located at Islamabad, Lahore and Karachi receive more than 6,500 applications for various benefits, on average monthly basis.

c. Efforts are made by FEB & GIF staff to settle the huge inflow of applications in due time which is cyclical in nature, with reference to announcement of annual examination results. 14 d. It is pertinent to mention here that about 8,199 cases of “Fee Reimbursement” were received in three Regional Boards from July, 2018 to January, 2019. As on 28­02­19 about 427 cases of fee reimbursement were pending in Regional Board, Islamabad. However, reasons for the delay in processing of fee reimbursement cases are as under:—

i. Receipt of huge number of cases on announcement of annual results. Inflow of cases is increased in the start and mid of each academic year which mostly starts either in July or January of each year.

ii. Incomplete / deficient cases are sent by the employees / departments, which amount to about 45% of the total receipt. It causes delay due to extended correspondence.

iii. Late as well as incomplete replies to the queries raised by this office from the employees / departments (of the applicants) further delay the settlement of applications.

iv. The trend of On­Line fee payment / Easy­Paisa payment is increasing. Such fee payments are required to be verified by the applicants from the concerning academic institutions, which takes time.

v. Every year about Rs. 1.2 billion are disbursed on account of educational stipend / fee reimbursement. Scrutiny of the applications along with required authentic documents is a time consuming process which is unavoidable in order to check any fraudulent / duplicate payment.

vi. Cheques are sent through Pakistan Post (UMS). There are complaints of non receipt of cheques. However, in such cases cheques are received back undelivered due to various reasons including incomplete addresses provided by the applicants.

vii. Applicants submit Claims of reimbursement of fee twice in a year i.e. for two semesters separately. Whereas, under Rule 15 “ 25­A of FEB & GIF Rules, 1972 (Annex­I), fee shall be ” reimbursed on annual basis (means that fee is reimbursed after completion / passing of two semesters in an academic year). Thus such cases are returned to the employees for the re­ submission of their application for reimbursement of fee after completion of academic year.

(b) Following steps have been taken to redress the delay:—

i. The applicants are being sensitized about submission of cases on annual basis under Rule 25­A of FEB & GIF Rules, 1972.

ii. Prescribed application forms have been revised for the better understanding of the beneficiaries to curtail number of incomplete cases.

iii. Separate officer for sanctioning of fee reimbursement cases has been deputed.

iv. After approval of revised FEB&GIF Rules, which are under process, the process of fresh recruitment will be started to overcome shortage of staff and work load which is increasing every year.

v. The FEB&GIF is regularly updating its user friendly website http://www febqif.qov.pk/Default.aspx which provides all information regarding filling and submission of complete application forms with required documents. The Federal Employees are also made aware to access the FEB&GIF website.

(b) All the posts have been transferred by Estb. Division, MS Wing by post and budget. No fresh recruitment has been made since creation of this Ministry i.e. 26­10­2011.

(c) 20 Posts are lying vacant in the Ministry. Recruitment formalities are in process and will be completed within six months.
