M. Shareef PRESIDENT GEORGE W. BUSH’S POLICY TOWARDS IRAQ: CHANGE OR CONTINUITY? Abstract A substantial amount of commentary has been dedicated to George W. Bush‘s policy towards Iraq, with many perceiving it as a departure from traditional US foreign policy practice. The objective of this research is to address and challenge this contention. This thesis takes 1979 as the launching point from which to examine this assertion, as it is both the year in which Saddam Hussein gained power as president of Iraq and also the year when the United States began tilting favourably towards, and reviving its relations with, this country. To embark on this study a descriptive and analytical narrative of the evolution of US foreign policy towards Iraq is presented, ending with the George W. Bush terms of office. This study contends that US policy towards Iraq has two major dimensions: the first is US policy towards Arab Iraq and the second its de facto policy towards Iraqi Kurdistan; both are defined by US strategy at the supra-national level. To guide this study, continuity and change were used as guiding concepts for analysing US Iraq policy at the national and sub- national levels. The study argues that US Iraq policy is primarily one of continuity rather than change, as US national interests and security, as regards Iraq, are defined by the same fundamental concerns, regardless of the nature of the American administration in office. The research concludes that, from the inception of the Bush administration, and the attacks on 9/11 that followed, the actual invasion of Iraq and US actions in its aftermath were all guided by the same considerations and goals. ii Declaration No material in this thesis has been previously submitted for a degree at this or any other University. Chapel Hill 2019 Approved by: Wayne Lee Michael Morgan Benjamin Waterhouse Daniel Bolger Hal Brands ©2019 Joseph David Stieb ALL RIGHTS RESERVED ii ABSTRACT Joseph David Stieb: The Regime Change Consensus: Iraq in American Politics, 1990-2003 (Under the direction of Wayne Lee) This study examines the containment policy that the United States and its allies imposed on Iraq after the 1991 Gulf War and argues for a new understanding of why the United States invaded Iraq in 2003. At the core of this story is a political puzzle: Why did a largely successful policy that mostly stripped Iraq of its unconventional weapons lose support in American politics to the point that the policy itself became less effective? I argue that, within intellectual and policymaking circles, a claim steadily emerged that the only solution to the Iraqi threat was regime change and democratization. While this “regime change consensus” was not part of the original containment policy, a cohort of intellectuals and policymakers assembled political support for the idea that Saddam’s personality and the totalitarian nature of the Baathist regime made Iraq uniquely immune to “management” strategies like containment. The entrenchment of this consensus before 9/11 helps explain why so many politicians, policymakers, and intellectuals rejected containment after 9/11 and embraced regime change and invasion.

In doing so, it finds an alignment of interests between Baghdad, Ankara, and Washington, D.C., in a strong and stable Iraq fueled by increased hydrocarbon production. Where possible, the United States should therefore encourage The Coming Turkish- Turkish and Iraqi cooperation and economic integration as a key part of its post-2011 strategy for Iraq and the region. Articles & Testimony he northern front was supposed to have been occupied by tens of thousands of U.S. troops who would make up T the second front of a pincer movement against Baghdad. But Turkey's refusal to allow American forces and heavy armor to cross the Turkish-Iraqi frontier means that only a few thousand moderately armed allied soldiers are now engaging Saddam Hussein's troops in the north. And fighting along side the allies are lightly armed Kurdish forces. Although the revised allied campaign in the north has been successful, many analysts believe that the original plan might have backfired. While there's little doubt that American tanks rolling across northern Iraq toward Baghdad would shorten the war, it also might have opened the door for Turkey to send large numbers of troops into Kurdish- controlled territory -- igniting a conflict between Turks and Kurds. "I guess we have everything to be thankful for the fact all hell did not break lose in the north," says Charles Pena, Director of Defense Policy Studies at the Cato Institute here in Washington. "The Turks showed some restraint and did not come across the border, really in large numbers. And the Kurds did likewise show restraint. So that, combined with the fact that the Iraqi forces in the north don't seem very interested in engaging in offensive operations means that the north has stayed relatively stable.

U.S. Joint Forces Command (USJFCOM) conducted a thorough search and discovered one hundred eighty-seven (187) pages of documents responsive to your request. We are releasing a partial copy of this information: portions of pages 47-51 are being withheld under Exemption 1; portions of pages 140-141 are being withheld under Exemption 2; and portions of pages 17-22 and 140 are being withheld under Exemption 6. Exemption 1 pertains to information specifically authorized by an Executive order to be kept secret in the interest of national defense or foreign policy that is properly classified pursuant to such Executive order. Exemption 2 pertains to internal information the release of which would constitute a risk of circumvention of a legal requirement. Exemption 6 pertains to information the release of which would constitute a clearly unwarranted invasion of the personal privacy of a third party. Please be advised that this is only a partial response. Significant portions of this record fall under the jurisdiction of other agencies, whom USJFCOM must consult regarding their equities.

At a time in which global forced displacement, at nearly 70 million, is at its highest level since these numbers have been recorded, it is disheartening that the administration is proposing a reduction in humanitarian aid of more than $3 billion, or more than one-third of the amount the United States is expected to spend on such aid in this fiscal year. Such cuts would have devastating impacts on civilians at grave risk in countries experiencing conflicts or natural disasters, and we urge you to sustain and even augment the current levels of refugee and humanitarian aid.
