9 State Forest Management and Biodiversity: A Case of Kerala, India Ellyn K. DAMAYANTI & MASUDA Misa 1. Introduction Republic of India is the seventh largest country in the world, covering an area of 3,287,263 km2.has large and diverse forest resources in 633,397 km2 of forest covers or 19.27% of land areas (ICFRE, 2003; FAO, 2003). Forest types in India vary from topical rainforest in northeastern India, to desert and thorn forests in Gujarat and Rajasthan; mangrove forests in West Bengal, Orissa and other coastal areas; and dry alpine forests in the western Himalaya. The most common forest types are tropical moist deciduous forest, tropical dry deciduous forests, and wet tropical evergreen forests. India has a large network of protected areas, including 89 national parks and around 497 wildlife sanctuaries (MoEF, 2005). India has long history in forest management. The first formal government approach to forest management can be traced to the enactment of the National Forest Policy of 1894, revised in 1952 and once again revised in 1988, which envisaged community involvement in the protection and regeneration of forest (MoEF, 2003). Even having large and diverse forest resources, India’s national goal is to have a minimum of one-third of the total land area of the country under forest or tree cover (MoEF, 1988). In management of state forests, the National Forest Policy, 1988 emphasizes schemes and projects, which interfere with forests that clothe slopes; catchments of rivers, lakes, and reservoirs, geologically unstable terrain and such other ecologically sensitive areas, should be severely restricted. -

Although this concept provided a challenge for me and my faith, I wish to thank Dr. Sukdaven for giving me the opportunity to cover such a deep philosophical concept in Hinduism. This concept Maya is deeper than one expects and has broaden and enlightened my mind. ISSN (Online) - 2349-8846 Artists' Statement on Growing Political and Religious Intolerance SAHMAT Vol. 50, Issue No. 44, 31 Oct, 2015 The artist community of India stands in firm solidarity with the actions of our writers who have relinquished awards and positions, and spoken up in protest against the alarming rise of intolerance in the country. We condemn and mourn the murders of MM Kalburgi, Narendra Dabholkar and Govind Pansare, rationalists and free thinkers whose voices have been silenced by rightwing dogmatists but whose “presence” must ignite our resistance to the conditions of hate being generated around us. The artist community of India stands in firm solidarity with the actions of our writers who have relinquished awards and positions, and spoken up in protest against the alarming rise of intolerance in the country. We condemn and mourn the murders of MM Kalburgi, Narendra Dabholkar and Govind Pansare, rationalists and free thinkers whose voices have been silenced by rightwing dogmatists but whose “presence” must ignite our resistance to the conditions of hate being generated around us. We will never forget the battle we fought for our pre-eminent artist MF Husain who was hounded out of the country and died in exile. We remember the rightwing invasion and dismantling of freedoms in one of the country’s best known art schools in Baroda. We witness the present government’s appointment of grossly unqualified persons to the FTII Society and its disregard of the ongoing strike by the students of this leading Institute. We see a writer like Perumal Murugan being intimidated into declaring his death as a writer, a matter of dire shame in any society. -

APARAJITH RAMNATH Chennai, India 30 July 2012 2 ABSTRACT This thesis offers a collective portrait of an important group of scientific and technical practitioners in India from 1900 to 1947: professional engineers. It focuses on engineers working in three key sectors: public works, railways and private industry. Based on a range of little-used sources, it charts the evolution of the profession in terms of the composition, training, employment patterns and work culture of its members. The thesis argues that changes in the profession were both caused by and contributed to two important, contested transformations in interwar Indian society: the growth of large-scale private industry (industrialisation), and the increasing proportion of ‘native’ Indians in government services and private firms (Indianisation). Engineers in the public works and railways played a crucial role as officers of the colonial state, as revealed by debates on Indianisation in these sectors. Engineers also enabled the emergence of large industrial enterprises, which in turn impacted the profession. Previously dominated by expatriate government engineers, the profession expanded, was considerably Indianised, and diversified to include industrial experts. Whereas the profession was initially oriented towards the imperial metropolis, a nascent Indian identity emerged in the interwar period. -
