The document is made available for transparency and information purposes only and does not constitute legal advice or legal opinion. 1 Measures taken by government/public authorities 1.1 Emergency laws/states of emergency, including enforcement actions In Estonia, the Government of the Republic declared an emergency situation on 12 March 2020 due to the pandemic spread of the COVID-19.1 The emergency situation was initially to last until 1 May 2020, but was later extended until 17 May 2020.2 The declaration, resolution and termination of an emergency situation is regulated by the Emergency Act (Hädaolukorra seadus).3 The Emergency Act gives the person in charge of the emergency situation (the Prime Minister) the right to issue orders applying various measures. The orders include a reference that the failure to comply with the measures of the emergency situation prompt the application of the administrative coercive measures set out in the Law Enforcement Act4, and that the penalty payment is € 2000 pursuant to the Emergency Act.5 1.2 Measures affecting the general population 1.2.1 Social distancing In Estonia, after the declaration of the emergency situation, stay at home orders were imposed on people who arrived in Estonia from abroad. -

Het maakbare verleden. Regionale geschiedenis en etnologie in Brabant op de drempel van de eenentwintigste eeuw 1 Op 1 maart 1796 mochten vertegenwoordigers van het toenmalige `Bataafsch Brabant', het voormalige Generaliteitsland, zitting nemen in de Staten-Generaal. 2 Dit feit werd in 1996 gevierd als `tweehonderd jaar Noord-Brabant'. In het kader daarvan verscheen op 13 juni 1996 een herdenkingspostzegel. Bij een eerste blik beantwoordt die postzegel aan het beeld dat veel Brabanders en ook mij vanaf mijn kinderjaren, doorgebracht in een dorp met twee actieve gilden, zeer vertrouwd is: we zien een jonge gildenbroeder met een trom en een ouder lid met het gildenvaandel, onderdeel van een in kleurige kleding optrekkend gilde. Maar in tweede instantie heb ik zo mijn bedenkingen bij deze postzegel. Is dit nu het beeld waarmee het moderne Noord-Brabant zich wenst te representeren ten overstaan van heel Nederland? En is een afbeelding van een gilde eigenlijk wel geschikt om het verleden van tweehonderd jaar Noord-Brabant in samen te ballen? Gaat het hier niet om het zoveelste clichébeeld waarmee we gezamenlijk een mythisch en achterhaald imago van Noord-Brabant instandhouden? Hiermee stel ik drie zaken ter discussie, namelijk de actualiteit van het zelfbeeld van de hedendaagse Brabanders, de deugdelijkheid van hun visie op het eigen verleden en ten slotte de geldigheid van de bestaande Brabantbeelden. Al deze zaken zijn relevant in het kader van de leerstoel `Cultuur in Brabant', ofwel voluit `Cultuur in Brabant in sociaal-wetenschappelijk en historisch perspectief, met inbegrip van de volkscultuur'. Deze leeropdracht omvat twee disciplines, enerzijds de lokale en regionale geschiedenis, en anderzijds de volkskunde of etnologie. -

Ometi kaovad just üksikliikmete nimed tihti olude sunnil meie ajaloolisest mälust pea täielikult. Et põlistada nende tublide eesti naiste mälestust, tänu kellele meie suurepärane organisatsioon - Naiskodukaitse, Saaremaal üldse loodi, on k.o. kogumiku koostaja püüdnud välja selgitada nende ni- med, et jäädvustada neid tulevastele põlvedele. Kui palju naiskodukaitsjaid aastatel 1925-1940 kohalikku ringkonda üldse kuulus, pole päris täpselt teada, ehkki erinevad allikad kinnitavad võrdlemisi üksmeelselt, et organisatsiooni likvideerimise ajal suvel 1940 kuulus sinna cà 900 naist. 2004. a. ilmunud kogumikus "Naiskodukaitse Saaremaa Ring- kond 1925-2001" suudeti neist ära tuua vaid 490 liikme nimed. Nüüdseks teame, et aastatel 1925-1940 kuulus 15 tegevusaasta jooksul NKK Saaremaa Ringkonda mingi aja jooksul teadaolevalt kokku ligi 1750 naist. Arvestused näitavad aga, et kui siia lisada needki, kes liitusid organisatsiooniga või lahkusid sealt organisatsiooni tegutsemise esimestel aastatel 1925- 1928 ja kelle nimedest paljud on veel teadmata, võib see arv suureneda isegi mitmesaja inimese võrra. K.o. kogumikku pole kantud mitte ühegi inimese nime, kelle liikmelisus pole kindlat tõendamist leidnud kirjalike andmete alusel. -

A wide range of artisans were surveyed in the course of this research, from professionals who earn a living from handicraft to amateurs, small enterprises and handicraft instructors. The authors concentrate on the motifs and background of different categories of handicraft agent. Details of handicraft practice such as mastering spe- cific items, local peculiarities and materials used will be also explored. The analy- sis is predominantly based on the artisans’ views on proper ways of making handi- craft items, their marketing strategies and the needs of developing their skills. The study* demonstrates that artisanal initiatives support the material reproduction of cultural locations through constant renewal of heritage ideology and practice. Their emotional charge, their documentary power, their immediacy and universality set them apart from other archival documents. Used well, they provide an asset for any financial institution. This volume features articles from 17 financial institutions in eleven different countries. Almost 300 photographs provide glimpses of institutional practice over a span of 150 years. The photographs reveal stories about staff members, office buildings, and money; and they tell us about fashion, cultural movements, financial and industrial innovation, poverty, gender, colonization, leisure, and much more. This issue is the first of a series, and part of a wider project to explore the connections between finance and photography. eabh would like to invite its member and partner eabh institutions to join in by contributing to the second volume of the series. -

The Dying Gaul: Examining the Inverse Relationship between Lay and Religious Masculinities in Merovingian Gaul, 450-750 by Peter Henric Johnsson A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Centre of Medieval Studies University of Toronto © Copyright by Peter Johnsson « Year of Convocation» The Dying Gaul Peter Johnsson Doctor of Philosophy Centre of Medieval Studies University of Toronto 2020 Abstract This dissertation examines the interrelation between concepts of masculinity among the laity and the clergy in the Merovingian era of Gaul, fifth to seventh centuries. In doing so, the work aims to fill a gap in current scholarship by examining the relationship between religious men and lay men, rather than as separate groups, which has often been the trend to date. The focus is on specific sites of difference where masculine ideals came into conflict. Beginning with a brief examination of the transmission of classical neo-platonic ideals into the culture of the ecclesiastical aristocracy of the fifth century, I will provide a background for the religious masculinity against which the lay examples are framed. The study then moves on to the contrasting ideals surrounding hair, using a methodological framework of contrasting masculinities to demonstrate that the long hair of the Franks and the tonsuring of the clergy both reflected antithetical representations of each others’ masculinities. Chapter four examines the relationship between feasting and fasting culture among the laity and the clergy, as the participation in, and rejection of imbibing served to distinguish both groups of men through contrasting ideals. The following chapter examines the role that sexual conduct played in notions of honour particularly in the laity. -
