Council convened at 2:06 p.m., Mayor John Cranley, Presiding. Present were Councilmembers Dennard, Landsman, Mann, Murray, Pastor, Seelbach, Sittenfeld, Smitherman and Young.

Also in attendance were Acting City Manager Patrick Duhaney, City Solicitor, Paula Boggs Muething and Clerk of Council Melissa Autry.

Item #: 201801145 MOTION, submitted by Councilmembers Dennard, Landsman and Seelbach, WHEREAS emergency vehicles such as police cars, ambulances and fire trucks, along with other services vehicles such as armored cars, are in an ideal position to save fuel and reduce emissions with technologies and best practices that allow them to perform vital services without idling. WE MOVE that the Administration report to Council on the feasibility of prohibiting emergency vehicles from standing and/or idling near greenspaces in the City of Cincinnati, whether in the downtown section or otherwise, for a period in excess of 15 minutes. WE FURTHER MOVE that the Administration include in its report the feasibility of implementing fuel and emissions reductijon technologies recommended in 2015 report by the U.S. Department of Energy titled, "Idling Reduction for Emergency and Other Service Vehicles". WE FURTHER MOVE that an action plan be presented to Cincinnati City Council on the process for complete tree removal including stump removal, which trees are most at risk, the process in place to address problem trees, all costs associated with this plan, how trees are selected and maintained so trees do not get too big and their roots destroy sidewalks. (BACKGROUND) On April 19, 2015 65 year-old Cincinnati retired music teacher Jacqueline Carr was driving home and was near Berkley and Reading Road just a few blocks from her street Avonlea in Bond Hill when a tree that was marked for removal for 11 months by the Cincinnati Parks Department fell on her vehicle and killed Ms. Carr.
