His Excellency Lyonchhen Jigmi Y. Thinley, Hon'ble Prime Minister, The Royal Government of Bhutan offered a new perspective of life- pursuit of happiness- to the graduating students of KilT University at its 8th Annual Convocation on September 9. He graced ceremony as the Chief Guest. Obsession with growth has brought our environment and civilization to the brink, said Mr. Thin ley in his convocation address, while emphasizing that the world

is in desperate need of change. He was also conferred the Degree of D.Litt., Honoris Causa.

Three other eminent personalities from India and different parts of the world were conferred degrees of D.Litt./ D.Sc. by KilT University on the occasion. "We have become less of human being, and more of economic entity. We need to reclaim our society from the market forces", the Bhutanese Prime Minister said.

Happiness comes from balancing needs of the body with those of mind and it thrives only when people around are also happy, said Mr. Thinley, who has won world

appreciation for proposing Gross National Happiness

(GNH) as an alternative development paradigm and

advocating its inclusion as the ninth MDG. He advised the students to serve the society and exhorted them to

make a beginning by serving their parents and protecting

the institution of marriage. Mr Thin ley thanked the University for bestowing on him the Degree of D.Litt., Honoris Causa. The honour is recognition of his contribution for the betterment of man, said Mr. Wardak in his acceptance speech. "After visiting KilT & KISS, I have learnt that one single individual, even if he had a deprived

childhood, can change the world with his dedication", he said referring to Dr. A. Samanta, who single­ handedly established KilT University, a leading institution of professional education in India, and Ka linga Institute of Social Sciences (KISS), the largest free residential tribal institute of the world.

Dr. Ham congratulated the recipients of Honoris Causa degree and graduating students of KilT

University. "I developed interest in India after watching a movie on Mahatma Gandhi, when I

had just passed my medical course", he said,

adding that Dr. Samanta treads the path shown by Mahatma Gandhi. India, one of the 'youngest' countries of the world, has achieved remarkable

progress in the field of education, Prof. Mishra stated . However, need of the hour in education sector is modernization, quality improvement and

Expressing best wishes to the graduate students, Prof. N. L. Mitra, Chancellor, KilT University, in his presidential address, advised them to keep some space in their minds for the underprivileged children. Observing that global economic gloom is affecting Indian

economy, he asserted that higher growth rate can be achieved by focusing on agriculture and the agriculturists. Earlier in his report, Vice Chancellor, Prof. Mathur said that the University has ta ken initiative to give impetus to research on the campus. During the P. P. last year the University has taken ra pid strides in the area, he said, informing that more than 14 research projects from various

national and international funding agencies have been sanctioned with a total budget outlay of over Rs. 4 crores. The University has

achieved 1 00% placement for the 201 2 passed-out students, he added.

Total2,216 graduates were awarded graduate and postgraduate degrees in various disciplines. Saurav Prakash, B.Tech (CSE), Abhaya Kumar Sahoo, M.Tech (CSE) and Girish Kumar Ajmera, B.Tech (E& TC) won Founder's Gold Medals for securing the highest CGPA across all programmes, in postgraduate courses and in undergraduate courses respectively. Similarly, 12 students were awarded Chancellor's Gold Medal, while 15 students got Vice Chancellor's Gold Medal. P. K. Bal Memorial Gold Medal, PPL Gold Medal and Nanibala Memorial Gold Medal were also given away on the occasion. Eighteen research scholars were awarded Ph.D. degrees.

Thinley became Prime Minister (Lyonchhen) of Bhutan after leading his party, the Bhutan Peace and Prosperity Party or Druk Phuensum Ts hogpa, to victoryJ in Bhutan's first ever national election in March 2008. He represents Nanong Shumar constituency in Pemagatsel, Eastern Bhutan. Before the introduction of democracy in Bhuta n, he served the previous government in various capacities, including as Minister for Foreign Affa irs and Minister for Home and Cultural Affa irs. He also served as Prime Minister from 1998 to 1999 and again from 2003 to 2004, when cabinet ministers held the post on an annual rotational basis.

Born in Bumthang, Bhutan in 1952, Thinley graduated with honors from St. Stephen's College of Delhi University and went on to obtain a master's degree in Public Administration from Pennsylvania State University in 1976. He joined Bhutan Civil Service in 197 4.

Currently he also serves as Chairman of his country's To urism Council, Dzongkha Development Commission, Gross National Happiness Commission, National Environment Commission, Royal Education Council, Ugyen Wa ngchuck Institute of Conservation and Environment; and Patron of National Solid Waste Management Programme. Thin ley has published many essays and papers on a wide ra nge of topics and spoken at several conferences, meetings and seminars. He has addressed the United Nations General Assembly numerous times, spoken at regional summits and other international meetings such as the SMRC, the BIMSTEC and the Non-Aligned Movement as Prime Minister and Foreign Minister of Bhutan. He is an International Counselor for the Asia Society, New York; Member of the International Advisory Board of the Netherlands Development Organization; and Chairman of Steering Committee for the International Expert Working Group for the new paradigm to promote well-being and happiness of all life on earth .

As a concerned leader Jigmi Y. Thinley has always advocated for Gross National Happiness (GNH) in measuring progress of any nation, instead of depending on growth in terms of Gross Domestic Product (GOP). He has always looked for happiness for every individual and continues to emphasise on the need for a holistic approach to development. He advocates for equitable and sustainable socio-economic development, judicious use of natural resources, conservation of environment, motivation for developing human relations and good governance. For the happiness of individual, he speaks about health and physical well being, educational attainment, environment resilience, cultural diversity, community vitality, emotional and psychological well being, etc.

A person with such sensibility and sensitivity could not have remained without being rewarded, for which he has received many awards and accolades like Dasho, Red Scarf, Orange Scarf titles, Druk Thuksey and Coronation medals. In 2009, His Majesty the Fifth King of Bhutan awarded Thin ley the Druk Wangyel Medal - the highest civilian decoration­ for excellence in carrying out his duties. That same year, Penn State presented him with the Distinguished Alumni Award, the highest honor the university confers on an outstanding alumnus. In February of this year, Thin ley received the HR Strategic and Iconic Leader Award at the World HRD Congress 2010 in Mumbai, an international initiative dedicated to shaping the future of organizations through talent management and development.

Founder - KilT Bhubaneswar It is indeed a great day - an unprecedented day - in my life for three specific reasons. Firstly, a personal reason, I am deeply touched and honoured for the recognition of my commitment and services to the humanity. Of course I am happy, but I am also humbled, because I am not unique, I am not special. I do my bit for education and human development, but there are many others, who I hope one day will all be recognised.

I should momentously do more to deserve such a rewa rd . But, anyway, this is the greatness of KilT University and its leaders hip that they have recognised my little bit of services to the humanity. The second most important reason is that today we have learnt a lot.

Only one individual, who had lost his father to become deprived of the blessings of his father and who was in a poor fa mily, could change the world with the commitment, dedication, vision and mission. This is a great lesson that you are learning.

That every one of us, if we follow the path, can change the world. We can make the world a better place for human being and we can create such a world through education. So, we will be using, in our future, KilT and KISS as role models. I hope we all will be able to synergise the effort of the dedicated team members of Dr. Sa manta .

Despite great distance between India and Korea, 1500 years ago, when today's modern transportation was not available, Korean Buddhist monks noted their observations while travelling through India, which was even then a country with an advanced civilization. In the books they wrote their feelings and thoughts about culture and civilization of the country. Through these books India became known to far distant Korea. Personally when I was a graduate from Medical School in 1965 I had a chance to watch a movie on Mahatma Gandhi. Upon watching this movie, I came to have a lot of interest in India and I began to have lot of respect for this Indian hero and saint.

Historically, India has left outstanding cultural marks upon not just Korea, but also many Asian countries. Buddhism is one of them. Thus, cultural influence by India has a long history of development of human relationship. As is well known there are two types of human relationship - one is positive and the other can be negative. Positive human relationship is a creative one, producing happiness. Negative human relationship is destructive one, causing unhappiness. My relationship with Dr. Sa manta was initiated by esteemed former Indian Am bassador to Korea, Mr. Ta yal and we have shared a very positive relationship for past five years.

Relationship between KilT University in India and Hanseo University in Korea and between Dr. Samanta and myself have developed into successful and positive bond. This much I can say with certainty. I have confidence that our relationship will continue and develop further. This relationship brings hopes of great happiness to the students of the two universities and people of the two countries in general. I have tremendous amount of respect for Founder Dr. Samanta and I personally feel brotherly affectionfor him. His works remind me of the philosophy that Mahatma Gandhi told us about. Just like Mahatma Gandhi, who was the great beacon of India, Dr. Samanta is the light of education as well as philanthropic practice of 21st century. Founder - KilT Bhubaneswar We are very happy that Dr. Achyuta Samanta has been able to conquer not only Odisha, but at the same time throughout Asia. I first of all express my appreciation to Dr. Sa manta for wonderful work that he has done for this University. I am really grateful to the University for conferring this degree on me. I just want to make three observations

The first thing we have to consider that in case of India we have made a lot of progress with regard to education. Only from 30 universities in 1950 -51, we have now more than 500 universities in India. Only from 75 0 colleges then, we have now 24,000 colleges or more. However, our enrolment is much less at 12.1, whereas the world average comes to more than 2 times.

Our population is increasing. India is a 'young' country. More than 60 to 65% of the population is below the age of 35. About 50% population is below the age of 25. They all require education. We have to impart education not only for the purpose of economic development, but for the purpose of increasing the awareness in the country, enlightening the people so that they can be the message of enlightenment to the common man of the country. And, therefore, what is more importa nt now we have to increase the number of colleges and universities.

One attempt has been made here in Odisha by Dr. Achyuta Sa manta. The second thing that I want to emphasise here is there is a need for technical education. We are a traditional country. Science and technology are improving now. To day what is called knowledge; tomorrow it will be called outdated. We have to impart science and technology education so that our people will be updated with differenttypes of skills. We are creating a large number of jobs and new vocations are coming. For these jobs technical education is required. Third thing, which I think is the most important, we have to change not only education, but also quality of education. Yo u will be surprised to know that in case of India a large number of engineers are not getting jobs, because they are unemployable.

Ifyou want to improve the quality of education, then there is a need for improving the type of curriculum, the type of education, the type of teachers so that they would be able to bring out a new change in the educational system. The type of education that we are imparting is only cramming. What you need really is thinking. More emphasis should be given to training of the teachers, so that quality education can be imparted to the students. Thank you very much!

Convocation is a very special and proud occasion in the life of every students graduating from the University. It has to be borne in mind that your hard work and preparations in years you have spent as a student shall be the key for your success in the profession you choose. All of our graduating students spreading across the country and abroad are the Ambassadors of this University. Your good words about your Alma Mater and efficient service in the endeavor you undertake to pursue shall be a source of strength and a guiding light for hundreds of coming generations in this institution. The trajectory of growth and development of your University has been unique in India, especially in the private sector. The personal interest ta ken by the Founder to provide the best of opportunities in the University has contributed immensely to the development of the campus. Today the campus facility and infrastructure is comparable to the very best available in any other private and public University in the country.

Yo u are launching your career in a challenging economic condition. Country after Country in Europe is facing financial crisis, growth has been consistently negative in the last decade or so and there is an economic whirlpool in which all countries of the world are sucked in. If today Europe is in the whirlpool, there is no guarantee that US 14 trillion economy will remain safe. India therefore can also not remain insulated. At this critical time we have to work harder wherever we are and try to increase our productivity.

At this critical hours too, we have a silver lining in our economy. Our service sector has a very positive sign of growth. Both agricultural and industrial sector have tremendous growth potential. We have a robust60 % of our population, which is effectivework force, while the work force in China is gradually going down due to negative population policy one child policy having ultimately a negative impact. In such a 'down the hill' global economic condition, too, India has the third highest growth rate at present in the world and the growth rate of the last quarter has seen upwa rd trends. I strongly feel that the growth of Indian economy can be firmed up at a much faster and higher rate provided we give importance to agriculture and the agriculturists. Ag riculture requires education at all levels. A few Agricultural Universities can not meet the enormous demand of agriculture. There has to be new planning on agricultural education, I suppose, to provide agricultural education at all levels, primary, secondary, degree and University level.

Agriculture must also have the operation of scale. So why not any modern management technique be designed that would suit our land system? Government of India in 2002 amended the Companies Act and included in it the provision for incorporating producers' company. Similarly, the recent circular of foreign direct investment includes some sector of farming and agriculture also in the foreign direct investment scheme, like, horticulture, sericulture, animal husbandry, and floriculture etc in the list of FDI up to 1 00% under automatic route. The biggest challenge is the uncertainty of monsoon. Presently marketing condition is awfully bad and scarcely regulated. All this require a new understa nding and planning in the agricultural sector.

OKIIT Re vie w Vice Chancellor's Report by Prot P. P. �athur

Ours is a nascent but a very vibrant university. We celebrated its 8th Foundation Day in February last. I am extremely happy to report to you that in such a short span the University has got a very high visibility and has been recognized as an institution that is involved in a very high quality teaching and research. It was very appropriate that the 99th session of the Indian Science Congress Association was hosted in this University from 3-7 January 2012. In conjunction with it the Children's Science Congress and Wo men's Science Congress sessions were also organized very successfu lly. A total of about 1 8,000 delegates from India and about 250 from abroad participated in it. I am not aware of any such a young institution which was entrusted with the task of organizing such a mega event in this country.

The number and quality of faculty have the greatest impact on the performance of an educational institution. We have adopted an extremely effective process to recruit and retain qualified and talented faculty members. In the various schools of the University 253 faculty members have joined during the period of the report, out of them many of them possess Ph. D degrees. Most of these new faculty members have post-doctoral and industry experience.

The faculty members and the research scholars have been able to publish 115 research papers in peer reviewed journals and about 51 papers were presented in national and international conferences by them since the last report. The tremendous progress in the research culture is also evident from the number of research grants received in the last one year. During this year more than 14 research projects from various national and international funding agencies have been sanctioned with a total budget outlay of over Rs. 4 crores. The University has organized several national and international conferences and workshops. The University promotes the culture of research by allowing the faculty members to pursue higher studies. During this year 11 faculty members received Ph.D. degrees from this and other Universities. The University has signed many MoUs, through them students and faculty exchange programs are facilitated. I am happy to inform you that at this time 40 students from Ataturk University, Turkey are in our University for one semester for a Certificate Course. Four of our students attended English Summer Camp 201 2 at National Formosa University, Ta iwa n. The University is also forging new strategic tie-ups with multi-national compa nies like Siemens, EMC2 and Intel for technical training as well as setting up of laboratories.

The University takes its social responsibility very seriously and ensures that no qualified applicant is denied higher education for want of financial resources. We have provided free education to more than 75 0 students many of whom are tribal or hail from socially disadvantaged sections of the society. Free education is given not only to the students in social sciences but also to those in Engineering, Medicine, Law, Nursing, Biotechnology, and Management schools. The University has instituted scholarships and fellowships for non stipendiary M.Te ch. and Ph.D. students.

The University is proud of placing it on record that it has achieved 100% placement for the 2012 passed-out students. In a way it indicates the quality of education provided by the university. During this year 70 companies visited the University out of them 41 were in the core sectors.

The KISS Humanitarian Award was instituted by Dr. Achyuta Samanta, noted social activist and Founder of KISS, the largest free residential tribal institute of the world, in 2008 to honour and recognize individuals with exceptionally high contribution to the society in various fields relating to social issues and who have distinguished themselves as true humanitarians. Awardees, whose works should be in harmony with the principles of KISS, are chosen by a high-level jury.

"Concerned by the widening gap between the rich and poor and the way in which humanity is being impelled toward self destruction by insatiable greed, depleting natural resources and rising conflicts, you have moved the world to consider alternative development models. To this end, you have offered Gross National Happiness (GNH) as a holistic, sustainable and inclusive development paradigm", said the citation. Congratulating Mr. Thinley for the award, Mr. Ghulam Farooq Wa rdak recounted his contribution for the world peace. Ms. Anne F. Stenhammer commended Dr. Sa manta for taking quality education to the margins of Indian society. Education has power to change a society and the world, said Ms. Silvia Escobar Moreno, while expressing happiness that girls constitute about 50% of students' strength of KISS. Dr. Patasani extended welcome to the Prime Minister of Bhutan, Education Minister of Afg hanistan and other dignitaries to Odisha on behalf of the Chief Minister of Odisha and people of the state.

It is a honour for KISS to present this award to a personality like Mr. Thin ley, said Dr. Sa manta, while welcoming the dignitaries to KISS. Smt. Saswati Bal, President, KISS delivered the presidential address. Mr. Thinley, who heads the first democratically elected Government of Bhutan, has won world appreciation for proposing GNH as an alternative development parameter and advocating its inclusion as the ninth Millennium Development Goals. Before the introduction of democracy in Bhutan in 2008, he served the previous government in various capacities, including as Minister for Foreign Affa irs and Minister for Home and Cultural Affa irs. He also served as Prime Minister from 1 998 to 1 999 and again from 2003 to 2004, when cabinet ministers held the post on an annual rotational basis.

KISS Humanitarian Award is being presented every year since its inception to great compassionate leaders of vision and concern for human values from different parts of the world. Elaborating on different hurdles on the way to social justice, she said, social justice can not be achieved only by legislation. Third YV Chandrachud Memorial Lecture at KilT

One cannot enjoy freedom of expression and other freedom guaranteed by the Constitution without education, said Hon'ble Mr. Justice A. K. Patnaik, Judge, Supreme Court of India. He was delivering the Third Justice YV Chandrachud Memorial on 'Right to Education under the Constitution of India' at KilT School of Law, KilT University on 6th October 201 2. Explaining the provisions of the Right to Education, which is a Fundamental Right, Justice Patnaik said every child between the age of six and fourteen years shall have the right to free and compulsory education in a neighborhood school, till completion of elementary education. Beyond fourteen year, there is no provision of free education, he added .

Article 45 of the Pa rt IV of t he Constitution, which is Directive Principles of State Po licy, says "The State shall endeavour to provide, within a period of ten years from the commencement of this Constitution, forfree and compulsory education for all children until they complete the age of fourteen years." While technical, professional and higher education are not fundamental right, but such education is generally made available to all on the basis of merit, Justice Patnaik said, while quoting Article 41 and article 37 to explain education as a fundamental right. 15th Bhagwan Mahaveer Aw ard fo r KISSFounder The 15th Bhagwan Mahaveer Award was conferred on Dr. Achyuta Samanta, Founder, KISS on 1Oth October 201 2. He received the award from Dr. K. Rosaiah, His Excellency the Governor of Ta mil Nadu at a glittering ceremony held at Chinmaya Heritage Centre, Chennai in the presence of more than one thousand delegates. This prestigious National award has been instituted by Bhagawan Mahaveer Foundation. The 15th annual awards which carrya cash price of Rs 1 0 lakh, a citation and a memento each, were decided after processing over 260 nominations by a jury headed by former Chief Justice of India M N Ve nkatachaliah. There is A Lot to Learn from KISS: UNFPA India Representative "There is a lot to be learnt from Ka linga Institute of Social Science (KISS) , especially with respect to how the institute has applied different programmes in a holistic manner," said Ms. Frederika Meijer, UNFPA Country Representative to India. She was on a two-day visit to the state to meet with the government and non government agencies to discuss on UNFPA's partnership for Population and Development programs in the state. Ali, Professor in Electrical Engineering, KilT University has been chosen to receive 'UWA Effu lgent Sta r of the Decade Award' in October 2012. It is a recognition to his excellent research work in the field of renewable energy - both solar and wind. The award, instituted by United Writers' Association, is conferred by the Deputy Governor, Reserve Bank of India every year. Dr. Ali has done his D.Sc. and Ph.D. in electrical engineering from International University, California, USA in 2008 and 2006 respectively. He had done M.Tech from Calcutta University. 'Steeldust', a supermileage vehicle prototype designed by a group of passionate students of KilT University, was showcased at the prestigious Shell Eco Marathon Asia 2012 held in Sepang International Circuit, Kuala Lumpur, Malaysia from 4th July to 7th July 2012. KilT Team, comprising of six students of the Department of Mechanical Engineering - Anunay Chaudhary, Sourav Pyke, Subrat Sarkar, Sneh Sagar Raj, Baidik Chakraborty, Anupam Deo and Anurag Deo - became the first ever from Odisha to participate in this international competition.

Key features of the car 'Steeldust' include modified 49 cc 4 stroke single cylinder Honda engine, tubular Aluminum T6 6063 chassis, fiber reinforced plastic for strong and light aerodynamic outer body with just 2.5% drag, 16inch mountain bike recumbent wheels and pressurized fuel delivery system with electronic fuel injection. The car passed all the stringent technical and safety inspections at the event in one shot, a matter of pride for the amateur team of students, who called themselves 'Octane that developed it. X',

There were 115 other teams from across the continent competing in this high profile event. 'Steeldust' was driven on the same track where legends like Michael Schumacher, Fernando Alonso, Sebastian Vette! and Lewis Hamilton drove their cars. h The event, held from l2'h to l4' October 2012, saw participation from more than 30 colleges from across India, including liT Delhi, Jamnalal Bajaj, XIMB, liT Bhuba neswar, IMI and severa l other prestigious undergraduate and post-graduate institutions. The schedule for the three days were jam-packed with Cultural and Management games including Business Plan competition, B-Quiz, Management Games, Debate, Street Play, Photography, T- shirt Pa inting and Advertising. LAN -based Computer games were also part of the competitions.

The evenings were lit up by the grand creative events such as Choreography, Fashion Show and Rock Band competition. Several teams from both inside and outside of Odisha slugged it out on a glittering stage. There were some fa bulous costumes on display as were synchronized dance performances. Apart from the events, there were workshops conducted for participa nts including Ly rical Hip Hop and Leadership. Another high point of Kolosseum was the display of the spirit of Entrepreneurship among the KSOM students. Renaissance, the students' entrepreneurship club organized a "Hoot" at the Kolosseum ground, where students turned entrepreneurs and catered to the participants with a wide ra nge of 'products' ra nging from a game of lottery to fresh home-cooked food .

Four girls of Ka linga Institute of Social Sciences (KISS) have been selected as core probables in India Women Rugby Te a m. They attended the camp at Sports Complex, Balwadi, Pune from 19th September to 8th October 201 2. The players include Bhagyalaxmi Barik, Sitamani Hembram, Sanjukta Mundo and Mirarani Hembram. Bhagyalaxmi Barik has already played as a member of Indian Wo men Rugby Te am in Asian Games 2010.

Similarly four students - both boys and girls - of KISS have been selected in Odisha State Handball Te am for 17th East Zone (Men & Wo men) National Handball Championship scheduled to be held at Agartala, Tri pura from 25th to 28th September 201 2. The players include Chandan Tu ika, Jagannath Prod han, Sarita Sabarand Sonali Mallick.

Three boys and four girls of Ka linga Institute of Social Sciences (KISS) were selected in Odisha Sub-Junior Kho-Kho team for Sub-Junior National Kho-Kho Championship (Boys & Girls) held from 28th August to 1st September 201 2 at Bakaro Steel City, Jharkhand. While Dalimba Majhi, Mamita Jani and Nagamani Baskey were selected in the girls' team, Sukulal Hembram, Sunaram Kisku, Pradeep Ku. Dehuri and Malaya Ku. Majhi made it to the boys' team. Similarly, three KISS students were selected in Odisha Senior Kho-Kho team for Federation Cup (Men) held from 28th August to 1st September 201 2 at Baka ro Steel City, Jharkhand. Selected students are Sidhanath Soren, Ka lidas Murmu and Narsingh Majhi.
