Always enjoy the journey not Desination

One fine morning, a wealthy man sat in his balcony enjoying sunshine and his coffee when a little ant caught his eye which was going from one side to the other side of the balcony carrying a big leaf several times more than its size. The man watched it for more than an hour. He saw that the ant faced many impediments during its journey, paused, took a diversion and then continued towards destination.

At one point the tiny creature came across a crack in the floor. It paused for a little while, analyzed and then laid the huge leaf over the crack, walked over the leaf, picked the leaf on the other side then continued its journey.

The man was captivated by the cleverness of the ant, one of God’s tiniest creatures. The incident left the man in awe and forced him to contemplate over the miracle of Creation. It showed the greatness of the Creator. In front of his eyes there was this tiny creature of God, lacking in size yet equipped with a brain to analyze, contemplate, reason, explore, discover and overcome. Along with all these capabilities, the man also noticed that this tiny creature shared some human shortcomings.

The man saw about an hour later the creature had reached its destination – a tiny hole in the floor which was entrance to its underground dwelling. And it was at this point that the ant’s shortcoming that it shared with the man was revealed. How could the ant carry into the tiny hole the large leaf that it had managed to carefully bring to the destination? It simply couldn't!

So the tiny creature, after all the painstaking and hard work and exercising great skills, overcoming all the difficulties along the way, just left behind the large leaf and went home empty-handed.

The ant had not thought about the end before it began its challenging journey and in the end the large leaf was nothing more than a burden to it. The creature had no option, but to leave it behind to reach its destination. The man learned a great lesson that day.

Isn't that the truth about our lives? We don’t realize in our life’s journey that these are just burdens that we are carrying with utmost care and fear of losing them, only to find that at the end they are useless and we can’t take them with us forever. It’s applicable to Competitive Examination also. So Always enjoy the journey not Desination.

Justice P. Kalaiyarasan Commission and TN NEET Reservation for GOVT School Students

The commission, headed by retired judge P. Kalaiyarasan, was to look into and analyse the reasons for government school students not being able to gain admission to medical colleges for MBBS.

The AIADMK government took a policy decision to implement 7.5% horizontal reservation for government school students who qualified NEET in medical admissions following a recommendation of a Commission headed by retired High Court judge P. Kalaiyarasan.

Though the committee had recommended up to 10 percent internal reservation, the State cabinet decided upon 7.5 per cent. ―The reservation will be applicable for students who had studied in private schools under the Right to Education (RTE) Act till Class 8 and joined government schools from Class 9 to 12

Constitutional Provisions /

Article 15 (4), provides the ‗special protection‘ to ‗socially and educationally backward classes of citizens or for the Scheduled Castes and the Scheduled Tribes‘. This clause (4) was inserted by the Constitution (First Amendment) Act 1951. The amendment was made to enable the implementation of reservation in public employment guaranteed by Article 16 (4)

Smt.Champakam Dorairajan (1951)

 case was the first major verdict of the Supreme Court on the issue of Reservation.The case led to the First amendment in the constitution.

 The Supreme Court in the case pointed out that while in the case of employment under the State, Article 16(4) provides for reservations in favour of backward class of citizens, no such provision was made in Article 15.

 Pursuant to the Supreme Court‘s order in the case the Parliament amended Article 15 by inserting Clause (4).

 In Indra Sawhney v. Union of India (1992) case the court examined the scope and extent of Article 16(4).

 The Court has said that the creamy layer of OBCs should be excluded from the list of beneficiaries of reservation, there should not be reservation in promotions; and total reserved quota should not exceed 50%.

 The Parliament responded by enacting 77th Constitutional Amendment Act which introduced Article 16(4A).

OBC Reservation

Reservation for Other Backwards Classes (OBC) was introduced based on the Mandal Commission Report (1991). The quota for OBCs is 27% in government jobs and higher educational institutions.

Tamilnadu and Reservation

 First backward classes commission headed by Sattanathan of Tamilnadu appointed in 1970 by Chief Minister Karunanithi.

 The Commission recommended the identification of a separate ‗Most Backward Class‘ category and also an increase in quota to accommodate everyone

 Based on the recommendation the Backward class recommendation was increased from 25% to 31% and that of SC and ST from 16 to 18 % increased in 1971 by DMK Government

 To stop the reservation of seats growing into serving the interests of certain communities, the Commission recommended introducing economic criteria to stop the creamy layer from accumulating all benefits of reservation.

Second Backward Classes Commission

 In 1979, the M.G. Ramachandran-led All India Anna Dravida Munnetra Kazhagam government attempted to introduce the creamy layer concept based on the Sattanathan Commission recommendations, but had to withdraw it later due to stiff political opposition.

 To overcome the political distress created by this introduction, the government further increased the reservation for backward classes from 31% to 50%. So the Total stood as 68%

 Thus the MGR government appointed the Second Backward Classes Commission, led by J.A. Ambasankar in 1982

Reservation for MBC

 The agitation by the Vanniyar community against such a concentration of reservation among a small section of backward class population forced the Karunanidhi-led DMK government to compartmentalise the reservation of 50% into 30% for backward classes and 20% for Most Backward Classes and de-notified communities, in 1989.

 And also DMK Government Provided 1% Reservation to Scheduled Tribes

Jeyalalitha and Reservation (76th Constitutional Amendment)

· Then came the Jayalalithaa government, which to protect the 69% reservation after the Indra Sawhney judgment restricting the reservations under 50%, passed the Tamil Nadu Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in the Services under the State) Act, 1993, the and got it under Ninth Schedule of the Constitution to escape from judicial scrutiny.

Janarthanam Commission

Janarthanam Commission in 2011 in its report ‗Justification of Reservation under the Tamil Nadu Act 45 of 1994 on Quantifiable Data‘ on the basis of data given by state government reiterated the Sattanathan and Ambasankar Backward Class Commission.

 She co-founded the Women's Indian Association in 1918,

 She became the first woman member of the Madras legislature

 The passing of the devadasi bill in 1929 is the best achievement of muthulakshmi as a legislator

 she helped raise the minimum age for marriage for girls ( Saratha Act) and pushed the Council to pass the Immoral Traffic Control Act, and the Devadasi system abolishment Bill.

 She resigned from the Council to support the Salt Satyagraha

 she established the Avvai Home to shelter and educate girls like them.

 In 1954, she opened the Cancer Institute in Chennai and in 1956 was awarded the Padma Bhushan.

 State will celebrate her birth anniversary as ‗Hospital Day' every year.

 He established the Samarasa Vedha Sanmarga Sangam in 1865 and it was renamed ―Samarasa Suddha Sanmarga Satya Sangam

 Ramalinga also established a free feeding house for everyone irrespective of caste at Vadalur (1867)
