GENERAL TRANSPORT POLICY ASPECTS A. Developments with regard to your Government's policy objectives for inland transport as a whole and for special sectors (road, rail, inland waterway, urban transport, etc.) as well as external objectives (land use planning, regional development, etc.) to the extent they are related to transport 1. In 2005 the Government of the Republic of Lithuania approved a Long-Term Development Strategy of the Lithuanian Transport System (until 2025). This Strategy gives the analysis of the long-term development perspective of the different transport modes and establishment of the public logistics centres (“freight villages”). In addition, it emphasizes the importance of intermodal interaction in the development of the Lithuanian transport infrastructure. Along with general policy measures, this Strategy also presents the development measures of individual transport modes envisaged for specific periods: from 2007 through 2013 and until the year 2025. 2. 1 Thomas Lundén draft 2018-09-02 The dream of a Balto-Scandian Federation: Sweden and the independent Baltic States 1918-1940 in geography and politics This paper will focus on the attempts by Swedish and Baltic geographers in the inter-war period to discuss a geopolitical regionalism defined by Sweden, Finland and the three Baltic States, and the political use of the so called Balto-Scandian concept1. Introduction For a long time in the 20th century, the Baltic region, or Baltikum2, here defined as the area south of the Gulf of Finland and east of the Baltic Sea, was more or less a white spot on the mental map of Swedish politicians and social scientists alike. The “inventor” of geopolitics, political scientist and conservative politician Rudolf Kjellén, urged for Swedish cultural and economic activism towards the Baltic part of Tsarist Russia (Marklund, 2014, 195-199, see also Kuldkepp, 2014, 126), but the program was never implemented, and the break-up of the Russian Empire and the new geopolitical situation, as well as Kjellén’s death in 1922, with a few exceptions put a new end to Swedish academic interests in the contemporary geopolitical situation of the area. From Eastern Baltic point of view, any super-state regionalism with Norden3 was primarily connected with Estonia, in combination with Sweden (Kuldkepp 2010, 49, 2015). Sweden and Estonia thus played a special role in the Baltic discussion about regionalism. The independence of Estonia, Latvia and Lithuania in 1919-1920 gave Sweden a geopolitical buffer to the neighboring great powers Russia/Soviet Union and Germany, which were initially weakened and politically unstable. -

Fund for Protection of Investors’ Rights in Foreign States (the Fund), a Russian investment fund, hereby requests the institution of arbitration proceedings against the Republic of Lithuania (Lithuania or the State) in accordance with Article 3 of the UNCITRAL Arbitration Rules 1976 (UNCITRAL Arbitration Rules). 2. The Fund submits this Notice of Arbitration (the Notice) pursuant to Article 10(2)(d) of the Agreement Between the Government of the Russian Federation and the Government of the Republic of Lithuania on the Promotion and Reciprocal Protection of the Investments signed on 29 June 1999 and entered into force on 24 May 2004 (the Treaty).1 3. The Fund acquired this claim against Lithuania from Vladimir Antonov (Mr. Antonov),2 a Russian national, after Mr. Antonov notified Lithuania of his intent to submit the present claims to arbitration on 4 May 2012 (the Notice of Dispute).3 4. -
Intellectual Partnerships and the Creation of a Baltic Cultural Body
TRAMES, 2015, 19(69/64), 2, 109–137 INTELLECTUAL PARTNERSHIPS AND THE CREATION OF A BALTIC CULTURAL BODY Algo Rämmer University of Tartu Abstract. The League of Nations initiated an intellectual cooperation movement in the 1920s to propagate humanistic principles of universal cultural policy to ease political tensions. In 1934, after signing the Baltic Entente treaty, attempts began to include cultural collaboration in addition to the political movement. The key role in developing the strategy of cultural cooperation was played by the regional conferences of national committees of intellectual cooperation, organized in 1935–1938. In my paper, I will analyze the standards of these cooperation movements, the decisions, and the process of achieving a consensus. The purpose of the paper is to show the emergence of the concept “being Baltic”, discuss how the common cultural body developed, and identify factors or events that strengthened and/or hindered this process. Introduction The interwar period of the Baltic nations’ history relates to the transnational activities of Estonia, Latvia, and Lithuania at a time when they made an allied stand against the efforts of Russia and Germany. Both these formerly great powers were striving to restore their past influence into the region. These activities relied upon the conviction that the neighboring nations of the Baltic states, and the Scandinavian countries Denmark, Sweden and Norway, share a common destiny for economic, political and cultural reasons. Due to this and the need for collaboration, the concept was received favorably by the majority of intellectuals as well. -

SUPREME COUNCIL OF THE REPUBLIC OF LITHUANIA LAW ON THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA Chapter 1 General Provisions Article 1. The Government of the Republic of Lithuania shall be the highest institution of governance of the Lithuanian State. Executive power of the Republic of Lithuania shall be vested in the Government of the Republic of Lithuania. It shall be the highest institution of governance of the Lithuanian State. The Government of the Republic of Lithuania shall be vested with the right to resolve all questions of state government if, in accordance with the Constitution (Provisional Basic Law) of Lithuania, they are not assigned to the competence of the Supreme Council of the Republic of Lithuania, its Presidium, or the President of the Supreme Council of the Republic of Lithuania. Pursuant to the laws of the Republic of Lithuania and other resolutions of the Supreme Council of the Republic of Lithuania, the Government shall adopt resolutions, issue directives, and organize and supervise their enforcement. Resolutions and directives of the Government of the Republic of Lithuania shall be enforceable on the whole territory of the Republic. Article 2.
