He has been involved with the Orangi Pilot Project (OPP) since 1982 and is a founding member of the Urban Resource Centre (URC) in Karachi, whose chairman he has been since its inception in 1989. He is currently on the board of several international journals and research organizations, including the Bangkok-based Asian Coalition for Housing Rights, and is a visiting fellow at the International Institute for Environment and Development (IIED), UK. He is also a member of the India Committee of Honour for the International Network for Traditional Building, Architecture and Urbanism. He has been a consultant and advisor to many local and foreign CBOs, national and international NGOs, and bilateral and multilateral donor agencies. He has taught at Pakistani and European universities, served on juries of international architectural and development competitions, and is the author of a number of books on development and planning in Asian cities in general and Karachi in particular. He has also received a number of awards for his work, which spans many countries. Pakistan Country Reports on Human Rights Practices - 2005 Released by the Bureau of Democracy, Human Rights, and Labor March 8, 2006 Pakistan is a federal republic with a population of approximately 163 million. The head of state is President and Chief of Army Staff Pervez Musharraf who assumed power after overthrowing the civilian government in 1999. The head of government is Prime Minister Shaukat Aziz, whom the national assembly elected over opposition parties' objections in 2004. Domestic and international observers found the 2002national assembly elections, the most recent national elections, deeply flawed. The civilian authorities maintained control of the security forces; however, there were instances when local police acted independently of government authority. The government's human rights record was poor, and serious problems remained. The following human rights problems were reported: restrictions on citizens' right to change their government extrajudicial killings, torture, and rape poor prison conditions, arbitrary arrest, and lengthy pretrial detention violations of due process and privacy rights lack of judicial independence harassment, intimidation, and arrest of journalists limits on freedom of association, religion, and movement imprisonment of political leaders corruption legal and societal discrimination against women child abuse trafficking in women and children, and child prostitution discrimination against persons with disabilities indentured, bonded, and child labor restriction of worker rights The government took significant steps to combat trafficking in persons. Its Anti-Trafficking Unit (ATU) was fully functional and resulted in increased arrests and prosecutions of human traffickers. Cooperative efforts between the military, ATU, and international organizations prevented any increase in human trafficking resulting from the October 8 earthquake. -

Similar to the pattern of transition between civilian rule and dictatorship, there is a pattern of change within authoritarian Regimes that could be observed in all the three experiences of transition in Pakistan. This paper identifies the pattern of change from military dictatorship to civilian rule from 1958 to 1970. The key questions addressed in this paper are: firstly, how the military regime consolidated its grip on power after the October 1958 coup? Secondly, how early cracks appeared in the military’s control over power and matured with the passage of time, resulting in a national crisis? Thirdly, how failure in crises management led to the transition to civilian rule, as well as, the disintegration of the state. Key Words: Pakistan, Authoritarianism, Military, Political Parties, Civilian Rule Introduction Political instability, weak political culture, economic crises and continuous intervention of civil and military bureaucracy during the first decade after independence led to the October coup of 1958. The regime established in the post-coup period showcased itself as the proponent of the reform agenda. After banning all political activities, a reform program was launched in all the major political, social and economic sectors. -

The views expressed here are those of the author(s) and do not necessarily represent the views of NPS, the Department of Defense, or the U.S. Government. Introduction Much has been written about the A.Q. Khan network since the Libyan “coming out” of December 2003. However, most analysts have focused on the exports made by Pakistan without attempting to relate them to Pakistani imports. To understand the very nature of the network, it is necessary to go back to its “roots,” that is, the beginnings of the Pakistani nuclear program in the early 1970s, and then to the transformation of the network during the early 1980s. Only then does it appear clearly that the comparison to a “Wal-Mart” (the famous expression used by IAEA Director General Mohammed El-Baradei) is not an appropriate description. The Khan network was in fact a privatized subsidiary of a larger, State-based network originally dedicated to the Pakistani nuclear program. It would be much better characterized as an “imports-exports enterprise.” I. Creating the Network: Pakistani Nuclear Imports Pakistan originally developed its nuclear complex out in the open, through major State-approved contracts. Reprocessing technology was sought even before the launching of the military program: in 1971, an experimental facility was sold by British Nuclear Fuels Ltd (BNFL) in 1971. -

Urdu language is the first brick upon which whole building of Pakistan is built. In pronunciation both Hindi in India and Urdu in Pakistan are same but in script Indian choose their religious writing style Sanskrit also called Devanagari as Muslims of Pakistan choose Arabic script for writing Urdu language. Urdu language is based on two nation theory which is the basis of the creation of Pakistan. There are two nations in Indian Sub-continent (i) Hindu, and (ii) Muslims therefore Muslims of Indian sub- continent chanted for separate Muslim Land Pakistan in Indian sub-continent thus struggled for achieving separate homeland Pakistan where Muslims can freely practice their religious duties which is not possible in a country where non-Muslims are in majority thus Urdu which is derived from Arabic, Persian, and Turkish declared the national language of Pakistan as official language is still English thus steps are required to be taken at Government level to make Urdu as official language of Pakistan. There are various local languages of Pakistan mainly: Punjabi, Sindhi, Pashto, Balochi, Kashmiri, Balti and it is fundamental right of all citizens of Pakistan under article 28 of the Constitution of Pakistan 1973 to protect, preserve, and promote their local languages and local culture but the national language of Pakistan is Urdu according to article 251 of the Constitution of Pakistan 1973. -

HRCP/CHRI 2010 POLICE ORGANISATIONS IN PAKISTAN Human Rights Commission CHRI of Pakistan Commonwealth Human Rights Initiative working for the practical realisation of human rights in the countries of the Commonwealth Human Rights Commission of Pakistan The Human Rights Commission of Pakistan (HRCP) is an independent, non-governmental organisation registered under the law. It is non-political and non-profit-making. Its main office is in Lahore. It started functioning in 1987. The highest organ of HRCP is the general body comprising all members. The general body meets at least once every year. Executive authority of this organisation vests in the Council elected every three years. The Council elects the organisation's office-bearers - Chairperson, a Co-Chairperson, not more than five Vice-Chairpersons, and a Treasurer. No office holder in government or a political party (at national or provincial level) can be an office bearer of HRCP. The Council meets at least twice every year. Besides monitoring human rights violations and seeking redress through public campaigns, lobbying and intervention in courts, HRCP organises seminars, workshops and fact-finding missions. It also issues monthly Jehd-i-Haq in Urdu and an annual report on the state of human rights in the country, both in English and Urdu. The HRCP Secretariat is headed by its Secretary General I. A. Rehman. The main office of the Secretariat is in Lahore and branch offices are in Karachi, Peshawar and Quetta. A Special Task Force is located in Hyderabad (Sindh) and another in Multan (Punjab), HRCP also runs a Centre for Democratic Development in Islamabad and is supported by correspondents and activists across the country. -
