The development of peripheral areas: The case of West Pomeranian Voivodeship, Poland Martin KEBZA a * Abstract The process of peripheralisation of outlying areas is discussed in this article using a case study of West Pomeranian (Zachodniopomorskie) Voivodeship in Poland. Emphasis is placed on the relationship between these peripheral areas and metropolitan core areas. Scalar and vector data on selected indicators in the years 2005 and 2015 for gminas (communes, territorial units NUTS 5) are presented. The values for both years were observed as well as the change between them. A composite indicator based on the calculated data was developed, and it served as the basis for categorisation of metropolitan, 'semi-peripheral' and peripheral areas, which were further defined on the basis of their intrinsic properties and location in the region. The development of such peripheral areas is assessed more generally in the conclusions.     n October 2014 about thirty scholars from Asia and Europe came together for a conference to discuss different kinds of sources for the research on ICentral Asia. From museum collections and ancient manuscripts to modern newspapers and pulp fi ction and the wind horses fl ying against the blue sky of Mongolia there was a wide range of topics. Modern data processing and Göttinger data management and the problems of handling fi ve different languages and Bibliotheksschriften scripts for a dictionary project were leading us into the modern digital age. The Band 39 dominating theme of the whole conference was the importance of collections of source material found in libraries and archives, their preservation and expansion for future generations of scholars. Some of the fi nest presentations were selected for this volume and are now published for a wider audience. Zielona 25, looking at ex-German residential building typical of the region - Warmia - with a beautiful old orchard at the back of the house. Braniewo, Zielona Street (photo: Jacek Bartosiak) Most of the trees in the orchard undoubtedly remembered the pre-war city of Braunsberg. On this day, it had the look of a typical frontier town, quite sleepy, a place where life went slowly for the most part. Added to this the unmerciful heat despite the rain that had been announced. 1 www.strategyandfuture.org NOW YOU KNOW According to historical records, Braniewo is the oldest city of Warmia and its first capital - located on the Pasłęka River (once navigable) near the mouth of the Vistula Lagoon, it currently numbers 17,000 inhabitants. Formerly it was an important river port, a fairly significant sea port and a vibrant Hanseatic city. Between the years 1466 and 1772, the city was part of the Kingdom of Poland. It returned to Poland after the Yalta-Potsdam agreements of 1945. I’d intended to see the Vistula Lagoon that day, through which goods came and went via the Pasłęka River. This was at the time when the Hanseatic League ruled the Batlic Sea and Braniewo was known to the world as Brunsberg. The Hanseatic League of that time was an association of Northern European merchant cities from the medieval ages to the early modern era.

The main research problems focused on the contexts of Poland’s and Germany’s policies towards the prob- lems related to cultural heritage. Interestingly, mutual cooperation in many instances takes place regardless of the official political line of a given State and engages non-state institutional subjects on many levels. So various reforms were undertaken in an attempt to lead the country out of the crisis. For example, publicists and members of the Po­ lish Parliament (the Sejm) looked at river regulation, the construction of canals and river ships, and the organisation of shipping. In 1764, rivers came under the control of the Royal Treasury Commission, whose task was to guarantee their navigability; the Commission also prepared plans for regulating potentially navigable rivers and for canal construction1. The designer of the first of these canals, which was to join the Vistula and Odra via the Rivers Brda and Noteć, was Franciszek Florian Czaki, a captain of artillery and geographer2. With six locks, this canal was to be 3.5 m deep and 8.5 m wide. This new waterway was to serve merchants from the towns on the Odra (Oder) in their trade with Gdańsk (Danzig). But the project was never implemented. In 1772, when economic reforms in Poland were beginning to produce an upturn in the country’s fortunes, Russia, Prussia and Austria annexed some contiguous areas of Poland, with the aim of putting a stop to the coun­ try’s resurgence.

    An der alten AS „Altdamm“ endet der Ausbau der polnischen A 6. In Richtung der alten AS „Bäderstraße“ ist die A 6 ab hier noch mit originaler Betonplattendecke vorhanden. Die „Strecke 54“ endete an der AS „Bäderstraße“. Aus politischen Gründen wurde eine Weiterführung der Autobahn im Anschluss an die „Strecke 54“ in Richtung Königsberg in Angri genommen. Sie wurde als „Strecke 55“ bezeichnet. Im Mai 1937 erfolgte die Baufreigabe für den Abschnitt AS „Bäderstraße“ - Freienwalde (Pommern), jene für den Abschnitt Freienwalde (Pommern) – Bärwalde datiert auf September 1937. Nach Durchquerung eines Kiefernwaldes gelangt man bei Wachlin in meist ebenes, landschaftlich ausgeräumtes Ackergelände mit gelegentlichen Sträuchern und Kleinhöl- zern. Die Gegend ist geprägt von der eiszeitlich hinterlas- senen Moränenlandschaft in Form von feuchten Senken und „Brücke über die Ihna“; Im Hintergrund die Flutbrücke, welche die Zerstörung überstanden hat (2007) Fischteichen. Auf Grund dieser vielen feuchten Senken Foto: Falk Engelmann, Bonn mussten beim Autobahnbau etliche Drainagen zur Entwässerung des Planums angelegt werden. Der Abschnitt AS „Bäderstraße“ - AS „Stargard in Pommern“ wurde im Jahre 1942 in Betrieb genommen. In diesem Abschnitt realisierte man nur die südliche Fahrbahn - meist durch ausländische Arbeitskräfte aus dem damaligem „Protektorat Böhmen und Mähren“ bzw. Polen -. Diese Abschnitte sind heute Bestandteil der Wojwodschaftsstraße 142 [Droga wojewódzka nr 142]. Diese südliche Fahrbahn C weist einen Standstreifen auf, dieser ist in Teilbereichen auch M bereits für die nördliche Richtungsfahrbahn hergestellt.
