I owe a very special debt of gratitude to family and friends, particularly my father Robert and my mother Sylvia Levine (née Reyes) for believing in me and supporting my journey as I became the first woman in our family to earn a post-graduate degree in the United States, and my patient and loving husband Matt for carrying me through all those times I was unable to cope with the various challenges on my own. v Chapter 1 – History, Healing, and its Limits Introduction Health shaped the modern citizens and states of Syria and Lebanon. Community practices and institutions during the late Ottoman Empire, the French colonial project, and the early post- colonial Syrian state point to a medical and social history that does not have neat categories separating biomedical from folk practices and foreign from local. Scientific knowledge is produced in culturally specific ways, and doctors in cross-cultural spaces had to adapt to local customs and beliefs to effect real change in health-seeking behavior. Just as medical and scientific knowledge change over time, so too are local health practices informed by change and variance in religious and cultural practices. Since healing systems (whether folk or psychiatric) are not static categories, researchers must be careful to contextualize mental health treatment in its particular time and space. Scholars cannot fully comprehend the significance of psychiatric history to the development of the modern Syrian and Lebanese states without considering both the political and cultural contexts of natural and super-natural understandings of mental illness. Existing scholarship on health in Greater Syria has largely focused on either biomedical or vernacular frameworks, but rarely on the spaces of interaction between the two. This study of Greater Syria challenges the binary nature of research that separates foreign from local spaces of knowledge and practice. Instead, Ottoman and French legacies (in creating medical schools, hospitals, and public health legislation) shaped the medical landscape in ways that marginalized vernacular forms of healing but failed to effect a paradigm shift in local perceptions of the causes of mental illness. This dissertation argues that class and cultural worldviews played a greater role in the 1 consumption and production of healing practices in early and mid-twentieth century Syria than did ethnicity, gender, or religion, while sectarian concerns as well as class and cultural worldviews affected health-seeking behavior in Lebanon in the same period. Medical elites and other socio-economic classes in Greater Syria had widely divergent ideas about the causes of and treatments for normal and abnormal minds. Gelvin, Chair This dissertation explores the transnational dimensions of the Syrian Revolt of 1925-1927. By including the activities of Syrian migrants in Egypt, Europe and the Americas, this study moves away from state-centric histories of the anti-French rebellion. Though they lived far away from the battlefields of Syria and Lebanon, migrants championed, contested, debated, and imagined the rebellion from all corners of the mahjar (or diaspora). Skeptics and supporters organized petition campaigns, solicited financial aid for rebels and civilians alike, and partook in various meetings and conferences abroad. Syrians abroad also clandestinely coordinated with rebel leaders for the transfer of weapons and funds, as well as offered strategic advice based on the political climates in Paris and Geneva. Moreover, key émigré figures played a significant role in defining the revolt, determining its goals, and formulating its program. By situating the revolt in the broader internationalism of the 1920s, this study brings to life the hitherto neglected role migrants played in bridging the local and global, the national and international.

More broadly, this study is concerned with how intellectuals in the post-World War One period engaged with the political sphere and negotiated their presence within new structures of power. It explains the social, political, as well as personal contexts that prompted intellectuals embrace certain ideas. Using periodicals, personal papers, memoirs, and collections of primary material produced by this milieu, this dissertation argues that leftist intellectuals pushed to politicize the role and figure of the ‘intellectual’.

DURING the last 300 years England has shown an increasing concern for the constant care of her sick and wounded. Many successful generals and other officers command­ ing have long appreciated that the outcome of a campaign can depend on the medical services. Broadly it can be said that the evolution of army hospitals has followed closely their civil and naval counterparts, and that following each war improvements have been accomplished in the organization of military hospitals and medical services. It is probable that the first military hospital to be established in this country was that in Porchester Castle in 1563 which was required for the care of the casualties from the gallant garrison of Havre (Stewart 1950). The next was in Dublin where an army hospital was built and equipped in 1600, but this w{s closed when James I by guest. Protected copyright. reduced the garrison in Ireland. At the beginning of the sixteenth century there were still no proper arrangements for the collection and transportation of'those wounded in war. Usually the victorious general arranged for the local country people to carry away and treat the w~unded left behind on the battlefield. In this period there was no separate medical organization . for either the Army or the Navy. Among the famous surgeons to serve in both of these Armed Services were William Clowes (1540-1604), John Woodall (1569-1643) and Richard Wiseman (1622-1676), all of whom published works on the treatment of battle casualties.

History has significant past knowledge, culture, and memories of ancestors wrapped in its womb. The historical monuments, art, music, culture, language, food, and traditional clothes educate people about who they are, where they are, and where they belong in the particular era. Furthermore, the deep roots of history help individuals to see the fruitful stems of growth. The growth in the field of economics, science, architecture, education, and the quality of life of people in this period of modernization. Therefore, destroying history from the lives of the people would be the same as cutting the roots of a tree. No matter how healthy species a tree may be from, it won’t be able to survive without its roots. Thus, history builds a path that leads toward the future. Therefore, without the presence of history, the growth of the future would be unknown. Hence, the proactive Ismaili Imam, the Aga Khan, is actively taking every possible step to preserve history by preserving the historical monuments and improving the quality of life of people within the ambit. One of the best examples of the Aga Khan’s work is in Syria, a country known for its Islamic history. Syria and Islamic civilization go a long way back in history. Scenarios Guide The following 18 scenarios were developed specifically for the privacy and security project to provide a standardized context for discussing organization-level business practices across all states and territories. The scenarios represent a wide range of purposes for the exchange of health information (eg, treatment, public health, biosurveillance, payment, research, marketing) across a broad array of organizations involved in health information exchange and actors within those organizations. The product of the “guided or focused” discussions will be a database of organization-level business practices that will form the basis for the assessment of variation upon which all other work will be based. Each scenario describes a health information exchange (HIE) within a given context to ensure that we cover most of the areas in which we expect to find barriers. Clearly, these scenarios do not cover the universe of exchanges. However, the purposes and conditions represented should be more than adequate to get the discussions of privacy and security policy moving forward. Exhibit 1 shows a mapping of stakeholder organizations identified in the HIE scenarios. A shaded box containing an “X” with some additional text indicates stakeholders that are explicitly identified in the scenario. A yellow box with no text indicates a stakeholder group that could conceivably weigh in on a scenario. For example, Scenario 1: Patient Care Scenario A, involves an exchange between the emergency room in Hospital A and an out-of- state hospital, Hospital B. Both the requesting and releasing organizations are hospitals, regardless of the actors that may be representing those organizations in the work group meetings, which may include physicians, nurses, health information management professionals, and others.

All rights reserved. Abstract The hospitals that served in the name of ‘darussifa’ in Seljuk Empire period in Anatolia continued their service during Ottoman Empire period. The health institutions in different areas in Ottoman period were replaced by ‘Gureba hospitals’ in 19th century. The change in Anatolia was realised, after the declaration of the Republic and with the development of its economy, and lived in every area; hospital buildings were constructed first as ‘Gureba hospitals’ then as ‘country hospitals’ in Anatolia cities like Konya after the big cities like İstanbul, Ankara and İzmir.
