The Generalitat seized the opportunities of the EU’s Mediterranean policy, with the launch of the so-called “Barcelona Process” in 1995, as well as with the establishment of the headquarters of the Secretariat of the Union for the © 2020 Author(s). Catalonia also heavily invests in a great number of transnational, interregional and cross-border initiatives within the Mediterranean region, both within the context of European territorial policies, and on its own account. Its network of civil, cultural, academic and economic actors in the Mediterranean region likewise affirms Catalonia’s presence as a key player in the region. In doing so, Catalonia wants to reaffirm its position as a “stateless nation”, with a historical tradition as one of the Mediterranean region’s key players. Just as other sub-state entities within the Mediterranean, Catalonia is once again taking up various economic, social and other links that so flourished in the region before the hardening of diplomatic borders. However, paradiplomacy can turn into protodiplomacy, as the Catalan example showcases. The region’s diplomatic activities are sometimes described as “protodiplomatic”, referring to the autonomous community’s endeavors to instrumentalize its diplomacy to gain external support for its nationalist and independentist political goals. The ongoing political instability in the Southern Mediterranean, as well as the growing political and societal polarization within the Spanish context, highly accelerated by the 2017 independence referendum and its juridical- political aftermath, have however emphasized the limits of Catalan diplomatic voluntarism. It is still uncertain whether Catalonia will soon take up its successful Mediterranean diplomatic practice, or that this will only be a rather short intermezzo, starting from the early 1990s that has come to a slow halt. This article will first present an historical sketch of the current Catalan diplomatic presence within the Mediterranean, after which an overview will be presented of the actors, instruments and practices of its diplomacy. Finally, we try to answer the question whether the successful Catalan paradiplomacy was only a short historical intermezzo that was halted by the more nationalist inspired practice of protodiplomacy . 1. Historical sketch of the current Catalan diplomatic presence within the Mediterranean The unification of Spain under the Catholic Monarchs Ferdinand II of Aragon and Isabella of Castile at the end of the fifteenth century, and the development of Spain’s colonial empire after the Treaty of Tordesillas, shifted the economic and political centre of gravity from the eastern Kingdom of Aragon to central Castile. Cristina Gjelsten http://www.duo.uio.no Word count: 31.078 II Abstract Nationalist conflicts are a recurrent source of concern for disparate countries, Spain is one of them. Despite sharing the same statewide context, the Catalan and Basque sub-nationalist movements have evolved quite differently in the last years. Whereas Catalonia has reached an unprecedented increase of secessionism in roughly the last decade, the Basque Country has in the same timeframe experienced the easing of its sub-nationalist demands. Connecting with the broader field of nationalist movements, this thesis aims to fill a gap by analyzing this relatively unexplored dimension of contrasting the political momentums of Catalan and Basque sub-nationalism. To this end, this thesis provides more nuanced understanding of the processes and conditions (causal mechanisms) behind these differing political outcomes. Thus, the research question asks which conditions fueled the escalation of Catalan secessionist aspirations, and conversely, eased such demands in the Basque Country in the timeframe 2009-2019. The basis for this study is an eclectic theoretical framework which connects broader theory on nationalism with top-down and bottom-up approaches, social movements and non-violence theories. For that, I have combined comparative analysis with process tracing. In doing so, I take Richard Gillespie’s concepts of accommodation and contestation towards the central state and apply them by dividing the Basque and Catalan trajectories into phases.

In chapter one, Profes- sor Yanina Welp analyzes and presents a political sociological perspective on the respective evolutions of the Catalan support for or rejection of independence. This chapter also summarizes the events that led to the demand for a referendum. In chapter two, Professor Nina Caspersen presents a comparative and historical overview of the political context of the demand for independence for Catalonia and draws up a number of scenarios for the future, depending on the outcome of the referendum. In the subse- quent chapter, Professor Matt Qvortrup analyzes when referendums are held and what determines their outcome; as well, he analyzes the legislation governing the conduct of the proposed referendums. He concludes, with some reservations, that the current legislation meets international standards. Finally, Professor Daniel Turp analyzes and assesses the legality of the proposed referendum. Moreover, they present an overview of historical and contemporary separatist movements in Latin America. Based on Horowitz’s theory of ethnic separa- tism, the authors attempt to analyse the separatist movement “The South is My Country” in Brazil and compare it with separatism in Catalonia in Spain, where a referendum on independence from Spain was held in 2017, serving as an impetus for a similar referendum that took place in the South of Brazil. In spite of similar goals of these two separatist movements, the authors argue that there are significant differences in their nature, which are determined by the history and culture of the respective countries.

    INTERIM REPORT Catalonia Regional Elections 21st December 2017 Dr John Ault 22nd December 2017 Catalonia Regional Elections – 21st December 2017 Interim Report on Election Research Objectives 1. To objectively research the electoral process across Catalonia. 2. To advise the local, national and regional institutions and national electoral bodies on the results of the research for the improvement of electoral practice within Catalonia and Spain. 3. Support local councils and national election bodies with constructive feedback on areas of concern so that they may consider remedial action. Methodology Four teams made up of 12 researchers, sorted into teams of 2, 3 or 4, toured Catalonia on 21st December 2017 to assess the quality of the election. The team was made of researchers from the United Kingdom, the Republic of Ireland, France, Italy and Norway. They made 81 separate visits across the region, primarily focused in metropolitan Barcelona as well as the cities of Tarragona and Girona. This team of researchers was assisted by a local team of 5 researchers, translators and drivers. As there is no legal provision for international election observers in Spain these researchers did not enter polling stations but made their observations externally and reported back by means of an online survey which the central team managed regularly. As well as this work the team also conducted interviews with the leading political parties contesting the election, officials of Catalan institutions as well as attending party events and rallies across Catalonia. They also interviewed senior officials in the Generalitat de Catalunya and visiting the Parliament of Catalunya. The team was in Catalonia for a week before the election to conduct this research.

I demonstrate that the referendum period acts as lock-in mechanism that secures minority nationalist discourses towards immigration. Importantly, political frames used throughout the referenda play a role in the development of either an accepting or a sceptical narrative toward immigration. Through process tracing and discourse analysis, I note the development of a skeptical narrative toward immigration in Quebec, whereas I observe a more accepting or accommodating rhetoric in the Catalan and Scottish cases. The latter two cases extend beyond civic and ethnic studies of nationalism into an analysis of political mobilization by the sub-state nationalist parties throughout the referendum period. ii Acknowledgments There are numerous people I would like to acknowledge with the completion of this thesis.     DISCUSSION PAPER August 2018 Katarzyna Anna Klimowicz Network parties A new model to democratise and digitise party politics? “Progress is the realisation of Utopias.” - Oscar Wilde (1854 - 1900) The following Discussion Paper presents an analysis and attempts to evaluate a new phenom- enon on the political scene in Europe – network parties. These political movements distinguish themselves from more traditional and established parties and have managed to shake up party politics in European countries such as Spain, Italy or Poland. This Discussion Paper identifies common features of network parties by looking at best practices and characteristics, especially in the organisational structure and political programmes. SUMMARY After a short description of the general context in which network parties arise, this Discussion Paper will list the most characteristic features of network parties in comparison with traditional, established parties (based on e.g. a “cartel-party” model1). Secondly, a broad definition of a network party will be given, and concrete case-studies from Spain, Poland and Iceland will be presented. Finally, the various prospects and challenges related to network parties and their innovative style of doing politics will be analysed. The article concludes that there is a deep need to establish an ethical code for the new hybrid ways of doing politics (online and offline) and ends with certain recommendations for network parties’ founders and members, which might limit the potential distortions and abuses related to certain new trends and developments. 1. The most intensive month lived by Spain and Catalonia in decades ended with Carles Puigdemont, president of the Generalitat (Catalan government) declaring the independence of the new Republic and the immediate answer of Spanish President Mariano Rajoy who dissolved the regional government and announced regional elections for December 21st. At the time of writing, part of the former government remains in prison while Puigdemont has moved to Belgium. This article explores what happened and why, discusses the limits of the confrontation between democracy (pro-independence main argument) and legality (pro-unionist main argument), the role of the European Union and, finally, what can result from the December elections.

The Spanish government did not recognize the referendum a priori. During and after the referendum confrontation be- tween protesters and police forces erupted. This article ex- amines whether the political conflict in Catalonia had an influence on the social behavior of Catalan citizens. The results show that misconducts between the different groups (pro- and against- independence) did neither increase nor decrease before and after the referendum. Even groups that come from starkly different political contexts did not change their behavior towards each other.
