    voices BY ELAINA LOVELAND Educating Saudi Women An interview with Haifa Jamal Al-Lail, president of Efat University, a women’s university in Saudi Arabia HAIFA JAMAL AL-LAIL, a native of Saudi Arabia, joined Effat University in 1998 and began her tenure as presi- dent in May 2008. She was named one of 1000 Women for the Nobel Peace Prize 2005 and is the winner of the Distinguished Arab Woman Award in 2005. A respected author and researcher, she is well known for her exper- tise in privatization and empowerment of women. She is the author of a number of articles and has developed and taught undergraduate and graduate courses on topics such as public administration and public policy. Before joining Effat University, Al-Lail was the first dean of girls’ campus in King Abdulaziz University. She was a visiting scholar at the John F. Kennedy School of Government at Harvard University in 2001. She partici- pated in the Summer Institute for Women in Higher Education Administration at Bryn Mawr College in 2000. She received a PhD in public policy from the University of Southern California (USC).     Annual Report 2017 ACG 150 | Advancing the Legacy, Growing Greece A plan to leverage education & re-invigorate the economy Board Chair’s Message The excitement and energy at The American College of Greece continues to be evident in the many accomplishments of our faculty, staff and students. Our graduates also continue to make contributions throughout Greece and the world. It is clear that the education they have received at the College is serving them well. As the new Chair of the Board, I’m delighted to enter my ninth year of service to the College as a trustee. I continue to be impressed by the talent and commitment of the faculty and staff. Dr. Horner has certainly assembled a truly talented team of academic leaders. We will miss the wise counsel of our immediate past chair, Phil Korologos, and remain grateful for the decades of service from the Korologos family. In honor of this service, Phil was awarded an Honorary Doctorate of Law at the Deree Commencement in June. This past spring, we also recognized the service of Nikos Ebeoglou, who completed his term with the ACG Board and played a vital role in the transition of Alba. In addition, we welcomed to the Board Drake Behrakis, who will begin his first three-year term and brings great enthusiasm to advancing Hellenism in America. Finally, we expressed both gratitude and sadness at the departure of our colleague, Olga Julius, who served Pierce for over 40 years, including the last 14 years as its Principal. Perhaps there is no better example of the school motto, “Non Ministari, Sed Ministrare.” Many thanks to our alumni and friends who also continue give generously to the College.

We then look at the implications of the latter for the Balkans: do they imply trouble for the Balkan EU perspective? We also briefly sketch what needs to be done in institutional terms in order to prevent future crises. The main part of the paper is devoted to an assessment of the seminal proposal of a European Monetary Fund. We derive that it is a preferable blueprint in our context. Attar My first teacher With love III Abstract Saudi Arabia is a young wealthy nation with multiple social and economic problems. While the country is extremely wealthy, it has a young population, many of whom are unemployed. The country is highly dependent on a single resource (oil), and relies heavily on imported labour to meet the requirements of economic growth and contribute to the development of the country. In recognition of these systemic problems, the Government has developed a policy of ‘Saudization’ as a way of replacing expatriate with Saudi workers as a way of solving the problem of unemployment. This thesis is an attempt to understand the roots of this paradox of high wealth and high unemployment. How did Saudi Arabia arrive at a situation where it became dependent on the labour of expatriates and why did the government not use the countries’ wealth to create a vibrant high-skill economy? What strategies is the government using to deal with alarming rates of high unemployment, and how successful are their endeavours. Is Saudization the answer to the current labour market situation and, if not, what are the shortcomings of the policy? These are questions addressed in this thesis. With Saudi Arabia having developed relatively recently, the thesis begins by providing an historical overview of the establishment of the Kingdom and at the impact of the 1970s oil boom.
