1 Overview 1.1 Introduction

1.1.1 Background of the Project

Shandong Groundwater Protection Project (Hereinafter “The project”) is a comprehensive water environment and ecological protection project. The major objectives of the project include water environment rehabilitation, optimal allocation of water resources, optimization of utilization of rainwater and flood, as well as information management of water resources. The implementation of the project will rehabilitate the cone of groundwater depression and improve water environment, realize the sustainable use of water resources, and support the sustainable development of local economy and society. The project includes 6 subprojects, in which five of subprojects involve resettlement: 1) Capacity expansion of Nanzhai Reservoir at Changle County; 2) Wetland and river ecological management in Shouguang City; 3) Water works to upgrade and connect reservoirs in Gaomi city; 4) Improvement of surface water allocation in Qingzhou City; 5) Wetland rehabilitation and surface water allocation improvement in Huantai County. The total amount of the investment of the project is estimated as 2.102 billion yuan, of which the Asian Development Bank (ADB) loans $150 million. The project is expected to be completed in December 31, 2019.

1.1.2 Background of the Subprojects

During the preparation of the project, resettlement plans of five subprojects were prepared. However, immigration effects of four subprojects in Shouguang, Gaomi, Qingzhou and Huantai have been changed during the project design phase. The resettlement plans were updated and approved by ADB in December 15, 2016. According to the latest resettlement plan, the project involves 1406.44 mu of permanent land acquisition, 8691.2 mu temporary land occupation, 44,923.7m2 house demolition.

Only the subprojects in Changle and Shouguang City involve permanent land acquisition. The general information of subject in each county/city is shown in table 1-1, and resettlement impacts are shown in table 1-2.

1.2 Policy Objective and Legal Framework Applicable to

Resettlement

The policies of resettlement plan for this project are mainly based on the ADB policies and the relevant laws and policies of the people's Government of People's Republic of China and Shandong province, including:

State Laws and Policies: a) Land Administration Law of the People's Republic of China (effective from January 1, 1999,

revised in August 28, 2004) b) Decision of the State Council on Deepening Reform and Tightening Land Management

(effective from October 21, 2004) c) Guidelines on Improving the Compensation and Resettlement System for Land Acquisition

According the above law and policies, the fundamental principles and rules for resettlement plan of each subproject are:  Minimize the negative effects of resettlement.  Negotiation with the affected villages and farmers by the project when the resettlement is unavoidable, and to confirm the relocation cost and estimate the compensation standard in accordance with the cost.  To provide necessary compensation and subsidies to affected person to improve their income and livelihood, or at least restore their income and livelihood.  Compensation agreement shall be fully informed to the affected person, and shall be singed only after fully negotiation with affected person.  Vulnerable group shall be given special concerns.

1.3 Monitoring and Evaluation

In order to implement the supervision and inspection of resettlement plan, and ensure 7 that the production and living standards of affected farmers by land acquisition of land are not less than their former ones. The PMO entrusted Shandong Construction Development and Research Institute as the external monitoring agency to conduct independent external monitoring and evaluation for the resettlement. The external agency is responsible for finding the existing and potential problems during land acquisition and house demolition and provides suggested solution, through the inspection of implementation progress of land acquisition, house demolition and resettlement, and resettlement funds, management and the production and living standards before and after the project.

1.3.1 Procedure of Monitoring and Evaluation

1.3.2 Scope of Monitoring

The scope of this monitoring is tracking monitoring progress of resettlement of Changle County, and to conduct baseline survey for Qingzhou, Huantai and Gaomi. The baseline survey for Shouguang County will be conducted in the next monitoring due the implementation of resettlement has not been started yet. The scope of this monitoring includes the following aspects: (1) Progress, amount, compensation standard, funds appropriation and payment of compensation fee for permanent land acquisition. 8

(2) Amount, compensation standard, funds appropriation and land restoration for temporary land occupation. (3) Progress, amount, compensation standard, funds appropriation and payment of compensation fee for house demolition. (4) Recovery of vulnerable group. (5) Recovery of infrastructure. (6) Sampling analysis of income/expenditure baseline of relocated households and tracking monitoring.

(7) Survey of affected households’ satisfaction on compensation for land acquisition and house demolition and resettlement. (8) Organizational capacity building. (9) Internal monitoring of resettlement. (10) Methods and effects of public participation. (11) Registration and disposal of complain and appeals.

1.3.3 Methods of Monitoring and Evaluation

External monitoring and evaluation team was set up by Shandong Construction Development and Research Institute, which includes 5 experts from sociology, environment science and economics field. The team conducted the survey on 5 subprojects from January 18th to 22th, 2018, by using the following methods: Sampling survey: sampling design. The sample was randomly selected in accordance with the proportion required by settlement plan of each subproject. Selected sample affected households of Changle County were tracking investigated until their incomes are recovered. Informal discussion meeting: interviewing the implementation unit of land acquisition and demolition, relevant officers of subdistrict, villagers committees, affected households and female. Investigate progress of land acquisition, house demolition and resettlement, and income recovery at village administrative level. Questionnaire survey: designing questionnaire. Monitoring and evaluation team investigated different types of affected households one by one.

Consultant the documents and data: consultant the files, documents, agreements and statistics reports related to land acquisition and demolition, and verify them. Interview with key information providers: The key information providers, such as the director of the house demolition office, the director of the villagers committee, the head of affected household, female and the senior citizen were interviewed. 1.3.4 Monitoring and Evaluation Report

The external monitoring and evaluation report of involuntary resettlement of the project is compiled by Shandong Construction Development and Research Institute. To ensure the implementation of resettlement plan, the external monitoring and evaluation agency arranged the schedule in accordance with progress of the project and Resettlmental Plan (RP). The first and second reports have been submitted to ADB according to the requirement on table 1-3. The third report will be submitted it to ADB in February, 2018. Before the project is completed by 2019, external monitoring report shall be submitted to ADB each half year. The schedule of submitting external monitoring and evaluation report is shown in table 1-3.

From September 6th to 11th, 2017, ADB inspection team conducted annual survey on the project and put forward some guiding instructions and suggestions on resettlement of the project. Shandong Provincial PMO carried out a few activities to improve implementation in accordance with the requirements of the memorandum. The details are shown in table 2-1. 2.2 Feedback on Suggestions in the First Monitoring and

Evaluation Report

External monitoring agency conducted the second monitoring and evaluation from April 10th to 15th, 2017. PMO of each subproject has taken improvement measures in accordance with the suggestions put forward by the external agency. The details are shown in table 2-3.

3 Organizations and Capacity of Resettlement To ensure the implementation of RP and strengthen the coordination of supervision, management of resettlement activities, the provincial PMO assigned the specific staff to be responsible for the resettlement work. The main responsibilities of the provincial PMO are: providing guidance for land acquisition, house demolition and resettlement, approval of resettlement plan, guiding the PMO of each subproject to compile regular internal monitoring reports. PMO of each subproject is responsible for implementation activities of resettlement, whose responsibilities are: a. compilation and management of RP; b. management of implementation of RP; c. funds appropriation and management; d. internal inspection and supervision, as well as organizations coordination; e. compilation of regular internal monitoring report; f. acceptance summary of resettlement. The provincial PMO employs the third party external monitoring agencies for monitoring and evaluation of the resettlement. The lead of each resettlement organization is shown in table 3-1. 3.1 Capacity of Implementation Organizations

According to the field survey, there are 12 specific staffs in 5 subproject PMOs who are responsible for implementation of resettlement. Archiving management systems of resettlement in Changle, Gaomi, Qingzhou and Huantai have been set up. That in Changle and Huantai is relatively integrate, that in Gaomi and Qinzhou iproved than last external monitoring. Archiving management system in Shouguang should be set up immediately. The capacity of implementation organizations of five subprojects shall be improved. 3.2 Inspection and Supervision System

Internal supervision mechanism has been used by the Provincial PMO to inspect the resettlement activities. Internal monitoring reporting system has been established. During the implementation of resettlement, there are specific staffs in implementation organization of each subproject that are responsible for inspection, supervision and verification of the progress of resettlement, funds appropriation, house reconstruction and recovery of livelihood and income, to ensure the issues can be detected and solved in time. Meanwhile, PMO of Shandong Province has assigned Shandong Construction Development and Research Institute to conduct external monitoring. 3.3 Evaluation on Implementation Capacity

External monitoring and evaluation group made suvey on the capacity of resettlement agency. The results are that resettlement organizations have been established for each subproject. But the agency ability and policy familiarity need to be strenghthen. Management system of Changle and Huantai project office file has been relatively perfect, resettlement staff mastered the ADB resettlement policies and procedures. They have the ability to carry out the resettlement work. The management of file system of Gaomi and Qingzhou improved compared with before, but the work ability of related staff need to be further strengthened. File management mechanism of Shouguang subproject needs to be further integtated, staff do not totally understand the resettlement policies and procedures of ADB.

4 Progress of Resettlement Implementation

4.1 Progress of Subproject Engineering

Subproject Progress Up to December 31th, 2017, the project of Changle subproject has completed the construction of dam, spillway gate, drain holes, intake pump stations and production bridges, and has been accepted by the project unit. The main body of the office building Changle is completed and the main work has been acceptd. The earthwork of hydrological facilities is completed. 95% of civil excavation and filling of the reservoir area is completed, 85% of the purse seine installation in the reservoir area is completed. Construction of No. 3 and 5 packages of Shouguang sub-project started on December 9th, 2017. By December 31th, 2017, the specific progress was as follows: (1) No.3 package-Ta river treatment project. 15000 m3 of earthwork was completed, 12000 m3 of earthwork was filled, and the total amount of investment was 900000 Shouguang yuan. (2) No.3 package - river ecological control project. 10000 m2 of slope of Yang River, Wu yang River, Laozhinv river and Xinzhinv river slope has been completed. 8000m3 of sludge has been cleared. 5500 trees including ash, willow and poplar trees were planted. The total investment is 1.1 million yuan. By December 31th, 2017, stage I of Gaomi subprojecthas been completed. The total investment is 199 million yuan. The contanct of wrecker is signed. 80% of ground Gaomi attanchments clearance is finished. 200000 m3 of earthwork is finished. And the construction drawing of stage Ⅲ is under design. By December 31th, 2017, the progress of each sub project in Qingzhou is as follows: (1) The main work of Renhe, Heihushan and Qiyi reservoir connnection projects is completed, and the image progress is 98%. Qingzhou (2) Gouziba reservoir water supply from Mi canal project. Earthwork of gate is finished. 3.5 km of concrete box culvert is completed. U canal dredging, cover plate, cross building are completed. Inspection of road engineering and gate installation is expected to be completed in April, 2018. By December 31th, 2017, the progress of each subproject in Huantai is as follows: 7 contract package have been finished. Xiaofuhe River (Phase I) subproject, Wu River Huantai (Phase I) subproject have been completed. The main project of Dongzhulong River, North Canal of Yellow River, Mata Lake wetland, Wu River (Phase II) has basically completed. The task of dredging in Laozi River has been completed.

4.2 Progress of Resettlement Implementation

By December 31th, 2017, all of the resettlement compensation for Changle subproject has been done. The implementation of resettlement for subproject of Shouguang, Gaomi, Qingzhou and Huantai is under implementation. The total area of permanent land acquisition is 1013.62 mu, accounting for 72.07% of the RP (1406.44 mu). the total area of temporary land occupation is 4051.95 mu, accounting for 46.62% of the RP (8691.2 mu). The total area of house demolition is 42892.07 m2 in Changle subproject, accounting for 95.48% of RP (44923.7 m2). Compensation for ground attachment is 127.9405 million yuan, accounting for 211.97% of the RP (60.3586 million yuan) Compensation for resettlement is 198.3736 million yuan, accounting for 68.48% of the RP (289.6926 million yuan). The details are shown in table 4-2. (Ground attachments compensation increase because that the actual qunantity of ground attachments did not get timely updated in RP, resulting in inaccurate number. 4.3 Monitoring and Evaluation on the Compensation Standard of

Resettlement

4.3.1 Compensation Standard of Rural Collective-owned land

In this project, only Changle subproject and Shouguang subproject involve rural collective-owned land acquisition. The rural collective-owned land acquisition in Changle County has been finished. And there is no rural collective-owned land acquisition in Shouguang County, and the compensation standard of Shouguang subproject is same as that in RP. The compensation standard of Changle and Shouguang subprojects are shown in table 4-3. As can be seen from the table, the actual compensation standard of Changle subproject is consistent with that in the resettlement plan.

4.3.2 Compensation Standard for House Demolition

In this project, only Changle subproject involves house demolition. Compensation for house demolition of Changle subproject is a combination of monetary compensation and housing compensation. That is, the affected household will be paid monetary compensation as well as a new house at the resettled area. The compensation standard for house demolition of Changle subproject are as the followings: a. Resettlement House: affected household who owns homestead shall get a new apartment (standard construction floor area is 100m2) at resettled area no matter how big the original house is; if they choose an apartment larger than the standard size, the excess area can be paid as the construction cost price, or if the apartment is smaller than the standard size, the affected household shall be paid as the construction cost price for the different part. b. Monetary Compensation: household affected by house demolition shall be also compensated by cash. Ground attachment on homestead shall be also compensated as the market evaluation price (the details of compensation standard are shown in table 4-4). Besides the compensation for house demolition, cost of transportation and relocation shall be also subsided as the standard of 500 yuan/household. Additionally, the compensation fee of infrastructure (construction cost of infrastructure in the resettled area, such as road, pipeline, communication, power facilities shall be paid to the account of the resettled area, not the individuals) is 17,135 yuan/household. The resettled area is located in Jiulong Lake Community (see Figure 4-1). Before the resttled house is delivered and used, which is expected to be delivered on

January 31th, 2018), affected households can either move to temporary resettled area – Xinfucheng Community, no need to pay rent and heating fee while temporary subsidize will not be paid to them, or they can choose to move to any other residential area, the temporary subsidize (7 yuan/m2 * the area of house demolished) shall be paid until they move in the Jiulong Lake Community. As the table 4-4, the compensation standard of house demolition is consistent with that in RP.

4.3.3 Compensation Standard of Temporary Land Occupation

There is temporary land occupation in all of the subprojects. Detailed compensation standard of temporary land occupation is shown in table 4-5. As seen in table, the compensation standards of temporary land occupation in Changle, Gaomi, Qingzhou and Huantai subprojects are consistent with those in RP. 4.3.4 Compensation Standard of Ground Attachment

Compensation standard of ground attachment for Changle, Shouguang, Gaomi and Qingzhou subprojects is consistent with that in Standard of compensation fees for land acquisition on ground attachments or green crops (Order No. 1 of the People’s

Government of Weifang City, 2015). The details are shown in table 4-6. Compensation standard of ground attachment for Huantai subproject is consistent with that in Approval document of compensation standard for land acquisition on ground attachments or green crops of Zibo City (Order No. 35 of Bureau of Commodity Prices and Bureau of Finance of Shandong Province, 2014). The details are shown in table 4-7. As can be seen in these tables, the compensation standard of ground attachment is not less than that in the RP. 4.3.5 Compensation Standard of Special Facilities

Changle and Shouguang subprojects involve compensation for special facilities, which shall be rebuilt. The special facilities affected by Changle subproject are transmission lines, broadcast lines, power transmission and transformation line. The special facility affected by Shouguang subproject is simply 10kv power line. The details of rebuilding special facilities are shown in table 4-8. The first compensation of 1000 yuan/mu is now in in the process. The remaining 800 yuan/mu compensation plans to be completed before June 30th, 2018.

5 Appropriations and Payment of Funds

5.1 Source and Appropriation of Funds

The source of funds is all local matching funds, mainly from local financial appropriation and loans from the domestic bank. The appropriation procedure is shown in the following chart:

By December 31th, 2017, resettlement compensation of Changle subproject has been put out by cash cheque or transfer card to the affected households. 2 project package of Shouguang sub-project have been started, 70% of resettlement compensation funds have been allocated to the affected towns, but has not yet granted to affected households. The resettlement work of Gaomi project goes smoothly, and the resettlement compensation has been put out by cash cheque or transfer card to the affected households. 8 villages (Xihe, Fengjialing, Beijiang, north, Zengfusi, Haojiazhuang, Suozhuang, Liujia zhuang, Dongnanhe) which involve temporary land occupation have not been compensated, the other resettlement compensation of

Qingzhou subproject has been put out by transfering card to the affected households. The resettlement in Huantai subproject goes smoothly. Except 8 households in Dongyihe village of Guoli Town in Laozi River governance project have not been compensated (The election work was carried out in November 2017, all the village funds were sealed by the local government. All the compensation funds have been planned in a form, waiting for the completion of the election). The other resettlement compensation of Huantai subproject has been put out by transfering card to the affected households. The details are shown in table 5-1. 5.3 Monitoring on Funds Payment

By December 31th, 2017, the total payment of compensation fee for resettlement of four subprojects is 198.3736 million yuan, accounting for 68.48% of total in the RP (289.6826 million yuan). Some of compensation agreements can be seen in the Appendix 1.

5.4 Evaluation on Funds Payment

Resettlement compensation of Changle and Gaomi subproject have been finished, which meet the need of project progress. 8 villages which involve temporary land occupation have not been compensated yet. 8 households of Huantai sub-project have not been compensated. 70% of resettlement compensation funds of Shouguang sub-project have been allocated to the affected towns, but has not yet granted to affected households.

6 Recoveries of Income and Livelihood

6.1 Investigation on Affected Villages

8 affected villages including Xialou village and Bianxiahenan village of Changle County, Juchenghe village and Xichijia village of Gaomi County, Xishi village and Guanjia village of Qingzhou County, Yihe village and Dongyihe village of Huantai village were investigated during this monitoring. Village leads, Village Secretaries of the Party and a few villagers were interviewed. The main information includes background of the affected village (census, land, net income per capita), land acquisition, payment of compensation, development planning of the affected village, as well as posture and suggestions of Village Committee and villagers on the construction.

6.1.1 Bianxia Village of Changle County

I. Background and Affects on Land Acquisition of Bianxiahenan Village There are 434 households with 102 people in the Bianxiahenan Village. The total area of arable land is 420 mu (0.95 mu per capita). Most of villagers practice subsistence agriculture (corn, wheat, watermelon and greenhouse vegetables). A few of them work on livestock, transportation or jewel processing. The main source of income is from economic planting (15,864 yuan/yr per capita). Senior (Age > 60) citizen’s pension is 100 yuan/month. The total area of arable land acquired by the Changle subproject is 75 mu. After land acquisition, the average area of arable land is 0.8 mu per capita. There is no household that all of land will be acquired. Financial department paid endowment insurance to social security department for them with the standard of 15,000 yuan/mu. There are one or two technique training on greenhouse cultivation, garden management provided by the village committee in each year. Due to the increasing price of fruit, vegetable, villagers can get income from them. II. Appropriation and Payment of Compensation Funds at Bianxiahenan Village 31

The total area of land acquired by the subproject is 75 mu. The compensation standard is 46,000 yuan/mu in accordance with the “Reply of Notice of Unified Standard of Annual Value of Production and Integrated Area Land Price of New Land

Compensation of Shandong Province, 2012 (Order No. 288 of the People’s Government of Shandong Province)”. 80% of compensation fee were paid to affected households, the rest 20% part were paid to the collective group for public welfare expenditure, which is decided by the villager’s congress. III. Development Planning According to the new rural community construction planning and rundown area reconstruction planning, all of 102 households of Bianxiahenan Village will be relocated to the Jiulong Lake Community. Every household will get a new apartment (100 m2), which will be built and put into use by this year. The employment opportunities of developing eco-agricultural tourism and other leisure activity within the community shall take into account landless villagers as priority. The project is supported by the villagers and village committee who thought it is conducive to improving the living environment.

6.1.2 Juchenghe Village of Gaomi County

I. Background and Affects of Land Acquisition of Juchenghe Village There are 275 households with 756 people in Juchenghe Village. The total area of arable land is 1507 mu (1.99 mu per capita). Most of villagers practice subsistence agriculture (corn, wheat, cash crops) and others (seedling nursery). A few of them work on livestock, transportation or business. The income of the villagers is mainly dependent on the income of working and breeding. The per capita net income of the villagers is about 18000 yuan. The project affected 79 households and 202.7 mu of temporarily land occupation. II. Appropriation and Payment of Compensation Funds at Juchenghe Village The total area of land acquired by the subproject is 202.7 mu. The compensation standard is 1800 yuan/mu in accordance with Land management law of People's Republic of China (2004), Reply of Notice of Unified Standard of Annual Value of Production and Integrated Area Land Price of New Land Compensation of Shandong

By making full use of the resources advantage of the reservoir and vigorously developing seasonal tourism, vegetable shed and seedling planting, the income of local residents can be effectively increased.

6.1.3 Chijia Village of Gaomi County

I. Background and Affects of Land Acquisition of Xichijia Village There are 190 households with 570 people in Xichijia Village, there is 1500 mu of arable land (2.63 mu per capita). The main planting crops is corn and wheat, other economic crops are trees and seedlings. Affected villagers are engaged in building materials processing, aquaculture, transportation, and individual operators and shop operation. The villagers is mainly dependent on the income of working and planting. The per capita net income of the villagers is about 13600 yuan. The project affects 71 households and 161.7 mu of temporarily land occupation. II. Appropriation and Payment of Compensation Funds at Yuejiahe Village The total area of land acquired by the subproject is 161.7 mu. The compensation standard is 1800 yuan/mu in accordance with Land management law of People's Republic of China (2004), Reply of Notice of Unified Standard of Annual Value of Production and Integrated Area Land Price of New Land Compensation of Shandong

III. Development Planning of Yuejiahe Village Take advantages of water consumption and convenient traffic conditions in the upper reaches of the reservoir, further improve the local irrigation conditions, increase the income of farmers and improve the quality and level of life through the development of poultry breeding and special cash crops.

6.1.4 Xishi Village of Qingzhou County

I. Xishi village survey and affects on land aquisition There are 125 households with 413 people in Xishi village. The village has 479 mu of arable land (1.15 mu per capita). The main crops are maize, wheat, cherry, flower seedlings. Besides, villagers are engaged in agrculture, shops and other self-employed business. The average net income of the villagers is about 16000 yuan. The old people over 60 years of age in the village can get 100 yuan per month. There are allowances for difficult family and disability. 4.2 mu of arable land is temporarily occupied in the project, and has been restored. All the lhouseholds whose lands are all acquired still have new land tocultivate and do other work nearby. Animal husbandry office and farming office carry out 1 skills guidance or training. The main contents are flowers, fruit cultivation, animal husbandry, etc. In the last two years, the price of breeding, planting, flower and labor service is higher, and the villagers can get some benefits, so this kind of guidance 35 training is effective. At present, most of villagers plant cherry and flower seedlings. II. Appropriation and Payment of Compensation Funds at Yuejiahe Village 4.2 mu of land is temporarily occupied. The ground attachments are compensated according to Weibanfa No. [2015]1 and RP, the compensation has been granted by the town finance office to the affected villagers. The temporarily occupied land is rural collective land, and the project has no impact on the surrounding enterprises and self-employed person. No complain accepted. III. Futher development plan Animal husbandry, forestry, agriculture and other departments keep on training the corresponding villagers and priorly emply the affected household labor in the later construction process. After the completion of the project, the water supply and transportation are more convenient, whicn is beneficial to improve the living environment.

6.1.5 Guanjia village of Qingzhou County

I. Background and Affects of Land Acquisition of Guanjia Village There are 192 households with 712 people in Guanjia village. The village has 755 mu of arable land (1.06 mu per capita). The main crops are maize, wheat, flower seedlings. Besides, villagers are engaged in breeding, mechanic processing and other 36 self-employed business. The average net income of the villagers is about 17000 yuan. The old people over 60 years of age in the village can get 100 yuan per month. There are allowances for difficult family and disability. 19.47 mu of arable land is temporarily occupied in the project, and has been restored. All the lhouseholds whose lands are all acquired still have new land tocultivate and do other work nearby. Animal husbandry office and farming office carry out 1 skills guidance or training. The main crops are maize, wheat, water melon, greenhouse vegetable, trees and seedlings. Besides, villagers are engaged in breeding, transportation, shops and other self-employed business. The villagers mainly depend on cash crops. The average net income of the villagers is about 14200 yuan. The old people over 60 years of age in the village can get 350 yuan per month. 2.38 mu of arable land is temporarily occupied in the project, the average cultivated land is 0.6 mu per person. 1 to 2 technical trainings are carried out in the village. The main content includes agricultural technology and generalization etc. II. Appropriation and Payment of Compensation Funds at Yuejiahe Village 2.38 mu of land is temporarily occupied. The ground attachments are compensated according to Approval on ground attachments and young crops compensation standards of land requisition in Zibo city ([2014]35). The compensation standard is

2400 yuan/mu annually. Villagers’ committee grants all of the fund to Aps. The expenditure will be determined by villagers’ committee, which is agreed by villagers. III. Futher development plan Keep on constructing beautiful village. 38

6.1.7 Dongyihe village of Huantai County

I. Background and Affects of Land Acquisition of Dongyihe Village There are 267 households with 995 people in Dongyihe village. The village has 220 mu of arable land (0.8 mu per capita). The main crops are maize, wheat, trees and seedlings. Besides, villagers are engaged in breeding, transportation, shops and other self-employed business. The average net income of the villagers is about 12000 yuan. The old people over 60 years of age in the village can get 800 yuan per month. 18.112 mu of arable land is temporarily occupied in the project, the average cultivated land is 0.8 mu per person. 3 to 4 technical trainings are carried out in the village. The main content includes agricultural knowledge, etc. II. Appropriation and Payment of Compensation Funds at Yuejiahe Village 18.112 mu of land is temporarily occupied. The ground attachments are compensated according to Approval on ground attachments and young crops compensation standards of land requisition in Zibo city ([2014]35). The compensation standard is

1200 yuan/mu per half a year. Villagers’ committee grants the fund to Aps. (Because election work was carried out in November, 2017, all the village funds were sealed by the local government. All the compensation funds have been planed in a form. As long as the election ends, the funds will be granted to Aps). The expenditure will be determined by villagers’ committee. 39

III. Futher development plan The village plans to install gate at the entrance of village, and build fitness plaza on east bank of Laozi river.

6.2 Investigation on Income and Expenditure of Affected Households

127 households (446 people) of Changle subproject, 96 households (243 people) of Gaomi subproject,50 households (147 people) of Huantai subproject were investigated. The income and expenditure were investigated. The details are shown in the Appendix 2. As can be seen in the Appendix 2, the total income of 127 households in Changle subproject is 5.3325 million yuan in 2017, which is 0.8772 million yuan higher than that of 2015 (4.4553 million yuan), with an increase of 19.69%. The total expenditure of 2017 is 3.6894 million yuan, which is 22,460 yuan higher than that of 2015 (3.4648 million yuan), with an increase of 6.48%. The total income of 96 households in Gaomi subproject is 2.597 million yuan in 2017, which is 0.2215 million yuan higher than that of 2016 (2.3755 million yuan), with an increase of 9.32%. The total expenditure of 2017 is 1.789 million yuan, which is 193600 yuan higher than that of 2016 (1.5945 million yuan), with an increase of 10.82%. The total income of 33 households in Qingzhou subproject is 2.1115 million yuan in 2017, which is 0.245 million yuan higher than that of 2016 (1.8665 million yuan), with an increase of

13.13%. The total expenditure in 2017 is 0.9822 million yuan, which is 65800 yuan higher than that of 2016 (0.9164 million yuan), with an increase of 7.18%. The total income of 50 households in Huantai subproject is 2.597 million yuan in 2017, which is 0.2215 million yuan higher than that of 2016 (2.3755 million yuan), with an increase of 9.32%. The total expenditure of 2017 is 1.789 million yuan, which is 19,360 yuan higher than that of 2016 (1.5954 million yuan), with an increase of 10.82%. According the survey, the total income and expenditure of Changle, Gaomi, Qingzhou and Huantai subprojects increased. The reasons of increasement of family income are: Affected villagers practice agricultural production or engage in small business after they got compensation, which increased the family income. In addition, increased salary is also an important source for the increasement of household income. The reasons of increasement of family expenditure are: Consumption concept of the villagers has been changed. Villagers are looking for the higher quality of life. In addition, health care and education cost also increases the family expenditure. Rising commodity is another reason for the increasement of household expenditure.

6.3 Evaluation on Recovery of Affected Households Income

As can be seen in the results of survey, income of affected households is increased. There is no effect on their income.

6.4 The Disadvantaged Group

There are disadvantaged groups in Changle, Gaomi and Qingzhou subprojects. PMO of the 3 counties made the following policies to protect the interests of vulnerable groups. (1) Help the disadvantaged groups applying for the minimum living security. (2) Relatively easy work is arranged in priority to the vulnerable group.

6.5 Investigation of Satisfaction

Besides the interview and sampling survey, monitors also conducted investigation on

41 satisfaction to get a clear picture of socioeconomic effect of the resettlement. As can be seen in the results, villagers are satisfied with the resettlement.

6.6 Evaluation on Recovery of Income and Livelihood

According to the survey conducted by the external monitoring team, there are a little effect on income and livelihood. Income and livelihood of affected households is increased rather than reduced.

7 Analysis of Baseline Survey of Shouguan subproject

In the last monitoring, Shouguang subproject has not been started yet due to re-election of village lead at affected village. In this report, we made baseline investigation on Shouguang subproject. External monitoring agency shall conduct the baseline survey for Shouguang subproject in accordance with the progress of the subproject. As mentioned in RP of Shoguan subproject, 1 Ecological Economic Zone, 2 towns (Taiwan town and Yangkou town) , 10 villages (Niutouzhen Village, Liangzhuang village, Nantaitou Village, Beitaitou Village, Koujiawusi Village, Lijiawu Village, Wopu village, Guojingzi Village, Caoxin Village, Bamianhe Village and 2 farms (Dianhu farm, Qingshuipo farm) with 598 households were affected by temporary land occupation. Actually, Shouguang subproject temporarily occupied the land of 491 households in 8 villages of Shuangwangcheng Ecological Economy Zone, Yang Kou Town and Qingshuipo farm. The impact of the situation is as follows: (1) 2 villages including Gongniutouzhen Village and Guojignzi Village in Shuangcheng Ecological Economic Zone. (2) 5 villages including Koujiawusi village, Lijiawu village, Wopu village, Caoxin village and Bamianhe in Yangkou town. (3) Only Beitaitou village in Taitou town is affected due to the change of construction plan. All the temporary occupied land was circulated to Jinshengyuan Solid Waste Co. Ltd of Shouguang County. So people in Beitaitou village is not directly affected by temporary occupied land. (4) No. 1 branch of Qingshuipo farm, the temporary occupied land was owned by the farm and did not involve the villagers. (5) Yangjiaweizi village of Qingshuipo farm.

7.1 Number of Sampled People

The requirements of sample size in the RP of Shouguang subproject are: a. sampling proportion for affected Township and village are 100% and 25%, respectively; b. 20% of Aps whose arable land is temporarily occupied higher than 15%. According to these sampling requirements, 5 villages in 3 towns (park, farm) with 105 people of 33 affected households. Figure 7-1,7-2,7-3 shows the interview with affected villagers.

7.2 Age Structure of Sampled Villagers

Population was divided into the following age groups: a. 0-6 years old (preschool child); b. 7-17 years old (school-aged children and teens); c. 18-45 years old (young adults--labors); d. 46-60 years old (middle-aged); e. elder than 60-year (Senior). Based on educational level, the population was divided into the following groups: illiterate and semiliterate, primary school, middle school, high school and college. Low educational level is a major factor that limiting the development of rural area. The situation limits local economic development. 7.4 Occupation Structure of Sampled Villagers

Occupations of villagers are divided into the following groups: a. students; b. farmers; c. immigrant workers/labor service/construction, who work in the urban area in the slack season; c. business, including livestock, commercial, transportation, service industry and individual business; e. civil servants and institution staff members; f. retirees; g. no

47 working ability, including preschool children, senior and disabilities. The occupation structure of sampled villagers is shown in Figure 7-4.

As we see in Figure 7-4, occupation structure of Shouguang is as follows. That is, farmers account for the largest proportion (70.48%). The land per capita of affected village is relatively large, most of APs depend on agriculture. Secondly, students account for 21.9%, which fully shows that the people in rural areas in China have realized the importance of education. There are 3 institution staffs or civil servants who live not far from the county. In addition, 5 people in the investigation do not have work ability who are elderly. Through discussions with villagers committee leaders and affected people, there were still a part of the affected people working outside the city, so they could not be investigated.

7.6 Background of Income

Income of affected villagers includes two parts: agricultural income and non-agricultural income. The data of income are coming from: a. Census data provided by the subdistrict office and the village committee. b. Provided by affected villagers during the survey.

7.6.1 Agricultural Income

I. Net Agricultural Income of Sampled Villagers

Based on analysis of data of 33 households (105 people) of Shouguang subproject, the summary of net agricultural income is shown in table 7-5.

According to planting structure and source of agricultural income, income of agriculture can be divided into three categories: grain crops (corn, wheat), economic crops (watermelon, vegetables) and others (seedling, tree). According to the data provided by village committee and affected villagers, the main source of non-agricultural income includes livestock breeding, transportation, business, labor service (immigrant worker and construction) and others. The results are shown in table 7-8.

As can be seen in the results, in the affected villages, non-agricultural income accounts a large proportion of income. Labor can engage in the non-agricultural activities to increase their income. Sources of income of villagers become diversified.

7.6.3 Analysis on Income

According to the survey and analysis on agricultural income and non-agricultural income of investigated villagers, the results show clearly that the income of villagers has diversified. Villagers' income mainly relies on agricultural income, such as planting wheat and corn. Non-agricultural income mainly relies on work and business. The proportion of agricultural income and non-agricultural income in the total income of investigated villagers is shown in table 7-9.

7.7 Background of Expenditure

According to the survey, the total expenditure of investigated families of Shouguang City (33 households with 105 people) is 1.0447 million yuan, with the average of 9949.52 yuan per capita in 2017. a. The productive expenditure of agricultural (animal husbandry) industry was 4434.88 yuan per person, accounting for 45% of the annual expenditure per capit. b. Expenditure on daily subsidiary food is 1216.19 yuan, 1984.37 yuan a, accounting for 12% of the total annual expenditure. c. Expenditure on dress is 520.48 yuan, accounting for 5%of the total annual expenditure. d. Expenditure on commodity is 608.86 yuan per capita, accounting for 6%of the total annual expenditure. e. Expenditure on medical care is 351.9 yuan per capita, accounting for 4% of the total annual expenditure. f. Expenditure on culture and entertainment is 100 yuan, accounting for 1% of the total annual expenditure. g. Expenditure on education is 751.43 yuan per capita, accounting for 8% of the total annual expenditure. h. Expenditure on communication is 422.86 yuan per capita, accounting for 4% of the total annual expenditure. i. Expenditure on water and electricity is 290.55 yuan per capita, accounting for 3%of the total annual expenditure. j. Expenditure on fuel is 465.71 yuan per capita, accounting for 5% of the total annual expenditure. k. Expenditure on others is 741.9 yuan per capita, accounting for 7% of the total annual expenditure. 8 Public Participation, Complain and Appeal

8.1 Public Participation

To safeguard lawful rights and interest, reduce complain and controversy, it is very import to compile the RP in accordance with the State Law and policies. To achieve the objectives of the resettlement plan, public participation has been fully addressed during policy making, designing plan and implementation of the RP. The details of public participation, such as date of the informal discussion meeting, attendees, date of announcement, are shown in Table 8-1. According to the survey, a total of 54 seminar/informal discussion meeting were held with 3635 attendees. Among them, there were 17, 9, 10, 9 and 9 seminar/informal discussion meetings held in Changle, Shouguang, Gaomi, Qingzhou and Huantai City/County, with the total number of attendees 1690, 102, 130 and 1535, 178, respectively.

8.2 Complain and Appeal

According to the survey, all of investigated affected villagers understand the objective and effects of the project, not only the background of the project, but also the compensation standard. They also understand when they have any questions, they have the appeal rights and they know the appeal channel. By the monitoring, the complaint and appeal channel is running stably and smoothly, no complaint has been received by the hotline.

9 Conclusions and Suggestions

9.1 Conclusion I. Ability Constuction of Resettlement Agency. Resettlement organizations have been established for each subproject. But the agency ability and policy familiarity need to be strenghthen. Management system of Changle and Huantai project office file has been relatively perfect, resettlement staff mastered the ADB resettlement policies and procedures. They have the ability to carry out the resettlement work. The management of file system of Gaomi and Qingzhou improved compared with before, but the work ability of related staff need to be further strengthened. File management mechanism of Shouguang subproject needs to be further integtated, staff do not totally understand the resettlement policies and procedures of ADB. II. Progress of resettlement. By December 31th, 2017, the project has completed permanent land acquisition with the total area of 1013.62mu, accounting for 72.07% of the total area in RP (1466.44 mu) and temporary land occupation with the total area of 4051.95 mu, accounting for 46.62% of the total area in RP (8691.2 mu). Compensation fees paid for affected ground attachment are 127.9405 million yuan, accounting for 211.97% of the total amount in RP (60.35 million yuan). Only Changle subproject has house demolition with an area of 42892.07 m2, accounting for 95.48% of the total amount in RP (44923.7 m2). Compensation fees for resettlement are 198.3736 million yuan, accounting for 68.48% of the total amount in RP (289.6826 million yuan). III. Resettlement compensation standard. The actual compensation standard of Changle, Gaomi, Qingzhou and Huantai subprojects are consistent with that in RP. 2-time compensation will be taken in Shouguang subproject. The first compensation of 1000 yuan/mu is now in in the process. The remaining 800 yuan/mu compensation plans to be completed before June 30th, 2018. IV. Compensation funds payment. By December 31th, 2017, resettlement compensation for Changle and Gaomi subprojects has been paid to Aps. The Aps in 8 villages of Qingzhou subproject did not get the compensation. The compensation funds have been granted to the affected towns and the towns plan to fully pay the

72 funds in January, 2018. 8 affected households of Huantai subproject did not get the compensation. The compensation funds were granted to the village. But due to the election of the villager’s committee, the account was temporarily closed. And the compensation will be fully paid after the completion of the election. 2 packages in Shouguang subprojects has started, and 70% of the first compensation fund has been paid to the affected town and has not been paid to Aps, which will be paid to Aps by June 30th, 2018 . V. Complaints and appealings. By December 31th, 2017, there is no complaint or appealing on land acquisition, house demolition, ground attachment evaluation and compensation standard. Affected villagers understand that they have the rights to appeal and they know the appeal channel. According to the monitoring, the complaint and appeal channel is running stably and smoothly. 9.2 Suggestion I. Maintain the stability of resettlement staffs. We suggest that provincial PMO strengthen the training of management and implementation personnel (especially Shouguang subproject) by inviting specialists. Attach importance to filing work of resettlement. II. According to the RP, compensation standard of temporary land occupation in Shouguang subproject is 1800 yuan/mu. Actually, the compensation was divided into two stages, the first stage of compensation was 1000 yuan/mu, second stage of compensation is 800 yuan/mu. The villagers are satisfied with the compensation. But suggests are that compensation should be one-off paid in the future. The unpaid compensation funds in the other 3 subprojects should be granted in as soon as possible. III. All level of PMO should regularly visit the affected villagers committees and affected villagers to let them learn their income and living restoration situation in time. And PMOs should train the affected villagers and help them to establish recovery mechanism.

This is an explanation written by Shouguang Water Conversation Bureau, which explains that 2-time compensation will be taken in Shouguang subproject with the compensation standard of 1800 yuan/mu in RP.
