1 Overview 1.1 Introduction
1.1.1 Background of the Project
Shandong Groundwater Protection Project (Hereinafter “The project”) is a comprehensive water environment and ecological protection project. The major objectives of the project include water environment rehabilitation, optimal allocation of water resources, optimization of utilization of rainwater and flood, as well as information management of water resources. The implementation of the project will rehabilitate the cone of groundwater depression and improve water environment, realize the sustainable use of water resources, and support the sustainable development of local economy and society. The project includes 6 subprojects, in which five of subprojects involve resettlement: 1) Capacity expansion of Nanzhai Reservoir at Changle County; 2) Wetland and river ecological management in Shouguang City; 3) Water works to upgrade and connect reservoirs in Gaomi city; 4) Improvement of surface water allocation in Qingzhou City; 5) Wetland rehabilitation and surface water allocation improvement in Huantai County. The total amount of the investment of the project is estimated as 2.102 billion yuan, of which the Asian Development Bank (ADB) loans $150 million. The project is expected to be completed in December 31, 2019.
1.1.2 Background of the Subprojects
During the preparation of the project, resettlement plans of five subprojects were prepared. However, immigration effects of four subprojects in Shouguang, Gaomi, Qingzhou and Huantai have been changed during the project design phase. The resettlement plans were updated and approved by ADB in December 15, 2016. According to the latest resettlement plan, the project involves 1406.44 mu of permanent land acquisition, 8691.2 mu temporary land occupation, 44,923.7m2 house demolition.

Only the subprojects in Changle and Shouguang City involve permanent land acquisition. The general information of subject in each county/city is shown in table 1-1, and resettlement impacts are shown in table 1-2.

Ecological treatment project of Zhinv River, New Zhinv River, Yanghe River and Wuyang River: wetland aquatic life cultivation and plants planting, construction of ecological revetment. (3) Engineering works: To construct 13 facility buildings along the river, including 2 culvert gates, 5 box culverts and 6 pipe culverts. 3 Water works to upgrade (1) Water transmission pipe from Xiashan Reservoir to Chengbei Reservoir 2,400.26 and connect reservoirs Construction for new transmission pipe from Xiashan Reservoir to Chengbei Reservoir with the total length of 24.12 km, and branch pipe in Gaomi city at Furi Water Supply Plant with the total length of 1.01km and at Beihu Water Supply Plant with the total length of 0.92 km. 1.2 Policy Objective and Legal Framework Applicable to
Resettlement
The policies of resettlement plan for this project are mainly based on the ADB policies and the relevant laws and policies of the people's Government of People's Republic of China and Shandong province, including:

According the above law and policies, the fundamental principles and rules for resettlement plan of each subproject are: Minimize the negative effects of resettlement. Negotiation with the affected villages and farmers by the project when the resettlement is unavoidable, and to confirm the relocation cost and estimate the compensation standard in accordance with the cost. To provide necessary compensation and subsidies to affected person to improve their income and livelihood, or at least restore their income and livelihood. Compensation agreement shall be fully informed to the affected person, and shall be singed only after fully negotiation with affected person. Vulnerable group shall be given special concerns.
1.3 Monitoring and Evaluation
In order to implement the supervision and inspection of resettlement plan, and ensure 7 that the production and living standards of affected farmers by land acquisition of land are not less than their former ones. The PMO entrusted Shandong Construction Development and Research Institute as the external monitoring agency to conduct independent external monitoring and evaluation for the resettlement. The external agency is responsible for finding the existing and potential problems during land acquisition and house demolition and provides suggested solution, through the inspection of implementation progress of land acquisition, house demolition and resettlement, and resettlement funds, management and the production and living standards before and after the project.
