    Establishing 15 IP Tribunals Nationwide, Chinese Courts Further Concentrate Jurisdiction Over IP Matters March 15, 2018 Patent and ITC Litigation China has continued to develop its adjudicatory framework for intellectual property disputes with the establishment of three Intellectual Property Tribunals (“IP Tribunals”) this month. This reform began with the establishment of three specialized IP Courts in Beijing, Shanghai, and Guangzhou at the end of 2014, and has been furthered with the establishment of IP Tribunals in 10 provinces and two cities/municipalities around the country. For companies facing an IP dispute in China, understanding this framework in order to select the appropriate jurisdiction for a case can have a significant impact on the time to resolution, as well as the ultimate merits of the case. Most significantly, through the establishment of these IP Tribunals many Chinese courts have been stripped of their jurisdiction over IP matters in favor of the IP Tribunals. This has led to a fundamental change to the forum selection strategies of both multinational and Chinese companies. The three IP Tribunals established on the first two days of March 2018 are located in Tianjin Municipality, and cities of Changsha and Zhengzhou respectively. This brings the number of IP Tribunals that have been set up across 10 provinces and two cities/municipalities in China since January 2017 to a total of 15. The most unique aspect of the specialized IP Tribunals is that they have cross-regional1 and exclusive jurisdiction over IP matters in significant first-instance2 cases (i.e., those generally including disputes involving patents, new varieties of plants, integrated circuit layout and design, technical-related trade secrets, software, the recognition of well-known trademarks, and other IP cases in which the damages sought exceed a certain amount)3.

It traces the multiple significances that toiletry items accrued as they moved from contexts of everyday life to those of ritualized death, and focuses on the Late Warring States Period (5th c. BCE) through the Han Dynasty (206 BCE-220 CE), when they first appeared in burials. Toiletry case sets are painted or inlaid lacquered boxes that were filled with a variety of tools for beautification, including combs, mirrors, cosmetic substances, tweezers, hairpins and a selection of personal items. Often overlooked as ordinary, non-ritual items placed in burials to comfort the deceased, these sets have received little scholarly attention beyond what they reveal about innovations in lacquer technologies.

Air pollution complaint data can more directly reflect the public’s real air quality perception than social media data. Therefore, based on air pollution complaint data and sentiment analysis, we proposed a new air pollution perception index (APPI) in this paper. Firstly, we constructed the emotional dictionary for air pollution and used sentiment analysis to calculate public complaints’ emotional intensity. Secondly, we used the piecewise function to obtain the APPI based on the complaint Kernel density and complaint emotion Kriging interpolation, and we further analyzed the change of center of gravity of the APPI.

SUMMARY The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on certain steel nails (nails) from the People’s Republic of China (China) for the period of review (POR) from August 1, 2018 through July 31, 2019. We initiated this administrative review with respect to 308 companies.1 We subsequently selected two of these companies as mandatory respondents, Shandong Oriental Cherry Hardware Group Co. Ltd. (Shandong Oriental) and Tianjin Zhonglian Metals Ware Co., Ltd. (Zhonglian). We preliminarily determine that Zhonglian made sales of subject merchandise at prices below normal value (NV). In addition, we preliminarily determine that nine companies, including Zhonglian, are eligible for a separate rate, 10 companies had no shipments, and 287 companies, including Shandong Oriental, are part of the China-wide entity. Introduction The thesis of tone merger in northern Chinese dialects was first proposed by Wang (1982), and further developed by Lien (1986), the migration of IIb (Yangshang) into III (Qu) being a common characteristic. The present work aims to provide an update on the current state of tone merger in northern Chinese, with a special focus on Dalian, which is a less well-known Mandarin dialect spoken in Liaoning province in Northeast China. According to Song (1963), four lexical tones are observed in citation form, i.e. 312, 34, 213 and 53 (henceforth Old Dalian). Our first-hand data obtained from a young female speaker of Dalian (henceforth Modern Dalian) suggests an inventory of three lexical tones, i.e. 51, 35 and 213. The lexical tone 312 in Old Dalian, derived from Ia (Yinping), is merging with 51, derived from III (Qu), in the modern system. This variation across decades is consistent with dialects spoken in the neighboring Shandong province, where a reduced tonal inventory of three tones is becoming more and more frequent. However, the tone merger in Modern Dalian is incomplete. A slight phonetic difference can be observed between these two falling contours: both of them have similar F0 values, but the falling contour derived from Ia (Yinping) has a longer duration compared with the falling contour derived from III (Qu). Nevertheless, the speaker judges the contours to be the same. Similar cases of near mergers, where speakers consistently report that two classes of sounds are “the same”, yet consistently differentiate them in production, are largely reported in the literature.
