Lucknow Metro: Updated Status LUCKNOW METRO: UPDATED STATUS LUCKNOW METRO RAIL CORPORATION LTD. 8th April, 2017 Lucknow Metro Rail Alignment Phase 1 A Project Two Metro corridors for Lucknow namely N-S corridor and E-W corridor have been identified with total length of 34km. Initially implementation of 22.878Km partly elevated and partly underground N-S corridor is being undertaken Total Elevated Underground Corridors Description Length (km) (km) (km) North – South Corridor (CCS Airport to Munshi 19.438 3.440 22.878 Pulia) No. of Stations 17 4 21 Technical features of the Project • Standard Gauge (1435 mm) with 25KV Overhead Traction • State-of-art modern light weight Stainless Steel Rolling Stock • Ballastless Track with high speed canted turnouts • Communication Based Train Control (CBTC) Signalling system • Heavy Duty Escalators and Passenger Heavy Duty Lifts • Energy Efficient Electrical & Mechanical systems with Combination of air cooled and water cooled chillers for Air- conditioning System, LED lights, Silent DG sets, Fire detection and suppression system etc. • Contactless AFC system using Smart card/Tokens, TVMs • Advanced Telecommunication system using the state of the art PA,PIDS , Announcement system, CCTV system • Design Speed: 90 Kmph, Average Speed: 32-34 Kmph Current Status of Project Implementation Lucknow Metro Rail Corporation (LMRC) is a Special Purpose Vehicle set-up as a 50:50 jointly owned Company of Government of India and the State Government for planning, implementation and operation of Lucknow Metro project. Phase-1A of Lucknow Metro Project is being implemented initially for 22.878Km long North-South Corridor from CCS Airport to Munshi Pulia after obtaining “In principle” approval from GoI in Dec, 2013. Project has been cleared by Public Investment Board (PIB), Ministry of Finance, GOI. Dr E. Sreedharan acting as Principal Advisor to LMRC for speedy implementation of the Project. Priority Section of 8.5 km from Transport Nagar to Charbagh selected for implementation and commissioning by April, 2017. After award of contracts for Detailed Design Consultancy (DDC) & Civil Construction for viaduct and stations in August 2014, physical construction commenced in September, 2014. All the System Contracts like Rolling Stock, Signalling, Traction, Telecom, Depot, Track, AFC etc. awarded for the entire corridor and works in progress. General Consultants: Consortium of Ayesha-KRNA-Geodata-Aarvee appointed for technical guidance and project management support. Works nearly completed in the Priority Section except minor finishing works. Train Trial run commenced on 01.12.2016 as per target. Tender awarded and work in progress at fast pace in the Underground portion including ramp and three stations at Hussain Ganj, Sachivalaya & Hazrat Ganj. Civil Construction for balance elevated section from KD Singh Babu Stadium to Munshipulia also in progress . Target date for completion of entire Phase-1A project – March, 2019. 6 Balance Section Works • Civil and E&M works for Under Ground section from Charbagh to K.D. Singh Babu Stadium in progress through M/s Gulermak-TPL JV . Diaphragm wall construction for all the three stations in progress viz. Hussain Ganj, Sachivala and Hazaratganj. First TBM commenced work on 23.01.2017 about one month ahead of schedule. Second TBM also commenced work on 28.02.2017. Tunnel Segment casting in progress at casting yard. 309m & 81m tunnelling completed in UP Line and DOWN Line respectively till first week of April, 2017. • Civil works for elevated section (LKCC-07) beyond K.D. Singh Babu Stadium to Munshipulia in progress through M/s L&T. 11 piling rigs mobilised and 292 piles, 13 pile cap & 2 pier casted Casting yard set up. 9 pier caps and 6 U-girders casted • Tender for construction of Underground Station at Airport has been invited after obtaining ‘’No Objection’’ from EIB and received on 22th March 2017. Tender evaluation under process. 7 Preparedness towards Operations Recruitment of Staff: Staffs have been recruited for O&M including SC/TO, CRA and JEs on open selection basis. Training: LMRC has set up a Centre of Operational Excellence & Training (COET): • All the operational staff have been imparted rigorous job specific training in COET by LMRC • Training on communication and personality skills • Practical training on O&M has been imparted by deputing the staff to DMRC for different modules. • Training on presentation and personality skills • Training on specific technical subjects of Metro Technology. House Keeping: House Keeping Agency for the Depot and the Station is in place and work commenced 8 Security Arrangements: A ‘Hybrid Model’ for security is being adopted in LMRC Provision of Security related Infrastructure: • Door Frame Metal Detectors at Station and Depot Entry, • X-ray Baggage scanners • Hand-held Metal Detectors, • CCTV Surveillance, • Entry through valid tickets only in paid area, • Effective lighting eliminating blind Deployment of Private Security Personnel: • Watch and ward at Station areas, • Manning of Entry/Exit gates, Platforms and vulnerable areas at Stations Security of assets at Stations, Depot, RSS etc. 9 Consultancy Works for Metro in Other Cities • LMRC has Co-ordinated preparation of DPRs for Metro in other cities of Uttar Pradesh with the help of RITES • LMRC also working as Interim Consultant for implementation of Metro projects in Kanpur and Varanasi. KANPUR METRO • Final DPR submitted on 07.11.2015. • Two corridors: total 32.38Km, Completion Cost Rs 15,709 Cr. • Completion- Sep, 2021 • After approving the DPR by State Govt., it has been submitted to Ministry of Urban Development, GoI for approval of Central Govt.on 29.03.2016. • PIB Note prepared and Inter-Ministerial Consultations in process at GoI level for taking it to PIB, Ministry of Finance, GoI for approval • Work for construction of boundary wall and earthwork in Depot for Corridor 1 commenced and is in progress • Detailed Design Consultant appointed and designs nearing finalisation for initial 9Km elevated stretch. 10 VARANASI METRO • Final DPR submitted on 29.02.2016. • Two corridors: total 29.23Km, Completion Cost Rs15,964 Cr. • Completion- March, 2023 • After approving the DPR by State Govt., it has been submitted to Ministry of Urban Development, GoI for approval of Central Govt. on 09.06.2016. • PIB Note prepared and Inter-Ministerial Consultations in process at GoI level for taking it to PIB, Ministry of Finance, GoI for approval AGRA METRO • Final DPR submitted to State Govt. on 30.06.2016. • Two corridors: total 29.23Km, • Completion- March, 2023 • DPR awaiting approval by the State Govt. MEERUT METRO • Final DPR submitted to State Govt. on 30.06.2016. • Two corridors: total 29.23Km, • Completion- March, 2023 • DPR awaiting approval by the State Govt. IINNTTRROODDUUCCTTIIOONN 1.1 BACKGROUND Varanasi is the fifth most populous city in the state of Uttar Pradesh and it is often referred to as "the holy city of India" or “the religious capital of India". Varanasi is well connected by road, rail and air with other parts of the country. The city is surrounded by Jaunpur and Azamgarh in north, Bhadoi and Allahabad in west, Mirzapur and Robertsganj in south & Mughal Sarai and Ghazipur in east. Varanasi is a tourist centre with ghats, temples, educational and archaeological sites as main attractions. Varanasi is a UNESCO declared heritage city attracting sizable population of tourist from across the world each year. The city also has a strong cantonment base along with Diesel Locomotive Works (DLW) and Bharat Heavy Electrical Ltd. (BHEL) as major industrial units. As per the National Urban Transport Policy (NUTP), Comprehensive Mobility Plan (CMP) for Varanasi was prepared in 2009 which lays out a set of measured steps that are designed to improve transportation scenario in the city in a sustainable manner. The CMP proposes a total of 57.5 km length of rail based mass rapid transit system (MRTS) network in Varanasi. 25.9 km of the proposed network was to be completed in Phase II (2015 – 2019) and the remaining network to be completed in Phase III (2020 – 2029) of implementation programme. The State Government has now decided to introduce an efficient, safe and high capacity rail based transport system in Varanasi.
