Kondisi tersebut mendukung warga Indonesia untuk dapat menguasai bahasa asing (terutama bahasa Jepang) sebagai alat komunikasi dalam berbagai bidang mengingat bahasa Jepang sebagai bahasa asing ketiga di dunia Internasional. The report notes that one of the key issues in book development is how to promote reading habits in a practical way. The first part of the report (Creating Good Books and Methods of Promoting Reading) presents six papers:(1) "Creating Picture Books" (Seizo Tashima);(2) "Reading Promotion Activities and "ibraries in Japan" (Hitoshi Kurihara); (3) "Development of Reading Promotion Movement in Japan" (Kenichi Ino); (4) "Roles of School Libraries and Their Actual State in Japan" (Yoshie Nagai);(5) "Utilization of Mass Media for Reading Promotion" (Yasuo Ueda); and (6) "Creation and Effective Presentation of Picture Plays (Kamishibai)" (Noriko Matsui). The second part presents the reports of group discussions on how to succeed in promoting reading habits.

    CULTIVATING PEMBANGUNAN: RICE AND THE INTELLECTUAL HISTORY OF AGRICULTURAL DEVELOPMENT IN INDONESIA, 1945-651 Eunike Gloria Setiadarma Abstract Indonesia had dealt with the problem of rice related to economic recovery and development since the declaration of independence in 1945. This paper traces the process of understanding rice during the first twenty years of independent Indonesia which created various meanings of pembangunan (development). This story of rice—as an instrument for independence, a part of economic contestation, an object of scientific and technological intervention, and an ideal picture of society— shows that the process of creating these meanings was not without conflict. Through debates regarding economic structure, errors in policy implementation, and competition with other political agendas, pembangunan became strikingly vague and obscure. Mereka bebas melakukan ibadahnya. Ada berbagai macam pendapat tentang awal pertemuan Jepang dengan Islam, pada masa Restorasi Meiji lah terdapat suatu pertemuan antara Islam dan Jepang. Yaitu dengan masuknya berbagai macam buku terjemahan tentang kehidupan Nabi Muhammad saw. Yang lainnya adalah peristiwa Erthugrul (kapal perang Turki), Perkembangan Islam di Jepang dilakukan dengan dua cara yaitu dengan cara pernikahan dan dakwah. Dalam hal perkawinan, wanita tertarik kepada Islam karena mereka menginginkan kebebasan dan Islam memberikan mereka (wanita) kemerdekaan sebab mereka tidak akan menjadi budak lelaki manapun. Islam juga melawan agresi moral yang menyerang wanita. Kesucian dan kehormatan wanita dilindungi. Islam melarang hubungan haram. Semua ini menarik perhatian para wanita. Sedangkan dalam hal dakwah, para pelajar dan pekerja di berbagai bidang membentuk suatu komunitas ataupun berbagai organisasi Selain membentuk komunitas atau organisasi mereka juga mendirikan berbagai masjid dan mushala untuk melakukan ibadah dan berdakwah. Perkembang Islam di Jepang begitu lamban, hal ini dikarenakan masyarakat Jepang sangat terikat dengan kebiasaan dan adat istiadatnya serta kecenderungan pembangunan negara Jepang yang materialistik. I argue that this process of understanding rice made possible for Indonesia’s leaders, intellectual, and policymakers to cultivate pembangunan (development), moulding a condition for the seeds of the idea to grow. By understanding rice as an instrument for independence, a part of economic contestation, an object of scientific and technological intervention, and an ideal picture of society, pembangunan became a versatile and adaptable idea, both definitive and obscure.
