(100 words or less) The amendments to Chapter 93 reflect the list of recommended redesignations of streams as embedded in the attached Water Quality Standards Review Stream Redesignation Evaluation Report. The proposed regulation will update and revise stream use designations in 25 Pa. Code § 93.9d, 93.9f, 93.9j, 93.9k, 93.91, 93.9m, 93.9p, 93.9q, 93.9r, and 93.9t. These changes will not impose any new operating requirements on existing wastewater discharges or other existing activities regulated by the Department under existing permits or approvals. If a new, increased or additional discharge is proposed by a permit applicant, more stringent treatment requirements and enhanced best management practices (BMPs) may be necessary to maintain and protect the existing quality of those waters. -

A Brief Review of the Year The board and staff worked hard in 2010 to accomplish our goals and objectives while dealing with several challenges. Over the past few years, we’ve had to permanently streamline our operation by reducing a few staff positions and consolidating responsibilities. Added to that challenge, state funding for conservation districts was again cut, leaving us at fiscal year 1999/2000 levels. With budget cuts within Luzerne County departments, the commissioners asked the conservation district to take over the West Nile Virus mosquito surveillance and control program. The District Board agreed, and we entered into a contract with the PA Department of Environmental Protection to operate the program in Luzerne County. This was fortunate because it allowed us to move one of our staff members into the program coordinator position, alleviating the need for a possible layoff. We also hired a seasonal staff member to assist with the program. Despite the challenges, we were able to continue our mission of soil and water conservation in Luzerne County. -

All earth disturbance activities, including those that disturb less than 5,000 square feet, must implement and maintain Best Management Practices (BMPs) to control erosion and sediment pollution. A written Erosion and Sediment Pollution Control (E&SPC) Plan is required if one or more of the following apply: the total area of disturbance is 5,000 square feet or greater, or if the activity has the potential to discharge to a water classified as a High Quality (HQ) or Exceptional Value (EV) water published in Chapter 93 regulations (relating to water quality standards). This document is intended to assist in the development of an E&SPC Plan where the total area of earth disturbance is 5,000 square feet or greater and less than 21,780 square feet (half an acre) on slopes that are less than 10%. -

This work has included the unique, difficult, and dangerous work to install and maintain monitoring equipment in OFB and immersion in chest waders in the outflow channel of the DB and in the Lackawanna River in all seasons and weather conditions. Study team collecting a water quality and flow sample from the Duryea Outfall. 1 Introduction 1.1 Executive Summary: A Tale of Two Rivers The confluence of the Lackawanna River with the North Branch Susquehanna River at Coxton Point in the Lackawanna-Wyoming Valley (LWV) of Northeast PA has many distinctions of a historical, cultural, and aesthetic nature.
