Introduction This plan for the conservation of the Lackawanna River and its watershed has been developed by the Lackawanna River Corridor Association in partnership with Lackawanna County and twenty-six municipalities in the Lackawanna River watershed. A companion plan for the upper Lackawanna River has been developed in partnership with the Trails Conservation Corporation, Susquehanna County and municipalities in the upper watershed, with the collaboration of the Lackawanna River Corridor Association and other agencies. The plan describes a vision of the Lackawanna River that can be shared by all who are concerned with what a healthy river means for the residents of our watershed and for our friends and neighbors downstream. The plan builds on the original Lackawanna River Citizens Master Plan of 1990 and the plan for the Lackawanna Heritage Valley of 1991. Following implementation of these plans, this plan examines conditions in the watershed related to the ecological health of land and water resources. The plan also examines issues related to the management of open space resources, historical and contemporary land use practices, recreation, aesthetics, public and private infrastructure along the river and its tributary streams. This plan includes an inventory of conditions recorded on stream walks conducted by LRCA staff, volunteers and local elected officials during 1999 and 2000. Based on the inventory findings, input from public meetings and review by public officials, the plan offers recommendations for actions to be taken to develop site specific conservation and recreation projects, individual and watershed wide programs for education, resource management, and decision-making on management and infrastructure issues. The plan has been developed with assistance from the Pennsylvania Rivers Conservation Program administered by the Pennsylvania Department of Conservation and Natural Resources. An important outcome of this plan is the petition for inclusion of the Lackawanna and its watershed on the Pennsylvania Rivers Conservation Registry. With the endorsement of agencies and municipalities, the registry of the Lackawanna entitles projects and programs of the types recommended in this plan to eligibility for implementation funds from the Commonwealth through the River Conservation Program. The development of this plan has also been supported with funding from the United States Environmental Protection Agency Chesapeake Bay Small Watershed Grants program administered by the National Fish and Wildlife Foundation and the Scranton Area Foundation. 1.1 Executive Summary The Lackawanna River flows nearly sixty miles through a 350-square mile watershed in four counties of northeastern Pennsylvania to its confluence with the North Branch Susquehanna River. The Lackawanna rises in a series of glacial ponds and wetland bog complexes along the borders of Susquehanna and Wayne counties in the glaciated plateau province of the Appalachian Mountains. The east and west branches of the Lackawanna confluence at Stillwater Dam, a flood control structure built by the United States Army Corps of Engineers in 1960. After passing Stillwater Cliffs, the river enters the Lackawanna Valley flowing for forty miles in a northeast to southwest direction through Forest City, Carbondale, the Mid Valley, Scranton and the Down Valley to the confluence at Pittston. There are over sixty tributary streams to the Lackawanna rising on the Moosic and West mountains or on the Pocono Plateau where Spring Brook and Roaring Brook sub- watersheds flow through gaps in the Moosic Mountains to join the Lackawanna. The Lackawanna Valley contains part of the northern anthracite coal field which has been extensively mined. The upper Lackawanna watershed, the Moosic and West mountain ranges, and the North Pocono Plateau areas are mostly wooded with successional forest cover. The valley between Pittston, Scranton and Carbondale is a patchwork of urban and suburban centers interspersed

Palladino, P.E.² Pennsylvania Department of Environmental Protection Bureau of Abandoned Mine Reclamation 2 Public Square, Wilkes-Barre, PA 18701-1915 [email protected] (570) 830-3190 ABSTRACT Some watersheds have been so severely impacted by mining that the streams do not support aquatic life and can no longer accommodate flows or transport sediment. To fully recover the environmental resource of these scarred landscapes the land must be reclaimed and the streams reconstructed. As abandoned mine sites are being reclaimed to their approximate original contours, the hydrology of the watersheds will be returning to pre-mining conditions and generating base flows and storm discharges that residents may not have experienced in many years. A stable system will have to be designed to transport the flows and sediment while preventing erosion and flooding. Traditionally, rigid systems have been implemented that are rectangular or trapezoidal in shape and are constructed entirely of rock and concrete. These systems have a good survival rate but do not replace the resource that was lost during mining. In an attempt to reclaim the watersheds that were destroyed during mining to a natural state, the application of Fluvial Geomorphologic (FGM) techniques has been embraced at several sites in the Anthracite Region of Pennsylvania. These sites have had various degrees of success. All of the sites were designed based on bankfull conditions and were immediately successful in creating habitat for a wide variety of species. Some sites remained stable until damaged due to extreme discharge events where design, construction, or implementation flaws were revealed in regions above the bankfull elevation.

Each watershed has its own uniqueness based on climate, differences in topogra- phy (flat vs. rolling hills or mountainous), the types of plants and soils found there and, very importantly, both past and present land use activi- ties that have taken place. Examples of land use activities include commer- cial, industrial and residential development, farming, mining, logging, and recreational activities. Watersheds vary greatly in shape and size from the greater Atlantic Basin that extends from the Continental Divide to the east coast of the U.S., down to a smaller sub-watershed – or watershed within a watershed – of less than an acre draining into a local backyard pond. Pike County watersheds are part of the larger Delaware River Basin that drains portions of New Jersey, New York and Pennsylvania.

    HIGH ALLEGHENY PLATEAU ECOREGIONAL PLAN: FIRST ITERATION Conservation Science Support—Northeast and Caribbean The High Allegheny Plan is a first iteration, a scientific assessment of the ecoregion. As part of the planning process, other aspects of the plan will be developed in future iterations, along with updates to the ecological assessment itself. These include fuller evaluations of threats to the ecoregion, constraints on conservation activities, and implementation strategies. CSS is now developing a standard template for ecoregional plans, which we have applied to the HAL first iteration draft report, distributed in 2002. Some of the HAL results have been edited or updated for this version. Click on the navigation pane to browse the report sections. What is the purpose of the report template? The purpose of creating a standard template for ecoregional plans in the Northeast is twofold: — to compile concise descriptions of methodologies developed and used for ecoregional assessment in the Northeast. These descriptions are meant to meet the needs of planning team members who need authoritative text to include in future plan documents, of science staff who need to respond to questions of methodology, and of program and state directors looking for material for general audience publications. — to create a modular resource whose pieces can be selected, incorporated in various formats, linked to in other documents, and updated easily. How does the template work? Methods are separated from results in this format, and the bulk of our work has gone into the standard methods sections. Introduction This Stormwater Management Plan has been developed for Luzerne County, Pennsylvania to comply with the requirements of the 1978 Pennsylvania Stormwater Management Act, Act 167. This Plan is the initial county-wide Stormwater Management Plan for Luzerne County, and serves as a Plan Update for the portions or all of six (6) watershed-based previously approved Act 167 Plans including: Bowman’s Creek (portion located in Luzerne County), Lackawanna River (portion located in Luzerne County), Mill Creek, Solomon’s Creek, Toby Creek, and Wapwallopen Creek. This report is developed to document the reasoning, methodologies, and requirements necessary to implement the Plan. The Plan covers legal, engineering, and municipal government topics which, combined, form the basis for implementation of a Stormwater Management Plan. It is the responsibility of the individual municipalities located within the County to adopt this Plan and the associated Ordinance to provide a consistent methodology for the management of stormwater throughout the County. The Plan was managed and administered by the Luzerne County Planning Commission in consultation with Borton-Lawson, Inc. The Luzerne County Planning Commission Project Manager was Nancy Snee.
