A written Erosion and Sediment Pollution Control (E&SPC) Plan is required if one or more of the following apply: the total area of disturbance is 5,000 square feet or greater, or if the activity has the potential to discharge to a water classified as a High Quality (HQ) or Exceptional Value (EV) water published in Chapter 93 regulations (relating to water quality standards). This work has included the unique, difficult, and dangerous work to install and maintain monitoring equipment in OFB and immersion in chest waders in the outflow channel of the DB and in the Lackawanna River in all seasons and weather conditions. EPA is posting these standards as a convenience to users and has made a reasonable effort to assure their accuracy. Additionally, EPA has made a reasonable effort to identify parts of the standards that are not approved, disapproved, or are otherwise not in effect for Clean Water Act purposes.
