The proposed regulation will update and revise stream use designations in 25 Pa. Code § 93.9d, 93.9f, 93.9j, 93.9k, 93.91, 93.9m, 93.9p, 93.9q, 93.9r, and 93.9t. These changes will not impose any new operating requirements on existing wastewater discharges or other existing activities regulated by the Department under existing permits or approvals. If a new, increased or additional discharge is proposed by a permit applicant, more stringent treatment requirements and enhanced best management practices (BMPs) may be necessary to maintain and protect the existing quality of those waters. -

D-2004-015 CP-4 DELAWARE RIVER BASIN COMMISSION Buckingham Township Buckingham Village Wastewater Treatment Plant and Furlong Spray Fields Buckingham Township, Bucks County, Pennsylvania PROCEEDINGS This docket is issued in response to an application submitted to the Delaware River Basin Commission (DRBC or Commission) on November 4, 2019 (Application), for renewal of the docket holder’s existing wastewater treatment plant (WWTP) and its discharge. The discharge is permitted by the Pennsylvania Department of Environmental Protection (PADEP) in National Pollutant Discharge Elimination System (NPDES) Permit No. PA0052353. The PADEP issued Water Quality Management Permit No. 0911402 for this facility on June 3, 2013. The application was reviewed for continuation of the project in the Comprehensive Plan and approval under Section 3.8 of the Delaware River Basin Compact. The Bucks County Planning Commission has been notified of pending action. A public hearing on this project was held by the DRBC on February 10, 2021. A. DESCRIPTION 1. Purpose. The purpose of this docket is to renew approval of the docket holder’s existing 0.236 million gallons per day (mgd) Buckingham Village WWTP and its seasonal discharge to Lahaska Creek and the existing Furlong lagoon treatment system and three sets of spray irrigation fields, referred to as the Kaplan, Coles, and Lindquist Spray Fields. No modifications to the WWTP and associated facilities are proposed. 2. Location. The docket holder’s WWTP and spray fields are located adjacent to the east of State Route 263 in in Buckingham Township, Bucks County, Pennsylvania. The WWTP will continue to discharge treated effluent seasonally to Lahaska Creek at River Mile 115.6 – 23.7 – 5.7 – 0.4 (Delaware River – Neshaminy Creek – Mill Creek– Lahaska Creek). -

AYLESWORTH CREEK LAKE, PA FACT SHEET as of February 2018 AUTHORIZATION: The project was authorized by the Flood Control Act of October 23, 1962 (Public Law 87-874). TYPE OF PROJECT: Flood Risk Management, Recreation and Environmental Stewardship. CONTRIBUTION TO CHESAPEAKE BAY: Contributes to Executive Order 13508 goals to protect habitat and water quality, and expand public access within the Chesapeake Bay watershed. PROJECT PHASE: Operation and Maintenance CONGRESSIONAL INTEREST: Senators Casey, Jr, and Toomey (PA) and Representative Marino (PA-10). NON-FEDERAL SPONSOR: None BACKGROUND: Aylesworth Creek Lake is located in Archbald Borough, PA, on Aylesworth Creek approximately one mile above its confluence with the Lackawanna River. The earth and rockfill dam has a maximum height above the streambed of 90 feet and a top length of 1,270 feet. An 80-foot-wide spillway, having a discharge capacity of 10,000 cubic feet per second, was cut in the south bank. The outlet conduit is uncontrolled and consists of a 490-foot-long, 36-inch- diameter vitrified clay pipe encased in reinforced concrete. The reservoir extends about 4,600 feet upstream and inundates 87 acres at spillway crest with an elevation of 1,150 feet above mean sea level. Flood control storage is 1,700 acre-feet, equivalent to 5.1 inches of runoff from the 6.2 square mile drainage area. An auxiliary dike was required on the north bank of Aylesworth Creek to prevent flow from the lake into the Mayfield Creek drainage basin during high lake elevations. The dike is 410 feet long and has a maximum height of 28 feet. -

Enjoy the PEOPLE • CONSERVATION • RESOURCES season as a “leaf peeper” as you drive along our back roads. Jenna St. Clair, District Manager There’s a chill in the air, which gives me a chance to reflect on another wonderful summer. We kicked off the summer season with our annual Bear Creek Festival at Schuylkill County Fairgrounds. We were fortunate to again have beauti- ful weather for all of the activities offered: wagon rides, toma- hawk throwing, pony petting, live music, building wood crafts, potato digging, pH testing, cow milking… just to name a FEW! Mark your calendar for next year’s festival on June 7, 2020. July brought the Schuylkill County Fair where “Porcupine Pat” hosted a full line-up of education programs at the Weston Pavilion by the Dr. James S. Shadle Nature Center. Visitors had the chance to learn about wildlife, insects, and plants while enjoying all of the wonderful fair food and attrac- tions. In August, we partnered with the Schuylkill Chamber of Commerce’s Agribusiness Committee for the first annual Schuylkill County Pour Tour. Participants were taken “from farm to glass” on private tours of Yuengling Brewery and Stone Mountain Winery. We got an intimate look at the ingredients and processes that go into the production of our favorite beverages. Over the last 40 years, however, both public and private remediation activities have produced acceptable water quality. Sections 01 and 02 of Aylesworth Creek now support Class A wild Brook Trout populations. 12.1% of Section 01 and 12% of Section 02 was sampled. AREA RECOMMENDATIONS: 1. Add Sections 01 and 02 of Aylesworth Creek (05A), to the Class A Wild Trout Waters list. 2. Request the Pennsylvania Department of Environmental Protection to upgrade Aylesworth Creek, from the headwaters downstream to Aylesworth Creek Lake, to High Quality Cold Water Fishes, Migratory Fishes in the Chapter 93 Water Quality Standards. 3. Add Aylesworth Creek (05A),(from the headwaters to the mouth) to the list of stream sections that support natural reproduction of trout. A Brief Review of the Year The board and staff worked hard in 2010 to accomplish our goals and objectives while dealing with several challenges. Over the past few years, we’ve had to permanently streamline our operation by reducing a few staff positions and consolidating responsibilities. Added to that challenge, state funding for conservation districts was again cut, leaving us at fiscal year 1999/2000 levels. With budget cuts within Luzerne County departments, the commissioners asked the conservation district to take over the West Nile Virus mosquito surveillance and control program. The District Board agreed, and we entered into a contract with the PA Department of Environmental Protection to operate the program in Luzerne County. This was fortunate because it allowed us to move one of our staff members into the program coordinator position, alleviating the need for a possible layoff. We also hired a seasonal staff member to assist with the program. Despite the challenges, we were able to continue our mission of soil and water conservation in Luzerne County.
