Electoral and non-electoral battles around Dalits in Panchayat Raj System: Field Notes from Alamuru Mandal in East Godavari District, A.P. Dr. A. Suneetha Dr. Sarath Davala Profile of the District East Godavari district has four distinct geographical regions: One, an agency area where a large tribal population resides that largely has forest produce. Second, the Konaseema area that produces coconut, banana and paddy; it also has a coastal belt with fishing villages. Third is the metta area that produces fruits, oranges, jackfruit, along with millets such as jowar and ragi. Fourth, it has a low lying area that largely produces paddy in irrigated lands, and vegetables and flowers in the non-irrigated lands (the lanka area is irrigated not by canal water but by ground water). As a largely agriculture based economy, its industries also are based on agriculture such as rice mills, poultry farms, nurseries and brick kilns. East Godavari boasts of most technologically advanced rice mills and surpasses West Godavari and Nalgonda in this activity. It processes paddy not just of East Godavari but also cater to the neighboring districts. Land is mostly concentrated in the hands of kammas and kapus. Kammas are the big landlords and also control much of assigned and endowment lands; kapus own lands in the average range of 5 – 10 acres. Dalits in the district have also obtained user rights to assigned lands at several places, though to a much smaller extent – half an acre to one acre per household. However, at many places even this land has been given on lease to kapus because they lack the investment. -

TOWN DIRECTORY VILLAGE It TOWNWISE PRIMARY CENSUS ABSTRACT R.P.SINGH OF THE INDIAN ADMINISTRATIVE SERVICE DIRECTOR OF CENSUS OPERATIONS ANDHRA PRADESH PUBLISHED BY THE GOVERNMENT OF ANDHRA PRADESH 1995 FOREWORD Publication of the District Census Handbooks (DCHs) was initiated after the 1951 Census and is continuing since then with .some innovations/modifications after each decennial Census. This is the most valuable district level publication brought out by the Census Organisation on behalf of each State Govt./ Uni~n Territory a~ministratio~. It Inte: alia Provides data/information on· some of the baSIC demographic and soclo-economlc characteristics and on the availability of certain important civic amenities/facilities in each village and town of the respective ~i~tricts. This pub~i~ation has thus proved to be of immense utility to the pJanners., administrators, academiCians and researchers. The scope of the .DCH was initially confined to certain important census tables on population, economic and socia-cultural aspects as also the Primary Census Abstract (PCA) of each village and town (ward wise) of the district. The DCHs published after the 1961 Census contained a descriptive account of the district, administrative statistics, census tables and Village and Town Directories including PCA. After the 1971 Census, two parts of the District Census Handbooks (Part-A comprising Village and Town Directories and Part-B com~iSing Village and Town PCA) were released in all the States and Union Territories. Th ri art (C) of the District Census Handbooks comprising administrative statistics and distric census tables, which was also to be brought out, could not be published in many States/UTs due to considerable delay in compilation of relevant material. -

NOTE ON THE CONSTITUTION AND ACTIVITIES OF TIRUPATI URBAN DEVELOPMENT AUTHORITY. The Tirupati Urban Development Authority is constituted under the A.P. Urban Areas Development Act 1975. in G.O. Ms.No. 1178, M.A. Dated 6.11.1981, the Government declared Tirupati town and 89 villages as Development area for the T.U.D.A. The object of the authority is to promote and secure orderly development of all or any of the areas comprised in the development area according to plan. The Government in G.O.Ms.No.520 M.A & U.D Department dated 29.7.2008 have included Srikalahasri Puttoor towns and surrounding 69 villages in addition to the Tirupati and 89 surrounding villages in the Jurisdiction of Tilrupati Urban Development Authority. The development area extend to about 1211.51 sq.kms. covering Tirupati Municipal Corporation, the holy pilgrim area of Tirumala Hills, important railway junction of Renigunta, historical place of Chandragiri, Sri Kalahasti, Puttur and 160 villages. Tirupati, a holy town which attracts a huge number of pilgrims and there is a rapid growth of population, area, density. In view of the above reason there is a heavy stress on existing road network and transportation. Infrastructure and on existing physical infrastructure like water supply, sewerage, solid waste management and environment. For carrying out the day-to-day functions of the Authority, the office of the Urban Development Authority is headed by the Vice- Chairman as the Chief Executive. The Secretary is the overall supervising head of entire office, which has been delegated by the Vice-Chairman. -

O R D E R :- In the circumstances explained by the Vice-Chairman, Tirupati Urban Development Authority in the reference 4th read above, Government decided to delegate powers of Development control to the Commissioners of Puttur and Srikalahasti Municipalities The following notification will be published in the Andhra Pradesh. N O T I F I C A T I O N In exercise of the powers conferred under sub-section (2) of Section 56 of the Andhra Pradesh Urban Areas (Development) Act, 1975 (Andhra Pradesh, Act .No. 1 of 1975) Government hereby delegate the powers of Development Control such as granting of building permission for buildings upto 10 Mts height i.e. Ground + 2 floors for all the land uses to the Commissioners of Puttur and Srikalahasti Municipalities subject to the following conditions. 1. All the building approvals up to a height of 10 mts i.e. Ground floor + 2 floors shall be as per the sanctioned Master Plan and as per the G.O.Ms.NO.302 M.A. -

Such a huge congregation is an exclusive feature of the KOlappa konda festival alone. The dark night of Mahasivaratri and the usually dreary landscape of the area throbs with life full of mirth, gay and ecstasy and reverbera tes with din and rattle that emanate from the vast concourse of people that throng in lakhs and lakhs at this holy pilgrim spot of Sri Trikuteswara Kshetram to witness and participate in the festival celebratcd once in a year. While a majoritv of the Hind1lS ob.len/(' fast on this holy day, a few thousand take food in these community feasts. The highlight of the festival is the participation Kotappa Kanda of 'Prabhas' of dilJaent sizes which are made up of Kotappakonda, a hamlet of Kondaka1l11T Village bamboo and coloured cloth and paper. Many of the lies at a distance of 7 miles or 12 Kms.
