    ANNUAL REPORT OF THE HUMANITARIAN/RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Pakistan Humanitarian / Resident Coordinator Fikret Akcura Reporting Period 1 July to 31 October 2007 I. Executive Summary The combined effects of storms beginning on 23 June and Cyclone Yemyin on 26 June claimed approximately 245 lives across Pakistan. Baluchistan province was severely hit by flooding and the effects of the cyclone left some 2.5 million affected, including 300,000 displaced. Sindh province suffered flooding and storm damage while North West Frontier province was hit by flash floods on 30 June. About eighteen out of twenty-nine districts across Baluchistan were affected along with five districts in Sindh. Infrastructure was severely undermined with roads and bridges damaged or destroyed and telecommunications was out in many areas. In Baluchistan and Sindh, the major need was to provide emergency food rations; shelter; water, sanitation, and hygiene; health services and non-food items (NFIs). The immediate objective was to provide food rations to the affected families for their basic nutrition needs for at least six weeks in targeted areas in Baluchistan and across four districts of Sindh. The second objection was the provision of non- food items for the families in the targeted Union Councils to meet basic household needs. The third objective was to meet the short-term shelter needs of the affected families in Sindh and Baluchistan.     2011-12 Public Sector Development Program Planning and Development Department Government of Balochistan Government of Balochistan Planning & Development Department Public Sector Development Programme 2011-12 (Original) June, 2011 PREFACE The PSDP 2010 – 11 has seen its completion in a satisfactory manner. Out of 961 schemes, 405 schemes have successfully been completed at an aggregated expenditure of Rs. Rs.10.180 billion. Resultantly, communications links will get more strengthened in addition to increase in the employment rate in the province. More specifically, 60 schemes of water sector will definitely reinforce other sectors attached to it such as livestock and forestry. The PSDP 2011-12 has a total outlay of Rs.31.35 billion having 1084 schemes. Of this Rs.31.35 billion, 47.4% has been allocated to 590 ongoing schemes. The strategy adopted in preparation of the PSDP 2011-12 focuses chiefly on infrastructural sectors. Education, health and potable safe drinking water have been paid due attention with a view to bring about positive increase in their representation in social indicators. Worth mentioning is the fact that involvement of the Elected Members of the Provincial Assembly has excessively been helpful in identification of schemes in the constituencies having followed a well thought criteria. This has ensured that no sector has remained dormant as far its development and allocation of funds is concerned. Feasibility studies will be undertaken during FY 2011-12, especially for construction of mega dams to utilize 6.00 MAF flood water, which goes unutilized each year. Besides, feasibility studies for exploration and exploitation of viable minerals in the province will also be carried out.

XXVIII NO.1, 2013 NEW DISCOVERED ARCHAEOLOGICAL SITES IN NUSHKI DISTRICT OF BALOCHISTAN (A FIELD REPORT) History Farooq Baloch*& Waheed Razzaq† Abstract: Balochistan is known as a mother land of ancient cultures because, of its countless Archaeological sites. Balochistan is divided among three countries, Pakistan, Iran and Afghanistan, and the part Pakistan consists approximately 3, 47,190, square kilometer, and it is 44% out of the total area of Pakistan. It is further divided into 6 Divisions and 30 Districts. Every district has a huge importance by its Archaeological sites which consist on Mounds, Graveyards, Tombs, Inscriptions, Karezes and Ancient Dames etc. Some very important sites are excavated by the Archaeologists, like Mehrgarh in Bolan District, Peerak in Sibi District, Mound of Killi Gul Mohammad in Quetta District, Pariano Ghundai in Zhob District, Anjeera in Kalat District, Bala Kot in Bela District and Meeri Kalat in Kech District, etc., large number of archaeological sites have been discovered but still they are not excavated. On the other side different archaeolocial sites of Balochistan are still unexplored. Many sites are still hidden and not discovered by any Archaeologist, the sites of Nushki District have always been ignored by local peopal and Archaeologists. In the espect of Archaeology Nushki has also many attractive and important archaeological sites. The following research article is about the new discovered Archaeological sites in the Nushki District by a team of Balochistan study centre. The objectives behind this study are to overview the new Archaeological sites in the Nushki District and explain their historical, cultural, anthropological and social importance.

    OVERVIEW OF THE BALOCHISTAN FORESTS AND WILDLIFE By Forest Department Balochistan 1.1 Introduction Balochistan Forests and Wildlife Department (BFWD) has been working in Balochistan prior to independence of Pakistan. The Chief Conservator of Forests is heading the department. There are six conservators of forests (for support of the chief conservator) as heads of different wings within the department. The department’s set-up is established in all districts of Balochistan. The head at district level is Executive District Officer, Forests and Wildlife. 1.2 Mandate of the Sector Balochistan Forests and Wildlife Department has been mandated to carryout the following activities on regular and routine basis : 1. Management, protection and conservation of natural forests, rangeland and protected areas, especially state owned ones. 2. Management of wildlife all over Balochistan. 3. Raising forests nurseries to produce saplings in millions to meet the plants demand in the province. 4. Planting trees in millions each year during spring and summer Tree Planting Campaigns. 5. Raising and maintaining road and canal side plantations in the province. 6. Control of illegal cutting of trees and regulating transport of wood in transit both produced in the province and brought from other provinces. 7. Sand dune stabilization in different parts of the province. 8. Regulating Mazri movement in the province. 9. Propagation of Mangrove forests in the coastal belt of the province. 10. Management of protected areas, national parks and game sanctuaries. 11. Execution of forestry and environment sectors development projects that are entrusted to the department under different development programmes. 12. Regulating and supervision of trophy hunting in Balochistan.

The present environmental and social impact assessment (ESIA) study of the Promoting Girls Education in Balochistan (PGEB) project has been carried out in compliance with the national environmental laws of Pakistan and the World Bank Operational Policies (OPs). The ESIA delineates the environmental and social issues emerging from the PGEB project, identifies the potentially adverse environmental and social impacts of the project activities, and suggests appropriate mitigation measures to offset or reduce these impacts. The report also suggests guidelines for environmental enhancement opportunities available during various phases of project implementation to maximize the benefit to environment. The mitigation measures and guidelines have been organized in the form of an environmental and social management plan (ESMP) to be implemented by the Project Management Unit (PMU) of the PGEB project for avoiding or mitigating the significant environment and social impacts. 2. The scope of the study entails assessment of the environmental and social impacts of PGEB project activities in the selected 12 districts of the province including Kachhi, Loralai, Jhal Magsi, Khuzdar, Kalat, Lasbela, Jaferabad, Kech, Panjgur, Kila Saifullah, Pishin and Naseerabad districts. The project area spreads over from north to south of the province covering almost 138,011 square kilometers (40%) area of the province. The environmental and social assessment covers physical, biological and social impacts of project activities during various implementation stages from site selection and designing to construction and operational phase of the school buildings.
