Campus vi MESSAGE FROM THE CONFERENCE CHAIR ICEDU 2021 On behalf of the conference scientific committee and the staff at The International Institute of Knowledge Management (TIIKM), it is my great pleasure to welcome you all to a virtual ICEDU 2021. I have had the privilege of serving as chair of several previous ICEDU conferences, including Bangkok (twice), and Kuala Lumpur. This is my second virtual conference as chair. Who would have thought a year ago that we would still be in lockdown with most schools closed and conferences still virtual? While I certainly enjoy the face-to-face aspects of attending conferences, we are living in unusual times. To say that education globally has been hugely affected by the pandemic is an understatement. Conferences such as ICEDU 2021 are critical to advancing our knowledge in education, determining important research and applied questions, and working on ways to mitigate the effects of children being in lockdown for over a year. The theme of the conference this year is the very timely “Empowering Learners in a Digital World”. I say timely because it seems that the world has been catapulted into a reliance on digital technologies. With many organizations, including schools and universities, closed we had to jump very quickly to the use of digital technologies. Worldwide we did so, but the outcomes were likely less than the expectations and most likely every student in the world has been detrimentally affected. I hope ICEDU 2021 will give you the opportunity to hear cutting-edge ideas and new approaches to education, especially the use of digital technologies. The conference organizers have put together an exciting series of keynote speakers and the papers to be presented represent a truly global array of ideas. As I do when I welcome attendees face-to-face, I encourage you all to participate in the conference to the maximum extent possible. Attend sessions that interest you along with others that are outside your area of expertise. Use the conference to expand your horizons. Ask questions. Contact other attendees and maximize opportunities for virtual networking. For the second time, this year’s conference is being run under exceptional circumstances. The virtual platform we are using has many features that allow networking among conference attendees. We believe the conference covers a very global aspect of exciting knowledge sharing and beneficial learning opportunities

    1 Introduction The Office of the College Secretary is the official keeper of records, overseer of registration and scholastic evaluation of students at the college level. The Office of the College Secretary serves as the liaison of the college to various offices in the University. It is in constant communication with sections of the Office of the University Registrar such as Admission and Registration Section (ARS), Computerized Registration and Student Records Section (CRSRS), Records Management and Appraisal Section (RMAS), and Publication and University Council Secretariat Section (PUCSS). Among the offices under the Office of the Vice Chancellor for Student Affairs, the Office of the College Secretary coordinates with the Office of Scholarship and Student Services, Office of Student Activities, Office of Counseling and Guidance, and Student Disciplinary Tribunal. Likewise, it coordinates with the Office of Extension Coordination under the Office of the Vice Chancellor for Academic Affairs. In some colleges especially in large colleges (e.g. College of Engineering, College of Science and the College of Social Sciences and Philosophy), the Office of Graduate Studies addresses solely matters related to graduate students from admission to graduation. It performs duties similar to that of the Office of the College Secretary throughout the Academic Year. It is headed by the Graduate Coordinator who is appointed by the Chancellor upon the recommendation of the Dean. University rules governing graduate students can be found in the “General Rules for Graduate Programs in UP Diliman” published by the Office of the Director of Instruction, Office of the Vice Chancellor for Academic Affairs in 1999.     (Working Program (v16)_24052018) First Day – June 5, 2018 (Tuesday) THEME: LAW AND DIVERSITY SESSION 1: HERITAGE AND CULTURE Objective: The role of the culture sector has undergone a radical transformation over the years. It is now at the forefront of socio‐economic and political discourse. Furthermore, the continuously evolving conceptualization and definition of cultural and creative industries (CCI) phenomenon has paved the way for an emerging powerful approach ‐ cultural diversity. The United Nations Educational, Scientific and Cultural Organization (UNESCO) advocates a culture‐sensitive and “human‐centered” democratic governance attaining the genuine objectives of human rights as declared in international instruments and as codified in domestic laws of various jurisdictions. In this session, culture as well as its related concepts of cultural expression, creativity, innovation and their overlap with economy, development, education and other sectors will be further explored. Discussion of the European and Asian agenda, policies and legal regimes governing intellectual property, tax, mobility, indigenous peoples will divulge regulatory challenges and insights on how to maximize cultural diversity and creative economy as a key to sustainable development and inclusive democratic governance. SESSION 2: CIVIL RIGHTS AND FREEDOM Objective: Civil rights and freedoms, such as, freedom of religion and freedom of expression, are essential parts of democracy and governments are expected to protect these rights and freedoms. But what happens when citizens do not exercise these rights responsibly? What happens when the exercise of these rights by one citizen results in the curtailment of the same rights of another? In this session, the rise of social media as a platform for news will be studied in relation to traditional journalism, press freedom and national security as it relates to human rights.
