Trooper First Class John R. Kitch of the Mississippi Highway Patrol , Gulfport, MS, while on routine patrol on January 24, 1986, alertly observed an unknown individual harassing a parked truck driver. Trooper Kitch contacted the truck driver via CB radio and was advised that the individual appeared to be intoxicated or crazy. As Trooper Kitch approached, the individual fled, and a high speed chase ensued through southeast Mississippi and into Alabama, where Alabama au• thorities had set up a roadblock. The individual was finally apprehended, and Trooper Kitch recovered a .2S-cali• ber weapon at the scene. The individual was identified as a subject wanted by Louisiana au• thorities on two unrelated murders Troop er Kitch committed on or about January 20, 1986, with a .2S-caliber weapon.
