National Park Service photo by Abbie Rowe By John T. Correll US Army was already upset about its losses from deep personnel and White House photo via National Archives budget cuts when Gen. Maxwell D. Taylor arrived as the new Chief of Defense Technical Information Center photo Staff in June 1955. Army strength was down by almost a third since the Korean War and the Army share of the budget was dropping steadily. These reductions were the result of the “New Look” defense program, introduced in 1953 by President Dwight D. Eisenhower, and the “Massive Retaliation” strategy that went with it. New Look was focused on the threat of Soviet military power, putting greater reliance on strategic airpower and nuclear weapons and less emphasis on the kind of wars the Army fought. US planning was based on the standard of general war; the limited conflict in Korea was regarded as an aberration. If for some reason another small or limited war had to be fought, the US armed forces, organized and equipped for general war, would handle it as a “lesser included contingency.” New Look—so called because Eisenhower had ordered a “new fresh survey of our military capabilities”—was driven by the belief that adequate security was possible at lower cost, especially if general purpose forces overseas were thinned out. Another factor was the recognition that NATO could not match the con- ventional forces of the Soviet Union, which had 175 divisions—30 of them in Europe—and 6,000 aircraft based forward. So in 1952, the US and its allies had adopted a strategy centered on a nuclear response to attack. -

Wszolek, B.A., M.A. ***** The Ohio State University 2007 Dissertation Committee: Approved by Brian Pollins, Adviser Daniel Verdier Adviser Randall Schweller Graduate Program in Political Science ABSTRACT The assertion that clear signaling prevents unnecessary war drives much of the recent developments in research on international crises signaling, so much so that this work has aimed at identifying types of clear signals. But if clear signals are the only mechanism for preventing war, as the signaling literature claims, an important puzzle remains — why are signals that combine both carrot and stick components sent and why are signals that are partial or ambiguous sent. While these signals would seemingly work at cross-purposes undermining the signaler’s goals, actually, we observe them frequently in crises that not only end short of war but also that realize the signaler’s goals. Through a game theoretic model, this dissertation theorizes that because these alternatives to clear signals increase the attractiveness, and therefore the likelihood, of compliance they are a more cost-effective way to show resolve and avoid unnecessary conflict than clear signals. In addition to building a game theoretic model, an additional contribution of this thesis is to develop a method for observing mixed versus clear signaling strategies and use this method to test the linkage between signaling and crisis outcomes. Results of statistical analyses support theoretical expectations: clear signaling strategies might not always be the most effective way to secure peace, while mixed signaling strategies can be an effective deterrent. -

Thant expressed sympathy for the Cuban people and acknowledged the right for Cuba to submit their considerations for the resolution to the crisis. The Cuban requests included lifting the American blockade, fulfilling Castro's 5 Points, and no UN inspection of the missile bases. Besides the meeting with the Secretary General, Pavlicek also recounts the meeting of a Latin American delegation including representatives from Brazil, Chile, Bolivia, Uruguay and Mexico. All nations but Mexico refused to give in to U.S. pressures, and stood in support of Cuba. Pavlicek then moves on to cover the possible subjects of Castro's speech on 1 November, including the Cuban detention of anticommunist groups in country and the results of the negotiations with U Thant. Sullivan University Honors Thesis Dr. Barbara Brown July 1992 A question often posed in theoretical discussions is whether or not one person can make a difference in the ebb and flow of history. We might all agree that if that one person were a President of the United states, a difference could be made; but how much? While the presidency is the single most powerful position in the U.s. federal system of government, making it a formidable force in world affairs also, most scholars agree that the presidency, itself, is very limited, structurally. The success of a president in setting the nation along a desired course rests with the ingredients brought to the position by the person elected to it. Further, many events occur outside the control of the president. Fortune or failure depends upon how the individual in office reacts to these variables. -

THE COPENHAGEN TEMPTATION: RETHINKING PREVENTION AND PROLIFERATION IN THE AGE OF DETERRENCE DOMINANCE Francis J. Gavin Mira Rapp-Hooper What price should the United States – or any leading power – be willing to pay to prevent nuclear proliferation? For most realists, who believe nuclear weapons possess largely defensive qualities, the price should be small indeed. While additional nuclear states might not be welcomed, their appearance should not be cause for undue alarm. Such equanimity would be especially warrantedWORKING if the state in question PAPER: lacked DO other attributesNOT CITE of power. OR Nuclear acquisition should certainly notCIRCULATE trigger thoughts of WITHOUT preventive militar PERMISSIONy action, a phenomena typically associated with dramatic shifts in the balance of power. The historical record, however, tells a different story. Throughout the nuclear age and despite dramatic changes in the international system, the United States has time and again considered aggressive policies, including the use of force, to prevent the emergence of nuclear capabilities by friend and foe alike. What is even more surprising is how often this temptation has been oriented against what might be called “feeble” states, unable to project other forms of power. The evidence also reveals that the reasons driving this preventive thinking often had more to do with concerns over the systemic consequences of nuclear proliferation, and not, as we might expect, the dyadic relationship between the United States and the proliferator. Factors 1 typically associated with preventive motivations, such as a shift in the balance of power or the ideological nature of the regime in question, were largely absent in high-level deliberations. -

KENNEDYAND BERLIN Nicholas Labinski Marquette University, 2011 This paper examines John F. Kennedy’s rhetoric concerning the Berlin Crisis (1961-1963). Three major speeches are analyzed: Kennedy’s Radio and Television Report to the American People on the Berlin Crisis , the Address at Rudolph Wilde Platz and the Address at the Free University. The study interrogates the rhetorical strategies implemented by Kennedy in confronting Khrushchev over the explosive situation in Berlin. The paper attempts to answer the following research questions: What is the historical context that helped frame the rhetorical situation Kennedy faced? What rhetorical strategies and tactics did Kennedy employ in these speeches? How might Kennedy's speeches extend our understanding of presidential public address? What is the impact of Kennedy's speeches on U.S. German relations and the development of U.S. and German Policy? What implications might these speeches have for the study and execution of presidential power and international diplomacy? Using a historical-rhetorical methodology that incorporates the historical circumstances surrounding the crisis into the analysis, this examination of Kennedy’s rhetoric reveals his evolution concerning Berlin and his Cold War strategy. -

Come say the Cold War began even It7 before the end of World War II, but Soviet leader Joseph Stalin officially initiated it when he attacked his wartime Allies in a speech in February 1946. Thp next month at Westminster College, Fulton, Mo., Winston S. Churchill, former British Prime Minister, made his "Iron Curtain" speech, noting that all the eastern European capitals were now in Soviet hands. The US Army Air Forces r had demobilized much of its World War II strength even as Moscow provoked Communist Party take-overs in Poland, Hungary, and Czechoslovakia in 1947 and 1948. Emboldened, the USSR began a blockade of the Western- controlled sectors of Berlin in spring 1948, intending to drive out the Allies. The newly independent US Air Force countered with a massive airlift of food and supplies into Berlin. C-54 Skymasters like the one at left earned their fame handling this mission. The Soviet Union conceded failure in May 1949, and a C-54 crew made the Berlin Airlift's last flight on September 30, 1949. In the following decades, conflicts flared between the USSR and satellite countries. In this 1968 photo, Czechs carry a comrade wounded in Prague during the Soviet invasion to crush Alexander Dubcek's attempt at reform. -

Hofstra University Model United Nations Conference EXCOMM October, 1962 Crisis Committee Timothy Lachapelle Chairperson 1 Letter from the Chair Dear Delegates, Welcome to Hofstra Model United Nations, and the West Wing Crisis Committee. My name is Tim Lachapelle. I worked on the staff of the first HMUNC Crisis Committee, which re-created the West Wing in the post 9/11 Era. After two days of fast paced debate, and constant threat of nuclear Armageddon, the Hofstra Model UN club quickly discovered that the HMUNC delegates were up to any challenge that we throw at them. This year we are presenting another historical crisis scenario. In this committee you will all be acting as members of the Oval Office during the JFK era. The leaders of the nation are faced with many challenges during his presidency and this committee will be responsible for managing two potential crises: the first is the threat of Soviet missiles off the coast of Florida; the second is the constant threat of an attempt on the President’s life. Although this committee will rely on historical fact to solve these crises, the events will not play out exactly as they did in the history books. Some events or people involved may change depending on how the committee resolves each issue. I am currently a sophomore at Hofstra University, studying Political Science. I have been doing Model United Nations for one year. My first Model UN conference was at the University of Pennsylvania and I represented Iran in the World Health Organization. I discovered a passion for crisis committees when I worked on the staff of the crisis committee during the first Model UN conference ever hosted by Hofstra University.
