THE ULUWAHU PAENIMA PART I: SRI VISNU INVOCATION I beseech thee, O Resplendent Visnu, Lord of the Gods, who is also renown as Sankasila Deva Narayana,1 who is an aspirant to Buddhahood,2 who has protected Sri Lanka, the 2,000 islands, the four great continents of the world, the whole of the great Jambudvipa including its eighteen provinces, the great Buddhist church, the salt water circle of ocean that surrounds the land, and the four temples (devale) at the cardinal points. You who are descendant from Asuras and who dwell in the Vaikunta world3 and who ride the giant bird called Garuda. You who have become renown in this Kali age under such names as Lord Ada Visnu,4 Lord Mulu Visnu, Lord Demala Visnu, Lord Maha Visnu, Lord Sri Visnu and who have been manifest in the four Kali Ages in the ten incarnations5 including Rama (ramavatara)6 the Boar (vaerasara avatara), the Fish (mallawa avatara), Krisna (kirti avatara), the Tamil (demala avatara),7 the Gaja (tortoise) (gajavatara),8 the snake (naga avatara), the Buddha (bauddha avatara) and the 1The name of Visnu as reposing on the bed of the serpent between the creation and dissolution of the world. -

161: The Ten Pillars of Buddhism Transcription taken from the Windhorse Publications book of the same title FOREWORD As the opening passage of this book makes clear, the paper reproduced here was first delivered to a gathering of members of the Western Buddhist Order, in London, in April 1984. The occasion marked the celebration of the Order's sixteenth anniversary, and the theme of the paper was one of fundamental importance to all those present: the Ten Precepts. These Precepts are the ten ethical principles that Order members `receive' at the time of their ordination, and which they undertake subsequently to observe as a spiritually potent aspect of their everyday lives. The theme was therefore a very basic and seemingly down-to-earth one, but here, as he is wont to do, Sangharakshita demonstrated that no theme is so `basic' that it can be taken for granted. As a communication from the Enlightened mind, the various formulations and expressions of the Buddha's teaching can be turned to again and again; their freshness and relevance can never be exhausted. As he spoke, it was clear that Sangharakshita was addressing a far larger audience than that which was present at the time. The relevance of his material extended of course to those Order members, present and future, who could not be there on that occasion. But it reached out further than that, to the entire, wider `Buddhist world', and still further, to all those who, whether Buddhist or not, seek guidance and insights in their quest for ethical standards by which to live. -

A Theravada Buddhist Contribution to Universal Ethics By James A. Santucci ABSTRACT Ethics is a sub;ecl thw is taking on increased importance in various areas of human activitv, especially with new challenges in the biological sciences, business, commerce, and trade. like many fields of inquiry, the principles are clearly defined, but it is in the details that disagreements abound This paper focuses on ethical action in Theravcida Buddhism. To do so requtres a definition of ethics and morals on the one hand, and ethic and moral on the other. It also requires a discussion of the difference, ifany, between moral actions and other normative actions. such as law, rilllals, customs, and etiquette. When applied to Theravada Buddhism, we find tha1 some linguistic d1fjiculty exists regarding a /ranslation of ethical actions into the Pali or Sanskril languages. A /though terms exist, they are not informative in defining the range of acllons thai we expect such actions to encompass. In this regard, cerlain axiomalic statements are inlroduced that serve as a basis of moral action regardless of culture. The Theravcida Buddhist response to these axioms, especially when discussing those actions reflecting srla, indicate a goal-oriented and utilitarian approach that conforms more closely to the concepl of karma than lo the Weslern notion of ethics. Why this is so requires an understanding of Vedic cu/lure, !he source of Indian attitudes regarding karma. Ethics is a subject that is taking on increased importance in various areas of human activity. especially with new challenges in the biological sciences, business, commerce, and trade. -

The Interface Between Buddhism and International Humanitarian Law (Ihl)
REDUCING SUFFERING DURING CONFLICT: THE INTERFACE BETWEEN BUDDHISM AND INTERNATIONAL HUMANITARIAN LAW (IHL) Exploratory position paper as background for 4th to 6th September 2019 conference in Dambulla, Sri Lanka Peter Harvey (University of Sunderland, Emeritus), with: Kate Crosby (King’s College, London), Mahinda Deegalle (Bath Spa University), Elizabeth Harris (University of Birmingham), Sunil Kariyakarawana (Buddhist Chaplain to Her Majesty’s Armed Forces), Pyi Kyaw (King’s College, London), P.D. Premasiri (University of Peradeniya, Emeritus), Asanga Tilakaratne (University of Colombo, Emeritus), Stefania Travagnin (University of Groningen). Andrew Bartles-Smith (International Committee of the Red Cross). Though he should conquer a thousand men in the battlefield, yet he, indeed, is the nobler victor who should conquer himself. Dhammapada v.103 AIMS AND RATIONALE OF THE CONFERENCE This conference, organized by the International Committee of the Red Cross (ICRC) in collaboration with a number of universities and organizations, will explore correspondences between Buddhism and IHL and encourage a constructive dialogue and exchange between the two domains. The conference will act as a springboard to understanding how Buddhism can contribute to regulating armed conflict, and what it offers in terms of guidance on the conduct of, and behavior during, war for Buddhist monks and lay persons – the latter including government and military personnel, non-State armed groups and civilians. The conference is concerned with the conduct of armed conflict, and not with the reasons and justifications for it, which fall outside the remit of IHL. In addition to exploring correspondences between IHL and Buddhist ethics, the conference will also explore how Buddhist combatants and communities understand IHL, and where it might align with Buddhist doctrines and practices: similarly, how their experience of armed conflict might be drawn upon to better promote IHL and Buddhist principles, thereby improving conduct of hostilities on the ground. -

AHN i Preface to The Collected Works of Korean Buddhism At the start of the twenty-first century, humanity looked with hope on the dawning of a new millennium. A decade later, however, the global village still faces the continued reality of suffering, whether it is the slaughter of innocents in politically volatile regions, the ongoing economic crisis that currently roils the world financial system, or repeated natural disasters. Buddhism has always taught that the world is inherently unstable and its teachings are rooted in the perception of the three marks that govern all conditioned existence: impermanence, suffering, and non-self. -

CORRESPONDENCE 801 As a critic, I am most alarmed at Mr. Chaves's introduction of that old-fashioned, unknowable phantom (a ghost laid long ago)—the "poet's intention," for which read "translator's self-serving guess." This handy marionette permits (indeed, it seems, welcomes) any ad hoc rearrangement of the words of the text to justify any reading whatsoever—a dislocation madly justified as an "intended" ambiguity. Under the circumstances, my own, authentic reading of the battered couplet, so boldly interpreted on my behalf, is reasonably to be expected. (I reject the brazen attribution to me of an extension of the category "causative" to all comparable verb + noun constructions. I prefer more often a mildly transitive form, for which there is abundant precedent in Chinese prose. The proper terminology of Chinese gram- mar, divorced from the traditional categories of Indo-European, has yet to be pre- cisely formulated by competent historical linguists.) But now, without hazarding a definitive version, I imagine that the facts of grammar and good sense, as exploited by the poet's imagination, permit only one reading of the couplet, more or less as follows: The height of the bamboos gives voice to halcyons; The seclusion of the sands allows dancing to k'un-iovi\. Commentary: The high bamboo thicket emits bird calls—identifiable as those of unseen halcyon kingfishers; The out-of-the-wayness of the sands provides a private arena ("lek") for posturing k'un birds.
