Greater Bristol Bus Network – A4174 Ring Road – Filton Roundabout to Hicks Gate– Coldharbour Lane to M32 Junction Purpose of Scheme • Improve journey times for bus passengers travelling through the North Fringe area of Bristol during peak periods. Background The Greater Bristol Bus Network (GBBN) has been identified in the Joint Local Transport Plan (JLTP) for Bristol City, South Gloucestershire, North Somerset and Bath and North East Somerset Councils. The aim of the GBBN is to provide an overall improvement to all aspects of bus services. Encouraging bus use is central to meeting targets linked to the four shared priorities of congestion, air quality, road safety and accessibility. The scheme is part of the £70million investment, part funded by the Department for Transport, to develop 10 showcase bus corridors across the region. It is one of the Travel+ initiatives which includes the £14million Weston and £54million Bath packages, as well as the £48million Ashton Vale to Temple Meads rapid transit route being developed by the West of England Partnership to tackle congestion and improve the quality of life in the area. Key bus route corridors through and surrounding Bristol have been identified for enhancement. • The Coldharbour Lane to M32 Junction Improvement Scheme features in Corridor 7- A4174 Ring Road – Filton roundabout to Hicks Gate. • Corridor 7 serves a large number of very popular destinations. Many of the routes to these destinations are congested resulting in considerable delays to bus services. Proposed Scheme 1. New westbound and eastbound Priority Vehicle Lanes (PVL) will be constructed on the A4174 Ring Road, between the junctions with Coldharbour Lane and the M32. The existing carriageway will be widened to accommodate the new lanes. Therefore, the number of lanes for general traffic will not be reduced. 2. The new additional Priority Vehicle Lanes will operate 24 Hours and only be open to the following groups of users: • Buses, • Taxis ( Driver only hackney carriages and private hire vehicles) • Cars with two or more occupants • Motorcyclists • Cyclists • Heavy Goods Vehicles (HGVs) over 7.5t The proposed scheme is shown on drawing no. South Gloucestershire has one of the fastest growing populations in the South West, and the area is the second largest of the four unitary authorities of the West of England sub-region. The area of Kingswood, which borders Bristol, was a mining area and suffered through the decline of traditional industry. South Gloucestershire unitary authority area was formed in 1996 following the merger of Northavon District, a mainly rural area, and Kingswood Borough, a mainly urban area east of Bristol. As a general point, we are very concerned that the permissions are being given for the Cribbs Causeway / Patchway New Neighbourhood areas and Eastworks without the necessary public transport provision being written in to the plans — i.e. the Henbury Loop and feeder bus services. This also applies to the Portishead line and the need to generate business in Portishead. Our biggest concern with land use planning in the Bristol/Bath City Region is the lack of good affordable public transport links and sustainable development (including a proper planning brief for the Mall). We are further concerned that there is insufficient provision of affordable housing within the currently proposed development at the Mall. Our concerns are also expressed about the lack of affordable housing within the city centres of Bristol and Bath—a good current example of which is the Carriage Works in Stokes Croft and the Gas Works and General Hospital sites in Bristol.

The South West : current planning issues, major projects and professional planning activity Written to brief The RTPI President for her regional visits during 2020 A LARGE AND DIVERSE REGION The South West is the largest of the nine English regions. At 23,800 sq km, it is larger than Wales and its northern boundary, in the Gloucestershire Cotswolds, is closer to the Scottish border than it is to the Scilly Isles, its southern boundary. It is renowned for its environmental quality, its mild climate and spectacular coastline. The image of the region as a popular British holiday destination, dates from the days before mass foreign travel. However, tourism remains a key element of the economy, with more than 25 million visitors each year. Because the South West is so large and so diverse , physically, economically and, more recently, in terms of local government structure, achieving coherence has always been a challenge. The RTPI South West region also serves members in the Channel Islands, where the States of Jersey and Guernsey/Alderney respectively, operate a planning system similar in many ways to the UK model. Population The resident population of some 5.6 million (ONS, 2018 mid-year), has all but doubled over the last 100 years, from 2.8 million back in 1911 (an increase of 89% compared to that for England overall of 57% ). The population is projected to reach 5.8 million by 2024 – a 7.3% increase, which is the fourth largest after London, Eastern England and the South East. Inward migration has long been a key element of population growth in the region, so that whilst the percentage of growth due to natural change is one of the lowest of any region, that due to inward migration is much the highest of any region ( ONS forecasts to 2024), with most of this accounted for by migration from other parts of the UK.
