The Budget (Railways) 2014-15, the Appropriation (Railways) No. 2 Bill, 2014 and the Appropriation (Railways) No. 3 Bill, 2014 are being taken together. THE BUDGET (RAIlways) 2014-15 AND GOVERNMENT BILLS (i) The Appropriation (Railways) No. 2 Bill, 2014 (ii) The Appropriation (Railways) No. 3 Bill, 2014 — Contd. ववपक्ष के नेिा (श्री गुलाम नबी आज़ाद) : माननीय वडꥍटी चेयरमैन साहब, इससे पहले वक मℂ रेलि े बजट पर चच्चा क셂ं, मℂ रेलि े मंत्री जी को बधाई िेता हूं। मℂ इꅍहᴂ तब से जानता हूं जब ये कण्चाटक के चीि वमवनटर थे। ये बहुत शरीि आिमी हℂ, लेवकन यहां आकर बी.जे.पी. के माहौल मᴂ रह कर उसी रंग मᴂ रंग गए हℂ। ये जब तक कण्चाटक मᴂ थे, तब तक बहुत अ楍िे थे। गवर्मᴂट और माननीय रेलि े मंत्री जी रेल विभाग को कै से चलाएंगे, मℂ उस पर कोई वटꥍपणी नहĂ करना चाहूंगा, लेवकन जो आज की सरकार है, उसे याि विलाना चाहूंगा वक उसने इले啍शन के िौरान बहुत िािे वकए थे। उसने हर क्षेत्र, हर विभाग मᴂ पररितन लाने की बात कही थी, उनके द्वारा लोगⴂ को बड़े-बड़े सपने विखाए गए थे, उनसे बड़े-बड़े िािे वकए गए थे। मℂ माननीय प्रधान मंत्री जी, जो आज की सरकार के लीडर हℂ, उनकी एक पीच को कोट करता हूं, ‘‘यू.पी.ए. ने कु ि वकया ही नहĂ, वकसी ने सोचा ही नहĂ, कु ि वकया होता, कु ि तो सोचा होता।’’ मℂ बताना 306 The Budget (Railways) 2014-15 [RAJYA SABHA] and Govt. Bills [श्री गुलाम नबी आज़ाि] चाहता हूं वक अभी वपिले िो महीनⴂ के अंिर माननीय प्रधान मंत्री जी और कु ि मं वत्रयⴂ ने रा�ट्रीय तर के जो चार बड़े प्रोग्रा륍स अटै赍ड वकए हℂ, उनमᴂ शावमल हु ए हℂ, उनमᴂ एन.डी.ए. की सरकार ने सबसे पहले आते ही, 30 जून को श्री हवरकोटा से चार वििेशी मु쥍कⴂ–फ्रांस, जम㔮नी, कनाडा और टसगापुर के पांच सैटेलाइ絍स, PSLV C-23 ऑरबट मᴂ भेजे। इसके तुरंत बाि 4 जुलाई को एक मॉडर् रेलि े टेशन पर जो रेलगाड़ी कटरा पहुंची है, उसका उ饍 घाटन माननीय प्रधानमंत्री और रेलिे मंत्री ने वकया है। 4 जुलाई को ही उꅍहⴂने क�मीर के अꅍिर उरी मᴂ 240 मेगािाट उरी-II हाइड्रोइलेब啍ट्रक प्रोजे啍ट का उ饍 घाटन वकया। इन तीनⴂ मᴂ ियं प्रधान मंत्री जी रहे। इसके साथ-साथ ही सेमी हाई पीड ट्रेन का ट्रायल रन हुआ, जो आपसे स륍बबꅍधत है। तीनⴂ मᴂ िो उ饍 घाटन आपसे स륍बबꅍधत हℂ– कटरा एि ं वि쥍ली और आगरा के बीच का ट्रायल। अगर यह यू.पी.ए. गवर्मᴂट इतनी कमजोर थी, वजसने कु ि सोचा ही नहĂ था, कु ि वकया ही नहĂ था, तो एक-डेढ़ महीने के अꅍिर आपने इतने बड़े-बड़े िं 啍शंस कै स े अटᴂड वकए? ये वकसने एरᴂज वकए थे? इनको कौन कर रहा था? अभी सैकड़ⴂ ऐसे उिाहरण आएंगे। अभी इस सरकार को पांच साल सिर् उ饍 घाटन करने मᴂ लगᴂगे, वजतना काम यू.पी.ए. गवर्मᴂट ने वकया है। हमने हर क्षेत्र मᴂ इतने प्रोजे啍絍स विए हℂ वक अगर आप इससे डबल मंत्री भी लगाएंगे और ि े 24 घंटे उ饍 घाटन ही करते रहᴂगे, तो यू.पी.ए. के 10 सालⴂ के वजतने प्रोजे啍絍स हℂ, पूरे पांच सालⴂ मᴂ आप उनका उ饍 घाटन नहĂ कर पाएंगे। यू.पी.ए. और एन.डी.ए. मᴂ फर् इतना है वक आपकी पैके टजग का कोई जिाब नहĂ। वब쥍कुल, उसमᴂ तो आप िुवनया की वकसी प्राइिेट क륍पनी को मात िे सकते हℂ। अगर आप पैके टजग या ए蕍िट्चाइटजग के वबजनेस मᴂ आ जाएं, तो िुवनया की बड़ी-से-बड़ी इंटरनेशनल ए蕍िट्चाइटजग एजᴂसी का िीिाला वनकल जाएगा। इसमᴂ हम कमजोर हℂ। हम 24 घंटे काम करते हℂ, लेवकन हम पैके टजग मᴂ जीरो हℂ। मुझे इसे ए啍सेꥍट करने मᴂ कोई संकोच नहĂ है, लेवकन आप पैके टजग मᴂ हीरो हℂ, इससे भी मℂ इनकार नहĂ कर सकता हूं। ऐसा नहĂ है वक वपिली सरकार सोई हु ई थी, उसने कु ि वकया ही नहĂ। एन.डी.ए. और बी.जे.पी. की लीडरवशप ने भारत की जनता के सामने यू.पी.ए. और कांग्रेस लीडरवशप को इस तरह से पेश करने की कोवशश की। माननीय वडꥍटी चेयरमैन साहब, अब मℂ रेलि े बजट की तरि आना चाहता हूं। My dear friends, now I am going to read a few lines from paragraph five of the speech of the hon. Railway Minister which he delivered on 8th July, 2014 while presenting the Railway Budget. I am quoting hon. Railway Minister. He said, “I know that everybody feels that they have a solution for the challenges which Indian Railways face. I too thought so when I was an outsider to this system before I was exposed to the intricacies and complexities of this vast organization. Now, I am overwhelmed with the enormity of my responsibility in fulfilling these expectations as Minister of Railways.” My dear friend, to make a lot of promises outside about so many things using rhetoric is one thing. But once you are in the chair, you find how difficult the task is. I am very happy that you have said that now you have realized how difficult it is. I am sure my hon. friends on the other side who are Ministers will also realise this. You were a Chief Minister. A number of other leaders were also Chief Ministers. I was also a The Budget (Railways) 2014-15 [22 July, 2014] and Govt. Bills 307 1.00 P .M . Chief Minister. You have had the experience of running a State Government as Chief Minister. But running a federal Government of this size and population is the most difficult task. Whatever one might have promised during election campaign, but after taking over different positions in the Government of India in Delhi, you all will find that it is a very difficult task for you. सबसे पहले आप लोगⴂ ने कहा, माननीय प्रधान मंत्री जी और माननीय रेलि े वमवनटर साहब ने कहा वक हमारे वप्रवडसेसर् बड़े वक्रवटकल थे। विर उꅍहⴂने कहा वक जो नई रेलि े लाइनᴂ वबिाई गईं, िो इर्सेशनल थĂ। लेवकन मℂ यहां सिन को बताना चाहता हूं वक जो 嵍‍यारहिĂ पंचिष्टीय योजना का काल था, उन पांच सालⴂ के अꅍिर 2,207 वकलोमीटर नई रेलि े लाइनᴂ वबिाई गईं, 2,758 वकलोमीटर रेलि े लाइंस को डबल वकया गया और 4,556 वकलोमीटर रेलि े लाइंस को इलेब啍ट्रिाई वकया गया। सिर् 2013-14 के अꅍिर 1,532 वकलोमीटर रेलि े लाइंस को डबल भी वकया और उनका गेज कꅍवर्न भी वकया। हमारा टारगेट 啍या था? हमेशा सरकारᴂ टारगेट पूरा करने मᴂ बहुत पीिे रहती हℂ, लेवकन यहां हमारा टारगेट था, 1,525 वकलोमीटर, जबवक गवर्मᴂट ने 1,532 वकलोमीटर का काम वकया। इस तरह हमने टारगेट से भी 煍यािा नई रेलि े लाइंस वबिाने या रेलि े लाइंस को डबल करने या गेज कꅍवर्न का काम वकया गया। 嵍‍यारहिĂ पंचिष्टीय योजना मᴂ 64,875 नये िैगंस ऐड वकए, 1,258 नये डीज़ल लोकोज़ ऐड वकए और 1,218 नये इलेब啍ट्रक लोकोज़ ऐड वकए। मुझे यह बताते हु ए बहुत खुशी है वक यू.पी.ए. सरकार के िौरान, 2013 मᴂ भारत की रेलिेज़ ने, वि�‍ि की पांच बड़ी रेलिेज़ का जो एलीट 啍लब था, उसको 煍िाइन वकया। इसमᴂ 8 वबवलयन टन एनुअल फ्रे ट का टारगेट पूरा वकया गया। माननीय रेलि े मंत्री जी, आपने बुलेट ट्रेन का वजक्र वकया। आपको मℂ यह याि विलाना चाहता हूं वक यू.पी.ए.

[Kottavalasa- Koraput-Jeypore-Kirandul Construction (Dandakaranya Project), Titlagarh-Bolangir-Jharsuguda Project and Rourkela-Kiriburu Project; all these 3 projects put together were popularly known as DBK Project - Dandakaranya-Bolangir-Kiriburu Project.] 31st Jan 1962 Foundation stone of Cuttack-Paradip line was laid by the then Prime Minister, Late Jawarlal Nehru.

    Imperial Technology and ‘Native’ Agency This book explores the impact of railways on colonial Indian society from the commencement of railway operations in the mid-nineteenth to the early decades of the twentieth century. The book represents a historiographical departure. Using new archival evidence as well as travelogues written by Indian railway travellers in Bengali and Hindi, this book suggests that the impact of railways on colonial Indian society were more heterogeneous and complex than anticipated either by India’s colonial railway builders or currently assumed by post-colonial scholars. At a related level, the book argues that this complex outcome of the impact of railways on colonial Indian society was a product of the interaction between the colonial context of technology transfer and the Indian railway passengers who mediated this process at an everyday level. In other words, this book claims that the colonised ‘natives’ were not bystanders in this process of imposition of an imperial technology from above. On the contrary, Indians, both as railway passengers and otherwise influenced the nature and the direction of the impact of an oft-celebrated ‘tool of Empire’. The historiographical departures suggested in the book are based on examining railway spaces as social spaces – a methodological index influenced by Henri Lefebvre’s idea of social spaces as means of control, domination and power.   • HISTORY of Bengal Nagpur Railway
    HISTORY South Eastern Railway had its humble origin in Chhatisgarh State Railway way back in 1882 comprising of a Metre Gauge (MG) railway line from Nagpur to Rajnandgaon(149 miles) with its HQ at Nagpur. The construction of the line was prompted by a desire of the then Govt. of Central province to provide quick transportation of food grain from the Chhatisgarh region to other parts as a step to prevent famine. The Bengal Nagpur Railway Company, popularly known as BNR after its formation in 1887 took over Chhatisgarh State Railway. It converted the MG line into Broad Gauge and extended it to Asansol in the erstwhile East Indian Railway (EIR). By 1891 BNR embraced within its fold the entire main line from Nagpur to Sini via Bilaspur and further to Asansol via Purulia as well as the extended Katni‐ Umaria line upto Bilaspur. The Sini‐Calcutta line extended upto Cuttack was opened for traffic in 1899 and in 1901 BNR took over the line from Cuttack to Visakhapatnam under East Coast railway which was then a State railway. The headquarter of BNR was built at Garden Reach, Kolkata in 1908 and shifted from Nagpur. The growth story of BNR continued and the Raipur‐Vizianagaram link was completed in 1931. The BNR company was brought under the Govt. of India control in 1944. The Narrow gauge (NG) line from Naupada to Parlakhimndi of the Paralakhimndi State railways and the NG line from Rupsa to Baripada of the Mayurbhanj State railways that were a part of the company were merged with the Govt.

Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon'ble Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. 2. As the hon’ble members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway’s services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers’ associations. 3. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.

To find an author who could give, in true per­ spective and as the result of personal intimacy an outline sketch of two such dissimilar units as old Bengal and Assam seemed to be impossible; and thus it was decided, in spite of the obvious disadvantages, especially in nomen­ clature, to cut off Assam, which differed so greatly from the rest of the new province of Eastern Bengal, leaving to the ingenuity of the author the problem of designing for the residual area a geographical name that was sufficiently expressive without clashing with the new official nomenclature.

I consider it a great privilege for me to head the strong and vibrant railway family and present my maiden Railway Budget which is also the first year of the 12th Five Year Plan. I am grateful to the Hon'ble Prime Minister for his inspiring guidance and support in formulating the Budget. 3. I am also grateful to the Hon’ble Finance Minister and the UPA Chairperson, Smt. Sonia Gandhi for their support. It would not have been possible for me to present this budget had I not received the support and confidence of my party, All India Trinamool Congress, and its chairperson, Mamata Banerjee, to whom I shall always remain grateful. Above all, I am grateful to as it is only because of their blessings that I have been able to make it to this Parliament. , . 4. Madam Speaker, when I look at the list of illustrious leaders of this country who had donned the mantle of Indian Railways right from Sh. Asaf Ali to Sh. Lal Bahadur Shastri, to Sh. Jagjivan Ram ji, to Sh. Gulzari Lal Nanda, Sh. Kamalapati Tripathi, Sh. Madhu Dandavate to Mamata Banerjee, I find myself nowhere near their stature. But I have certainly tried to take lessons from the pages of history and from their contribution to this great institution. I am grateful to Mamata Banerjee for giving vision to railways in her Vision 2020 document, which has guided me immensely in framing the roadmap for carrying forward the task.

The Railways in India are as much as Government concern as well as commercial enterprise as they are engaged in manufacturing and in selling of transport services thus earning profits, maintaining its own assets and paying interest (i.e. dividend) to the General Revenues. The Government Accounts are kept purely on cash basis whereas the accounts of the Railways are kept on accrual basis. While the Railway is required to keep the records, prepare and present the reports in commercial terms it has also to feed the information to Government in the format prescribed for that. Therefore, the Railway has to maintain various accounts and records for meeting the requirements of both. It is, therefore, necessary to equip the Railway Audit offices to conduct audit of Railway finance and Appropriation Accounts with the systematized training documents for continuous training of officers and staff working in Railway Audit. Hence, this Structured Training Manual has been prepared to cope up with the situation. Aim: The training will equip the participants with adequate knowledge of the Accounting Structure of Railways and various types of accounts/statements and documents prepared to reflect the financial picture of the Railways.
