The food vendors here have provided affordable, nutritious selections for the university and hospital employees, and while I'm sure the hospital cafeteria vendors are unhappy about it, they should not address the competition by manipulating Metro policy in their favor. The food trucks offer a varied diet to the multitude of international communities represented in this demographic, as well as provide a source of commerce and income for our immigrant communities. Please reconsider how this will affect their business. I cannot understand the reason behind this proposed ordinance. I work on Main Street and therefore can appreciate the difficulties in regulating the vehicular and pedestrian traffic in the area. However, I do not see why it matters if a metered parking spot is occupied by a vendor or a personal vehicle. There is no greater impact on traffic caused by a vendor vehicle and while there may be a congregation of foot traffic on the sidewalk, most people have the common courtesy to stand out of the way of pedestrian traffic. Not to mention I have met some wonderful people while waiting both local and visitors improving my sense of community. I have not ever experienced a shortage of parking downtown even with big events at the Yum! Center. While we have many wonderful brick and mortar restaurants downtown that I frequent often, I like the opportunity to grab a quick lunch from a vendor when I don't have the time to commit to a sit-down lunch. If the city is willing to license these vendors, please do not place unreasonable restrictions which do nothing but lead to failure of such businesses. They are important members of this community whom I support whole-heartedly. I am finding it difficult to see how mobile vendors will be able to remain competitive, let alone even stay in business if these proposed changes are allowed to go into effect. The changes seem aimed specifically at preventing them from being able to conduct business at all, at least in any profitable or safe manner. Most mobile vendors I see are very considerate and conscious of the impact they have on the areas they set up in. I can't imagine any issues arising where these proposed changes would be needed or desired. What incident(s) sparked the need for proposing changes? If no specific incidents exist, why change the rules in a way that is going to be crippling to an entire cottage industry? If incidents do exist, why were they not addressed with the individuals involved, why punish everyone for the bad actions of a few? I for one will miss the added variety and choices of food available if these changes are allowed to pass. I also regret that the Louisville Metro Council would even consider proposing arbitrary changes apparently designed to force honest hard-working Americans into unemployment. Its very name brings up thoughts of the Irish -- shamrocks, leprechauns, the wearing of the green. But the Limerick neighborhood was home to a small, close-knit community years before the first Irishman put down roots in the area. Before the Civil War, much of the area was farm land. Starting in the 1830s, a small community of blacks lived in the area between Broadway and Kentucky Street. Many were slaves who labored on a large plantation at Seventh and Kentucky streets; others were free blacks who were household servants. In 1858, the Louisville & Nashville Railroad bought the Kentucky Locomotive Works at 10th and Kentucky streets for $80,000, and within a decade, the railroad had built repair shops and a planing mill. At about that time, many Irish workers began moving their families from Portland into Limerick, nearer their jobs. Typically, they lived in modest brick or wood-fiarne houses or shotgun cottages, which were later replaced by the three-story brick and stone structures that line the streets today. L & N also hired black laborers, who lived with their families in homes in alleys behind streets. But fi-om the mid- 19th century until about 1905, Limerick was known as the city's predominant Irish neighborhood. Some historic accounts credit Tom Reilly, an early resident, with giving the neighborhood its name, and others believe it was named for the county or city of Limerick, which is on Ireland's west coast.

Message in the Music: Do Lyrics Influence ell-Being?W Abstract Music has long been an effective way to communicate to the masses, and lyrics have played a massive role in delivering this communication. Yet the opportunity for research on the role lyrics play in well-being is vastly underutilized. This paper is an exploration of the relationship between lyrics and positive psychology. I will discuss a brief origin of lyrics, examine the body of literature on lyrics as well as its gaps, and finally suggest potential application of lyrics ot increasing various aspects of well-being. We are only beginning to have the language to discuss the positive and negative effects of lyrics. The results of this exploration indicate that lyrics have the potential to increase two of the five elements of well-being in the PERMA model, positive emotions and meaning. It is suggested that you can increase well-being by mindfully listening to meaning-filled lyrics bolstered by music’s ability to influence emotion.
