REQUEST Pursuant to LAMC Sections 17.03 and 12.22 C.27 (Small Lot Ordinance), a Vesting Tentative Tract Map for the subdivision of one 6,500 square-foot lot into 5 small lots that are 1,850 square feet (Lot 1), 1,100 square feet (Lots 2-4), and 1,350 square feet (Lot 5) in lot area. Each small lot will be improved with a single-family dwelling unit and 2 parking spaces. The existing 5-unit multi-family building on-site is proposed to be demolished. The project also involves a haul route to export 1,700 cubic yards of soil, and the removal of seven (7) non-protected trees including one (1) street tree. OFF-SITE: Case No. TT-64958: On June 15, 2006, the Deputy Advisory Agency approved a Tentative Tract Map for a maximum of 7 residential condominium units for a property located at 10386 West Almayo Avenue. PUBLIC RESPONSES No letters have been received from the public at the time of preparing this report. Staff received two phone calls from one neighbor with concerns regarding the removal of trees, the subdivision resulting in homes with excessive height, and eviction of current tenants. VESTING TENTATIVE TRACT NO. 76045-SL PAGE 2 GENERAL COMMENTS The project site consists of one rectangular lot that covers a lot area of approximately 6,500 square feet. The subject site has frontage along the east side of Beverly Glen Boulevard measuring approximately 50 feet in width, and a lot depth measuring approximately 130 feet. The existing topography has a slope of less than 10 percent, with an elevation change of approximately 12 feet from the front property line along Beverly Glen (199’) to the rear property line (211’). The property fronts Beverly Glen Boulevard, a designated Avenue I Street with a designated right-of-way width of 100 feet and designated roadway width of 70 feet. No dedications are required per the Bureau of Engineering, however the subject site would be required to make sidewalk improvements along Beverly Glen Boulevard. The site is designated for Medium Residential land uses in the West Los Angeles Community Plan and is zoned R3-1-O. The site is currently improved with a 5-unit multifamily building built in 1951. The tenant list indicates that all 5 existing units are occupied. The project has not been identified as a historic resource or identified in the City’s HistoricPlacesLA or SurveyLA. No recent permits were filed at the time of preparing the staff report. The project involves the demolition of the existing 5-unit multifamily building and subdivision for the new construction, use, and maintenance of five small lot homes. Per architectural plans dated August 31, 2017, the dwelling units will be four stories (three residential levels over a semi-subterranean parking level) and a maximum of 45 feet in height. The subdivision maintains setbacks along the perimeter of the property of 15 feet to the west, 5 feet to the north, 16 feet to the south, and 5 feet to the east. Vehicular access is provided in the form of a Common Access Driveway Area that has a 16-foot width that is clear to sky. Vehicles have approximately 24 feet of back-up and maneuvering space when accessing the parking spaces (Level 1). Pedestrian access is provided in the form of a Common Access Pedestrian Easement that is 5 feet in width along the northern property line. Due to the slope of the site, stair steps are provided along the Common Access Pedestrian Easement in the form of an upper walkway, with pedestrian entrances for the small lot homes located on Level 2. Balconies are located on Level 2 facing the driveway and along Beverly Glen Boulevard, and roof decks are provided on Level 5. Trash storage is maintained in the garages for the individual small lot homes. Surrounding parcels are zoned R3-1-O and are developed with multi-family residential buildings ranging from 2 to 3 stories in height. Other parcels along Beverly Glen Boulevard are developed with multi-family residential buildings up to five stories in height. Neighboring parcels fronting along Ilona Avenue (approximately 25 feet to the northeast) are zoned R1- 1-O and developed with single-family residential uses. The subject site is also within the West Los Angeles Transportation Improvement and Mitigation Specific Plan. The site is within an active 500 Foot Park Zone (Rancho Park Golf Course), and is within a Methane Zone and BOE Special Grading Area. VESTING TENTATIVE TRACT NO. 76045-SL PAGE 3 REPORTS RECEIVED BUREAU OF ENGINEERING: Reports that the Tract Map layout is satisfactory as submitted and recommends approval subject to conditions stated in the memo dated October 25, 2017 pertaining to improvements along Beverly Glen Boulevard. See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF BUILDING AND SAFETY, GRADING DIVISION: Tentatively approves subject to conditions stated in the memo dated June 23, 2017. See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF BUILDING AND SAFETY, ZONING DIVISION: A clearance letter will be issued stating that no Building and Zoning Code violations exist on the subject site once the items identified in the memo dated October 7, 2017 have been satisfied. See recommended conditions in Draft Tentative Tract Report with Conditions under department. DEPARTMENT OF TRANSPORTATION: No comments were available at the writing of the staff report. FIRE DEPARTMENT: Recommends that the plot plans be submitted for Fire Department review and approval prior to recordation of Tract Map Action. See recommended conditions in Draft Tentative Tract Report with Conditions under department. LOS ANGELES UNIFIED SCHOOL DISTRICT: No comments were available at the writing of the staff report. DEPARTMENT OF RECREATION AND PARKS: Recommends that the project be subject to conditions stated in the memo dated September 29, 2017. BUREAU OF STREET LIGHTING: Recommends that the project be subject to conditions stated in the memo dated October 19, 2017. BUREAU OF SANITATION: Wastewater Collection Systems Division of the Bureau of Sanitation has inspected the sewer/storm drain lines serving the subject tract and found no potential problems to their structures or potential maintenance problem, as stated in the memo dated October 2, 2017. The Advisory Agency’s approval is subject to the following conditions: NOTE on clearing conditions: When two or more agencies must clear a condition, subdivider should follow the sequence indicated in the condition. For the benefit of the applicant, subdivider shall maintain record of all conditions cleared, including all material supporting clearances and be prepared to present copies of the clearances to each reviewing agency as may be required by its staff at the time of its review.     Sherman Oaks Community Traffic Plan Sherman Oaks is a community that is geographically bound by the Santa Monica mountains on its southern boundary, and the ever-expanding San Fernando Valley on its western, northern, and eastern boundaries. Sherman Oaks is about three miles from north to south and three miles from east to west. But, Sherman Oaks has only four exit routes along its southern border to the Westside, as shown in the figure below: • San Diego Freeway; • Sepulveda Boulevard; • Woodcliff Road; and • Beverly Glen Boulevard. Only Four Exit Routes from Sherman Oaks Sherman Oaks Vision Committee 1 of 11 May 6, 2017 Sherman Oaks Community Traffic Plan Sherman Oaks was first developed in 1927 with only three canyon exit routes to the Westside – the San Diego Freeway did not exist until 1964. This lack of viable exits created a huge future problem because there are so many job opportunities on the Westside. Years ago, traffic flowing through Sherman Oaks was manageable. But, with increasing population growth more people from across the Valley started using these canyon routes to access their jobs and schools on the Westside – thus straining the capacity of these routes. As traffic became heavier, it began to overflow onto secondary streets. This caused many neighborhoods such distress that the city began limiting access to these secondary streets through turn restrictions during peak travel times. This further concentrated traffic onto already overcrowded canyon routes, many of which are substandard streets, causing gridlock. Throughout Sherman Oaks, much of our troubles stem from streets never intended for heavy traffic.

Различая пространство (space) и место (place), автор констатирует, что Лос-Анджелес парадоксально не является местом, т.е. пространством организованным и радикально отличным от окружающего. В немалой степени это проявляется в отсутствии доминирующих над городским пространством религиозных сооружений, единство города обеспечивается скорее системой скоростных шоссе. В связи с этим стратегия оформления сакрального пространства религиозными институциями, с одной стороны, предполагает дробление городского, преимущественно неинтегрированного пространства на множество кластеров, и с другой – намеренно «не соответствует» духу места, в силу его отсутствия. Более того, сооружения образуют замкнутые миры, существующие на полюсе пространства, противоположном все пронизывающей сети дорог. Таким образом, в Лос-Анджелесе религиозные сообщества не осваивают, но формируют священное пространство, причем исключительно в соответствии с принятыми и формирующимися в них представлениями.     I. INTRODUCTION/SUMMARY A. INTRODUCTION The purpose of this Draft Environmental Impact Report (EIR) is to inform decision-makers and the general public of the potential environmental impacts resulting from the proposed development of the Bundy Village and Medical Park Project (the “proposed project”) site located at 1901, 1925, 1933 South Bundy Drive and 12333 West Olympic Boulevard within the West Los Angeles community of the City of Los Angeles. The project Applicant is Westside Medical Park, LLC, located at 1801 Century Park East, 23rd Floor, Los Angeles, California 90067. A detailed description of the proposed project is included in Section II (Project Description) of this Draft EIR. The proposed project will require certain discretionary approvals by the City of Los Angeles (the “City”) and other governmental agencies. Therefore, the proposed project is subject to environmental review requirements under the California Environmental Quality Act (CEQA).1 The City of Los Angeles Department of City Planning (the “Planning Department”) is the Lead Agency under CEQA for the proposed project. As described in Sections 15121 (a) and 15362 of the State CEQA Guidelines,2 an EIR is an informational document which will inform public agency decision-makers and the public of the significant environmental effects of a project, identify possible ways to minimize the significant effects, and describe reasonable alternatives to the project. The purpose of this Draft EIR, therefore, is to focus the discussion on those potential environmental effects caused by the proposed project that the Lead Agency has determined may be significant.     4.1 Traffic, Circulation, and Parking This section describes the existing transportation and parking conditions within and adjacent to the project area. A traffic report describing the potential impacts of the proposed project was prepared by Iteris in March 2010 and is included as Appendix B. This section summarizes the findings of the traffic report and discusses any necessary mitigation and residual impacts after mitigation. The study area for the traffic report prepared for the proposed project was developed in conjunction with LACMTA and the Los Angeles Department of Transportation (LADOT). A study area that included 74 study intersections, consisting of intersections along Wilshire Boulevard, as well as parallel corridors, such as Sunset Boulevard, Santa Monica Boulevard, Olympic Boulevard, Pico Boulevard, 3rd Street, 6th Street, and 8th Street, was established for the proposed project. 4.1.1 Environmental Setting The following discussion includes an overview of the transportation system within the Wilshire BRT study area. The roadway system in the study area forms a grid pattern, with arterials and collectors that generally follow a northeast-to-southwest orientation in the western portion of the study area (west of the City of Beverly Hills) and an east-to-west orientation in the eastern portion of the study area (east of the City of Beverly Hills.) Freeway Network The Santa Monica Freeway (Interstate 10 [I-10]) is a major east-west freeway that parallels Wilshire Boulevard south of the study area. The freeway is one of the busiest and carries some of the highest daily traffic volumes in the nation. Annual counts from the California Department of Transportation (Caltrans) indicate that the 2007 average daily traffic (ADT) on I-10 ranges from 199,000 (east of Centinela Avenue) to 323,000 (east of Vermont Avenue).
