REQUEST Pursuant to LAMC Sections 17.03 and 12.22 C.27 (Small Lot Ordinance), a Vesting Tentative Tract Map for the subdivision of one 6,500 square-foot lot into 5 small lots that are 1,850 square feet (Lot 1), 1,100 square feet (Lots 2-4), and 1,350 square feet (Lot 5) in lot area. Each small lot will be improved with a single-family dwelling unit and 2 parking spaces. The existing 5-unit multi-family building on-site is proposed to be demolished. The project also involves a haul route to export 1,700 cubic yards of soil, and the removal of seven (7) non-protected trees including one (1) street tree. OFF-SITE: Case No. TT-64958: On June 15, 2006, the Deputy Advisory Agency approved a Tentative Tract Map for a maximum of 7 residential condominium units for a property located at 10386 West Almayo Avenue. PUBLIC RESPONSES No letters have been received from the public at the time of preparing this report. Staff received two phone calls from one neighbor with concerns regarding the removal of trees, the subdivision resulting in homes with excessive height, and eviction of current tenants. VESTING TENTATIVE TRACT NO. 76045-SL PAGE 2 GENERAL COMMENTS The project site consists of one rectangular lot that covers a lot area of approximately 6,500 square feet. The subject site has frontage along the east side of Beverly Glen Boulevard measuring approximately 50 feet in width, and a lot depth measuring approximately 130 feet. The existing topography has a slope of less than 10 percent, with an elevation change of approximately 12 feet from the front property line along Beverly Glen (199’) to the rear property line (211’). The property fronts Beverly Glen Boulevard, a designated Avenue I Street with a designated right-of-way width of 100 feet and designated roadway width of 70 feet. No dedications are required per the Bureau of Engineering, however the subject site would be required to make sidewalk improvements along Beverly Glen Boulevard. The site is designated for Medium Residential land uses in the West Los Angeles Community Plan and is zoned R3-1-O. The site is currently improved with a 5-unit multifamily building built in 1951. The tenant list indicates that all 5 existing units are occupied. The project has not been identified as a historic resource or identified in the City’s HistoricPlacesLA or SurveyLA. No recent permits were filed at the time of preparing the staff report. The project involves the demolition of the existing 5-unit multifamily building and subdivision for the new construction, use, and maintenance of five small lot homes. Per architectural plans dated August 31, 2017, the dwelling units will be four stories (three residential levels over a semi-subterranean parking level) and a maximum of 45 feet in height. The subdivision maintains setbacks along the perimeter of the property of 15 feet to the west, 5 feet to the north, 16 feet to the south, and 5 feet to the east. Vehicular access is provided in the form of a Common Access Driveway Area that has a 16-foot width that is clear to sky. Vehicles have approximately 24 feet of back-up and maneuvering space when accessing the parking spaces (Level 1). Pedestrian access is provided in the form of a Common Access Pedestrian Easement that is 5 feet in width along the northern property line. Due to the slope of the site, stair steps are provided along the Common Access Pedestrian Easement in the form of an upper walkway, with pedestrian entrances for the small lot homes located on Level 2. Balconies are located on Level 2 facing the driveway and along Beverly Glen Boulevard, and roof decks are provided on Level 5. Trash storage is maintained in the garages for the individual small lot homes. Surrounding parcels are zoned R3-1-O and are developed with multi-family residential buildings ranging from 2 to 3 stories in height. Other parcels along Beverly Glen Boulevard are developed with multi-family residential buildings up to five stories in height. Neighboring parcels fronting along Ilona Avenue (approximately 25 feet to the northeast) are zoned R1- 1-O and developed with single-family residential uses. The subject site is also within the West Los Angeles Transportation Improvement and Mitigation Specific Plan. The site is within an active 500 Foot Park Zone (Rancho Park Golf Course), and is within a Methane Zone and BOE Special Grading Area. DEPARTMENT OF BUILDING AND SAFETY, GRADING DIVISION: Tentatively approves subject to conditions stated in the memo dated June 23, 2017. DEPARTMENT OF BUILDING AND SAFETY, ZONING DIVISION: A clearance letter will be issued stating that no Building and Zoning Code violations exist on the subject site once the items identified in the memo dated October 7, 2017 have been satisfied. FIRE DEPARTMENT: Recommends that the plot plans be submitted for Fire Department review and approval prior to recordation of Tract Map Action. BUREAU OF SANITATION: Wastewater Collection Systems Division of the Bureau of Sanitation has inspected the sewer/storm drain lines serving the subject tract and found no potential problems to their structures or potential maintenance problem, as stated in the memo dated October 2, 2017.
